Waste Facilities Technical Due Diligence

SINGAPORE, HONG KONG, CHINA AND JAPAN

We undertook technical due diligence and assessment of the material risks on multiple waste facilities. The team performed a technical review which included assessing the asset’s condition, management, operation, HSE performance, design and technology, contracts, and financial assumptions for investors and lenders. The red flag report included key issues identified by GHD for risk mitigation and recommended next steps to be undertaken in the transaction.

Waste Facilities Due Diligence Activities

SINGAPORE

GHD has been a leading consultant in successfully performing technical advisory and due diligence activities in the waste sector in Singapore and across Southeast Asia. In Singapore, we have completed Technical, ESG and H&S due diligence activities for all the major waste collection and management businesses covering waste management, hazardous waste management, fleet, EV fleet and EV infrastructure, waste to energy plants, waste treatment plants, material recovery facilities, depots and other similar type assets. GHD has been involved in both buy-side and sell-side due diligence activities for such assets and businesses successfully tailoring the scope of work and value propositions offered accordingly.

Technical and HSE Due Diligence of New Zealand Waste Collection Platform NEW ZEALAND

We provided technical due diligence on one of New Zealand’s largest waste and recycling companies based on an assessment of key operational assets (181 Frontline Trucks, 10 Transfer Stations, 2 Green Waste Transfer Stations, 5 Depots, and 6 MRFs), asset management and technology performance, operations and maintenance, planning & contracts, HSE, Capex/Opex, and site visits. Site visits were executed at key MRF, transfer station and depot facilities in New Zealand.

GHD successfully delivered the red flag report, due diligence report, as well as a follow up Environmental Baseline Study (EBS), following on from one of the recommendations from the due diligence conducted.

Knowledge Transfer on the Application of Waste to Energy Technologies

INDONESIA, LAO PDR, MALAYSIA

We provided technical assistance to select government and non-governmental beneficiaries in Malaysia, Indonesia, and Lao PDR to facilitate knowledge transfer and sharing of best practices related to the effective and contextually appropriate application of waste-to-energy (WTE) technologies. GHD developed a desk study report govering international best practices, as well as the context and opportunities within Southeast Asia, followed by purposeful capacity building activities such as establishing, delivering and presenting conference events, as well as site visits within all the three (3) countries listed.

Waste Management Sector Land/Space Needs Study

SINGAPORE

GHD was engaged by the National Environment Agency of Singapore (NEA) to undertake a WM sector land/space needs study to advise on future land use planning given evolving waste infrastructure and technologies, as well as best practice. This included a comprehensive review of current and projected land needs, recent trends, and sectoral developments.

The key challenges included

– Rising land demand for WM amidst Singapore’s limited land availability.

– Need for new operational strategies to obtain economies of scale.

– Evolving sector dynamics driven by changes in waste composition, the adoption of new technologies, and the shift towards circular economy practices.

GHD adopted a holistic and forward-looking approach to assess the land and space needs of the WM sector, recognising that space constraints are and will likely remain a persistent challenge in land-scarce Singapore. Our scope of services included reviewing the sector profile and land/space needs, recent trends and impacts , assessing benchmarking of international best practices/advanced technologies, and demand projection of WM land take, as well as providing recommendations to address challenges alongside a land resource support roadmap.

Technical and Environmental Due Diligence

AUSTRALIA

GHD provided buy-side technical and environmental due diligence services to a confidential client regarding its potential investment in the major waste management business, JR Richards. Key areas of the technical and environmental DD included review of the fleet and depot asset information, processing infrastructure, operational systems, material processing and comment on environmental approvals and HSE.

GHD provided buy-side technical and ESG due diligence services to a confidential client on a major waste business in regional Australia. Key areas of technical and ESG DD included looking at the asset management, depots, truck fleet, decarbonsiation of the fleet, the organic recycling facilities, materials recovery facilities, environmental, safety, and ESG review for eight of the major sites. GHD also conducted due diligence on a further eight sites from a strictly environmental contamination purpose.

