A NOTE FROM THE PRESIDENT

This edition of The Bridge is a tribute to two of the most powerful forces shaping our region’s identity and future: our military community and our small businesses. Each is a pillar that drives economic strength, enriches our culture and embodies the resilience that defines our metro. But together, they represent something even greater: the very spirit of service, determination and heart that makes this place home.

In April, I traveled home to my family’s farm for our annual maple syrup making weekend —a tradition rooted in patience, hard work and deep connection to the land and each other. As we hauled buckets, tended fires and bottled the season’s harvest, I couldn’t help but think of the parallels to the people we’re honoring in this edition. Like syrup-making, the work of our military families and small business owners is often behind the scenes, requiring grit, grace and an unshakable belief in what’s possible with enough care and commitment. It's not always glamorous, but it's essential. It shapes the foundation of who we are as a region.

Across our metro, you'll find service members and veterans who continue to lead both in and out of uniform. You'll find small business owners who pour their time, talent and treasure into building something meaningful for their customers, employees and communities. You’ll find employers going out of their way to support military families, and families rallying behind someone’s dream to open a shop or start a new venture. These stories deserve to be celebrated.

Supporting our military and championing business are at the core of our mission at The Chamber. Through programs like our Military Affairs Committee, Honor Star, Military Appreciation Night and the Military Base Enhancement Grant, we’re proud to stand beside those who serve. At the same time, we’re working every day to promote and protect the business community by advocating for smart public policy, creating opportunities for growth and delivering the resources our members need to lead, adapt and succeed.

These efforts are not siloed. They come together under Innovate28, our region’s bold, collaborative roadmap for long-term growth in workforce, business development and public policy. In partnership with the Greater Fargo Moorhead Economic Development Corporation, we’re laying the groundwork for a future rooted in meaningful progress and shared prosperity.

As you read this issue, I hope you feel the same pride we do for the people who rise early, work late, take risks, serve others and believe in something bigger than themselves. Their values run deep in this region. And just like syrup season, they remind us that the sweetest rewards come from showing up, working hard and sticking together.

FIRST INVESTOR BRIEFING IGNITES BOLD MOMENTUM FOR REGIONAL GROWTH

There’s real energy behind Innovate28, and our first investor briefing on Tuesday, March 11, was a powerful example of what happens when visionaries from across our region come together. Hosted by Border States, the gathering brought together a powerhouse group of investors, business leaders and community stakeholders to align around the bold vision driving Innovate28 forward.

The room was filled with opportunity as participants engaged in future-focused dialogue on workforce, business growth, policy and regional collaboration. Innovate28 is a partnership between The Chamber and Greater Fargo Moorhead Economic Development Corporation and is fueled by dedicated investors who understand both the urgency and opportunity ahead.

Erin Andrews Inspires Grit and Growth

at Voices of Vision

On April 17, more than 1,500 attendees filled the Sanford Health Athletic Complex to hear from one of sports broadcasting’s most recognizable voices: Erin Andrews. At this year’s annual celebration of bold leadership, innovation and progress, Andrews brought more than her signature sideline reporting style— she offered the kind of honest, hardearned wisdom that spoke directly to the challenges and opportunities facing today’s workforce.

True to the promise of Voices of Vision, Erin Andrews' story reached far beyond the world of sports. While the audience enjoyed behind-thescenes moments—like securing David Ortiz’s Red Socks Ring for a broadcast at just 22 years old, or interviewing Patrick Mahomes at this year’s Super Bowl—they also

witnessed a more personal side of Andrews: raw, real and refreshingly unfiltered.

Known for her poise on the sidelines, Andrews brought the same energy to the stage along with a deeply personal and powerful message about leadership, resilience and career growth. Her journey spans industries and obstacles: from sports broadcasting and entrepreneurship, to launching her NFL women’s apparel brand right before COVID and being let go from Dancing with the Stars after an 11-season run, to overcoming serious health challenges and navigating her career as a mother. At every turn, she emphasized one thing—that setbacks aren’t stop signs. They're fuel.

“If there’s a will, there’s a way,” she told the crowd. “Setbacks fuel me.”

VOICES OF VISION

Andrews shared what it means to keep evolving in a competitive industry. She still studies, practices and pushes herself to be better, even with over 20 years under her belt. She touched on her practice of reinventing herself and finding new ways to keep things fresh and exciting. For example, her experience launching WEAR by Erin Andrews and breaking into a male-dominated space without a clear roadmap.

Throughout the afternoon, Erin connected her personal story to broader themes around workforce and professional development. She spoke about the pressure of always having someone “looking over your shoulder,” and the importance of finding your niche, owning it and showing up with consistency. Her advice was practical and rooted in experience: study your tail off, listen intently, communicate clearly, and lean into what works for your strengths and your community.

She also tackled topics that hit close to home for many in the room—balancing ambition with family life and prioritizing health in a world that rarely slows down. “You can’t pour from an empty cup,” she reminded attendees, urging them to take care of themselves so they can show up for the people and work they care about.

“IF THERE’S A WILL, THERE’S A WAY,” SHE TOLD THE CROWD. “SETBACKS FUEL ME.”

Andrews also had advice for the young professionals and future leaders in the room. She emphasized that the seat at the table is earned through grit, preparation and passion, and that real impact doesn’t just happen in moments of success. Real impact is shaped through persistence, listening and collaboration.

This year's Voices of Vision lived up to its name. Erin Andrews didn’t just inspire—she challenged us to rethink what it means to lead, to grow and to keep moving forward, no matter the obstacles.

North Dakota's Energy Boom: Rich Garman, Director of Economic Development at the ND Department of Commerce, highlighted the state's rapidly growing energy sector and the untapped opportunities driving future economic expansion.

