For public sector organisations talent management is increasingly defined by one challenge: retention. While recruitment remains important, the cost, disruption and capability loss associated with high turnover have made keeping skilled people the more strategic priority. With continued workforce/skills shortages, rising service demand and constrained budgets, public sector leaders at the HR Summit are recognising that retention is no longer an outcome of good practice, it is a core talent strategy in its own right…
Why retention has become the defining talent issue
Public sector employers are competing in a labour market where specialist skills are in short supply, and where private sector flexibility and pay often create pull factors. But turnover is rarely driven by salary alone.
The strongest predictors of retention are progression, purpose, management quality and workload sustainability. High performers often leave when they cannot see a future, feel undervalued, or experience persistent pressure without support.
Career pathways that feel real, not theoretical
One of the most effective retention levers is visible career mobility. Public sector employees often value long-term contribution, but can become stuck in rigid structures with limited progression routes.
Best practice is to build clear, skills-based pathways that allow people to move laterally as well as upward, across departments, service areas or locations. Internal talent marketplaces, secondments and project-based opportunities are increasingly being used to retain ambition within the organisation rather than losing it externally.
Development as a retention investment
Training is no longer just a capability tool, it is a retention tool. High-performing public sector organisations are prioritising coaching, leadership development and continuous learning for midcareer professionals who are most at risk of exit.
Importantly, development needs to be accessible, not reserved for small talent cohorts. Broad-based investment signals commitment and improves engagement across the workforce.
Management and culture matter more than ever
It’s a true cliche we can all relate to: people often leave managers, not organisations. Retention strategies therefore depend heavily on line management capability: communication, recognition, workload planning and psychological safety.
HR teams are focusing on equipping managers to have meaningful career conversations, identify burnout risk early, and create team cultures
that sustain performance without exhaustion.
Reward and recognition within public constraints
While public sector pay flexibility is limited, total reward is broader than salary. Best practice includes transparent progression structures, wellbeing support, flexible working arrangements and recognition programmes that feel authentic rather than tokenistic.
For many employees, consistency, fairness and respect matter as much as financial incentives.
Retention as strategic resilience
Ultimately, retention is about organisational resilience. Losing experienced staff reduces service continuity, increases agency spend and weakens institutional knowledge.
Public sector talent leaders who succeed will be those who treat retention as the foundation of talent management: investing in careers, culture and sustainable performance so that high performers choose to stay and grow within public service.

For much of the public sector, team building has traditionally been viewed as a morale booster rather than a development tool. In 2026, that distinction no longer holds. With continued pressure on budgets, workforce capacity and service delivery, the most effective public sector organisations are reframing teambuilding activities as practical, skills-based interventions that directly support capability building. This shift is being driven by a simple question: if time and money are being invested, what organisational outcomes should improve as a result?
From away days to applied development
Skills-based team building moves beyond generic activities and focuses on replicating real workplace challenges in a structured, facilitated environment. For public sector teams, this often centres on communication under pressure, cross-department collaboration, decision-making with incomplete information, and leadership without formal authority.
Well-designed activities mirror the complexity of public service work, balancing competing priorities, managing stakeholders, and operating within constraints. The learning comes not from winning the task, but from reflection: how decisions were made, how conflict was handled, and how accountability was shared.
Best practice is for team-building activities to sit alongside existing learning and development frameworks, not outside them. This means aligning activities with core competency models, leadership standards or civil service behaviours.
For example, a cross-functional challenge can be explicitly designed to develop systems thinking and collaboration across silos, a perennial public sector challenge. Similarly, scenario-based activities can be used to surface leadership behaviours in emerging managers in a way that formal training often cannot.
HR teams play a critical role here, ensuring that learning outcomes are defined upfront and that insights from the activity feed into ongoing development conversations, appraisals or talent programmes.
Inclusion, accessibility and psychological safety
Public sector workforces are diverse, and participation is only effective when activities are inclusive by design. Skills-based team building in 2026 prioritises psychological safety, ensuring that activities are accessible regardless of physical ability, role seniority or personality type.
This means avoiding competitive formats that reward dominance over collaboration, offering opt-in approaches where appropriate, and ensuring facilitators are trained to manage group dynamics sensitively. When done well, this builds trust, itself a critical enabler of highperforming teams.
Measuring impact, not enjoyment
While post-event satisfaction still matters, senior HR leaders are increasingly looking for evidence of behavioural change. Indicators might include improved cross-team working, clearer decision-making, or increased confidence among new leaders.
In a resource-constrained environment, skills-based team building offers a compelling proposition: one intervention, multiple outcomes. When aligned to organisational priorities, it becomes not a discretionary extra, but a practical tool for building capability across the public sector workforce.

Three in ten UK employees are ‘highly stressed’ in the
Nearly a third (29%) of UK employees are facing high levels of stress at work while nearly four in ten (37%) do not believe that company leaders are taking staff wellbeing seriously, with both findings being well above international levels.
That’s according to a global study by Culture Amp, which also reveals that women experience many key aspects of work less positively than men, suggesting that a substantial proportion of today’s workforce feels their employer does not give them the support they need to thrive.
Drawn from a subset of Culture Amp’s employee experience data lake, with over 1.4 billion answered questions across 3.3 million employees from 8,200 global companies worldwide, the data found that on average, nearly one in every four employees (24%) feels overstressed at workーbut this was five percentage points below that experienced by their UK counterparts.
Researchers found that 70% of workers globally believe that their company leaders regard employees’ wellbeing as important while just 63% of UK employees said the same. Culture Amp’s analysis also found
that women employees perceive workplace key factors around wellbeing much less favourably than their male colleagues.
Asked if they feel their employer ensures a healthy work-life blend, 68% of men globally agreed but only 63% of women did. Fewer than six in ten women (59%) feel safe to take risks at work but in contrast, more than two thirds (67%) of men do.
However, employees worldwide were markedly more positive about their relationships with their line manager amid the general concerns over work systems: almost nine out of ten (89%) of respondents worldwide say that their line manager is available for support.
Justin Angsuwat, Chief People & Customer Engagement Officer at Culture Amp, said: “This wellbeing issue in the UK goes beyond established people and manager connections and into the way work is designed.”
He says employers will need to revisit their organisation’s culture, reset job expectations and lighten employee workloads, to address wellbeing concerns, with the first quarter of the year providing a potential window to recalibrate systems.
Angsuwat added: “Given employees’ focus on improving their lives and careers in the New Year, company leaders could consider tactics such as reviewing team norms to shave off frictions; team members could ask each other what standing meetings they can reduce or cancel and which low-impact projects they can pause. With this type of refocus, teams can save energy for where it matters most and successfully share it out.”