GHD provided buy-side technical and environmental due diligence services to a potential infrastructure investor (Client) on a major waste management business in New Zealand. Key areas of technical and environmental DD included operational assets (26 Transfer Stations, 13 MRFs and 7 Landfills) across North and South Islands, and approval (and appeals) documentation for a proposed new large-scale landfill servicing Auckland.

Technical Due Diligence of Indonesia Water Assets INDONESIA

GHD provided technical due diligence for a key water utility business based in Indonesia covering 7 operational water treatment assets and 3 contracted/development water treatment assets. The due diligence review covered the process and performance, technology and design, operation and maintenance for the operational assets. For the contracted/development assets, the review covered the concept design and project implementation. The team also executed site visits on a number of operational and contracted/development assets to support the due diligence review conducted.

Technical and HSE Vendor Due Diligence of Water Portfolio

PHILIPPINES

GHD was engaged to provide Technical and HSE Vendor Due Diligence services to inform the client on the potential material matters relating to the potential sale of client’s entire critical facilities asset base. Our scope of work comprised of the review of the project’s technical specifications including process and performance, technology and design, asset management and Capex/ Opex, HSE reviews and a site visit. The review covered selected major assets, including four (4) water treatment plants, thirteen (13) water pump station & reservoir storage systems, three (3) water transmission & network systems, six (6) wastewater treatment plants, ten (10) wastewater pump/lift stations and three (3) wastewater conveyance & network systems. Opportunities and material technical risks were identified along with proposed future mitigation measures.

Financial Analysis and Tariff Model Review

PHILIPPINES

GHD was engaged by Vivant to conduct a financial analysis for a target water distribution project. The engagement also included the preparation of tariff model inputs by the guidelines presented in the tariff model for regulated water utilities user’s manual of the National Water Resources Board. The engagement enabled Vivant to determine appropriate tariff to be charged to the customers as well as corresponding tariff escalation schedule necessary for tariff rates application.

Nature-based solutions and carbon markets

Verified Carbon Unit Calculations INDONESIA

GHD completed Verified Carbon Unit (VCU) Calculation

Estimates for a Client covering dry land, tropical forest type assets based in Indonesia over an area of approximately 100,000 hectares (ha). This included completing a carbon baseline, establishment of project activity emissions, computation of net greenhouse gas emissions, and application of a carbon intensity indicators. GHD was successfully able to apply the Verra Methodology to determine VCUs per annum as well as total VCUs from 2026 to 2057.

Due Diligence of a Forest Plantation SOLOMON ISLANDS

GHD conducted an environmental and social due diligence against international industry best practice to inform the Client’s investment decision. The asset for review is in the Western Province of the Solomon Islands, and spans a gross area of 40,000 hectares (ha). GHD’s due diligence included review against IFC Performance Standards, ADB Safeguards Policy Statement, Forest Stewardship Council (FSC) Principles, Core ILO Labour Standards, applicable local and national statutory requirements, and other good international industry practices relevant to the industry. The scope of work included risk categorisation, environmental and social due diligence, site visit, and an Environmental and Social Action Plan (ESAP).

Gunbower Koondrook-Perricoota Forest Icon Ecosytem Services

AUSTRALIA

GHD provided the development of methods and quantification of ecosystem services for client Department of Agriculture, Water and Environment, in accordance with UN System of Environmental Economic Accounting for 2010 and 2015. The project was a proof of concept using limited time series and is a demonstration of how to connect biophysical and economic information in an ecologically meaningful way. In essence, GHD worked in close partnership with Marsden-Jacob Associates and the Murray-Darling Basin Authority to create the nation’s first ecosystem account. This ecosystem account will increase capacity across government agencies in Australia to develop accounting systems in alignment with the United Nations’ System of Environmental Economic Accounting framework.