Economic Forecast: Matthew Finn, Chief Economist at 1834, a division of Old National Bank, shared a positive outlook for North Dakota’s economy while acknowledging concerns over the potential economic impacts of national and statelevel policy changes.

Military members shouldn’t have to worry about interrupted income or job status when they receive the call to serve, which is why Gate City Bank has instituted a unique program for team members. A NAVY VETERAN’S PATH FROM AIRCRAFT CARRIER TO ENTREPRENEURSHIP

U.S. Navy Veteran

JJosh Seley grew up in the small town of Lake Park, Minnesota, population 600. As a kid, he loved wrestling and football, but school? Not so much. With a graduating class of 47 students, he ranked near the bottom. Yet beneath the "C student" exterior was the drive of a future entrepreneur waiting for the right spark.

"The only reason I showed up to high school was to wrestle and play football," Seley recalled with a laugh. "If I could've played sports and not gotten an education, you would never have seen me in a classroom."

After high school, he had little to no interest in continuing his education. "I am not going back to school ever," he remembered thinking. "I just wanted to get into the workforce.” He had entrepreneurial ambitions, but knew he needed to learn a trade. That's when a conversation with his grandfather, a Navy veteran, changed everything.

"We were sitting at my grandpa’s kitchen table one day and he convinced me to go talk to the local Navy recruiter,'" Seley said. "Grandpa told me they had a lot more opportunities than just floating around on the ocean, and that I could learn a trade."

The advice resonated with Josh, who had always been fascinated by cars, bikes and mechanics. When the recruiter told him he could work on the flight deck of aircraft carriers fixing tow tractors, fire trucks and cranes, Josh was sold. Three weeks later, at 18 years old, he was headed to boot camp – only one month after his high school graduation.

After completing diesel mechanic training in Pensacola, Florida, Seley graduated at the top of his class. He was assigned to the USS John C. Stennis, a nuclear-powered aircraft carrier home-ported in Bremerton, Washington.

But his journey took an unexpected turn when he learned the ship had already departed for a six-month deployment. The Navy flew the Upper Midwesterner from Washington state to Japan, then to South Korea, where he finally joined his vessel.

"It was such a surreal experience," Seley said, still somewhat in awe

years later. "Here I was, a Minnesota kid from a small town, flying around the world. This was stuff I only saw in TV and movies."

Measuring over three football fields in length, the sheer scale of the aircraft carrier was overwhelming. "When they told me 5,000 people lived on the ship, my brain couldn't compute it. I grew up in a town of 600,” he said. “It was difficult to fathom the size of this ship, and that it would be my new home.”

Life aboard the Stennis wasn't just about adapting to tight quarters and navigating narrow passageways. It was where Seley began to realize his potential. Watching successful sailors around him, he noticed they took education seriously.

"I started taking one class at a time," he says. "Education's free while you're in. Why not? When I finished my first college class and made the Dean's List, I realized I wasn't stupid after all."

He set a goal of earning an associate's degree in general studies while advancing quickly through the Navy ranks. "I found a place where I really thrived," he reflects. "I liked the structure. I liked the camaraderie. It felt like one big team."

After his first enlistment, Seley re-enlisted for three more years and

was assigned to instructor duty in California. At just 22 years old, he was now teaching new recruits to be diesel mechanics.

"That opened up a whole new door in my head," he says. "Here I was, the guy who didn't like education, who didn't want to go to school, and now I'm an educator? What really threw me by surprise was how much I enjoyed it."

While serving as an instructor, Josh completed his associate's degree and then pursued a bachelor's degree in workforce education and development – a perfect blend of his mechanical skills and newfound love for teaching.

USS John C. Stennis (CVN 74) is a Nimitz-class nuclear-powered aircraft carrier and is named in honor of Senator John C. Stennis of Mississippi.

The Toughest Battle The toughest battle

After seven years of service, Seley faced a critical decision. At 25, he was at a crossroads: re-enlist and likely complete 20 service years for retirement, or transition to civilian life.

"If I stayed on that path, I would have retired three years from today," he notes. "But I made the decision to not re-enlist. At some point, the uniform's got to come off."

That transition, however, was far from easy.

"That was the hardest thing I had to do in my life – going from being a full-time sailor to being a civilian again," Josh admits. "I was programmed. I wore a uniform every day. I was told where to eat, when to eat, what to eat, where to sleep, when to sleep, how to make my bed in the morning. Then suddenly it's, 'Okay, now what?'"

The psychological impact was profound. "It's not that you're indecisive, but you’re now making life choices all on your own, when previously you’ve been bound by a military contract that tells you exactly what to do. Finding where you fit is one of the toughest things."

Seley speaks with deep understanding about the alarming statistics on veteran suicide. "If you're in uniform, they expect you to be tough,” he said. “But when you get out and don't have that uniform anymore, sometimes mentally it's difficult to be that same person –that same sailor, marine, soldier or airman."

While trying to find himself, living in various places in the U.S. and overcoming new challenges, Seley returned to the Upper Midwest, eventually settling in Fargo. He has traveled the globe and lived in several states – Florida, Washington, California and Kentucky, but he says the Fargo-Moorhead community is truly one of the best in the world.

Seley’s first post-Navy job was driving a delivery truck for a beverage distributor in the FargoMoorhead area – an experience he calls "the least favorite job I've had in my entire life." But even this detour had value. It showed him what he did not want to do.

Deciding to learn more about business, Seley applied to the North Dakota State University MBA program, despite battling that nagging feeling that his academic background wasn't strong enough.

"I still felt like that C and D student like in high school," he admits. "I thought everyone was going to see right through me.'"

Not only was he accepted, he thrived. His homework assignments often centered around starting a truck shop. His classmates saw his passion and encouraged him to pursue it.

