12 Program Refunds • A FULL refund is granted when Community Services cancels any program. • NO refunds will be granted after the start of a program except for medical reasons or relocation out of the area. • NO refunds will be granted for trips or team sports leagues unless the spot can be filled. • A $10.00 administrative fee will be charged against ALL refunds to cover administrative costs. There are no administrative fees charged when the program is cancelled by Community Services. • Credit card refunds are issued back to the card used for payment. • Refund processing takes four to six weeks. Facility Refunds • A FULL refund will be made if Community Services cancels the rental. • In the event of inclement weather, the responsible party may re-schedule the rental at a later date. • All changes to reservations need to be made at least 24 hours in advance. All changes to weekend reservations need to be made by the Thursday prior to the reservation. • Refund processing takes four to six weeks. Memorial Day Ceremony Monday, May 30 at 9:00 a.m. Fountain Park • FREE – All Ages Each year, the last Monday of May is set aside as a day to honor our military heroes. Originally known as Decoration Day, this annual observance will commemorate those who have lost their lives in battle, serving the United States, as well as recognize the brave military men and women who serve our country. Plan to join the Fountain Hills community on Monday, May 30 at the Veteran’s Memorial located on the south side of Fountain Park for a moving ceremony, honoring those that have made the greatest sacrifice.

Fourth at the Fountain Monday, July 4 at 5:00 p.m. Fireworks at 9:30 p.m. Fountain Park Admission – $5 Ages 12 and Under – FREE Put on your patriotic best and join friends and neighbors at Fountain Park on Monday, July 4 to celebrate the good ‘ol USA! The celebration will kick off at 5:00 p.m. with music, games, kids entertainment, beer garden, and a wide variety of food. Bring a blanket or chair to relax and enjoy an evening filled with fun. The night will be capped off with a majestic fireworks display over the park’s beautiful lake. There is no better place to celebrate America than in one of the prettiest places in the country – our very own Fountain Hills!

Watercolor

Learn CPR, First Aid, basic emergency choking techniques and more. Cost includes take home materials and Certification.

Students will enjoy learning about and engaging in this free-flowing, transparent, and water-based medium. Beginning techniques include wet-on-wet, value development, textural applications, and color exploration. Students will begin using black and white values, while continuing toward the full range of color with still life and photographic-reference work. Experienced students are welcome and will concentrate on developing your own “personal series” in watercolors and other medias. All levels welcome!!

The purpose of this course is to train individuals to overcome any r­eluctance to act in emergency situations and to recognize and care for life-threatening respiratory or cardiac emergencies in children or adults. The classes cover adult, child and infant CPR; the use of an Automated External Defibrillator (AED), and first aid for choking. The Fountain Hills Fire Department provides the certified CPR instructors. Cost includes take home materials and Certification. The American Safety & Health Institute (ASHI) CPR and AED for Community & Workplace course provides individuals with the basic knowledge and skills necessary to perform effective basic life support in an emergency. Persons who do not work in the healthcare field but are occupationally required or just desire to have CPR knowledge and skills would attend this course. This class is for students with some experience in painting with acrylics or oil paint. After a brief review of color dynamics and painting techniques, students will each paint separately ... each expressing their vision as they see it. Using only photographic reference (not other artist’s work), or their own still life setup. This is not an analytic or academic approach but is designed to encourage each painter to paint from within and express themselves visually with color, shape and form such as landscapes, floral, portraits, cityscapes, abstracts ... in realistic, contemporary, impression­ istic techniques are encouraged. NEW Intermediate Watercolor

Jewelry Making

Students will enjoy being able to expand on their previous knowledge of Watercolor and develop their skills even further. Experienced students are welcome, the class will concentrate on developing your own “personal series” in watercolors and other media. This would be a good class for the participant who has taken Watercolor before.