Environmental, Social and Governance (ESG)

InfraCo Asia HSES Management System Development Services

SINGAPORE, CAMBODIA AND INDIA

InfraCo Asia engaged GHD to support the development of an effective HSES-MS that is tailored to InfraCo Asia’s business model, and that provides the necessary information, guidance, and requirements to the respective project companies. GHD applied lessons learned from its experience on HSES-MS, understanding the context of projects and organisations, and tailoring the right level of details with the end-user in mind. This led to the preparation and implementation of a robust HSES-MS that is comprehensive, standardised, and compliant with InfraCo Asia’s HSES requirements.

As part of its current engagement with InfraCo Asia, GHD is supporting the customisation of its project companies’ HSES systems. In assisting the project companies with their HSES systems, GHD conducts HSES risk assessment to discuss HSES risks and provide recommendations on management plans to mitigate the identified HSES risks. Based on the risk exercise, GHD customised the HSES-MS framework and relevant management plans for the project companies. At present, GHD has supported the HSES customisation for the Kandal Cold Storage (Cambodia), Pareng Hydropower Project (India), and Khmer Water Supply Holdings (KWSH) (Cambodia).

Support GHG Reporting and Framework for an Airport Project

PHILIPPINES

GHD was engaged to review the Annual Greenhouse Gas (GHG) Emissions Inventory Report for an airport construction project in the Philippines. The purpose of the engagement was to provide the final findings based on risks of potential error or misstatements in the report and calculations.

In the first phase of the project, GHD reviewed the client’s GHG Emissions Inventory Report to confirm the quantification of emissions against applicable standards to support the client’s compliance with investors and public disclosure requirements.

GHD was also engaged for the second phase of the project to help the client improve its capabilities and quality

checking procedures for the management of data systems, GHG calculations and reporting. Further, GHD supported the client in enhancing its current GHG framework and systems so that it can improve its reporting and plan effectively for GHG reduction initiatives across the project’s life cycle.

5000 MW of Coal, Gas, and Hydroelectric Power Plants PHILIPPINES

GHD helped establish the baseline GHG emissions for a client’s power plants operating a cumulative ~5000 MW of coal, gas and hydroelectric power plants. GHD conducted a review and gap assessment of the GHG emission accounting framework, systems and procedures to establish baseline and trajectory of GHG emissions across the asset base in accordance with ISO 14064 and WRI, GHG Protocol. At the end of the project, GHD provided a robust baseline GHG emission level to serve as the client’s basis in preparing a roadmap towards decarbonisation.

Solana Technical and HSES Due Diligence

PHILIPPINES

GHD performed technical and HSES due diligence on a 28 MW solar energy-capturing facility in the Philippines owned by Solana. The team conducted assessments in regulatory requirements, gender, technical and market, company systems, policies and procedure, financial model assumptions review among other areas. A detailed technical and HSES due diligence report was prepared clearly highlighting recommended actions and measures for the project.

Ravenswood Gold Refinancing (2023) and Sell side (2025) Due Diligence

AUSTRALIA

GHD was engaged by Ravenswood Gold to provide ESG Due Diligence services for the refinancing of the Ravenswood Gold Mine following a large expansion of mining activities. This involved an assessment of environmental, social and governance risks and opportunities at the site, review of management procedures and processes. GHD was also engaged by Ravenswood Gold to provide sell side due diligence services across ESG components for the gold mine. This included review and updating of the previous refinancing assessment, an additional site visit, review of the expansion and further works.

Renewable energy and storage

Geothermal Assets Technical Due Diligence INDONESIA

GHD conducted technical, ESG and HSE due diligence on the client’s nine (9) operational and four (4) pipeline geothermal assets situated across Indonesia. The process involved site visits, technical, HSE and ESG red flag reviews, and cost estimate reviews. This undertaking led to the identification of HSE and ESG risks and opportunities that may have an impact on the valuation of the assets of the client, as well as the development of appropriate mitigation measures. The client also received a geothermal energy knowledge share from GHD.

16 MW Wind Farm Technical Due Diligence PHILIPPINES

GHD undertook a red flag review of a distressed wind energy asset suffering energy curtailment in Mindoro, Philippines. The acquisition engagement on the 16-MW wind farm involved a technical due diligence that entailed an investigation of the underlying problems of the asset. The final report given to the client included the assessment of the impact of the key issues on the energy curtailment and recommendation of planned solutions that include the installation of a 6 MW/6 MWh battery energy storage system.