"Midway through the MBA program, I took my business plan, created the LLC and filed it in May

2019," he says. "It was one month before I quit my full-time job."

Josh had planned to operate his business as a side hustle at first, but the demand for his services quickly outpaced his expectations.

"I started getting so many calls, I couldn't turn them away. I had to quit my job," he recalls. "Within two months, I hired two more people – another technician and an office manager. By August 2019, my business had grown to three full-time employees. I thought that I may need to pump the brakes a little bit, as things were taking off way faster than I expected."

Just as Josh was settling into business ownership, COVID-19 hit. Instead of sinking his young business, the pandemic highlighted its importance.

"The fact that we could start the business and not only survive but grow during that time tells me we're in an industry that isn't going away

and that we're doing something right," he says.

Deckplate Diesel kept trucks moving during the pandemic, ensuring groceries and other vital supplies and goods reached their destinations. This role gave Josh a familiar sense of purpose.

“While COVID was going on and we were considered an essential business, it was super fulfilling,” Seley said.“ When there'd be a truckload of groceries going somewhere and we'd fix that so it could get to the store, it felt like I was keeping America moving without my uniform on. It brought me back. I found my niche in life."

Six years after its founding, Deckplate Diesel employs eight people, a few of which are also veterans or are currently serving in the National Guard. The operation has outgrown its current location, and Josh is exploring opportunities to build a purpose-designed facility that will better serve his team and customers.

The business has grown steadily, surpassing $1 million in annual revenue by its fourth year, a milestone they've consistently met or exceeded since.

What sets Deckplate Diesel apart isn't just its impressive growth trajectory, but Josh's leadership philosophy, deeply informed by his military experience.

"The one thing the military really taught me and ingrained in me is to be a leader, not to just ‘be a leader’ but to empower other people to be leaders," he explains. "That has been so beneficial from a business standpoint because if you're the one person who does and knows everything, you're going to burn out fast."

Unlike most shops where mechanics share computers and customers only speak with service managers, at Deckplate Diesel, every technician has a business cell phone and laptop. They're empowered to communicate directly with customers about their vehicles.

"That gives our business a personal feel," Seley says. "Instead of the customer getting a call from a service manager who doesn't even know what color their truck is, they speak directly with the mechanic working on it."

Josh now divides his time – 75% working on the business (strategic planning, growth opportunities) and 25% working in the business (hands-on mechanical work). He's promoted team members to management positions while maintaining that “at the end of the day, we're all mechanics." Josh is adamant that the true strength of Deckplate lies in the dedication and expertise of his team members, whom he speaks about with immense pride and respect.

Seley prioritizes hiring and mentoring other veterans. As a veteran who understands the challenges of military transition, Josh has made supporting other veterans a priority. Half of his initial team were veterans themselves, creating a sense of shared camaraderie and understanding.

"The program is still in its early stages, but Josh is excited about its potential. "They see our military experience and our fellow employees who share a lot of the same experiences. Being a veteran myself, I know the difficulties of transitioning from military to civilian life."

"Recently, Deckplate Diesel partnered with the Fargo VA to create transitional employment opportunities for veterans struggling to find work after service.

"We create job opportunities that are like a transitional role," Josh explains. "We say to them, 'Do you want to be a diesel mechanic? Come check out the shop. We'll pay you a fair salary to see if this is something you like.' If it works out after six months, we can offer them a permanent position."

Deckplate Diesel also participates in community service projects, including making and donating blankets and care packages to veteransan activity that resonates deeply with Josh.

"I would also love to find a way to send support packages to active service members. If there is anyone in the community who can help us find a path to do this, we are on board and would love to support our active duty service members in this way!"

Looking Ahead Looking Ahead

As Josh builds his business, he's motivated by creating a meaningful legacy alongside his partner Talayia and their children Rhys, Bella and Porter.

"I still have half my GI Bill left after finishing my MBA. I toss around the idea of going back to school –law really interests me, especially business law,” he said “But I'm a dad now, and I put in 60-70 hours a week at the business. My son is growing so fast. Every day I look at him, he's doing something different, and I can't miss these moments that I’ll never get back. I can go to law school ten years from now, perhaps."

"Ultimately, life goes by way too fast, and it doesn't matter how much money you make, how big your business is or what you do," he reflects. "What kind of legacy are you going to leave behind? I want to leave something that my son will be proud to either take over or say, 'That was my dad who started that business.'"

Seley’s journey from smalltown student to Navy veteran to entrepreneur reflects the power of military service, education and perseverance – showing that with determination, anyone can navigate new waters. What makes the Fargo-Moorhead business community special, Josh explains, is how businesses support each other even when they might be competitors. It's this collaborative spirit that makes small businesses the backbone of the community. For Josh, joining The Chamber was another revelation that came too late: "My only problem with The Chamber is that I should have been a member sooner. I wish I would

have known more about it. I've been just blown away, and all of the other Chamber members feel like a team outside of your team."

MEET MIKE As an Airborne-Ranger-Civil AffairsQualified Infantry officer, I learned to lead diverse teams under pressure, adapt rapidly to changing conditions and build trust across cultures—skills that directly apply to managing a dynamic manufacturing environment. My year-long deployment to Iraq as a tactical Civil Affairs Team Leader sharpened my ability to navigate complexity, build local partnerships and achieve results in challenging environments. My experience taught me to set clear intent, empower others through decentralized execution and maintain discipline without sacrificing flexibility. Just as in the military, success in the plant depends on mission focus, strong communication and mutual respect—principles that have helped Cardinal IG cultivate a resilient, highperforming team with an uncompromising commitment to safety, accountability and continuous improvement.

