Held the weekly Management Team meeting Held Budget meetings for two days with all the City departments Met with Jefferson Browne & Gresham Architects and Steve Mauro from Comprehensive Program Services to discuss the Amphitheater upgrades Met with Goodwyn Mills Cawood and Reeves Young to discuss change orders for the Wastewater Treatment Plant upgrades and to get an overall project update Held a lunch meeting with Brett Baker from Trilith and Jeff Collins from Rochester Engineering to discuss various development projects/opportunities around the City Discussion on Development Agreement items with members for the Community & Economic Development Department and Fire Department Site visit at the Fayette Pavilion shopping center with Steven Chrimes from Crawford Square Real Estate Advisors Met with Cotter Properties to discuss their proposal for a townhome project at the northeast corner of the State Route 54/Campaign Trail intersection (adjacent to The Villages @ Lafayette Park Subdivision) Held a Park Policy/Ordinance discussion with staff from the Public Services and Community & Economic Development departments Met with Don Bolia from Peachtree Government Relations to discuss various City projects and opportunities for funding Apex Insurance Company to discuss property and casualty, and workers compensation quotes

Obtained storage space for City files at Life Storage Soofa conducted a site visit for their two sign locations Reviewed the site plan regarding sidewalks/connectivity as a result of an inquiry from a citizen

Assisted with the paper, glass, and electronics recycling day at City Hall on Saturday, April 17, 2021.

Attended the Warrant Amnesty day event at the Municipal Court on Saturday, April 17, 2021, for a short period of time.

CITY CLERK’S OFFICE ANNE BARKSDALE Meetings: Attended the 4/12 Management Team meeting; attended the New City Hall Committee meeting 4/13; attended the Administration Department budget meeting 4/13; attended the City Council meeting 4/15.

Projects: Published the City Council action minutes from the 4/15 meeting; continued review on store purchasing card accounts; discussed copier lease/ contracts and State of Georgia contract with a current vendor; reviewed and discussed upcoming elections documents and the intergovernmental agreement with the Fayette County Elections Office; continuing to purge records and office for the move to the new City Hall building; scheduled the 4/29 ribbon cutting/grand opening ceremony for DSW Shoes in the Fayette Pavilion shopping center; worked the shred and recycle event on 4/17.

FIRE DEPARTMENT ALAN JONES Events - Division Chief Keith Harris delivered FSE (Community Helpers) via Zoom to kindergarten classes at Spring Hill Elementary School. Battalion Chief Chris Peacock received the American Legion Firefighter of the Year Award.

Projects - Chief Alan Jones attended the following meetings: With David Rast, City Manager, Fire Marshal Bill Rieck, Chief Harris and Battalion Chief Mike Matthews to discuss building heights at Trilith; with Steve Chrimes to discuss roadway issues at Pavilion Parkway; with the City Manager and City Attorney; Budget meeting with the Finance and Police departments; Budget meeting with Deputy Chief Linda Black and Finance; Chief Black attended various webinars throughout the week with Georgia Department of Public Health (DPH) officials and various other medical associations regarding COVID-19. Chief Black and Captain Josh Collins assisted the DPH and the Fayette County Department of Fire and Emergency Services with COVID-19 vaccinations. Chief Harris continues to process applicants for open positions for Firefighter/EMT. Chief Matthews attended the Fayette County 911 Board meeting. All shifts are working on monthly assignments of business inspections and pre-fire plan reviews. Daily cleaning and sanitizing of selfcontained breathing apparatus (SCBA) mask and regulators continues.

POLICE DEPARTMENT SCOTT GRAY

▶ Monday, April 12 - Chief Scott Gray attended a City Hall meeting; held the lieutenants promotional process; Officer Diana Snider was recognized as Officer of the Year 2020 at the American Legion Post. ▶ Tuesday, April 13 - A Budget meeting was held with Finance and the City Manager; Verbal Defense and Influence training was held at the Police Department. ▶ Wednesday, April 14 - Departmental employees assisted with COVID-19 vaccines at the old Station 4 location. ▶ Thursday, April 15 - Chief Gray attended a communications meeting at Stonewall Village; new candidates completed interviews with Chief Gray, with five conditional offers (one sworn police officer, three non-sworn police officers, and one records clerk). ▶ Friday, April 16 - Reviewed weekly reports from departmental divisions.

HUMAN RESOURCES DEPT. NELLA COOPER Personnel: Assisted employees with login and updates for their first-quarter Goal update in the ClearCompany Performance Management System. We are working with the Communications Team for supervisor and employee training videos for Performance Management and appraisals. We are updating ClearCompany with Appraisals metrics. We continue to focus on COVID-19 and federal and state requirements as they relate to City employees and on remaining compliant with mandates. We continue to maintain a case spreadsheet of potential pandemic cases involving City employees. We continue to review and update various administrative policies for accuracy. We are updating job descriptions for various positions. Initiated the placement of all property and casualty coverage for the May 1, 2021 plan year.

Turn Over Report: There were no new hires and one termination during the period of April 12-18. There are 14 vacant positions: four in Fire Services, one in Public Services, seven in the Police Department, one in Community & Economic Development (on hold), and one in Human Resources (on hold).

ECONOMIC DEVELOPMENT BRIAN WISMER Economic Development: Reviewed a development memorandum of understanding with the City Attorney; continued preparation work for the Alcohol Ordinance discussion at the 4/15 City Council meeting; met with Mark Wurster to discuss retail and industrial development in the City; attended the staff meeting to discuss policies and ordinances for City Center Park.

Downtown Development Authority/Main Street: Continued marketing and scheduling efforts for the 2021 concerts; staff attended the initial 9/11 planning meeting with the Mayor, event will be held this year at City Center Park; met with the Assistant Public Services Director at the amphitheater to review ground conditions and to develop an interim landscaping plan; prepared for the monthly DDA meeting; met with Shear Structural to inspect the building/house conditions at 195 Stonewall Avenue; prepared and submitted the Lowe’s grant for upgrades to Church Street Park.

PUBLIC SERVICES DEPT. CHRIS HINDMAN Public Works: Cleaned City Hall and Police Department; cut and maintained retention areas at Circle Drive, Bates Avenue, Weatherly Drive, and Cornwallis Way, East Lanier Avenue from Jeff Davis Drive to Rosewood Drive, Veterans Parkway, the Holliday Dorsey Fife House, the Grady Avenue roundabout, the West Lanier Avenue medians from Grady Avenue to Meeting Place Drive; Commerce Drive, Hood Avenue, Church Street Park, Patriot Park Memorial, the Square area and north to Lafayette Avenue, Patriot Park, and the City Cemetery; cleaned out the ditch line behind 205 Maple Court; completed a trash run in the parks.

Stormwater: Repaired erosion around a catch basin at 245 Legends Drive.

Sewer: Average daily flow treated was 2.08 million gallons per day; performed weekly maintenance at 26 lift station sites; maintained wastewater plant and remained in compliance of our permit requirements.

Water: Average daily flow of 1.03 million gallons of system demand per day; repaired five water main breaks; performed maintenance on 39 water meters; maintained water plant and remained in compliance of our permit requirements.
