INTRODUCTION
This handbook is designed to serve several important purposes:
It serves as an official source of school policies and requirements.
It is especially important that parents read and become familiar with the material contained within this booklet so as to support their child’s efforts.
In the administration of its educational, admissions, athletic and other school programs, All Hallows High School does not discriminate on the basis of race, color, gender, national and ethnic origins, or disability (if, with reasonable accommodation, the disabled person can function in the school environment). The principal is the final recourse and reserves the right to amend this handbook. Parents will be given prompt notice.
OURSEAL ACCREDITATION

When All Hallows was established in 1909 the school seal was carefully chosen. The Brothers from Ireland were totally dedicated to providing a quality education to the youth entrusted to their care; an education that would provide both Church and State with competent leaders.
The Latin phrase PRO FIDE ET PATRIA means FOR FAITH AND COUNTRY. The American Eagle at the center of the seal represents the All Hallows Community's commitment to the United States. The wreath of laurel surrounding the seal refers to victory and achievement in both athletics and scholastics. The circle surrounding the eagle is a reminder of our continuing faith and the four corners of the seal are represented by the Gaelic symbol for the continuation of life. While the seal appears on many All Hallows items none is more impressive than the Great Seal in the school lobby.Take a moment to look at it more closely but remember, an All Hallows student never steps on the Great Seal.
All Hallows High School is accredited by The Board of Regents of The University of The State of New York and recently re-accredited by the Middle States Association of Colleges and Schools. We are active members of the NationalCatholic Education Association, the Association for Supervision and Curriculum Development and the NationalAssociation of Secondary School Principals.
MISSION STATEMENT
All Hallows High School, founded in 1909 by the Congregation of Christian Brothers, is an inner city, Catholic, college preparatory school for young men and women in the heritage of Blessed Edmund Rice that develops students:
• Who are prepared to realize their fullest potential;
• Who can effect positive change in society;
• Who possesses a lifelong desire to learn.
• We do this by offering a challenging, structured curriculum.
BELIEFS
Belief statements serve as the foundation of a strong strategic plan, providing the value system upon which subsequent portions of the plan will be evaluated. These are formal expressions of All Hallows' fundamental values and serve as its ethical code. The following beliefs describe the moral character of All Hallows. Because belief statements are a matter of faith, not a matter of fact; they express the school's overriding convictions and inviolate commitments.
We believe . . .
All students must be challenged according to their ability;
In the gospel teachings of Jesus Christ;
All students must receive a Catholic education in the spirit of Br. Edmund Rice;
We must provide a safe environment, which is conducive to learning;
Students and teachers must pursue excellence in all endeavors;
That the All Hallows community must be service oriented;
That all members of the All Hallows community must be held accountable for their actions;
That there must be collaboration and shared responsibility in the growth and development of each student's education;
The entire All Hallows community must aid students in the development of their selfesteem;
The community must be imbued with respect and dignity towards others;
That all members of the All Hallows community must demonstrate leadership skills in the spirit of Br. Edmund Rice.
ELEMENTS
In ministry begun by Jesus Christ and inspired by the vision of Blessed Edmund Rice, a Christian Brother education
Evangelizes youth within the mission of the Church.
Proclaims and witnesses to its Catholic identity.
Stands in solidarity with those marginalized by poverty and injustice
Fosters and invigorates a community of faith.
Celebrates the value and dignity of each person and nurtures the development of the whole person.
Calls for collaboration and shared responsibility in its mission
Pursues excellence in all its endeavors

SCHOOL POLICIES 2024-2025
Policies as defined here are not the traditional board policies; they are not the routine, operational, administrative, academic rules and procedures They are not laws or regulations handed down from the state or the Board of Trustees. Rather, these policies are strategic policies: limitations that we place upon ourselves for good reason.
We will never allow a student to fail until all avenues of help and assistance have been exhausted.
We will never tolerate physical or verbal violence. We will never turn away from the basic tenets of Christian Brothers Education
We will never fail to put our students' welfare at the center of our decisions. We will never compromise our standards of behavior

The story of Blessed Edmund Rice - businessman, husband, father, widower, religious brother, teacher, and founder challenges those involved with Christian Brother education to live and teach gospel values in today's world. His charism inspires the Essential Elements of a Christian Brother Education.
“EdmundRicewasmovedbytheHolySpirittoopenhis wholehearttoChristpresentandappealingtohimin thepoor (1984GeneralChapter)”
Blessed Edmund was given the grace to respond by identifying with Christ in the poor in order to evoke a deep awareness of God’s loving presence and to awaken a consciousness of their dignity as children of God. He draws his followers to share his gospel insight, and empowers them to reach out to the needy, especially the poor.