MEET TRAVIS I served between 2009 and 2023 with the United States Marine Corps, North Dakota Army National Guard, and CACI as an independent contractor for the Department of Defense during the pull out of Afghanistan between 2020 and 2021.

I serve as the Leadership and Training Development Coordinator for Cardinal Glass in Fargo, North Dakota. Our focus is to continue developing our Team Leaders, Assistant Team Leaders and Emerging Team Leaders throughout their careers. I learned early on in my military career the importance of growth through the leadership principle of Know Yourself and Seek Self-Improvement. It is important to continue setting the example for our leaders to continue growing through learning and education. I work to demonstrate this toward the leaders I instruct through my own education while currently working through my Doctor of Business Administration program.

The military taught me the importance of building and supporting those around you daily both personally and professionally. I work to grow and maintain relationships at work that foster comradery and a strong work ethic. The successes found at Cardinal Glass come from all our teammates working together toward common goals.

MEET OBWONYO Obwonyo worked as an interpreter for the U.S. Army from 2010-2011 in southern Iraq. He supported the 3rd Infantry Division (ID), the 3rd Armored Cavalry Regiment and the Ironhorse Brigade during Operation Iraqi Freedom (OIF) 7.

MEET ALEC I enlisted in the National Guard in 2012 as a mechanic, and over the years my role evolved into that of an Engineer Officer, where I currently serve. Throughout my military career I have developed strong skills in multitasking, teamwork and problem-solving. As a Continuous Improvement Engineer at Cardinal, I apply these skills daily to enhance safety and efficiency in our processes. In addition, my experience has sharpened my people skills, enabling me to connect with individuals from diverse backgrounds. Whether in the military or at work, building relationships and trust has always been essential to achieving success.

MEET DUSTIN I served in the Army and was deployed to combat in Tikrit, Iraq for 12 months (2005) as part of OIF 3, and Hit, Iraq for 15 months (2007 and 2008) as part of OIF 5. My unit was Delta Co, 2-7 Infantry (INF), 1st Armored Brigade Combat Team (ABCT), 3rd ID.

There are countless ways my time in the Army helped prepare me to be a leader at Cardinal. In sharing a couple, I’ll start with the diversity of people I was able to work with. The Army is a melting pot of our American society. The nature of my job had me intimately connected with and dependent upon people with backgrounds, interests and personality types that I normally would not have been associated with. If not for the Army, I would have very likely chosen to surround myself with more like-minded individuals, that I shared more common ground with. Looking back, I’m thankful I wasn’t afforded that choice because experiencing

greater diversity in the people I worked with gave me a greater appreciation for the differences in people. I think it has helped me have a better understanding of the people I work with and better appreciate them for who they are.

Another prominent way the Army helped prepare me for being a leader at Cardinal was exposing me to extremely uncomfortable environments and situations for long periods of time. When you are separated from friends and family and certain comforts, it deepens your appreciation for them and helps you to not take them for granted. Therefore, the Army helped foster a greater love for “family” which in turn helps me care for those I lead better. In addition, extreme difficulties also helped strengthen me to be able to keep everyday difficulties in perspective. When we are faced with extreme challenges, our

survival instincts often tell us to avoid the challenge. But the reality is the greatest rewards come by working through challenges. My time in the Army cemented this truth in me, which helps me keep the right perspective when daily challenges arise.

Tiffanie Honeyman grew up in Mapleton, North Dakota, and was raised in low-income housing with her four sisters. At 17, she joined the U.S. Navy as a Seabee electrician, seeking a chance to grow and explore beyond her small-town roots. After 11 years on the West Coast (California and Oregon), she returned to North Dakota in 2005. With experience at three Fargo marketing agencies, she launched OpGo Marketing—short for “Operational Goals”—to bring a holistic “business-first” mindset to marketing. OpGo is 100% federally certified as woman and veteran owned.

When Todd Stone founded Stone Group Architects (SGA) in 2012, the mission was clear: to design spaces that don’t just stand but serve. With his background in the military, Todd brought a deep sense of discipline and commitment to helping others into the firm’s culture. “I started SGA in the fall of 2012 after coming back home from being mobilized to El Paso, Texas, for 14 months with the Army,” Todd recalls. “This was a year of clarity for me and helped me focus on what’s truly important in life: family and friends. Before I left, I was working 60 to 70 hours a week and not spending enough time with my wife and kids. I’ll never get that time back.”

Providing accessible and quality mental health services to service members is one way that Solutions Behavioral Healthcare Professionals (Solutions) demonstrates its support for individuals who have made significant sacrifices.

Solutions offers a range of evidence-based treatments for veterans struggling with PTSD and anxiety-related issues, including Prolonged Exposure Therapy (PE), Eye Movement Desensitization and Reprocessing (EMDR), Accelerated Resolution Therapy (ART), and Cognitive Processing Therapy (CPT), along with specialized strategies for insomnia and suicidality.

“To have the opportunity to freely share some of the big feelings and stressors that are occurring throughout your military career and day-to-day can help lessen some of the pressure we often place on ourselves to appear unaffected. Regardless of the timeline of your military service, your story and experiences matter and our team of therapists want to help support you in whatever way we can,” said Courtney Leben, veteran and Mental Health Rehabilitation Therapist at Solutions.

Solutions has numerous therapists who are STAR Behavioral Healthcare Providers, meaning they are trained on military culture, the deployment cycle and treatments proven effective for militaryconnected clients. “Many of us

have a strong passion for working with the military and their families. "Some are veterans, some are loved ones of a veteran and some grew up in military families,” said Carolyn Meske, mother of a veteran and Clinic Manager at Solutions’ Bismarck and Fargo clinics.