APAC Renewable Energy Survey

ASIA-PACIFIC

GHD was engaged to perform an APAC Renewable Energy Survey to identify large renewable energy projects that would potentially help in providing electricity for powering a client’s business operations. The survey mainly targeted Australia, Vietnam, Malaysia, Papua New Guinea, and Lao People’s Democratic Republic. Using the survey results, GHD identified a shortlist of future and in-progress renewable projects together with a review of their respective LCOE.

Vendor Sell Side Solar, Wind and BESS Asset Portfolio Due Diligence

VIETNAM AND AUSTRALIA

GHD successfully performed the role of the sell side Technical Due Diligence advisor completing reviews, risk assessment and advising the Client on mitigations for rooftop solar assets within Vietnam, as well as wind, solar and BESS assets within Australia. This covered both greenfield and brownfields assets requiring reviews on design, yield assessments, performance, O&M and permitting requirements.

GHD provided technical and environmental due diligence services to Brookfield covering review of Neoen’s Australia portfolio consisting of c. 11.8 GW operational, in-construction and development renewable energy assets (Solar, Wind and BESS).

Zenith Energy is Australia’s leading IPP with a portfolio of islanded remote microgrids throughout Western Australia and the Northern Territory. Zenith Energy is Australia’s largest IPP(by total contracted capacity in the mining and property sectors)

GHD provided vendor due diligence services to assist Pacific Energy and owners QIC with an equity raising process for its growing portfolio of remote power supply systems including gas, diesel, wind, solar, and BESS.

Buy Side Due Diligence

AUSTRALIA

GHD provided technical and ESG due diligence on the assets portfolio owned by Alinta in the Pilbara region of WA. GHD’s client APA ended up as the ultimate successful buyer of the portfolio which consists of gas/wind/solar/BESS and transmission assets.

The due diligence focused on the identification, quantification and mitigation of potential risks relating to the 17 assets within the portfolio, and identification of potential upside opportunities.

The diligence process covered 4GW (wind), 1.5GW of solar (including operational solar farms), and 1.2GW of BESS located across QLD, NSW and SA. GHD’s services included a review of operations, planning and approvals, development plans, vendor energy yield analysis (EYA) and completion of an independent EYA.

Buy Side Due Diligence

AUSTRALIA

GHD was engaged by CS Energy to conduct a buy-side technical and environmental due diligence review on the Lotus Creek Wind Farm. A detailed review of this late stage 285MW development project was undertaken with a view to identify material technical matters and opportunities that could impact the value of the asset. A Technical and Environmental Due Diligence Report and detailed risk register was furnished to support the ultimately successful investment decision, with CS Energy reaching financial close of the Lotus Creek Wind Farm in August 2024. Shortly after reaching FID, CS Energy issued Notice to Proceed to commence construction of the wind farm. GHD also supported CS Energy with further review of draft EPC and MSA contracts, review and comment on the technical assumptions applied within the financial model, and a high-level assessment of end-of-life operating scenarios.

Consultancy on Grid-to-Grid Interconnection Policy, Regulatory and Technical Matters

SINGAPORE

GHD successfully assessed international practices, case studies and benchmarking, advising the Energy Market Authority in Singapore on lessons learnt for grid-to-grid interconnection and electricity import projects that can be applied for the Singapore context”. GHD also supported the Energy Market Authority on existing PSS/E and PLEXOS model assessments, advising on grid-to-grid interconnection scenarios and models required.

Biomass Feasibility Study

PHILIPPINES

GHD was engaged to prepare a study on the biomass supply market in the Philippines and identify potential biomass feedstock suppliers for two prospective boiler plants located in Luzon, Philippines. Key outcomes of the project included a biomass market overview, biomass supplier identification and feedstock assessment, supply chain scenario identification and biomass feedstock supplier assessment. The scope of work included technical, commercial, and sustainability assessments (compliance reviews, transport, and logistics mapping, and GHG emission calculations).