ACADEMICS&GRADING

PARENTPORTAL&GRADES
All parents must access their child’s grades on tests, quizzes, projects or other numerical assessments throughout each marking period by logging on to the Online Grade Book and Parent Portal (FACTS)found on the school’s website (www.allhallows.org). Parents will access this portal through a pre-assigned user name and password and are encouraged to check their child’s academic progress each and every day The FACTSPORTAL will close down one week prior to the end of each marking period.
ACADEMICINTEGRITY
Cheating on a homework, quiz, or test will result in a grade of zero for that assignment. Cheating on a school Midterm or Final or State Exam carries additional penalties. You will receive a ZERO for the grade and may also have to attend summer school if caught cheating on a state or final exam.
Plagiarism is the attempt to pass off the writing or ideas of another as one's own, and is also considered cheating. The following are just a few examples of plagiarism:
Presenting whole paragraphs or essays as one’s own Offering another’s theory or conclusions as one’s own Using sentences or phrases from sources other than one’s own
While it is difficult to say no to a friend, both the person who gives and the person who receives information that fraudulently represents the work of another will receive a zero. Any work that the classroom teacher feels is plagiarized will receive a grade of zero and the student's parents will be notified by that teacher and/or the Academic Vice Principal.
TheuseofAl(ArtificialIntelligence) such as Chat GPT or any similar "Al" software (such as Grammarly, Quillbot, etc.) will result in a zero for that particular assignment However, if the student is caught a second time using Al to pass on the work as their own, regardless of the class, this will result in a zero for the quarter for that particular class The student's parents will be notified by the Vice Principal of Academics and if the matter continues, suspension or expulsion from All Hallows High School.
*Academicpoliciesmaybeamendedatthediscretionofthe VicePrincipalforAcademics.

REPORTCARDS
For marking purposes the school year is divided into four marking periods Formal examinations are written in all major subjects in January and in June. At the end of each marking period report cards will be distributed. Parents may check the school calendar for the exact dates report cards will be issued. The report card system is based upon numerical grades. These grades are out of one-hundred (100) points The only exceptions to this would be Physical Education, Christian Service, Computer 9, Health (grade 9 only) and Activities, which are letter grades
FIRST&SECONDSEMESTER
The first semester average is determined by adding the first and second quarter average and the midterm examination grade and dividing by three The second semester average is calculated by adding the third and fourth quarter average with the final exam.
FINALAVERAGE
The final average is determined by adding the first, second, third and fourth marking period grades plus the midterm and final examination grades and dividing by six (6). The lowest grade that any student may receive for a quarter is 55% and the lowest grade on nonRegents Midterm/Final Examinations is 50%. With the permission of the vice-principals and/ or principal, the teachers have the latitude to mark an exam or grading period with an “I” for Incomplete. This incomplete may result in an automatic failure for the course, if it is not rectified within a proper time period as dictated by school administration Incompletes may not be carried from one semester to the next or from one grade level to the next.