Our providers are trained in suicide prevention, a prevalent concern within veterans. “Anytime you call the VA, the telephone prompt is pleading with you to talk to somebody if you are going through a dark time. I'm not a social butterfly but I have lost friends and coworkers from the Army in terrible ways. I think about them often,” said Ryan Bro, veteran and Systems Administrator at Solutions.

Solutions’ therapists have extensive training and experience with children and families, enabling them to assist military families with relationship and behavioral challenges. “Supporting veterans is crucial because the veteran and their families sacrifice a lot for the well-being of this country,” said Brittany Slama, military spouse and Behavior Modification Specialist at Solutions. “Once their time in the military ends, many veterans face challenges returning to civilian life. A supportive community helps them feel valued and connected, making the transition smoother. It's also a way of showing appreciation for their service and ensuring that they have the resources and opportunities to thrive.”

Minot Air Force Base (MAFB) is the only dual-wing nuclear capable base in the nation, hosting two legs of the nuclear triad. The 5th Bomb Wing operates twenty-six B-52 Stratofortress aircraft. Only two Air Force Bases across the United States operate the B-52 aircraft. The 91st Missile Wing operates 150 Minuteman III intercontinental ballistic missile (ICBM) sites. Only three Air Force Bases across the United States house ICBM missiles.

The scale of upcoming military modernization efforts, particularly the Sentinel program replacing our aging Minuteman III missiles, represents a historic economic opportunity for our state. This opportunity extends beyond Minot to communities throughout North Dakota. By joining forces with our colleagues at the Fargo Moorhead West Fargo Chamber and Grand Forks Chamber, we ensure that businesses throughout the state can come together to support the major modernization project.

Our collaborative approach has already yielded results. Together, we've brought state legislators from Fargo to witness a Minuteman III ICBM test launch at Vandenberg Space Force Base, hosted joint briefings on military priorities, and coordinated advocacy efforts in both Bismarck and Washington, D.C. These initiatives help educate decision-makers about North Dakota's critical role in national security while building support for the infrastructure and workforce investments needed to sustain our military mission.

Through the North Dakota Military Commission, we're working to remove barriers that prevent military spouses from continuing their careers, improve educational opportunities for military children, and ensure service members have access to the services they need to thrive in our state.

The critical missions of Minot Air Force Base (MAFB) lead to significant financial impact on the surrounding region. In fiscal year 2024, MAFB generated $651 million in economic impact on the Minot area – more than half the total impact of military installations across North Dakota ($1.2 billion). This is up $30 million from 2023 and is expected to continue to rise with work on major modernization projects underway.

This economic output reflects not only the direct contributions of military and civilian payroll but also the broader effects of construction, service contracts, procurements, and indirect job creation. Minot AFB’s influence stretches across almost every sector of the local economy, enhancing the city’s financial stability and growth.

5th Bomb Wing

The host wing on Minot Air Force Base, the 5th Bomb Wing operates the B-52H Stratofortress aircraft to

provide global strike and combatsupport capabilities to geographic commanders. To perform its mission, and to support the mission of the 91st Missile Wing, four groups are assigned to the 5th Bomb Wing: the 5th Operations Group, 5th Mission Support Group, 5th Maintenance Group and 5th Medical Group.

B-52

The B-52 Stratofortress is a longrange, nuclear and conventional heavy bomber that can perform a variety of missions. The revitalization of the aircraft power plant, as well as a plan for future upgrades, will enable our fleet relevance until 2050. The re-engine program for the B-52J is part of the modernization of our nuclear forces and this work is currently underway.

91st Missile Wing

Minot is headquarters for the 91st Missile Wing, one of the Air Force's three operational missile units. Minuteman III missiles allow

the wing to achieve its mission: to defend the nation with a combatready nuclear force. Consisting of three groups: the 91st Operations Group, 91st Maintenance Group and 91st Security Forces Group. The 91st Missile Wing has approximately 1,800 professionals working together to keep these missiles on alert.

Sentinel weapon system

America’s alert ICBMs are ready to launch on any given day, and America’s ICBM team plays a critical role in maintaining global stability and ensuring the nation’s safety and security. 400 Minuteman III missiles provide a critical component of America’s on-alert strategic forces. As the nation’s “silent sentinels,” ICBMs and the Airmen who operate them have remained on continuous around-the-clock alert since 1959.

The LGM-35A Sentinel system will replace the aging Minuteman III ICBM system, which has been in service for over 50 years. The U.S. Air Force’s LGM-35A Sentinel weapon system is a critical modernization of the ground-based leg of the U.S. nuclear triad, the bedrock of U.S. national security. Sentinel is the largest modernization project the U.S. Department of Defense has ever undertaken and is a considered a mega project. It will take an all-in effort from our state to prepare and support this project.

North Dakota Air National Guard, 119th Wing North Dakota Air National Guard, 119th Wing

World class MQ-9 precision attack and reconnaissance

119th Wing Mission is to provide trained and ready Airmen executing world class MQ-9 precision attack and reconnaissance, kinetic and non-kinetic target intelligence production, and expeditionary support capabilities for the nation and state.

Its state mission, under the command of the Governor, is to support state and local authorities in civil emergencies. Under the federal mission, the unit is available for mobilization and immediate integration into the U.S. Air Force.

The 119th Wing consists of four groups, each responsible for a distinct mission.

• The 119th Operations Group operates the MQ-9 Reaper.

• The 119th Intelligence, Reconnaissance, and Surveillance Group (ISRG) delivers mission-critical intelligence that drives battlefield decisions worldwide. Their analysts transform complex data into actionable intelligence for both kinetic strike operations and sophisticated non-kinetic warfare.

• The 119th Mission Support Group provides security, fire protection, civil engineering, communications support, contracting, logistics, services and personnel support.

