The Silver Beaver Award
The Silver Beaver is a national award presented by the local Council and is the highest honor the local Council may bestow upon a volunteer.
Nominations for the Silver Beaver Award consist of three parts:
• Distinguished and Significant Service to the Council,
• Noteworthy Service of Exceptional Character to youth outside of scouting,
• Outstanding Service to the Community in other non-Scouting areas. The Silver Beaver Selection Committee

David began his scouting career in 1977 when he joined his local Cub Scout Pack. He earned his Arrow of Light from Pack 802 in Valley Forge Council in 1980 and immediately joined Troop 208 (VFC). He earned the rank of Eagle Scout at age 14 in 1985. He also joined Delmont Lodge 43 in 1985 and sealed his membership (Brotherhood) while serving as a Scoutcraft counselor at Resica Falls Scout Reservation in 1986. He served as his troop’s Senior Patrol for 3 years before becoming a Junior Assistant Scoutmaster in his senior year of High School (19871988).
David received his bachelor’s degree in pre-medicine from the Pennsylvania State University in 1991 and earned his medical degree from Thomas Jefferson University Medical College in 1994. From 1994 to 1997 he attended the Thomas Jefferson University – A.I. DuPont Hospital for Children combined Pediatric Residency program. He was certified by the American Board of Pediatrics in 1997. That same year, he joined The Farm Pediatrics, located in Voorhees and Marlton New Jersey, presently known as Advocare the Farm Pediatrics. He has been the managing partner of this large pediatric practice since 2000.
David has been married to Jessica Chasen since 1995, and they have two children, Rebecca (born 1997) and Noah (born 1999). Noah is also an Eagle Scout as well as a Vigil Member of Lenape Lodge 8.
David joined the Southern New Jersey council in 1999. He served as the Program Chair for the council from 2000–2004. He created Cub Pack 48 in SNJC and served as Cubmaster from 2005–2010. He transitioned with his son to Troop 100 and served as an Assistant Scoutmaster from 2010-2021, where he then became the Troop’s Eagle Mentor/Committee Member, a position he still holds. He has
served as Garden State Council’s Chief Medical Officer from 2014–2020. He served on the National Jamboree Medical Staff in 2001, 2005, 2010, 2013, 2017, and he will again be serving on the National Jamboree Medical Staff in 2023. He also had the privilege to serve on the World Jamboree Medical Staff in 2019. He earned his Wood Badge beads in 2017 from Garden State N5-690-17 course. He used to be an Owl.
David joined Order of the Arrow Lenape Lodge 8 as it was being formed in 2014. He has been an active participant since its formation. He was the Lodge Chief Medical Officer from 2015–2020. He served on the contingent leadership to NOAC in 2018 and 2022. In addition, he has been their Lodge Auction Coordinator since 2018.
While being involved in the Boy Scouts, David has also been active in his synagogue as a youth and as an adult. He was a Bar Mitzvah in 1983, Confirmed in 1986, and earned his Religious School Teaching Certificate from Gratz College in 1988. He earned his Youth Religious Award (Ner Tamid) in 1985. He earned his Adult Religious Award (Shofar) in 2021. He served on his synagogue’s Board of Trustees from 2000–2022, serving multiple roles on the executive board including as synagogue President from 2020–2022.
David is honored and appreciates being recognized by Garden State Council as a Silver Beaver recipient.
Scott Fisher is the Garden State Council Venturing Chair and the Committee Chair for Venturing Crew 4385 and Sea Scouts Ship 4385. Scott has also been the National Service Territory 13 Venturing Advisor for the past 2 years after serving as the NE Region Area 5 Association Venturing Advisor for 2 years prior. Scott has been recognized with a Territory and Area Venturing Leadership Award along with a Council Venturing Leadership Award and a James E. West Fellowship in Garden State Council. After introducing the BSA to Scoutbook in March of 2014, Scott later became the founding chair of the National Scoutbook User Advisory Council in 2015 and is still a current member 8 years later.
Scott is the Corporate Brand Performance Officer for Blue Sky Hospitality Solutions managing 55 hotels in 21 brands. Scott’s wife, Carla, and her father are also Silver Beaver Recipients. Son, Donovan, and daughter, Ryanne, are both Eagle Scouts and Venturing Summit recipients; and, since Venturing is apparently in the family blood, the family has Venturing Leadership Awards from 3 Councils, Area, Region, and Territory. Scott has also been recognized with his Benevolent Protective Order of the Elks' Officer of the Year Award recognizing his service to the youth programs of the lodge in 2022. As a youth, Scott scouted to receive his Arrow of Light but never joined a Troop due to moving out of state after Cub Scouts. Scott is honored to have served and to continue to serve the Scouts of Garden State Council, National Service Territory 13, and the overall BSA organization.