HOMEWORK
Homework, independent reading, and studying are essential components of an All Hallows education They give students the chance to further their knowledge of the information and skills they have been learning or to put the knowledge and skills into practice. This requires not only written homework but study homework as well. Students should bring home the required books or Chromebooks and use them Parent-Teacher report card nights are listed on the school calendar. Parents are encouraged to meet with teachers of subjects in which their child(ren) are having difficulty. All teachers are required to post their homework assignments on FACTS. Parents can access this portal through a pre-assigned user name and password and are encouraged to check the assignments every night
CHROMEBOOKPOLICY
Each student will be issued a Chromebook
This device will be used in classrooms and taken home to work on and submit homework assignments
It will be the student’s responsibility to protect this device as they would any other school property.
The student will return the Chromebook at the end of the school term. The cost of this device, as well as the insurance policy, is included in the comprehensive fee.
If the device is damaged, a $50.00fee will be charged to the student. If the device is lost or stolen a $200.00 replacement fee will be charged to the student The student is also responsible to ensure that the Chromebook has been properly charged and ready to use during school time
ACADEMICS&ATHLETICS
ATHLETIC ELIGIBILITY
When a student becomes a member of a team, which represents All Hallows at events outside of the school building, that student will be held accountable for their academic progress and will be subject to the following ELIGIBILITY RULE:
ATHLETIC PROBATION
Any student- athlete who has failed two subjects at the first quarter progress report will be placed on Academic Probation on the date of progress report distribution. It will be the student-athlete's responsibility to see the Athletic Director for possible reinstatement at the first quarter report card. After the 1st Quarter, we will refer to the year - to - date average and not the Progress Report. If you are failing two or more classes you are ineligible to try out and/or play for any of the school teams. The Vice-Principal of Academics/Students will then evaluate the student's eligibility based upon that student's subject teacher's evaluations. Any student‐athlete who has failed two subjects, or who has one failure and an average less than 75% for any marking period will be placed on Academic Probation for that report period which will conclude at the date of the next report card distribution. During this period the student will not be permitted to participate in sporting activities. It will be the student-athlete's responsibility to see the Athletic Director for reinstatement. The Vice-Principal of Academics/Students will then evaluate the student's eligibility based upon that student's subject teacher's evaluations.

Athletes must also refer to the Athletic Director's Code of Conduct Contract Agreement & Social Media Policy,which is an addendum to the All Hallows Code of Conduct and Policy.
SUSPENSIONS
(Remainder of the Marking Period): Students who do not receive a favorable evaluation will not be permitted to participate in any interscholastic sporting activity for the remainder of the marking period.
*PleaseNote
Any student-athlete who fails three or more subjects will automatically be ineligible to compete in any interscholastic sport for the duration of the marking period.

COUNSELIN DEPARTMEN
PHILOSOPHY
The Counseling Department functions as a Christian Ministry to the school community The department is committed to assisting students in the recognition and utilization of their human potential and in the full advantage of their God given talents. We aspire to help them mature into Christian ladies and gentlemen with a strong sense of responsibility and ethical behavior

To accomplish these goals, students are divided by grade and assigned to an individual counselor The counselor will become familiar with the student, their family, and teachers The students will be seen on a regular basis and will be encouraged to seek out their counselor whenever necessary. When appropriate, counselors will address classes, establish and run various support groups, and make referrals to community resources. All students will be monitored for their academic performance and behavior by the counselor, who keeps close contact with all parties involved; teachers, families, counselors, tutors, deans, etc The importance of academic achievement and participation in extracurricular activities is stressed.
All Hallows is a college preparatory school. The Counseling Department focuses on placing every student in the best possible university. Students are encouraged to begin planning for their college years as early as 9th grade During sophomore year they will take the PSAT in the fall and are strongly urged to sit for the SAT in the spring of their junior year.
The process is more involved during junior year; standardized tests (PSAT and SAT) continue and students are encouraged to attend college fairs, initiate their college essay portfolios, and begin focusing on their future majors and school choices
During senior year, testing continues with SAT and ACT exams, college fairs are scheduled, schools are visited, applications for admission and financial aid are processed, and important decisions are made. Efforts are made at matching every student to the best college and financial aid package possible Counselors are assigned by grade level and assignments are made in September