• The 119th Medical Group provides medical support for the wing as well as providing expeditionary healthcare support.

Grand forks Grand Forks

In 1954, the Department of Defense selected Grand Forks as the site for an Air Defense Command base. A key factor in securing the location was a successful effort led by the local Chamber of Commerce, which raised $65,000 to help purchase a 5,400-acre tract of land 15 miles west of the city. This community investment played a major role in Grand Forks Air Force Base (GFAFB) surviving five rounds of Base Realignment and Closure (BRAC). Grand Forks is proud of its base and the Airmen who serve there.

Today, the 319th Reconnaissance Wing at GFAFB employs approximately 2,200 Total Force Airmen who are dedicated to critical intelligence-gathering and global communications missions. They operate RQ-4 Global Hawk unmanned aerial vehicles, which provide continuous, 24/7 surveillance capabilities around the world.

In 2024, the Space Development Agency (SDA) established its operations and training center at the base. SDA now operates a constellation of over 100 low-Earth orbit satellites, forming a key part of the United States' Intelligence, Surveillance, and Reconnaissance (ISR) system.

A decade ago, Grand Sky—a 217-acre unmanned aircraft systems (UAS) business park— opened on the base. Grand Sky is the nation’s first commercial UAS Flight Operations Center and remains a premier location for UAS testing. Tenants benefit from unique amenities, including the ability to conduct large UAS beyond visual line of sight (BVLOS) flights through a partnership with the Northern Plains UAS Test Site. The location offers advantages such as uncongested airspace and predictable flight schedules. A cooperative agreement with GFAFB grants access to its 12,351-

foot runway, while flights take place in civilian-controlled airspace, enabling real-world data collection opportunities.

Intelligence, Surveillance and Reconnaissance

High Frequency Global Communications System

One of only two locations operating this vital network, the 319th maintains communications systems that can transmit signals through oceans, hurricane walls, and even to the surface of the moon. This system serves as the primary means of communication for U.S. contingencies and remains functional in severely degraded and hostile environments, ensuring uninterrupted command capabilities for the President and all Department of Defense agencies.

North Dakota has developed a powerful cross-state partnership supporting military initiatives through legislation. The Fargo Moorhead West Fargo Chamber, Grand Forks / East Grand Forks Chamber and Minot Area Chamber EDC collaborate to amplify their advocacy impact in Bismarck and Washington, D.C. This partnership extends to legislators who regularly show up for each other's communities, advocating for military priorities that benefit service members, their families, and the broader community. By speaking with a unified voice, stakeholders from both eastern and western North Dakota have transformed challenges into legislative solutions with strong bipartisan support, strengthening the state's position as a military-friendly environment.

During the 2025 legislative session, the three chambers have been tracking, weighing in on and submitting testimony for dozens of critical military-related bills in North Dakota.

The story of SB 2386: Swift Action to Support a Military Spouse's Businesses

When Jenetta, local owner, operator and baker of Jenetta’s Simple Treats moved to the Minot area as her husband got stationed at Minot Air Force Base, she was excited to continue her business in a new location. Jenetta’s Simple Treats was opened in July of 2022 in Las Vegas, Nevada as a way of helping her with postpartum depression and anxiety, and has since grown to be a cottage bakery registered with her as she moved from Nevada to Florida, and now North Dakota.

However, as Jenetta found herself in the business landscape of North Dakota, she found a roadblock that she hadn’t come across before: being unable to ship her products to other states. The North Dakota Century Code, subsection 3 of section 23-09.5-02, cottage food laws didn’t allow for her products to be sold across state lines, or to be sold by telephone or online, which hindered Jenetta’s opportunities to serve existing customers.

Jenetta was introduced to Minot Area Chamber EDC (MACEDC) President and CEO Brekka Kramer at Business After Hours where she shared her story and the challenges she faced with state cottage food laws. Brekka was in Bismarck the next day, and with the deadline for Senators to introduce bills two days out, the North Dakota Military Commission moved quickly to help a military spouse. MACEDC worked closely with legislators from across the state, including Fargo, to understand and provide a solution to the problem, that ultimately resulted in Senator van Oosting introducing SENATE BILL NO. 2386 - A BILL for an Act to amend and reenact subsection 3 of section 23-09.5-02 of the North Dakota Century Code, relating to cottage food transactions.

Senators van Oosting, Gerhardt and Roers, along with Representatives Motschenbacher, Holle and Hauck were the bill sponsors. The bill was in front of

Senate Agriculture and Veterans Affairs and passed the Senate with 44 yeas and 2 nays. After crossover the House Agriculture Committee heard the bill and added an emergency clause.

"What does an emergency clause mean?" Jenetta asked tearfully when told the news, overwhelmed that lawmakers from across the state had rallied around her situation with such urgency.

The bill passed the House with 90 yeas and 1 nay. Senate concurred, and the bill ultimately made it to Governor Kelly Armstrong’s desk.

After months of testifying and standing up for small business opportunities, Jenetta will now be able to expand her business through online, telephone and mail sales. By championing this bill, we were incredibly excited to support not only small business, but future opportunities for military personnel and their families. The governor’s signature was appropriately celebrated with a cheers of Jenetta’s cupcakes as it was officially signed on March 25.

This story demonstrates the power of collaboration between our chambers and legislators across the entire state.

In a powerful demonstration of crossstate collaboration, legislators and business leaders from both eastern and western North Dakota traveled to Vandenberg Space Force Base in California to witness the test launch of a Minuteman III intercontinental ballistic missile in 2023 and 2024.

The delegation received in-depth briefings from the 377th Test and Evaluation Group and toured facilities that mirror those in North Dakota. They also engaged in comprehensive mission briefings and meetings with military leadership, providing valuable insight that helps lawmakers make more informed decisions about supporting military installations and personnel across North Dakota.