Promoting the Production of Sustainable Aviation Fuels from Agricultural Wastes in the ASEAN Region.

CAMBODIA, INDONESIA, LAO PDR, MALAYSIA, PHILIPPINES, THAILAND, AND VIETNAM

GHD was engaged by the Canadian Trade and Investment Facility for Development (CTIF) to deliver comprehensive professional services to support ASEAN and BOEING, aimed at assessing and supporting the development of Sustainable Aviation Fuel (SAF) production in Southeast Asia. The project aimed to assess the feasibility and economic viability of product SAF from agricultural and forestry wastes, focusing on the following seven (7) ASEAN countries: Malaysia, Cambodia, Indonesia, Lao PDR, Thailand, the Philippines and Vietnam.

The scope includes:

– Feedstock assessment;

– Technology Pathway Assessment;

– Feedstock and Product Supply Chain Assessments;

Carbon Intensity Assessments (based on CORSIA principles);

Environmental and Social Reviews;

– Policy and Regulation Reviews and Considerations; and

– Financial Assessment.

The scope included developing a techno-economic assessment, followed by developing knowledge share material, along with facilitating the knowledge share events to transfer the learnings and knowledge to key stakeholders such as ASEAN, BOEING and CTIF/Cowater, as well as more than 150 other industry stakeholders from both the government and private sector across Southeast Asia in a hybrid platform (both in-person held in Jakarta and virtual attendees attending online).

Biomass Business Case Study

PHILIPPINES

GHD completed a case for change and biomass market study for reduction of GHG emissions through biomass co-firing. GHD also completed studies on the appropriate biomass and associated biomass supply chains, including a techno-economic assessment of the biomass supply and co-firing options.

Biomass Cogeneration Plant and Sustainable Steam Network SINGAPORE

GHD was engaged to provide technical expertise on the identification of gaps and risks in the project preparation and development and recommendations of appropriate mitigation measures to be considered for the implementation of the project. GHD also supported the Client in the next phase by completing the concept study and basis of design for the project to allow the project to be released for EPC Tender. GHD also provided advice on the procurement strategy and Contractor split, including interface points, that can be adopted for the next phase of the Project.

Transport

Mauritius Light Rail Delivery Support and Advisory Services

MAURITIUS

GHD was engaged by Singapore Cooperation Enterprise (SCE) to develop and assist in the project implementation of a 26-kilometer light rapid system in the Republic of Mauritius. GHD provided technical, commercial, and institutional development services that included transport integration, fare and funding structures among others. The successful completion of the 19 stations became a landmark government-to-government project between the Republic of Mauritius and the Singapore government. Following the success of the previous project, GHD was commissioned again by SCE to assist in the planned expansion of the Mauritius light rail network. The team is in charge of the tender evaluation process which includes the administrative, technical, legal, and financial evaluation of the proposals from the bidders.

Technical and Environmental Due Diligence of a Bus Operator

AUSTRALIA

GHD was engaged by an institutional investor to provide technical and environmental due diligence services. The scope included the preparation of a report to inform the preferred bidder on the potential acquisition of Ventura, a bus operator. GHD undertook the technical review focused on identification of material risks and opportunities associated with operational assets, site visit and fleet review, planning and environmental review, ESG review, and IT review.

EV & EV Charging Infrastructure Technical and HSES Due Diligence

LAO PDR

GHD completed a review of regulations, market transformation, cost, technical, HSES, gender empowerment assessment, company systems and capacity assessment on a EV and EV charging infrastructure business based in Lao PDR for InfraCo Asia. GHD also performed a site visit covering reviews of EV charging infrastructure in multiple locations within Lao PDR, including Vientiane. GHD was able to successfully advise risk and opportunities for the business, along with mitigation measures that can be adopted.