Consistent attendance and punctual arrival to school are important aspects of an All Hallows High School education. As a school community, we cannot overemphasize the importance of classroom attendance. Students must avoid being absent whenever possible, and parents must make every effort to make appointments for their children outside of school hours.
We ask that parents and students read the following paragraphs carefully, especially the information regarding legal reasons for absence.
According to New York State Education Law, students are considered “excused” for absences of the following nature: sickness death in family impossible traveling conditions required court appearance religious observation pre-approved college visitation
It is to be understood that students who attend a school sponsored class trip bear the responsibility to check for and complete all missed academic work. Furthermore, all such work must be submitted the first day upon return to school
Pleasenote: The Vice Principal for Student Affairs will make all final decisions regarding excused and unexcused absences.
SCHOOLTRIPS
Any faculty member who sponsors a field trip will issue parental permission forms to the students Each student must return the signed permission slip to their teacher before the date
of the field trip. Only the signed permission slip will allow the student to attend the field trip. Telephone calls will not be accepted in lieu of a signed permission slip All school rules apply on any field trip sponsored by All Hallows Students are expected to dress according to the dress code and conduct themselves as Christian ladies and gentlemen. Every trip sponsored by All Hallows will be educational in nature.
Pleasenote:All Hallows is not responsible for returning students to their homes at the end of the trip

Absencesfor3ormoreconsecutivedaysduetoanillnesswillrequire amedicaldoctor’sclearancetoreturntoclasses.
There exists a growing concern regarding students missing school days prior to the start of extended school breaks and vacations Parents are asked to comply with New York State Law by not planning family vacations during school days Absences for family vacations will be recorded as “unexcused absences.”
EXCESSIVEABSENCES
There are many sound academic, social, and emotional reasons why a student needs to be in school every day. All Hallows is sincerely interested in every students’ well-being and wants each student with us each day.
Students who are absent during the course of a school year for more than 10 days will be subject to the following conditions:
After 10 days of absence a letter will be sent home to parents as a reminder that continued absence may require a meeting with the Vice Principal for Student Affairs to determine the specific reasons for the absence.
At 15 days of absence a meeting with the Vice Principal for Student Affairs will be required to work on strategies to improve attendance.
At 20 days of absence a review of the students' records will be made by the Principal to determine if the student will be allowed to continue matriculation
If a student is absent for a reason that is not compliant with New York State Education Law, the absence is recorded as “unexcused.” Students with such absences may be required to attend Saturday Study Halls as determined by the Vice Principal for Student Affairs. A parent conference with the Vice Principal for Student Affairs and subsequent Saturday Study Hall(s) may be required
PROCEDURE TO VERIFY ABSENCES
On each day a student is absent from school, a parent/guardian must telephone the attendance office at (718) 293-4545 ext. 100/117 between 7:00 and 9:00 AM to inform the school of the reason for the absence. (Parents may also email hkennedy@allhallows.org, or dgarcia@allhallows.org before 9:00 AM to inform us of the absence). When the student returns to school they must bring a note that verifies the reason and length of his absence to the attendance office no later than 8:00am. This note must be signed by a parent/guardian only. All absence notes are kept on file as required by school law. After three (3) consecutive days of absence, a doctor's note must be presented to the registrar before the student can be readmitted to school. A student who was absent and returns to school without a note or phone call will not be readmitted to class, will receive detention, and will also be ineligible to participate in all extra-curricular school activities. If a student was absent and returns to school with a note and no phone call or with phone call and no note will be admitted to class and will receive detention. A student must be in attendance for at least half of their scheduled classes in order to receive credit for the day and be eligible to participate in that day's extracurricular activities. ** NOTE: A sample letter that may be used for absences is on page 50 in both English and Spanish. Please do not use index cards or small post it notes to write the note.
LATENESS POLICY