The early morning launch itself provided a dramatic demonstration of American deterrent capabilities.

Beyond the technical aspects, the trip served as an important relationshipbuilding opportunity, bringing together eastern and western North Dakota leaders who share a commitment to the state's military mission. These connections strengthen the advocacy efforts that benefit military installations and service members throughout North Dakota.

The inaugural North Dakota Nuclear Triad Symposium in Minot marked a significant milestone in statewide engagement with our critical defense infrastructure. Several Fargo area leaders, including Shannon Full, joined western North Dakota counterparts for this pivotal event hosted by the Minot Area Chamber EDC Task Force 21.

The symposium brought together military experts, congressional representatives, and state leaders to discuss sustaining credible nuclear deterrence amid growing global challenges. Keynote speaker Lt. Gen. Michael J. Lutton, Deputy Commander of Air Force Global Strike Command, provided valuable insights on modernization efforts including the Sentinel and B-52 projects.

Following the symposium, participants were granted exceptional access to Minot Air Force Base, the nation's only installation housing two legs of the nuclear triad. The tour included a rare opportunity to descend 60

feet underground into a live missile alert facility, providing eastern North Dakota leaders with firsthand understanding of these critical operations.

This cross-state engagement is particularly valuable as North Dakota prepares for the Sentinel modernization project to replace the aging Minuteman III system. When Fargo-area leaders experience these facilities directly,

they return as stronger advocates for our state's military mission, helping secure resources and recognition for North Dakota's vital role in national security.

The connections formed during events like this symposium create a unified voice across our state, ensuring all regions understand and champion the strategic importance of these installations for both our national defense and state economy.

On March 18, 2025, North Dakota Military Commission members attended a Sentinel Briefing in Bismarck, led by key military leadership from Air Force Global Strike Command. Major General Colin J. Connor, Director of ICBM Modernization, presented on the deployment of the new LGM-35A Sentinel system and the retirement of the Minuteman III missiles. The briefing provided critical updates on this transition that will impact military operations in North Dakota.

A notable takeaway from this briefing is the significant demand for engineers that Sentinel will require over the next decade.

East Meets West Tour East Meets West Tour

In August of 2024, the FMWF Chamber brought 35 Fargo area business leaders and legislators on a twoday exploration of the business, legislative, energy and military landscape in western North Dakota. Day one of the event was hosted in Minot, in partnership with the Minot Area Chamber EDC, and fostered collaboration between legislators and leaders from the eastern and western regions while providing a unique platform to discuss shared challenges and opportunities.

From touring Minot Air Force Base to legislative discussions and roundtables at Minot State University, visiting the Logistics Park of North Dakota and exploring the Minot Area Workforce Academy, the day was packed with insight and collaboration.

On day two, the Fargo delegation then traveled to Williston for another impactful day of knowledge sharing with key leaders. Overall, East West Tour participants from all areas of the state left with a deeper understanding of North Dakota’s unique opportunities and the importance of statewide cooperation in driving progress and innovation.

Where Safety Meets Style for Veterans and Seniors

When Gina, president of StyleSafe, speaks about aging in place, her passion stems from personal experience. Growing up in rural Minnesota, she only knew her grandpa in a nursing home setting, where he lived for 23 years. "My grandpa had to move into a nursing home two years before I was born, so that was the only place I ever saw him. That experience showed me how important it is for people to have the option to stay in their own home for as long as possible," she explains.

This mission drives StyleSafe, a Fargo-based remodeling company that has transformed over 1,500 homes since opening in 2010. Originally focused on tub and shower renovations, the company expanded in 2019 to address wholehome safety and officially rebranded as StyleSafe last September.

"Falls are the greatest danger for older adults," Gina notes. "According to the CDC, one in four Americans 65 and older fall each year, with the bathroom being the

highest risk area." The statistics are sobering: 88% of emergency room visits for hip fractures result from falls, and two-thirds of those who fall will experience another fall within six months.

StyleSafe's relationship with veterans holds special significance for Gina, whose grandfather and uncle served in the military. For 15 years, the company has worked closely with the Department of Veterans Affairs (VA) to help veterans remain safely in their homes.

"The VA offers tremendous support through their Home Improvement and Structural Alterations grant program. This grant helps approved veterans modify their bathrooms," Gina explains. At Sanford Health, we understand that transitioning from active military service to the civilian workforce often comes with unique challenges, such as aligning experience and skills to available jobs, adjusting to different workplace cultures and more. To help successfully navigate this change, our organization proudly offers internships and job opportunities to service members as a Department of Defense SkillBridge Program partner and participant in the Army Reserve Private Public Partnership.

Alongside these efforts, we’re committed to ensuring Sanford is an inclusive and welcoming environment through our Veterans Employee Resource Group (ERG). This group, comprised of veteran and non-veteran employees, supports the more than 100 retired military personnel working across the Sanford Fargo Region with resources and connections to local advocacy and member organizations. Among the ERG team members are two passionate advocates, Jackee Haak and Brian Shawn, who are making a positive difference for active-duty and retired service members through their work at Sanford and within the community.

Jackee, the director of the Family Birth Center at Sanford Medical Center Fargo, is the chair of the Veterans ERG. A veteran

herself, Jackee served 9 ½ years in the National Guard, including an overseas deployment to Iraq. Her service allows her to relate to our veteran employees firsthand, understanding what it takes to navigate the transition to civilian life. Today, Jackee continues her impact as a member of the FMWF Chamber Military Affairs Committee and the honorary brigade commander for the North Dakota Air National Guard 119th Fighter Wing Medical Group.

