GOA CM PRAMOD SAWANT LAUNCHES, FLAGS OFF CEREMONY OF MITTI KALASH

The Meri Matti Mera Desh campaign saw Goa Chief Minister Pramod Sawant announce and kick off the Mitti Kalash event, which involved 12 blocks from the state of Goa being transported to New Delhi. The Amrit Kalash Yatra was completed on Friday, and he sent 24 persons from Goa to Delhi to carry soil in preparation for PM

Modi's 'Meri Matti Mera Desh' program on October 31. "Soil from all over the state was brought," stated Chief Minister Pramod Sawant. As part of the "Meri Maati Mera Desh" campaign, Assam Chief Minister Himanta Biswa Sarma started the Amrit K a l a s h Ya t r a o n Friday, traveling from Guwahati to Delhi. On Friday morning, CM Sarma signaled the departure of the Rajdhani Express, which was headed for Delhi, with urns full of dirt at the Guwahati Railway Station. Up to 270 urns filled with dirt from various Assamese regions will arrive at this nation's capital on Saturday in honor of those who gave their lives to ensure the country's independence. To m y astonishment, the metamorphosis was palpable. The oncepublicized shortcomings were replaced with a medical facility that rivals the best private hospitals. No longer plagued by a reputation of uncleanliness and discomfort, the hospital now features wards transformed into pristine, air-conditioned havens. In an exclusive interview with Mr Shivanand Bandekar, the

"I extend my gratitude to our Health Minister for his personal dedication. While we always aimed to uphold high standards, internal cleaning processes, such as bed sheet maintenance, fell short. Recognizing this, we enlisted a specialized private agency to address the issue," he explained. “We've now implemented expertled laundry services, ensuring that a visit to any of our wards will confirm the refreshing cleanliness of our linens. If a bedsheet doesn't exude a pleasant scent, I'd be willing to wager anything. Presently, our partnership with a premier private company ensures impeccable hygiene and cleanliness for all our linens." Discussing the upkeep of floors and washrooms, Dr. Bandekar shed light on past inefficiencies among sweepers, prompting a thorough reevaluation. "We aimed for efficient, hygienic practices and thus engaged an agency for this task. Personally touring every corner each morning, I ensure GMC maintains impeccable cleanliness," he emphasized. However, he noted challenges with patient cooperation, citing instances of bottle dumping in toilets leading to overflows, impacting others' experiences. "This stems from a lack of education and differing standards of living, compounded by misuse of governmentprovided privileges. With 315

In essence, the hospital's upkeep relies not solely on administration but also on collective accountability. Promoting hygiene and civic consciousness ensures GMC remains a beacon of trust and safety for all seeking medical care. Addressing the introduction of top-tier medical stores within Goa Medical College and Hospitals, Dr. Bandekar outlined a pivotal criterion in the tendering process: "The pharmacies had to operate without shutters—a key prerequisite. The rationale behind this is simple: in emergencies, patients require seamless access. By remaining open 24/7, 365 days a year, we prioritize lifesaving services," he affirmed, drawing from past encounters. Recalling earlier experiences of shuttered pharmacies with lengthy queues, Dr. Bandekar emphasized the need for efficiency. "The shift towards performance-based private contracts aims to ensure constant quality. Monitoring vendor performance is crucial; failure to meet commitments or standards results in prompt replacement," he explained. "Presently, our fiveyear contract emphasizes continual evaluation, with renewal contingent on demonstrated results." This initiative underscores a commitment to uninterrupted patient care, where stringent performance evaluations ensure sustained excellence in services provided by these medical stores.” According to Mr Bandekar, GMC boasts unparalleled medical equipment, setting it apart as the

Currently, operating at 50% capacity, we anticipate full functionality once all medical equipment installations are completed," he concluded. This superlative facility not only signifies advancement in medical infrastructure but also stands as a testament to Goa's commitment

As one of the busiest wards, it operates ceaselessly due to a surge in road accidents and various other emergencies, making it increasingly challenging to manage the influx of cases round the clock. “We've acknowledged the challenges within our Emergency Services and are actively elevating its status to a priority level," Dr. Bandekar affirmed. The rise in road accidents, often

Dr. Bandekar also highlighted upcoming advancements such as Robotic Surgery, extending from Orthopedics to Spine, Thoracic, and Neurosurgery. “GMC's cutting-edge Velice Robot, previously used in knee transplants, will be deployed for complex surgeries, positioning us at the forefront of modern

medicine. Additionally, plans for a state-of-the-art Virology Laboratory in GMC's pipeline will enable advanced virus detection and gene sequencing, a first in the Konkan Zone." He also mentioned the forthcoming High Fidelity Skill Lab designed for interactive training using AI-based mannequins, aiding MBBS graduates in practice. "Expect these developments within the next six months to a year." Dr. Bandekar emphasized GMC's significance to Goans, urging recognition of the hospital's value despite its workload. "Personalized attention might be challenging due to patient load, but rest assured, our doctors, each with over 30 years of experience, are dedicated to p r o v i d i n g exceptional care. While GMC may not offer luxury akin to five-star hospitals, it houses genuine, highly experienced d o c t o r s committed to treating diverse a i l m e n t s efficiently. For Ankita, success in the UPSC exams is the culmination of sheer hard work and a stroke of luck. "I belong to the 18th Batch of IAS and began my journey through the district training in Daman. Shortly after, I was transferred to Delhi, where I commenced my role as SDM at Saket Sub Division in the Municipal Corporation of Delhi (MCD), marking my first promotion," she shared. Following this tenure, she was relocated to Goa. Upon assuming her role as CEO of ESG in Goa, Ankita Mishra was

"There's always a fraction that doesn't adhere to guidelines. Formulating policies to capture this minority risks neglecting the larger, lawabiding majority. Our policies prioritize the broader audience," she emphasized. Expanding on this year's festival experience, Ankita detailed plans for stalls in the promenade area open to the local public, offering an inclusive festival environment. "No passes will be required, fostering a sense of festival inclusivity. We're curating cultural programs, establishing experience centres for poetry, and showcasing Khadi Weaving. GST ON CORPORATE GUARANTEES CA Gaurav Kenkre is a CA in practice for the last 11 years. He is a regular speaker at various professional organizations, trade bodies, MNCs and Government bodies. He also writes regularly in local as well as national publications. Besides this he holds various positions in bodies such as ICAI, GCCI, College bodies, Rotary etc. The GST council recently met at the 52nd GST Council Meeting. Several recommendations were made during the meeting. One of them was around GST on Corporate Guarantees. Let us understand the niceties of this change. 'Corporate Guarantee' is a very common term used in the corporate world. It is an arrangement where a related agrees to act as a guarantor for its subsidiary company or group entity while securing loans/finance/ debts from a financial institution. As the name

persons, they can be liable to GST even if there is no consideration i.e. even if no amount is paid in lieu of these services. Therefore, the GST council decided to tax such corporate guarantees. One of the problems which can arise while taxing such items is how to determine the value i.e. since there is price paid, how can we arrive at the value on which GST is to be levied. For this, a new rule has been inserted to prescribe the manner of calculation of value of supply in case of corporate guarantee. Hence, as per the newly inserted

suggests, in such an arrangement, one related entity stands as a guarantor for another corporate entity. These arrangements are usually executed without any charges or consideration.