A student arriving at the first period after 8:00 A.M. is late and must report to the Registrar's Office before going to class. They must sign the late book and receive a late pass. The late pass must be shown to his teacher to gain admittance to class.
An unexcused lateness will result in an automatic detention. Detentions for lateness are served the same day from 3PM - 4PM in Rm 9. Failure to report will add an additional 3 days of detention.
Lateness due to doctor’s appointments requires a note from the doctor verifying the visit.
Parent excuses for lateness must be submitted on the same day the student is late. If circumstances make the writing of a note impossible, parents should contact the Registrar’s Office by telephone.
Parent excuses for lateness will not be honored for students who have been late to school more than 7 times in the course of a school year. Parentalphone callsforastudentbeinglatewillnotautomatically excusehimfromservingdetention.
*Pickingupsiblingsafterschoolwillnotgetastudent automaticallyoutofdetention. Parentsshouldhave arrangementsreadyincaseyoursonhastostayafter schoolfordetention.
In situations involving extenuating circumstances, the implementation of this rule is under the discretion of the Vice Principal of Student Affairs.
EARLYDISMISSAL
All Hallows High School requests that parents not seek early dismissals for students unless there are no other alternatives for the family and/or the student As a general rule, parents should make appointments for their children outside of school hours An early dismissal from school requires:
A written request signed by a parent stating the time and reason for the dismissal. This must be submitted to the Registrar’s Office before the 1st Period Requests submitted one day in advance of the early dismissal are preferred Acceptable reasons for an early dismissal are the same as acceptable reasons for a school absence (sickness, death in the family, impossible traveling conditions, required court appearances, and religious observation).
A parent phone call to the school to verify the early dismissal

PRO-LIFEPOLICY
FORSCHOOLSINTHEARCHDIOCESEOFNY
(AllHallowsHighSchoolendorsesandfollowsthispolicy)
The Office of the Superintendent of Schools of the Archdiocese of New York is committed to respect and protect life in all its stages.
While not condoning sexual activity outside of marriage and being sensitive to victims of sexual assault, it is the policy of the Archdiocese to assist any pregnant girl with her educational, medical and family plans. This policy includes educational planning to continue the student’s education and obtain a school diploma
Once the student’s pregnancy is known to the school, she must submit a letter from her physician which informs the school of her condition together with any necessary health-related arrangements that the physician recommends.
Usually, a student remains in school through her fifth or sixth month of pregnancy, depending on the condition of the student and the educational expectations of the school. The decision concerning a student’s continued school attendance is made by the principal after consultation with her parents or guardians, and in consideration of the best interest of the student, the unborn child and the school’s educational expectations.
The principal and the guidance counselor should discuss the options open to a pregnant student for educational plans during and after the pregnancy.
The student who desires to resume regular studies at the high school must present a letter from her physician stating that she can resume a full educational program. Consultation with all parties concerned should take place prior to the student’s return to school. In all cases, the best interest of the mother and child should remain a priority. If needed, continuing assistance for the care and nurturing of the mother and child can be provided through the Pro-Life Office of the Superintendent of Schools of the Archdiocese of New York