Queensland Airports Limited AUSTRALIA

GHD was selected by AustralianSuper to provide buyside Technical due diligence services on a 74.4% stake in Queensland Airports Limited (QAL). QAL comprises 4 x assets – Townsville Airport, Gold Coast Airport, Mt Isa Airport and Longreach Airport. The scope for this project included: Pavements and geotechnical, Construction, Runway, Aeronautical Ground Lighting (AGL), Terminal and Buildings, Structural, Mechanical, Electrical, Asset Condition and Management, and CAPEX & OPEX review.

Eastlink

AUSTRALIA

GHD was engaged by QIC Private Capital Pty Ltd (QIC) to provide Technical and ESG Due Diligence services and prepare a Due Diligence Report (Report) to inform QIC on the potentially material matters relating to the potential acquisition of a 19.82% stake in the Eastlink Toll Road (Asset). EastLink Toll road, is a 39 kilometre (km) tolled section of road which connects the Eastern Freeway in Melbourne’s East to Peninsula Link and Frankston Freeway in Melbourne’s southeast, connecting the city to the Mornington Peninsula. EastLink is electronically tolled with no cash booths, using a system developed by SICE. It opened to traffic in June 2008 and the concession expires in November 2043. Key features of Eastlink include 17 interchanges, 88 bridges, twin, threelane 1.6km tunnels, 35 km of bicycle and walking tracks and 63 wetlands to treat water run- off. GHD has undertaken a Technical and ESG review of the assets.

LNG, NG & CCUS

Future Energy Land Optimisation Study

SINGAPORE

GHD was commissioned to evaluate current and future development options for the generation of electricity considering land requirement to maximise returns. The identification of practical, cost-effective layout options incorporating newer H-class CCGT technologies, ammonia/hydrogen, battery storage, and carbon capture were assessed. GHD provided recommendations of various development options considering different business drivers including diversification of the business and land uses

Energy Efficiency Improvement Study

SINGAPORE

GHD was engaged to undertake an Energy Efficiency Improvement Study for the fuel gas supply systems to each of the CCGT units on the site (CCP1, CCP2, CCP3, CCP4, CCP5, CCP6 and CCP7). This included compliance review of the existing fuel gas supply systems and subsequent development of concept designs. GHD successfully developed concept designs for modifications required to the fuel gas supply system to CCP1 and CCP2, CCP3, CCP4 and CCP5, as well as CCP6 and CCP7, including development of the steady state and transient analysis as well as drawings such as general arrangements and P&Ds. The study yielded positive results including a CCP6 and CCP7 system that bypassed the existing fuel gas compressors, creating potential energy savings for the operation of the plant. GHD also completed a cost estimate and cost benefit analysis for the recommended modifications.

Technical Audit of all CCPs SINGAPORE

GHD carried out an audit/investigation of the CCP units that exist at the Client’s site using an approach to review the CCP units by OEM package. Therefore, GHD completed review of each of the CCGT and Balance of Plant and OEM packages for the technical audit. GHD’s audit covered Plant Design and Process, Trip Logic Design, Critical Spares, Operation and Maintenance,Performance, and History of Forced Outages.

GHD was able to complete the reviews by working closely with the individual SEPL teams. GHD conducted in-person workshop and Q&A sessions with the individual teams as well as reviewed pertinent documentation associated to each of the O&M packages. GHD completed a Technical Audit Report, as well as completed associated presentations to relevant SEPL stakeholders for each of the O&M packages.

CCUS Dubai CO2 UAE

GHD was engaged to deliver a completely integrated CCUS project in the United Arab Emirates. The project involved CO₂ capture from flue gas and hydrocarbon production, utilization for EOR, and permanent storage.

Santos Cross-Border CO2 Pipeline and FEED Facilities AUSTRALIA

GHD performed the complete FEED design, including a Safety Management Study (SMS) for the Santos Moomba to Cross Border CO₂ Pipeline as part of a project to capture carbon dioxide (CO₂) from the Moomba Gas Plant. The CO₂ is transported via a pipeline for injection into the Cooper Basin to geo-sequester a significant stream of greenhouse gas and help develop longer-term CCS capabilities in the Cooper Basin.