I was a member of Scouts briefly as a child in Willingboro Township. My mother Barbara Carcasio was also involved on the Committee and Council level as a merit badge counselor. She continued when my brother Chris Carcasio was in Scouting, and he obtained Eagle Scout. My involvement with Pack 3, Roebling started when our son Eric became a member of Cub Scouts in first grade. I served as an Assistant Den Leader and Pack Committee member along with my wife; my position was the Training Chairperson.
Currently, I serve as Assistant Scout Master for Troop 3, Roebling and am an active Troop Committee member along with my wife – I am the Troop Gear/Trailer Chairperson and she is the Outdoor Activity Chairperson. I am also a merit badge counselor for 6 Eagle-required merit badges for Council.
In the many adventures along the way, I became Venturing Crew 3 Advisor and Committee Chairperson. We spent two years fundraising to take three crews To Northern Tier High Adventure in Minnesota in 2017 traversing over 84 miles and 26 portages for the crew I was part of in the north woods, boundary waters of Canada. Canoeing along with my son and the other Scouts is an awesome experience and made memories I will hold onto for a lifetime.
In 2017, I volunteered on the National Jamboree Staff along with fellow Garden State Council adult volunteers welcoming visitors and meeting scouters from all over while Eric was with the Garden State delegation at the same time. That was a fabulous opportunity.
Recently, Andy Griffith moved away and passed on the apron for the Feast in the Woods, making me “Head Chef” and Volunteer Chairperson. This annual local
gathering of Troops provides fellowship as we cook together a full turkey dinner with chicken wire, foil and cardboard! The event started with troops from Edgewater Park and Bordentown and not an official event. The camaraderie and teamwork is so in the spirit of scouting.
Seeing my son Eric grow in Troop 3 from Scribe to Assistant Patrol Leader, to Senior Patrol Leader, participate in NYLT (National Youth Leadership Training), to staff at 16 years at Roosevelt and heading up the archery program when a staff person suddenly left, I knew his leadership skills and personality would make the most of the opportunity to shine and keep the station operating. He obtained Eagle Scout in 2022 after completing the dog park in Roebling, N.J. We are very proud of Eric and how well-rounded he has become due to his experiences in Scouting.
Growing up, I worked on a local dairy farm and store Sunnyside Farms in Westampton and volunteered at the Burlington County Farm Fair with another organization. So, when I learned of the need for volunteers to staff the Garden State Council Scout booth at the Farm Fair, I became the Chairperson of the Burlington County Farm Fair Committee this past year. I guided the youth on working with the public, how to work smarter, not harder, and promote Scouting at this long-time County event while serving with a great team is an opportunity to make a difference.
Professionally, I have worked with Ecolab, Inc., for 16.5 years. In my current role of Customer Success Manager, I conduct customer training and support our corporate customers; I am also the Division Safety Manager.
Socially, I serve as Board Secretary for the Board of the Oneida Boat Club, in Burlington City and am a member of Lord of Life Lutheran Church, Tabernacle, N.J.
Eric started his Scouting career as a youth in a Cub Scout Pack in Somerdale, N.J., chartered by Our Lady of Grace Church.
Eric’s adult Scouting career began in 2014 when his son joined Pack 7045 in Mantua. He served as a Den Leader and Committee Chair and earned the District Spark Plug Award in 2016 while serving the Pack until 2020. He currently serves as an Assistant Scoutmaster with the Troop in Mantua of which is son and daughter are members. He is also BALOO and ITOLS trained and recently certified in CPR & AED at the Crossroads Roundtable.
Eric joined the Old Colony District Committee in 2020 as the District Membership Chair. During his time as Membership Chair, he has led several recruiting and fundraising campaigns for the Crossroads District, including the popular Touch-A-Truck event and Crossroads Trivia Night. In 2021, he was awarded the District Award of Merit.
In addition to volunteering in Scouting, Eric is also a volunteer soccer coach in Mantua for over 10 years. He and his wife, Maureen, have three children who are all involved in the Scouting program. Eric has worked in the consumer electronics industry for more than 25 years and also works as a DJ. He holds a degree in Marketing from Rowan University.
Eric looks forward to growing Scouting here in the Crossroads District and serving the scouting families across South Jersey.