Do you love jewelry but hate those high prices? Making your own might be the way to have your cake and eat it too! This is a fun class that will give each participant the opportunity to design and make their very own piece of jewelry. During this class, participants will be educated on the differing methods of making jewelry, as well as making your very own pieces. Additional supplies will also have to be purchased in addition to the registration fee. A supply list will be provided upon registration.

Cooking Junior Chefs Students in this class will learn the basic elements of cooking. Students will be taught recipes and preparation methods for various foods from around the world. They will also be taught key topics associated with cooking such as kitchen safety, cooking terms, and recipe structure. SCIENCE Youth – Creative Engineering LEGO Robotics Workshop

STEM Engineering

This workshop is to introduce students to LEGO Mindstorm Robotic Kits and the programming it takes to make them do fun stuff. Learn how to design, build, and program LEGO Mindstorm NXT robots. Use your problem-solving skills for hands-on projects and challenges. Instructor competes with LEGO Robots and is State Champion in VEX Robotics at the college level.

Time to start designing, engineering, and tinkering! This class will f­oster students’ engineering and building skills and challenge them to think outside-the-box. They will design and build bridges, towers, vehicles, devices, and more using everyday materials. Brainstorming, building, testing, and re-designing are the engineering processes practiced while students have fun being innovative in so many ways. There are lots of ­different challenges to be solved during each class.

Launch It! Students will create and construct a variety of devices, such as marshmallow shooters, slingshots, rockets, and catapults to launch items into the air, hit targets, or create diversions. During the development of the item to be launched, students will use engineering skills of designing, building, testing and re-designing to improve the outcome. They will re-engineer their creation to better solve the challenge requirements. Example: create a paper airplane that will travel the farthest, spiral as it flies, or reach a target. Slow Pitch Senior Softball League

The Town of Fountain Hills Community Services Department will be offering a recreational coed slow pitch softball league this summer (minimum of four men and four women). Softballs and umpires are provided. The tournament champions will receive t-shirts. We are always looking for new teams or players! Individuals are encouraged to call (480) 816-5132 to find out how to get on a team. Come gather with friends and family and enjoy this recreational league!

Registration for Senior Softball is in full swing. This recreational league (ages 65+) plays on Wednesday mornings at Golden Eagle Park. The league provides fields and softballs. All team managers must have players sign a waiver of liability prior to the first game. Teams are responsible for any make up games. Deadline for registration is Thursday, May 12.

Parents or any significant adult will enjoy time with their toddlers learning the skills, moves, and joy of playing America’s most popular youth sport! Emphasis will be on the basic skills of soccer such as dribbling, passing, and shooting, all in a fun and relaxed environment. Age appropriate drills, games, and equipment will be used to help tots learn these skills as well as develop motor skills, coordination, balance, listening, and social skills. Adults will enjoy playing alongside and assisting their youngsters as they get their first taste of soccer fun!

Introduce your little one to the wide world of sports! Parents play an active role in this FUN, active program. Children will be introduced to a variety of sports, including: soccer, basketball, football, and more! Program will focus on teamwork, socialization, and motor skill development. Parental involvement is highly encouraged!

Youth Sports Organizations The Town’s youth sports programs are run by independent organizations who partner with the Town. Without the many volunteers that help to run these organizations, these programs might not be available. Kids will have fun learning the fundamentals of basketball as well as learn off the court life-skills. Activities include drills, full-court scrimmages, an All-Star game, skills challenge, three-point contest, free throw contest, and even a slam dunk contest! YOGA Yoga Vinyasa Power Flow Yoga

The Town of Fountain Hills Community Services has partnered with TruFit Studios to offer gentle yoga, which can reduce stress, assist with weight loss, and lower high blood pressure. Through gentle yoga, students will become more flexible, centered, present and mindful as well as improve alignment and posture, which can alleviate back, neck, hip and knee pain. TruFit Studios provides yoga equipment at no charge, including yoga mats, towels, and props such as blocks, straps, bolsters and blankets. 8, 50-minute classes.

