ur team at Alliance for HOPE International has been honored to work with you since March 2021 to support your vision for developing a Family Justice Center in Macon-Bibb.

Congratulations for being awarded one of only three grants by the Criminal Justice Coordinating Council from the State of Georgia in November 2020 to open a Family Justice Center. It is an exciting time in history to see the Georgia Statewide Family Justice Center Initiative include your community to lead the state.

House of Central Georgia, the passion of Sarah Schanck and the leadership of the entire Family Justice Center Steering Committee. Our hearts were deeply touched by the level of collaboration and coordination already developed in Macon-Bibb County. We were also able to participate in the unveiling of your new name – One Safe Place Macon, your new logo, the announcement of the beginning of Camp HOPE America in the state of Georgia, and the promotional video about your Center.

In our first visit in June 2021, Raeanne Passantino, our Director of Technical Assistance for the FJCA, Michelle Morgan, Vice President and Director of One Safe Place in Fort Worth, Texas, Dr. Denise McCain, Executive Director of the Prince George’s Family Justice Center in Upper Marlboro, MD and Maryann Postiglione, FJCA Program Assistant, conducted a two-day study tour, made twenty-three recommendations and concluded your community was engaged and ready to conduct a Strategic Visioning event in January 2022 with our President Casey Gwinn and CEO Gael Strack.

The vision that emerged over our two days together only reinforced our finding that you are poised and ready to change the paradigm for offering hope and healing to survivors of domestic violence, sexual assault, child abuse, elder abuse and human trafficking in Macon-Bibb, Georgia.

Your vision is worthy of affection from every citizen and has the potential to set a standard for cities across the state.

In our second visit in January 2022, we witnessed the dynamic leadership of your local elected officials, community leaders and core partners. We also saw the investment of Crisis Line & Safe

or 50 years, Crisis Line & Safe House has been leading the way in the provision of family violence, sexual assault and stalking services to survivors and their families in Central Georgia. MaconBibb is one of three communities in the state of Georgia selected by the Criminal Justice Coordinating Council (CJCC) through a competitive grant process to receive funding toward the creation of a Family Justice Center. The other two centers will be in Ware (Waycross) and Cobb Counties.

In the FALL OF 2020, Crisis Line & Safe House came together with eight other organizations to lay the groundwork for a Family Justice Center in MaconBibb. These founding partners included: Macon-Bibb County, Bibb County Sheriff’s Office, Office of the District Attorney-Macon Judicial Circuit, Office of the Solicitor General, Georgia Legal Services Program,

Crescent House Child Advocacy Center, Family Counseling Center of Central Georgia, and Central Georgia CASA. •

In MARCH 2021, Crisis Line & Safe House contracted with Alliance for HOPE International to assist in this community engagement and strategic planning process to open One Safe Place Macon • In our first visit in JUNE 2021, Raeanne Passantino, our Director of Technical Assistance for the FJCA, Michelle Morgan, Vice President and Director of One Safe Place in Fort Worth, Texas, Dr. Denise McCain, Executive Director of the Prince George’s Family Justice Center in Upper Marlboro, MD conducted a two-day study tour, made 23 recommendations and concluded your community was engaged and ready to move forward.

“Once the Family Justice Center opens, there will be one location where local residents experiencing abuse can go to access life-saving services from a variety of non-profit organizations and criminal justice agencies, who will each have a representative located in the Center. We hope this new model of providing services will alleviate many of the obstacles that hinder victims from reaching our doors, such as traveling to multiple locations to receive services and repeating their story over and over again.”

THE STRATEGIC VISIONING AND PLANNING PROCESS

T

he Strategic Visioning Framework for the development of the One Safe Place Macon, a Family Justice Center, has been developing for more than a year. From the beginning of the Alliance’s involvement, we have had the opportunity to meet with elected officials, policy makers, funders, allied partner agencies, survivors and staff from Crisis Line & Safe House.

We have conducted multiple zoom meetings, on-line surveys, information sharing, individual meetings and community forums. The Alliance’s community assessment, study tour, focus groups, and strategic planning were key steps toward adding depth and detail to the framework.