Lost or damaged books will result in the payment of $50 for each book. Report cards and/or diplomas will be withheld until all books are returned or fines are paid. Lost or damaged Chromebooks will also result in the payment of $50.00.
SchoolOfficesandFacilities:
The Faculty Room: This area is exclusive to faculty members only. Students are not permitted to go into the faculty room or offices without the explicit permission of a faculty member.
TheMainOffice: The Main Office is off-limits to all students at all times, unless they are present for school business.
TheRegistrar’sOffice:Late slips, admit-to-class slips, working papers, absentee notes and transportation passes are processed in the Registrar's Office. Working papers will be processed until the end of the school year.
TransportationPasses: Applications for transportation passes are filled out by the parent/guardian on registration day. These passes are issued to the students through the Registrar's Office. Eligibility of passes is at the discretion of the NYC Office of Pupil Transportation (O.P.T.). Any request, after initial application, must be made by the parent directly to O.P.T. All Hallows does not accept responsibility for re-issuing passes due to loss, mutilation, confiscation, change of address, etc. Passes will be confiscated if altered or misused.
GuidanceOffices: Students must have an appointment pass from their counselor to go visit their office during the school day or permission from the Principal or Vice Principal of Student Affairs. Students are not allowed to use the guidance center as a hang out. Once your counselor releases you, return immediately to class and do not wander throughout the building. You will receive detention if you are found in violation.
Nurse’sOffice:
A student that is sick or not feeling well before they leave the home should not be sent to school.
Students feeling ill must seek permission from a teacher or administration to go to the nurse. Students may not go between classes to the nurse’s office. Students' may be required to be accompanied by another student or staff member at the discretion of the teacher or administrator.
Students may not call their parents before seeing the nurse. The nurse will determine if the student should be sent home and make the phone call. The Nurse will give the student a pass to be presented to the Registrar’s Office. The Vice Principal of Students or the Principal will excuse the student and give them an early dismissal pass to be presented to the subject teacher. The student will hold on to the pass until they arrive home safely. The nurse will call home to speak with the parents/legal guardians.
When possible parents should pick up their children at the main entrance and sign the Emergency /Early Dismissal Release Form. Students who are sick will not be allowed to go home on public transportation unless the parent/guardian sends written approval only via email. If a parent cannot come to pick up their child, the student must go home in a cab at the parent’s expense Once home, the student must call the school and notify the nurse immediately.
Only parents/legal guardians, elder siblings that are on our Emergency Contact Release list will be allowed to take a student home, provided they show the appropriate credentials.
Dispensing medicine to students requires written consent from a parent/legal guardian and a physician This includes over the counter meds such as Tylenol, Advil, Motrin, etc
Students that must take medication during the day will have to bring a written consent from a physician along with the medication, and give it to the nurse prior to homeroom. The medication will be given at the nurse’s office at the prescribed times. Meds that may cause dizziness, drowsiness, or other discomfort should be brought to the attention of the nurse who will alert either the subject teachers or administration
A doctor’s note is required for any extended absence from physical education classes. This note should be brought to the nurse’s office at the beginning of the school day. The student will be given explicit directions and the athletic director/phys.ed teacher will be notified
RestroomPolicy: We encourage students to use the restrooms before school begins, during lunch or any free periods, or at the end of the school day. Frequent visits between classes are discouraged to avoid receiving a late detention to class. It is best to go to class and ask the teacher for permission. Unless it is a dire emergency or the student has a medical condition on file stating that the student must have immediate access to the restroom upon request, during the last ten to fifteen minutes of the final period, requests may not be granted. This will be left to the discretion of the classroom teacher. Cell phones must be left in the classroom pouch and never taken to the bathroom.
ScheduleChanges:After consultation with the appropriate counselor, the teacher will make his/her recommendation to the Vice Principal of Academics at the regularly scheduled meetings for class changes. The principal has final approval on all decisions.
Graduation: The All Hallows Commencement Exercise is held every year at The Cathedral of St Patrick It is considered a privilege and not a right to participate in this ceremony at such a prestigious building as the Cathedral As a result, seniors may be withdrawn from the line of march that evening at the discretion of the Principal for various violations of school policy, including multiple failures in the final marking period. All financial obligations must be met if a student wishes to participate in any graduation activity. A code of conduct is distributed each year to all seniors and parents who have been invited to the commencement exercise

ACTIVITIES
Mr.PaulFontana
Every All Hallows' student must join and be an active member of at least one school activity. An activity would include becoming an active member of one of the school's sports teams, representing their homeroom in many of our many intramural teams, or joining one of the numerous activities that meet before, during or after school. This activity will be noted on his report card with a Pass or Fail letter grade.
The purpose of the Student Council of All Hallows is to foster and maintain a spirit of Christian community and involvement within our school. This is achieved by upholding the school's long-standing traditions as well as establishing and fostering new areas for student growth. It is the firm belief of the Student Council that only through mutual respect can we spread the joys of learning and true friendship The Student Council of All Hallows attempts to achieve this goal by providing a forum for the open expression of ideas of the entire school.
All students are eligible and encouraged to participate in the Student Council as either elected officials or honorary members All members of the Student Council are expected to exhibit and foster responsibility and uphold the Christian values of the school community

NationalHonorSociety:
Moderator:Mr.PaulFontana
The National Honor Society is the most prestigious society of its kind in the United States. To be able to list membership in the National Honor Society on a college application is something that only a small percentage of high school students are eligible to do. It is reserved for those students who not only excel in academics (90% average) but who also demonstrate good character, possess leadership qualities, and exhibit a willingness to serve their school and community. As a member of the National Honor Society the student will be expected to uphold these principles and demonstrate to others in the All Hallows community that he/she is willing to share his/her achievement in a genuine, unselfish manner. In addition, all NHS students are required to be involved in the AH Tutoring Program and/or in other services required by the school
