CRIME CONTROL PREVENTION DISTRICT

The Crime Control and Prevention District (CCPD) was created in November 2024 to enhance law enforcement's capability and assist with crime prevention programs by acquiring personnel, training, new equipment, and technology. We are excited about the program's future, as it will provide much-needed resources for our department. In our next edition, we anticipate providing the community with details on the funding allocation; stay tuned!

OUR TEAM

Chief Carrie White

We are pleased to present the second edition of our annual report to the Forney community. Over the past year, we have intentionally focused on hiring and recruiting to fill all vacant positions by 2024 We successfully added 10 new employees to our family: two telecommunicators, six police officers, a property/evidence technician, and one detention officer Although a little shy of our goal, we are certainly closer and go into 2025 with some good momentum.

We also added several new positions throughout the organization, including community engagement officers, property and evidence technician, records technician, and narcotics detectives These additions will undoubtedly help the organization run more effectively and efficiently in the future. I hope you enjoy the second edition, which highlights our accomplishments and areas for improvement

Over the past year, the Operations Bureau has strengthened its leadership structure by promoting a lieutenant and enhancing supervision We have designated separate lieutenants for Criminal Investigations and Patrol, allowing for more focused oversight in each area This strategic adjustment improves operational efficiency and ensures we provide the highest service to our community

We are pleased to report our Community Services Division has been working diligently after being newly formed in 2024 The officers in the division have been working to build relationships with the special needs community and children from various backgrounds. They have also been integral in assisting with our recruiting efforts to hire some of the best talent to join our department

Our Records Division grew by one position and is fully staffed These individuals provide a vital resource to our agency and community we serve by handling all records related activities and providing requests to those in need of those records resources These are just two of the several divisions within the Support Services Bureau which are integral to the successful operation of the Forney Police Department

OUR TEAM

Lieutenant Dustin Vandiver

The Operations Bureau is divided between two lieutenants Each supervisor has multiple sergeants and is responsible for patrol, Criminal Investigations Division (CID), task force, and various specialty divisions and programs

Under the command of Lieutenant Vandiver, is CID, Task Force and Drone Operations. In his tenure, Lieutenant Vandiver also held the responsibilities of SWAT Commander, Firearms Instructor, Less Lethal Instructor, and multiple other licenses and certifications. Lieutenant Vandiver started his career with the Forney Police Department in 2007 and has over 18 years of service. He holds his Master Peace Officer License and is a graduate of the 63rd School of Executive Leadership at ILEA.

Lieutenant Tanner Gilbert

The Patrol Division consist of various units to include K9, Patrol, Bicycle Patrol and Accident Investigations The patrol division is currently under the command of Lieutenant Tanner Gilbert Lt Gilbert has been in Law Enforcement for thirteen years He began his career at the Forney Police Department in 2012 where he started as the departments first Public Safety Officer (Jailer) He graduated from the Basic Peace Officer Academy in 2015, working as a patrol officer until he later promoted to the rank of Patrol Sergeant in 2020 He is a Graduate of the 134th School of Police Supervision from ILEA and holds his Advanced Peace Officer License with the State of Texas

He went on to promote to the rank of Lieutenant in 2024 He has also been on the departments SWAT Team for over eight years and currently holds the SWAT Commander role

Communications Supervisor

Kristen Frazier-Bauer

The Communications Team consists of 14 Telecommunicators who play a vital role in serving as the primary point of contact. Together, they bring a combined total of 104 years of Dispatch experience, with 65 years specifically at the Forney Police Department The team holds (5) Master Telecommunicators License, one Advanced Telecommunicators License, four Intermediate Telecommunicators License and four Basic Telecommunicators Licenses. Additionally, four Telecommunicators serve as Communications Training Officers (CTO's)

The Communications Team is led by Kristen Frazier-Bauer, who serves as the Communications Supervisor. Kristen has 24 years experience in Dispatch with 14 of those years at the Forney Police Department. She began her career shortly after high school up North. She moved to Texas in 2009 and worked her way up as a Communications Officer , Senior Communications Officer in 2013, Interim Communications Supervisor in February 2022 and promoted to Communications Supervisor in April 2022 Throughout her career, Kristen has acquired numerous certifications and titles to include Emergency Medical Dispatcher (EMD) in 2001, Civilian Hostage Negotiator in 2005, Communications Training Officer (CTO) in 2006 and then in Texas in 2012, Member of the TX Telecommunicator Emergency Response Taskforce (TERT) in 2013, Advanced Communications Training Officer in 2015, holds a Master Telecommunicator license since 2017, Civilian Background Investigator in 2021, and completed the ILEA Civilian Leadership I, II and III in 2024.

2024 UAS Operations Overview

In 2024, the UAS team conducted a total of 344 flights, with one-third of those being dedicated to training/maintenance operations. Among the operational flights, seven missions resulted in arrests, showcasing the effectiveness of the program. The breakdown of missions is as follows:

59 flights involved pursuits of individuals fleeing from scenes

21 flights were conducted in search of persons of interest, including runaways and individuals difficult to locate by ground units.