Bayu Undan CCS Technical Advisory

AUSTRALIA

GHD provided owner’s engineering technical advice on critical project areas such as pipeline and well start up for CO2 operations. This work also included more substantial commissions such as a rigorous RAM (Reliability, Availability and Maintainability) study for the CO2 facilities both at the expanded Darwin LNG Plant and at the modified offshore Bayu Undan platform, including membrane separation, compression, pipeline and wells. This work appears to be extending into 2024 as a specific study of the project’s electrical systems.

Zero Gen Co2 Capture - Reservoir MMV Services

AUSTRALIA

GHD was engaged by Zerogen to test reservoir performance and Monitoring, Measurement, and Verification (MMV) technologies in Queensland, Australia. The project utilizes Integrated Gasification Combined Cycle (IGCC) technology for pre-combustion CO₂ capture from a coal plant, targeting 100% CO₂ capture.

ATCO DAC (Direct Air Capture) and other carbon sources for methanation - technology review

AUSTRALIA

GHD conducted an Australia-wide assessment of carbon dioxide sources for capture and use as feedstock for renewable methane production via methanation. The scope included high-level concept design, as well as the capital and operational expenditure estimates for multiple options.

Asset closure and transformation

Stage III Power Plant Demolition Consultancy Services SINGAPORE

GHD provided a suite of consultancy services for the demolition of an oil/gas fired steam generation station. The steam-driven thermal generation equipment has a rated capacity of 2 x 250 MW and was commissioned in 1983. GHD supported the Client in successfully completing required Tender Documents, Tender Clarifications and Tender Evaluations for Contractors to perform the required demolition activities. GHD also completed the Site Waste Management Plan, HAZDEM and Risk Assessment Study, as well as cost benchmarking and estimations of demolition costs using all GHD previously completed GHD demolition related projects.

Multiple NBPC Generation Stations CANADA

GHD completed Facility Closure Plans and Cost Estimations for seven coal-fired, diesel-fired and heavy-fuel-fired power plants for NBPC ranging in size from 30 MW to 1,050 MW. Detailed building inspections were conducted to assess current condition and quantity of infrastructure and production equipment at the sites. GHD reviewed as-built drawings to obtain estimate quantities of structural steel, recyclable materials, hazardous materials and debris. Regulatory requirement planning and environmental investigations were conducted to evaluate potential permitting and environmental requirements. GHD developed conceptual demolition schedules and estimates of closure costs for decommissioning of the facilities, including estimate of salvage values for NBPC.

Demolition of Clyde Oil Refinery Including Duck Creek Bridge

AUSTRALIA

GHD’s role on the project was to provide assistance with the development of the demolition methodology, (including drawings) complete structural calculations, including provision for temporary works for pre-weakened structures. GHD completed the structural calculations for the induced collapse of the chimney stacks and the processing buildings. The refinery consisted of 5 concrete chimney stacks, steel and concrete process buildings and a pipe support bridge over a creek. The refinery had live underground jet fuel lines that service the Sydney Airport and had to remain live throughout the project.

The project was completed successfully while maintaining the ongoing services to the Sydney airport and meeting all key performance indicators.

Grid Impact Assessment on Coal Plant Decommissioning

PHILIPPINES

GHD conducted a grid impact assessment on the potential early retirement of a coal-fired power plant in the Philippines. As part of this exercise, GHD provided an assessment concerning the impact of the potentially early retirement of coal-fired power plant in the Philippines on power system security and reliability

Hazelwood Power Station Demolition AUSTRALIA

GHD provided risk management services for targeted demolition activities within Hazelwood Power Station to enable black start capabilities to be maintained. The work included a two-day demolition risk assessment for Engie, including both client representatives and the demolition contractor. Engie’s risk framework was applied systematically to the demolishment of the 50+ year old power station, for associated internal reporting and approval, prior to commencement of demolition. Additionally, a second risk assessment was conducted on a specific building and switchyard that needed to remain intact and ultimately operational on the site to maintain a legislated black start capability. This involved Engie (asset owner), Ausnet (transmission provider) and demolition contractor on the methodology and sequencing to be applied.

