CE-INFO INSTRUCTIONS FOR DOOR PRODUCERS TO COMPLETE FULL CE IMPLEMENTATION ON RESIDENTIAL OVERHEAD DOORS

All door types of a door producing company in all EU-member states must apply to the new PRODUCT STANDARD EN13241-1 for “Industrial Commercial and Garage Doors and Gates” falling under the Construction Products Regulation (CPR 305/2011) and Machine Directive (MD 2006/42/EC).

There are two basic requirements:  The door shall be designed and constructed in such a way that it can be installed, used, repaired and dismantled in a safe way.  The door shall be able to withstand static as well as dynamic forces, considering wear, tear and corrosion in normal use.

FlexiForce has completed: - Mandatory initial type test (ITT) at the SP-Institute in Sweden, certifying different residential door types, RES70, RES200, RESX,RS70, RS200 and RSC on the essential requirements: - Resistance to water penetration - Air permeability - Thermal resistance - Endurance test for these requirements, values for 30.000 cycles lifetime - Wind load resistance - Check against EU-List of Dangerous substances - Safe opening (anti-drop safety devices) - Permitted level of peak forces for power operated use.

- Self-declaration (partly approved by TUV) on mechanical aspects, operational forces and intended functions.

- Created a technical construction file containing these mechanical aspects, safety factors of related components.

- A full risk assessment on mechanical hazards (danger) according to EN1050.

- An implementation of a obligated production control system (quality) in FlexiForce production was started up.

- A full line of instructions and manuals for safe installation, use, maintenance and repair, dismantling of the residential door type.

Production: Assemble or produce the residential overhead door according to the specifications and parts list of the approving certificate. Keep a full production history of the door and its configuration on serial number in your archives. You must be able to prove afterwards, that the supplied door was designed and assembled with the proper parts and configuration (production control system).

Make sure you have a “declaration of incorporation� from all your suppliers (see diagram on page 4).

Installation: Make sure the residential door is installed according to the installation instructions given in the installation manual. Installation has to be carried out by qualified overhead door mechanics. If your company is not installing the door, hand-over a clear installation manual to the installer. The person installing the door has to check if the combination of hardware, panel and Eoperator (incl. software selection choices of the operator) is according to the certificate and if the combination is suitable for safe use of the door (Site Acceptance Test/ Risk analysis). Only then a CE mark can be awarded to the door.

After installation: - Declaration of Performance (DoP) instead of Declaration of Conformity mandatory for: - electrical doors (under CPR) - manual doors (under CPR) - in all countries in Europe (so now also f.e. UK, Ireland, Sweden, Finland, Norway) - Declaration of Conformity (DoC) for: - only electrical doors (under Machinery Directive) - Declaration of Performance (DoP): - is unique per door - with an unique number (see example) - performance characteristics per door must be mentioned.

- In case of no value: pass or NPD (no performance determined) - When there is a value in the norm, you have to mention a value in your DoP and on your CE-label.

- Shall be supplied in the language or the languages required by a Member State where the door is made available.

- CE-marking: When installation is finalised and the door is handed over to the end-user, a CE marking plate has to be placed on the door. The label must contain the data as shown in the picture. The CE marking shall be affixed visibly, legibly and indelibly to the construction product or to a label attached to it. Where this is not possible, it shall be affixed to the packaging or to the accompanying documents. Furthermore CE-marking is only allowed when a declaration of performance has been drawn up. When this has not been done, a CE-marking should not be affixed.

To the end-user, hand-over the next documents: 1. User manual in the language of the end-user or language required by the member state, explaining the safe use of the door, safety warnings and indications of mis-use.

2. Maintenance manual, explaining which parts have to be replaced or serviced during the life-span of the door (wear and tear of rollers, springs, seals etc.)

3. EU-Declaration of Performance (and Declaration of Conformity in case of power operated doors)to the relevant Directives, (see example given on other page) 4. Dismantling manual, explaining what to do after the life span of the door.

5. Service log book. Each door has to be serviced regularly. All actions or adjustments during the service visit have to be logged (written) in this service book. The book always has to be present near the door.

For the door producer it is important to know if the technical construction file is available at his supplier. His supplier can prove this by handing over a “Declaration of Incorporation”. Also the risk assessment has to be verified and if necessary CE INSTRUCTIONS, SAFE OVERHEAD DOORS

CE-INFO completed for additional risks or hazards. Manufacturers shall keep the technical documentation and the declaration of performance for a period of 10 years after the construction product has been placed on the market.

- You can find also more information on: http://ec.europa.eu/enterprise/sectors/construction/legislation/index_en.htm To do for the door company (upgrading/changing existing doors): All overhead doors installed before May-2005 are not necessarily provided with a CEmarking for EN13241-1. Power operated doors must be CE-marked under the Machine Directive from installation after 1995!

NB! When an existing/installed door is being upgraded or major repairs are needed, this door has to be approved under CPR as being a new door.

All testing and action as described on page 1 and 2 have to be carried out for this door! The professional door company upgrading the door is responsible for “putting the machine together” and therefore liable for accidents.

Upgrading or major repair is:  upgrading a manual operated door into a power operated door (installation of an E-operator)  adjusting or changing the control system from “hold-to-run” (dead man control) into “automatic control”  changing photo cell protections or safety edge systems  replacing essential safety components with other types of products  changing the basic configuration of the door or its function.

If the end-user is upgrading or changing the door by himself, he will be responsible for CE-marking and liable for accidents if he did not follow the instructions given by the supplier/manufacturer of the door and its components.

NB! All repair and maintenance activities must be recorded in the service log book, present at site!

>> The end-user is not obliged to ask for CE-marking of the door. It is the responsibility of the supplier/installer to provide the door approved for conformity with the CE-legislation! >> Doors can only be placed on the market if they are fit for the intended use. >> Doors which are not in compliance with the legislation face the risk of being reported to local authorities and being removed from the market. Supplier/installer remains liable.