Overnight Youth Camps are designed to teach riding skills, horse care, canoeing and outdoor recreational skills. Life skills such as responsibility, empathy, and communication are emphasized in each activity. Campers ride a minimum of two hours per day in a series of riding lessons, games, and trail rides. Camp Colley partners with Hunkapi Horse Programs (www.Hunkapi.org) to provide overnight camps. This unique partnership will give campers additional opportunities at camp including, but not ­limited to, hiking, nature education, canoeing, mountain biking, archery, arts and crafts.

This year, the Town of Fountain Hills Community Services Department is partnering with Camp Colley to present an unforgettable summer camp experience for kids ages 8 to 12 years. The Town of Fountain Hills Community Services Department and MCSO would like to invite teens in grades 6-8 to participate in our Middle School Madness events throughout the 2015-2016 school year. Join us for a variety of games, trips, food, and fun. These events are FREE for teens to participate.

Come and enjoy an awesome trip to the Salt River with your family. All participants must be 8 years old or over and a minimum of 4 feet tall. Archery Archery Instruction Ever wanted to learn how to shoot a bow and arrow? Well here’s your chance! In this class, you will learn the safe and proper way to shoot a compound bow. The instructor that teaches the course is a trained instructor through the National Archery in the School’s Program as a Basic Archery Instructor. The instructor will teach you the 11 Steps to Archery Success by using a string bow, then they will let you shoot at a target using real bows and arrows. Splash Park The Town of Fountain Hills would like everyone to have the opportunity to enjoy the splash park in a safe manner. “Splash Park” is defined as the area upon the concrete pad or access sidewalks. Open seven days a week beginning the second Saturday in April through the last Sunday in September. Hours: daily, from 9:00 a.m. to Sunset The splash park may be closed at any time due to weather, maintenance of equipment or other operational concerns. • All persons using the splash park do so at their own risk. • Children under 6 years of age must be accompanied by an adult (18 years or older), and must be supervised by that adult at all times. • Running, undue roughness, horseplay, and other undue disturbances are strictly prohibited. • Splash Park is designed for recreation purposes and not for bathing. Please refrain from using soaps, detergents, and shampoos. • Climbing or playing on components is not permitted. • The Town is not responsible for lost or stolen articles. • Infants must wear swim diapers or rubber pants without diapers. Cutoffs and street shoes are prohibited. • Wheeled vehicles, except strollers, walkers and wheelchairs, are not permitted in the splash park area. • No animals, except for service animals, are permitted in the splash park area. • Radios, tape players, or other acoustical devices are only permitted when used in conjunction with personal headsets. • Pool toys and floats are prohibited. • No glass containers of any kind are permitted. No drinks, candy, tobacco, popcorn, gum, alcohol, drugs, or food of any kind are permitted. • The use of profane language will not be tolerated. • Persons with sore or inflamed eyes, colds, nasal or ear discharges, and infection or cuts shall be excluded from the splash park.

Rental Properties are Subject to Sales Tax In order to provide Town programs, services, and infrastructure that ­contribute to the quality of life for Fountain Hills residents, the Town has a variety of revenue sources to pay for its operations and capital improvements. Since the Town does not have a primary property tax, one of the most important sources of local revenue is sales tax. Residential rental properties is one area for which the Town is not receiving all of the potential sales tax. The Town has recently discovered that a number of homes and condos in our community are rented out as short term or long term rentals without the property owners paying appropriate sales tax. As a result, it is estimated that the Town is losing hundreds of thousands of dollars in sales tax revenue annually from property owners not properly paying the sales tax on the rentals. This is important because the rental of residential properties is a business enterprise. In addition, the occupants of rental properties still utilize town facilities, town s­ ervices, police and fire protection, and drive town streets. Essentially, other ­Fountain Hills residents are paying the cost of these services for others. By Law, Owners Must Register Rental Properties – Under Arizona Revised Statutes § 33-1902, an owner of residential rental property in Arizona must register certain information relating to the property and its ownership with the Maricopa County Assessor’s Office regardless of who rents the property. In addition, a property owner who does not reside in Arizona must designate a statutory agent who lives in Arizona to accept legal service on his/her behalf. Regardless of where organized, a corporation, limited liability company, partnership, limited partnership, trust, or real estate trust, must register the name of the ownership entity as well as a principal within the business entity. The registration may be filed electronically, using an online registration form, by mail, or in person. There is a $10.00 (U.S.D.) fee per registration. A separate form must be completed for each parcel or roll number registered. The Maricopa County ­Assessor’s Office classi­fies property based upon its use. If a property owner discovers that a property has been misclassified, the owner can notify the ­Assessor by calling 602-506-3406 to receive instructions on how to have the misclassification corrected.