In preparation for Strategic Planning, the Alliance provided the Steering Committee a digital copy of “Dream Big, Start Small.” Chairs and Co-chairs were identified for each work group.

The Alliance provided training to the Chairs and Co-Chairs on how to facilitate their Workgroups and provided key documents for their review, including the FJC Impact Report, our new FJC Info Guides and selected webinars. In addition, all attendees were requested to review the interview of Ellen Pence

on her thoughts about the Family Justice Center framework as homework.

This Strategic Visioning Report is the compilation of our work together and a direct result of a two-day Strategic Planning event. It was created during a fast-paced event held on January 2627, 2022, at the Methodist Children’s Home in Macon, Georgia with more than 75 attendees participating in-person.

The Strategic Visioning was facilitated

by Alliance President Casey Gwinn, Alliance CEO Gael Strack and Dr. Denise McCain, Executive Director of the Prince George’s County Family Justice Center.

This document serves as the strategic framework to guide the development of a Family Justice Center in Macon-Bibb County, Georgia.

The shared vision for the Macon-Bibb Family Justice Center is dynamic, viable and inspiring. There is no question it deserves the funding and support from philanthropists, foundations, local government, state government, the federal government, and other potential supporters. It is a transformative vision that will increase safety, hope, resiliency and wellbeing for adult and child survivors of trauma, violence and abuse.

HIGHLIGHTS FROM STRATEGIC PLANNING

S

arah Schanck, Site Coordinator for the Family Justice Center, welcomed participants and introduced District Attorney Anita Howard who provided opening comments and shared her commitment to seeing the FJC and Camp HOPE America begin in Macon. Sarah then provided a PowerPoint presentation about the grant that was submitted to the Criminal Justice Coordinating Council (CJCC) and why Macon was chosen by CJCC as one of the three sites in Georgia to establish a Family Justice Center, noting the diverse geographical features of each location (rural, urban and mid-metro). With that, Macon-Bibb will be the first FJC to become operational in Georgia and will serve as the model for similar communities that will be looking at Macon for the roadmap.

“I’m glad to be back. Be proud of yourselves and what you have accomplished to get to this point. When I flew in yesterday, I saw a sign on the plane. It said: 'How far you go, depends on how far you will go.'

You have come a long way but you’re not there yet. But you have the right people in the right place at the right time. Stay committed. You’re going to be proud of what you accomplish today and tomorrow. Starting a Family Justice Center is a tremendous investment, but it is worth it.”

FAMILY JUSTICE CENTER MOVEMENT OVERVIEW “WE ARE BORN WITH HOPE. It is the essence of who we are as human beings. Human beings alone have the ability to look forward and imagine who we want to be and then figure out how to get there. But human beings get robbed of hope. Generally, very early in their lives, and children are always robbed first. That is why we are in the HOPE Business: helping people move from where there are to where there they want to be. Today, we understand hope is not an emotion or wishful thinking.

A

lliance President Casey Gwinn started his presentation with a summary from the Study Tour, the great questions asked, the results of the online surveys and individual meetings and three emerging themes:

— The need for additional financial resources to allow staff to be at the Center

— A focus on diversity and cultural awareness of Family Justice Center staff and Family Justice Center partner agencies to be more reflective of the community — Effective data collection, sharing, and evaluation

Casey highlighted an overall finding from the focus group: “All survivors

expressed an overall feeling of shame and embarrassment that prevented them from disclosing abuse to medical personnel and they all felt the trauma they experienced was their fault.”

He continued his presentation with an overview of the Alliance today, a brief history of the FJC movement, what a Center is and is not, essential ingredients of a Family Justice Center and provided a virtual tour of Centers in the United States and around the world. He also shared common fears and concerns experienced by staff and onsite partners located in Centers.

Casey wrapped up his presentation with the need to create a “culture of hope” at each Center to mitigate trauma experienced by survivors and vicarious trauma experienced by staff. He also shared the Alliance’s four strategic directions: Collaborative Leadership; Commitment to Best Practices; Guiding Principles; and Accountability to Survivors. Casey provided a few highlights about the Family Justice Center Movement today, including the FJC Impact Report (peer reviewed, academic outcomes) which was provided as a handout. It included the latest research and outcomes on: — Co-location of Child Advocacy Centers at Family Justice Centers — Multiple statewide networks — Family Justice Center legislation — Highlights: The Poly-victimization Initiative — The intersection between domestic violence and substance use — How services are expanding to include Forensic Medical Units and health Clinics — The need to address to high-risk victims and strangulation.