21 flights were utilized for traffic flow monitoring and overwatch during major events.

6 flights assisted in aerial searches following shootings into vehicles or buildings.

K9 Program Havoc

SWAT

The Forney Police Department Special Weapons and Tactics Team (SWAT) was established to provide a skilled and trained team for deployment to events that require specialized tactics and equipment. It is currently staffed with one Commander, two Team Leaders, and nine operators. This unit is made up of collateral duty officers who hold multiple roles within the department Officers are called upon to deal with various high stress situations such as barricaded persons and/or hostage rescues. SWAT is commonly deployed when suspects have committed dangerous offenses or have known to be a high threat to the public and/or officers Our Team currently has a fleet of one Command truck and one Lenco Bearcat (Armored vehicle) . The Bearcat is equipped to carry the entire unit and various needed gear, putting the team directly where they need to be on a scene without sacrificing safety. This is considered a rescue vehicle, and can be utilized in various ways to protect the public and our officers.

National Incident Based Reporting System (NIBRS)

When used to its full potential, NIBRS identifies, with precision, when and where crime takes place, what form it takes, and the characteristics of its victims and perpetrators Armed with such information, law enforcement can better define the resources it needs to fight crime, as well as use those resources in the most efficient and effective manner. NIBRS:

• Provides greater specificity in reporting offenses: Not only does NIBRS look at all of the offenses within an incident, but it also looks at many more offenses than the traditional SRS does NIBRS collects data for 52 offenses, plus 10 additional offenses for which only arrests are reported. SRS counts limited data for 10 offenses and 20 additional crimes for which only arrests are reported.

• Collects more detailed information: It includes incident date and time, whether reported offenses were attempted or completed, expanded victim types, relationships of victims to offenders and offenses, demographic details, location data, property descriptions, drug types and quantities, the offender’s suspected use of drugs or alcohol, the involvement of gang activity, and whether a computer was used in the commission of the crime

• Helps give context to specific crime problems: Such as drug/narcotics and sex offenses, as well as issues like animal cruelty, identity theft, and computer hacking

• Provides greater analytic flexibility: Through NIBRS, data users can see many more facets of crime, as well as relationships and connections among these facets.

The object of Crimes Against Property, e.g., robbery, bribery, and burglary, is to obtain money, property, or some other benefit The object of the theft-type offenses is the taking of money or property, but there is no force or threat of force against the victims

Crimes Against Society are counted as one offense per each crime that causes detriment to society Victim must be Society and CANNOT be any other victim type. Crimes Against Society, e.g., gambling, prostitution, and drug violations, represent society's prohibition against engaging in certain types of activity and are typically victimless crimes

Any crime that doesn’t fit under a crime against persons, crimes against property, or crimes against society fall into this category.

V.I.P.S.

The Forney Police Department introduced “Citizens on Patrol” in the Spring of 2008 We began with a small group of volunteers who patrol the streets of Forney to be “extra” eyes and ears for the Forney Police Department. In February 2023, our volunteer program became Volunteers In Police Service, expanding the volunteer services for our Forney Police Department

During these years, our volunteers have driven an average of 4,245 miles on patrol, spent an average of 973 hours on patrol, and participated in in-service activities

Our volunteers assist with tasks:

· from patrolling our city streets

· assisting in traffic accidents

· assisting with traffic control [24/7 on call] searching for lost individuals

· working special city events [such as “Independence Day Celebration”; “Monsters on Main”, “City Christmas Events”; “New Years Eve Ball Drop”] working in police department reception lobby

· and additional tasks as requested.

Citizens Police Academy

The Citizens Police Academy offers to the community of Forney a chance to learn about the operations, practices, and inner workings of their local Police Department

Animal Control

The Forney Animal Shelter and Adoption Center had a highly successful year in 2024, demonstrating exceptional service and commitment to animal welfare. The shelter responded to 2,987 calls for service and facilitated 278 adoptions, marking significant progress in both community engagement and animal rescue efforts. Notably, 83 animals were transported to Michigan and other surrounding states for rescue and adoption The shelter was also supported by generous food donations from Criswell Elementary and local citizens throughout the year, contributing to its operational success

A key highlight was the Operation Kindness vaccine clinic, which provided vital vaccinations to over 300 owned animals in the community Additionally, the shelter hosted four successful adoption events in partnership with Pet Supply Plus, Stash’s, and First State Bank, further enhancing its outreach efforts The year began with the Memorial Day Dog Parade, presented by the Forney Police Department, a lively and engaging event that brought the community together and showcased adoptable animals

The shelter is staffed by a dedicated team, including Animal Control Supervisor Tomeaka Canty and Animal Control Officers Chris Velez, Ashley Veldheer, Jonathan Dolleman, Antonio Taylor, and Shelter Attendant Kylie Klingelberger . The Forney Police Department oversees the Animal Shelter and its operations, ensuring the continued success of its mission to provide compassionate care to the animals of Forney
