Dear Friends,

Welcome to the Camden & Gloucester Counties Distinguished Citizens Award Reception. I am grateful you could join us this evening as we come together to recognize leaders who make our communities stronger.

Tonight, we are proud to honor Christina M. Renna, Michael Renna, and William T. Hoffman. Each has demonstrated steady leadership, a commitment to service, and a dedication to improving the lives of others. Their work reflects the values that Scouting strives to build in young people: character, citizenship, and service to others.

Your presence and support tonight truly make a difference. Because of partners like you, the Garden State Council can deliver strong, accessible Scouting programs across southern New Jersey. From outdoor adventures and hands-on learning to leadership development and service, Scouting gives young people the confidence and skills to thrive. This includes our expanding ScoutReach programs, ensuring youth in underserved neighborhoods have access to these life-changing opportunities.

I want to extend my sincere thanks to our sponsors, advertisers, committee members, and volunteers. Your time, resources, and dedication make this event possible. I am also grateful to the Scouts who are here tonight. They remind us of the purpose behind our efforts and the impact your support creates.

Thank you for joining us, for recognizing our honorees, and for continuing to invest in Scouting. Your involvement helps us deliver a strong program and make a positive difference for young people in Camden and Gloucester counties.

With appreciation,

Debra S. Rosen

Scouting America is the nation’s leading youth development movement, empowering young people to be Prepared. For Life.® through character building, leadership development, and community service. With more than one million youth members and hundreds of thousands of adult volunteers nationwide, Scouting instills values of trustworthiness, respect, responsibility, and citizenship that last a lifetime.

The Garden State Council, chartered by Scouting America, serves thousands of youth across Burlington, Camden, Cape May, Cumberland, Gloucester, and Salem counties. Through programs like Cub Scouts, Scouts BSA, Venturing, Sea Scouts, and Exploring, young people experience hands-on learning, outdoor adventure, and opportunities to lead and serve their communities.

Scouting thrives through a partnership of volunteers, families, donors, and community leaders. While volunteers give their time and skills to deliver the program, community support sustains the infrastructure that keeps Scouting safe, welcoming, and accessible. Donations fund training, camp operations, outreach, and camperships, helping recruit new members and provide every youth the chance to grow in confidence, leadership, and service across South Jersey.

OUR MISSION

The mission of Scouting America Garden State Council is to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law.

THE SCOUT OATH

On my honor I will do my best

To do my duty to God and my Country and To obey the Scout Law; To help other people at all times; To keep myself physically strong, mentally awake and morally straight.

THE SCOUT LAW

A Scout is trustworthy, loyal, helpful, friendly, courteous, kind, obedient, cheerful, thrifty, brave, clean and reverent.

THE SCOUT MOTTO

Be Prepared.

ScoutReach, Scouting America’s initiative, brings the transformative values of Scouting to at-risk youth in urban and rural communities. Focused on building character, leadership, and healthy living, the program ensures that all young people—regardless of background—have access to life-changing experiences.

ScoutReach provides a safe, supportive environment with positive adult role models, helping youth develop life skills and explore career opportunities.

With generous funding, ScoutReach covers costs such as registration, uniforms, handbooks, field trips, and camp outings, while also hiring staff to mentor and guide youth. The goal is to instill ethical decisionmaking and leadership by teaching the principles of the Scout Oath and Law.

Thanks to generous donors like you, funds raised this past year helped the Garden State Council ScoutReach program serve more than 500 youth across Camden and surrounding communities, ensuring that young people from lowincome neighborhoods have full access to Scouting’s life-changing experiences.

Contributions provided hundreds of uniforms, handbooks, and activity kits, along with transportation and outdoor programming that introduced many Scouts to camping and nature for the very first time. With an expanded team of staffled unit leaders and new program sites established, ScoutReach continues to grow.

Scouting America

Garden State Council

Family Troop 177

Blackwood, NJ

Daphne Bouchard is a magnetic, natural-born leader whose cheerful authenticity and genuine kindness inspires trust and uplifts others. She is proudly the first Eagle Scout of Scouting America Garden State Council’s Family Troop 177 in Blackwood, NJ, who exemplifies the core values of the Scout Oath, believing in a transparent, trustworthy style of leadership. She leads meetings, organizes activities, and motivates Scouts across age groups, under the core value of creating inclusive spaces where everyone feels accepted, heard, and respected. Her favorite part of Scouting is pioneering and working out problems with groups of Scouts.

Beyond Scouting, Daphne is an eighth grader at Charles W. Lewis Middle School, where she is Student Government President and an officer for the National Junior Honor Society. Daphne has many hobbies and interests, including theater and art. She is an enthusiastic rock climber, who channels her strength and courage into ambitious goals that inspires others to reach new heights.

Scouting has taught me to strive to inspire and achieve higher. “

The award presented this evening is a miniature replica of The Ideal Scout, a bronze statue sculpted in 1915 by Dr. R. Tait McKenzie, a longtime member of the Philadelphia Boy Scouts executive board. Created to represent the spirit and character of an “ideal” Scout, the figure symbolizes reverence, truthfulness, integrity, and service— qualities that define both Scouting and strong civic leadership.

Today, councils across the country present this iconic piece at their Distinguished Citizen events, often referring to it as the “Good Scout” or “Distinguished Citizen” award. While honorees may or may not have a personal Scouting background, they are chosen because their lives and leadership reflect the values Scouting strives to instill in young people.

The Garden State Council’s Distinguished Citizen Award recognizes individuals who exemplify leadership, determination, and a deep commitment to serving others. These community leaders have made lasting contributions that strengthen our region and uplift youth and families.

By honoring them, we offer a powerful reminder to our Scouts that character matters. Their example encourages the next generation to lead with purpose and responsibility.

The Ideal Scout statue, a timeless symbol of Scouting values, stands proudly outside the Garden State Council Scout Shop.