A

lliance President Casey Gwinn then led participants in a visioning exercise to create their vision for a Family Justice Center in Macon-Bibb County. He asked all attendees to close their eyes and imagine it was 2027 and, in five years, Macon-Bibb had transformed the way it responds to domestic violence, sexual assault, child abuse, elder abuse and human trafficking.

Reporters, researchers, and media outlets were flocking to see what happened in Macon-Bibb. Domestic violence homicides had dropped to nearly ZERO. Children were growing up without violence and abuse in their homes. The jail and prison populations had plummeted. Macon-Bibb was a model for the state of Georgia for collaboration, multi-agency coordination, integrated services, even drawing Oprah out of retirement to come see the success story. The Family Justice Center was so successful it was drawing site visitors from the across the country and around the world. He then asked: Why? What happened between 2022 and 2027? What and how did Macon-Bibb’s vision become

a reality? Why were lives being changed in such a powerful way? What partners were onsite? What programs, services and activities were included at One Safe Place Macon? What was available for adult women and men? What was available for children, youth, elders? What did One Safe Place Macon look like and feel like?

Why were survivors wanting to come back to experience community long after the crisis? How were the partners working together? Why were survivors finding such safety, healing, hope and wellbeing at One Safe Place Macon?

After nearly ten minutes, Casey Gwinn asked everyone to open their eyes and write their vision on a piece of paper listing as many things and ideas as they saw and felt during the exercise. Then, Casey challenged each table to put their vision on 5x8 cards. The cards were placed on a wall and later organized into categories by the Alliance Team and participants, linking concepts that produced a cohesive vision that represented the needs and services for survivors in Macon-Bibb.

Think about it, one place to meet a medical professional, a counselor, law enforcement officer! They can meet people in a safe place that is dedicated to their wellbeing. We can make this work. We stand ready to help.”

“I value the smell of baked goods. It was in Milwaukee where I saw the kitchen that Sojourner Family Peace Center uses for dining and eating but they also use it as a training facility. Their shelter is located within the building. The women who reside there use that kitchen for themselves and to learn skills in culinary arts. I would love to see cooking classes at our Center.”

arah Schanck shared the journey to the new name – One Safe Place Macon. After months of planning and talking about their Family Justice Center with survivors, the steering committee, over 15 agencies and anyone who was willing to engage, it became clear the name was important.

They wanted to come up with a name that described what survivors wanted to say and feel about our Center. The name needed to embody the goal and mission of the FJC - ONE place that survivors could go to have their needs met. It would be SAFE and a PLACE where survivors would be greeted and assisted by a multi-agency team to help them meet their needs.

Thus ONE SAFE PLACE.

THE FIRST CAMP HOPE AMERICA SITE IN GEORGIA

Casey Gwinn proudly announced the first Camp HOPE America site in Georgia will be connected to Macon-Bibb. He shared growing up with abuse in his home as a child and also the power of being exposed to camping and mentoring. Growing up and going to camp was restorative.

It saved him. He learned about faith and goals in his life about what he wanted to be when he grew up. It was one of the main reasons why he created the first Camp HOPE program, soon after opening the San Diego Family Justice Center. It was also one of the reasons he wrote his first book on the Adverse Childhood Experiences Study (ACE), Cheering for the Children – Creating Pathways to HOPE for Children Exposed to Trauma. He wanted children impacted by trauma to have something to look forward to and to have HOPE in their lives. He also wanted the general public and professionals in the field to understand the ACE Study, the impact of high ACE scores, and how to mitigate that trauma. Therapy is important but it is not hope. Children need fun, exciting things to look forward to in their lives.

Casey Gwinn then explained the Science of HOPE, the research and the results. He reported that Camp HOPE America is now in 25 states with the goal of being in all 50 states. The goal is preventing crime as opposed to reacting to crime.