Do you have a dog in Fountain Hills? • All dogs three months of age or older within the town limits of Fountain Hills must have a Fountain Hills animal license. A Maricopa County animal license is not necessary. • A license is required by Arizona State Statute §11-1008 and by Fountain Hills Town Code 6-2-3. As a winter resident or visitor, is this license necessary? • Yes, if the dog is kept within the boundaries of the Town of Fountain Hills for at least 30 consecutive days of each calendar year. What is required? • Written proof by a veterinarian of current rabies vaccination. • Written proof by a veterinarian of being spayed or neutered, in order to obtain discounted rate for altered dogs. Is there a cost? Current cost are: • $17.00 annually for a spayed/neutered dog. • $6.00 annually for spayed/neutered dog if owner is 65 or older; four dog maximum • $42.00 annually for a non-altered dog. • Late fees (if paid after expiration of annual license) and lost tags – see Town’s Fee Schedule Is notice given before the license expires? • A renewal notice is sent to each dog owner at the address on file one month prior to the expiration date. How and where can the license be obtained? Three ways: • By mail to 16705 E Avenue of the Fountains, Fountain Hills, AZ 85268 • In person at the same address (7:00 a.m. to 6:00 p.m.; Monday through Thursday). Send or bring the necessary paperwork with the fee. Application forms can be downloaded from our website: www.fh.az.gov • By fax to 480-837-3145 and call with credit card information Is there a penalty? • Failure to license your dog is a class two misdemeanor, which carries a possible fine of up to $750.00. Why are dogs licensed? • Public health and safety – to ensure that all licensed dogs have current rabies vaccinations. • Citizen assistance – to aid in returning a loose dog to its rightful owner. Over the next five years, the Town of Fountain Hills is facing a budget shortfall of over $5 million. Property owners remitting the sales tax on all residential rentals would make a huge difference in helping to close this budget gap. The Town of Fountain Hills will be initiating an audit of suspected properties over the next 18 months in an attempt to recover rental sales tax, interest, and civil penalties. If you have one or more residential properties that are rented out during the year or suspect that a nearby property is a rental, please contact the Town of Fountain Hills Code Enforcement Hotlne at 480-816-5193. The Town’s goal is for everyone to pay their fair share of taxes.

All Rentals Are Subject to Taxation – Income from rental of real property for 30 days or longer is subject to the 1.6% Fountain Hills sales tax. Income from rental of property for periods under 30 days is subject to the transient lodging tax rate of 6.6% for Fountain Hills in addition to 7.27% for State and County tax. Failure to register residential rental property is a violation of Town Code Sec. 7-11-1 and may result in civil penalties. The tax applies to all persons who lease or rent one or more properties (apartment units, houses, condos, etc.) within Fountain Hills. Rental taxes are remitted to the Arizona Department of Revenue on form TPT-1 and reported using FH as the region code and either 044 or 045 as the business code. Forms are downloadable from the Department of Revenue website and you can also apply for the tax license online. Failure to comply with the provisions of Town Code Sec. 7-11-1 may result in civil penalties in accordance with A.R.S. § 33-1902. The amount is $150 per day for each day of violation and may be imposed after the date of the most recent notice of assessed valuation and the notice prescribed by A.R.S. § 42-15103.
