COUNCIL APPROVES ECONOMIC INCENTIVE AGREEMENT FOR OFFICE DEVELOPMENT

Council approved a Resolution authorizing an expenditure under Section 501.073 of the Texas Local Government Code and an Economic Incentive and Performance Agreement between the Forney Economic Development Corporation (FEDC) and Gilani Family Partnership, LTD (Project Health). The agreement supports the construction of a 9,938square-foot commercial office complex at 512 Pinson Road, which will include professional office space and supporting site infrastructure improvements. Gilani Family Partnership, LTD will receive a general incentive for the project. The FEDC originally approved the project on July 10, 2025, and the incentive agreement on August 14, 2025. Council approval was required before any FEDC funds could be granted.

FOX HOLLOW PUBLIC IMPROVEMENT DISTRICT NO. 1

Council approved an ordinance levying annual special assessments for the Fox Hollow Public Improvement District No. 1 and adopting the updated Service and Assessment Plan. The district, established in 2004 and now managed by the City, funds maintenance such as landscaping, lighting, perimeter wall upkeep, and other common area improvements. The assessment rate will remain at $0.12 per $100 valuation, with collections handled through the Kaufman County Tax Collector’s Office.

PROCLAMATIONS

COUNCIL APPROVES SCHOOL ZONE SPEED LIMITS ON VINEYARD WAY

Council approved Ordinance No. 25 amending Chapter 12, Article 12.03 of the Forney Code of Ordinances to establish a new school zone speed limit on Vineyard Way adjacent to Johnson Elementary School. This ordinance sets the maximum speed on Vineyard Way at 30 mph, with a reduced limit of 20 mph during school zone hours as posted. The change applies only to Vineyard Way and does not alter speed limits citywide

Mayor Jason Roberson and the Forney City Council issued two proclamations: recognizing Payroll Week from September 1–5, 2025, and declaring Constitution Week from September 17–23, 2025.