INTERVIEW WITH DR. ELLEN PENCE

T

he Alliance provided a powerful 45-minute video featuring Dr. Ellen Pence with the Steering Committee to share with participants prior to the Strategic Visioning meeting. Ellen was a national leader and visionary in the domestic violence movement.

She developed the concept of the coordinated community response, programs for offenders, the power & control wheel, the Safety Audit, Blueprint for Safety and identified best practices to improve the criminal justice system’s response to gender-based violence.

— Put model policies into writing

— Keep it going after people come and go — Good programs need to survive the loss of charismatic leaders — We can’t have a “go it alone” attitude — Work together as a team

— Co-location of professionals is a means to an end – increasing safety, increasing offender accountability and creating community for survivors

— We need to become a “collective” with collective goals – not simply professionals in a building doing things that don’t work and increasing danger to survivors

— We need to realize we are all part of a bigger vision and calling than our own job — We can’t just work together or live together and be friends because there is no mutual accountability without processes in place

— Need to ask each other “How can I help you do your job well?”

— Women do use violence at times, but we cannot ignore 6,000 years of human history and male violence, privilege and power — The criminal justice system has an important role to play In the video, Casey Gwinn interviews Ellen about her work in Duluth, her leadership at Praxis and her thoughts about the Family Justice Center framework. Her thoughtful and insightful comments were meant to engage reflection and discussion about the Hopes and Fears of co-located agencies. The timeless video was recorded before Ellen died in January 2012 at the age of 63 from breast cancer and provides valuable lessons learned and advice for the future:

HIGHLIGHTS “MAKING THE FAMILY JUSTICE CENTER WORK” PRESENTATION

EO Gael Strack and Dr. Denise McCain shared their lessons learned in Making a Family Justice Center Work. A copy of the entire power point presentation is available as an appendix. A few key highlights are shared here:

First, they explained how a Family Justice Center conducts centralized intake and outlined the key steps:

- Check the client into the FJC - Hospitality Volunteer greets the Clients, provides overview of the Center and offer refreshments

The participants asked a lot of questions concerning confidentiality, training of partners, collaboration, partnership agreements, meetings and how decisions were made. Gael and Denise each shared their own secrets of success which included open communication, including others in decision making, developing a communication plan, working on relationship building every day, creating a culture of shared ownership and culture of hope. They also shared resources from the Alliance such as Dream Big (the Why), Dream Big, Start Small (the How), webinars and sample partnership agreements, operations manual and sample scenarios the Operations and Service Delivery Work Group could go through, all available in the resource library.

hese are our top 10 recommendations for your consideration as you move forward with planning One Safe Place Macon:

1 . Reconvene the Steering Committee

and Workgroups regularly to revisit and prioritize the recommendations from the Study Tour and work on the questions identified by each work group.

2 . Create a 30-second elevator pitch on why One Safe Place Macon matters and focus on these key points as you spread messaging about your Center.

3 . Discuss the Ellen Pence Video with your Steering Committee and Workgroups.

4 . Continue to work on survivor

engagement by scheduling regular focus groups during the planning process to solicit their input. Review and use the VOICES Survivor Advocacy Network Toolkit to develop a cadre of survivors to advise on the process and to safely share their stories publicly in support of the Center.

5 . Develop Culturally Responsive

Approach/Plan for your Center.

6 . Continue to tour Family Justice Centers and send a team to the next Annual International Family Justice Center Conference.

7 . Finalize and share the

Strategic Planning Report widely with your community.

8 . Continue to engage judges in

the planning process and educate them about the Family Justice Center framework and the role they play in access to justice.

9 . Schedule a follow-up meeting

with the Alliance to address critical issues that may surface over the upcoming months.

What is a Family Justice Center?

Family Justice Centers help survivors of domestic violence, sexual abuse, child abuse, human trafficking, and elder abuse and their families get the resources and support they need at one location – bringing together police officers, prosecutors, advocates, therapists, civil attorneys, community volunteers, and many others.

Why Macon?

Over 10% of the calls to Macon-Bibb's E-911 Center are coded domestic and our community sees multiple domestic violence homicides every year. It is time to change the trajectory of trauma in our community. One Safe Place Macon will be one of three Family Justice Centers opening in Georgia in 2023.