Similar to Jackee, Brian, a senior development partner for Sanford Orthopedics and Sports Medicine, also serves on the FMWF Chamber Military Affairs Committee and as an honorary brigade commander for the North Dakota Army National Guard 141st Maneuver Enhancement Group. While Brian is not a veteran, he brings a unique perspective to his advocacy efforts, having several family members who served.

In November 2024, Brian and Jackee had the opportunity to further their impact after being selected by the FMWF Chamber to travel with local leaders to Washington D.C. During the trip, Brian and Jackee met with national representatives and military leaders to advocate for the needs of their honorary brigade units, discuss ways to integrate veterans into the civilian workforce and highlight how deployments affect health care staffing.

I’m grateful for Brian and Jackee’s commitment to improving support for veterans inside and outside Sanford facility walls. Through their continued advocacy, our Veterans ERG and our military partnerships, I’m confident our organization will continue enhancing the transition to fulfilling civilian careers for service members.

The North Dakota Air National Guard’s (NDANG) 119th Wing, recognized the organization’s top officers, noncommissioned officers and Airmen of the Year on March 1, during a ceremony in Fargo, N.D.

Airmen were nominated for the awards based on their military and civic service throughout 2024. The Outstanding Airman Program annually recognizes officers and enlisted members for superior leadership, job performance, community involvement, and personal achievements.

“We are extremely proud of these Airmen and their continued dedication to excellence and service to our state and nation,” said Col. MOORHEAD AREA LEADERS CHAMPION REGIONAL PRIORITIES AT THE CAPITOL

The Fargo Moorhead West Fargo Chamber (The Chamber) recently led its fourth annual Moorhead Area Day at the Capitol, bringing together business and community leaders for two days of strategic advocacy in St. Paul. On March 4-5, our delegation engaged directly with key legislators and state officials on issues critical to our border community's future.

The visit began with a welcome from Chamber President and CEO Shannon Full and Vice President of Public Policy Cale Dunwoody, who prepared participants for productive discussions ahead. Throughout the two days, the delegation secured valuable face time with Governor Tim Walz, multiple legislators and department commissioners to advance Moorhead's regional priorities.

BUSINESS CLIMATE AND REGULATORY CONCERNS

PAID FAMILY MEDICAL LEAVE (PFML) IMPLEMENTATION CHALLENGES:

Multiple discussions highlighted significant concerns about PFML implementation timelines and administrative burdens. Representatives presented varying perspectives, from Rep. Pinto's firm stance against delays in rolling out the program to Rep. Baker's push for practical modifications through H.F. 11 (PFML Delay) and H.F. 1325 (Earned Sick and Safe Time Delay).

Kurt Zellers of the Minnesota Business Partnership articulated business frustrations, noting that state-mandated programs like PFML have "gotten in between us and our employees," limiting employer flexibility to address their employees’ needs directly.

ECONOMIC COMPETITIVENESS WARNING:

Minnesota Chamber President Doug Loon provided a comprehensive analysis warning that Minnesota is falling behind competitor states in several key economic metrics. He cautioned that new regulations could add to what he termed a "fiscal drag" on the economy based on experiences in other states, while questioning claims about PFML's effectiveness as a workforce attraction tool.

HEALTH CARE AND SOCIAL SERVICES

ELDER CARE FUNDING

CONCERNS:

Members of the Moorhead area delegation also raised critical questions about sustainable funding for elder care services, highlighting vulnerabilities created by potential budget cuts at both state and federal levels.

CHILD CARE TAX CREDITS:

Senator Rest described Minnesota's child care tax credit as "the best in the nation" while expressing opposition to potential modifications, underscoring the importance of this support for working families.

REGIONAL PSYCHIATRIC TREATMENT FACILITY:

Commissioner Jenny Mongeau spoke passionately to Governor Walz about the critical shortage of psychiatric services and the importance of H.F. 1380, which requests funding to support this crucial project.

ECONOMIC DEVELOPMENT AND INFRASTRUCTURE OPPORTUNITIES

SUSTAINABLE AVIATION

FUEL (SAF) POTENTIAL:

Senator Rest characterized legislation relating to tax incentives to encourage the production of SAF as "one of the most important bills in the last 40 years." This bodes well for the city of Moorhead which has been selected as the location for the DG Fuels plant project. The Chamber has been an active supporter of these tax incentives and the benefits they will bring to our community.

FLOOD MITIGATION FUNDING:

The City of Moorhead and Clay County continue working diligently to secure support for the FM Flood Diversion project. This legislative session, local leaders are advancing a $60.4 million request to complete the project, with legislation already introduced (H.F. 2224).

CITY OF MOORHEAD INFRASTRUCTURE:

Key legislation includes S.F. 1994, which advocates for an extension of Moorhead's Tax Incremental Financing designation to encourage downtown business development, and S.F. 1684, which requests a sales tax exemption on building materials for the city hall renovation as part of downtown's historic transformation.

BORDER COMMUNITY CHALLENGES

TAX POLICY DISPARITIES:

Conversations with Senator Rest addressed the unique challenges facing border communities like Moorhead regarding tax policy and economic development incentives that must remain competitive with neighboring states.

WORKFORCE DEVELOPMENT URGENCY:

Attendees pushed back on the common DemocraticFarmer-Labor (DFL) talking point that Paid Family and Medical Leave would serve as a workforce attractor. They asked, "where is the workforce going to come from?" and highlighted Moorhead's distinct labor market concerns as a border community.

These advocacy efforts position Moorhead's priorities firmly within the legislative conversation and create pathways for ongoing dialogue throughout the legislative session.

By building relationships across the political spectrum, the delegation ensured that the unique challenges and opportunities facing our border community received appropriate attention from state decision-makers.
