HEALTH & SAFETY MONTH: The Changing Workplace – Challenges for in-house and outsourced FM in 2026

The UK workplace continues to evolve at pace. Hybrid working, fluctuating occupancy, mixeduse developments and the reactivation of underused buildings are reshaping how facilities are managed: and in 2026, health and safety sits at the centre of that challenge. For both in-house and outsourced FM teams, the issue is no longer a lack of regulation or guidance, but how responsibilities are interpreted, shared and executed in increasingly complex environments…

Variable occupancy, variable risk

One of the most significant health and safety challenges right now is unpredictable building use. Offices designed for full occupancy may sit half empty for much of the week, then experience sharp peaks on anchor days. This creates risks around fire safety, evacuation planning, lone working, and emergency response.

In-house FM teams often benefit from deep site knowledge and close alignment with organisational culture, allowing faster adaptation to changing patterns. However, they can struggle with resourcing and specialist capability across large or diverse estates.

Outsourced providers, by contrast, bring scalability and technical

expertise, but success depends on how well risk ownership is defined. Where responsibilities are poorly articulated, hybrid working can expose gaps, particularly in fire warden coverage, permit-to-work controls and incident response.

Mixed-use and shared spaces

The growth of mixed-use buildings presents further complexity. Offices now share space with retail, residential or public services, each with different risk profiles and regulatory requirements.

Best practice in 2026 sees clear demarcation of H&S accountability, regardless of delivery model. In-house teams need strong coordination mechanisms with landlords and managing agents, while outsourced providers must ensure site-specific risk assessments rather than relying on generic templates.

Air quality, comfort and safety

Post-pandemic, air quality has moved firmly into the H&S mainstream. Monitoring ventilation, managing temperature and ensuring indoor environmental quality are now core FM responsibilities.

In-house teams often have greater influence over capital investment and long-term asset strategy, enabling planned upgrades. Outsourced

models tend to excel where service-level agreements explicitly link performance to measurable air quality and comfort outcomes.

Governance, not just compliance

Across both models, governance is the differentiator. Effective H&S management depends on clear ownership, robust data and regular communication between clients, FM teams and service partners.

Leading organisations are moving away from static risk registers towards dynamic assessments that reflect real-time building use. Regular joint reviews, rather than annual audits alone, ensure that risks are identified and addressed before incidents occur.

Designing safety into flexibility

Whether delivered in-house or outsourced, health and safety must now be designed for flexibility. Buildings will continue to change faster than policies. FM leaders who succeed will be those who create systems that adapt with clarity, accountability and collaboration at their core.

She has over 33 years’ experience in waste regulation across various sectors including waste transfer and treatment, biowaste, end of life vehicles, landfill and hazardous waste. Her current role at the Environment Agency is as a Senior Advisor acting as policy lead for Simpler Recycling. She provides technical advice to government on Simpler Recycling and she ensures the Environment Agency’s regulatory approach delivers in line with the Regulators code.

FIRE SAFETY: Integrating fire safety equipment with BMS, security and evacuation systems

Fire safety has traditionally been centred around alarms, extinguishers and manual procedures. That siloed approach is rapidly disappearing, however. Advances in digitalisation, IoT connectivity and building automation mean fire protection equipment is increasingly part of a fully integrated safety ecosystem, where systems communicate, respond and adapt in real time to protect people and assets. INTRUDER ALARM SYSTEMS: Protecting networked

alarm systems from digital threats

As buildings become smarter and more connected, physical security systems are increasingly converging with IT infrastructure. Modern intruder alarm systems now rely on IP networks, cloud platforms, and integrations with access control, CCTV, and building management systems. But with that connectivity comes a new challenge: cyber risk. In 2026, protecting alarm systems is about safeguarding the digital pathways that keep those systems functioning…

Physical security can no longer be separated from cybersecurity. For FM leaders, this means reassessing how alarm networks are designed, managed, and protected.

Networked Alarm Systems: A Growing Attack Surface

Traditional alarm systems operated on closed circuits. Today’s alarms often sit directly on the corporate network, use wireless protocols, or connect to cloud-based monitoring dashboards. This shift brings efficiency and remote visibility, but also exposes systems to:

• Hacking and unauthorised access

• Man-in-the-middle attacks on alarm signals

• Tampering with device firmware or configuration

• Ransomware spreading from IT systems into building systems

• Compromised APIs between security devices and cloud services

A single vulnerable alarm device can provide an entry point into wider

building systems — or allow attackers to disable alarms altogether.

Encryption and Secure Communication as Standard

The first line of defence is ensuring all alarm communications (wired or wireless) are encrypted end-to-end. Best practice now includes:

• TLS-encrypted communication between devices and control panels

• Encrypted outbound connections to cloud monitoring services

• Secure key management for all alarm hardware

• Avoiding outdated protocols that can be easily intercepted Without encryption, alarm events can be intercepted or spoofed, undermining the integrity of the entire security system.

Network Segmentation: Keeping Security Devices Isolated

One of the biggest mistakes organisations make is placing alarm systems on the same network as corporate IT systems. FM and IT teams should collaborate to create:

• Dedicated VLANs for security devices

• Firewalled pathways between alarm systems and other building networks

• Strict access controls for anyone managing or servicing alarm devices

• Zero Trust principles for all alarm network access

Segmentation ensures that if one system is compromised, the attacker cannot move laterally into critical building or IT infrastructure.

Patch Management and Vendor Security Hygiene

Attackers often exploit outdated firmware or unpatched vulnerabilities in alarm devices, control panels, or cloud interfaces. FM teams must ensure:

• Regular firmware updates for all alarm components

• Vendor-provided security patches are applied promptly

• Monitoring systems flag outdated or unsupported devices

• Third-party installers follow strict cybersecurity protocols

• Alarm security is only as strong as the weakest device on the network.

Cyber-Physical

Security Is Now a Shared Responsibility

As we head into 2026, facilities teams cannot rely solely on vendors or IT to secure alarm systems. Instead, cyber-physical protection must be a joint discipline, combining FM’s operational expertise with cybersecurity oversight.

By embedding encryption, network segmentation, and disciplined patch management, organisations can ensure that connected alarm systems strengthen (rather than weaken) overall building security.