AGL Financial Provisioning Reassessment AUSTRALIA

GHD was initially engaged by AGL in the years 2016-17, and subsequently in 2019-20 and 2023- 24, to assist in estimating the appropriate liability provisions associated with the potential closure of AGL-owned power stations, mines, gas and renewable energy facilities including wind, battery energy storaged systems (BESS) and hydroelectric assets. In collaboration with AGL’s technical services, onsite operational, and finance teams, GHD developed a comprehensive understanding of the facilities, supporting infrastructure, and regulatory approvals at AGL’s various sites to inform the provision. GHD’s approach involved reviewing key information such as designs, decommissioning plans, site studies, and environmental assessments. Additionally, site visits, risk workshops, and cost workshops were completed with numerous stakeholders. The collaborative approach with AGL personnel including site visits and workshops provided invaluable information, including qualitative insights from the site personnel’s experience.

Origin Eraring Power Station Closure Cost Estimation AUSTRALIA

Origin Energy commissioned GHD to update its closure provision cost estimates for the Eraring Power Station for 2024. GHD previously estimated these provisions in 2019. Following changes to assumptions of closure strategy, dates, costs, risks, and underlying assumptions, GHD developed an updated closure provision cost estimation to assist with future planning and strategic decision-making. Throughout the project, GHD collaborated closely with Origin Energy to revise the closure base case scenario and related assumptions, as well as to review and test relevant information. This process included updating risk and uncertainty levels, meeting regulatory and contractual closure obligations, and addressing any data gaps.

APA Dandenong LNG Closure Estimates AUSTRALIA

GHD prepared a high-level cost estimate for demolishing an LNG tank and associated materials at the Dandenong LNG facility. We used GHD’s standard demolition cost model and confirmed key assumptions in a workshop. GHD defined the closure scenario for the site alongside key APA stakeholders and considered contingent risks, with the most probabilistic outcomes incorporated into the closure estimate.

Rio Tinto Closure Studies

NEW ZEALAND & AUSTRALIA

In August 2020, GHD was appointed by Rio Tinto to prepare preliminary closure studies for the New Zealand Aluminium Smelter and Bell Bay Aluminium Smelter, following the Closure Study Definition Guidance Note (CSDGN). This involved developing a preferred closure scenario, along with engineering, design, risk evaluation, and cost estimation. GHD also produced technical reports for site Closure Plans, including an execution cost estimate and schedule..

Technical and Environmental Due Diligence of a Salt and Potash Mine

WESTERN AUSTRALIA

GHD was engaged to provide technical and environmental due diligence services to inform the client of the potential material matters relating to the proposed investment in the salt and potash mine project in Western Australia. Our scope of work included a site visit, the review of the project’s technical specifications including operation and design, mining and processing methods, risks, and Capex/Opex, as well as environmental, health and safety reviews. Material technical and environmental risks were identified along with recommended mitigation measures to address concerns of stakeholders.

Steel Mill Lender Technical Advisor PHILIPPINES

GHD provided technical advisory services for the provision of a syndicated term loan facility. The due diligence review covered the technical aspects of the greenfield Steel Rolling Mill project of the Client. It comprised Engineering Design and Review, Site Process and Technology Review, Operations and Maintenance Review, Construction Programming Review, Technical Review of Procurement Documents, Agreements, Contracts, and Financial Model Technical Assumptions Review. The asset has a production capacity of ~600,000 tons per year. GHD also conducted construction monitoring to support their internal approval process in the disbursement of loan in the later phase.

Energy Supply Market Study INDONESIA

To power a new alumina refinery in Kalimantan, Indonesia, GHD was commissioned to conduct an energy supply market study within the area. The team assessed various available conventional and renewable energy sources such as solar, wind, hydro, geothermal, batteries, and combined-cycle gas turbines (CCGT) in terms of several factors which included the levelised cost of electricity (LCOE). GHD recommended the client consider a hybrid setup, combining hydropower and natural gas as sources of electricity for the new facility.
