For the past four years he has been the CEO of Integra where he has provided overall strategic and commercial direction, in addition to leading the development management team. Paul has also held executive roles at global professional services firms over the past 30 years, including most recently Global Market Leader at GHD, where he led over 1,500 architects, engineers and construction managers, with a real estate services’ annual revenue of $250 million for some $8 billion of projects delivered annually across the globe.

With a background in Foreign Direct Investment (FDI) and Special Economic Zones (SEZ) Advisory, Zoë Harries supports governments, multilateral organizations and SEZs in accelerating sustainable economic growth through SEZ development, investment attraction and trade promotion. Of note and drawing upon all of this experience, Matthew was in part responsible for the master plan and design of two of the famous man-made ‘Palm islands’ in the United Arab Emirates.

Case Study – EnPark Dubai Background
Under a directive from the Dubai Ruler, TECOM was charged with conceiving and delivering a business park where sustainability principles and practices would be applied to enhance the Dubai economic, educational, environmental and social fabic. En – Energy + En Environment: EnPark was born, and subsequently rebranded as Dubai Science Park.
EZDA team members led the pre-concept, concept and detailed master planning of this innovative economic zone. Not only a project developed to showcase sustainable products, services and innovations, the TECOM EnPark also achieved LEED Gold Neighbourhood certification.
The master plan conceived by EZDA specialists consisted of a compact 8 million sqft mixed-use community with a 1.5million sqft car-free zone, showcasing on-site renewal energy solutions.

In early 2013 following the first strategy refresh under new leadership, the DMCC team identified that digital systems were the biggest barrier to future growth. A digitization strategy was developed, digital development vendors were evaluated and selected, and the decision was made to launch a new cloudbased platform covering front and back office and client portal.
A new generation of emerging, digital Free Zones, offering combined online and business services to its resident companies
Lessons Learnt from DMCC
The free zone was facing crippling business issues; customer service teams had zero visibility of the client experience and were miserable. Papers were shuffled, scanned, printed, scanned and shuffled before a service could be completed – major wastage. Turnaround times were reaching 6 weeks, when it should have been hours – customers were furious. And the leadership waited 2 weeks for KPI reporting after month end.
The fundamental shift for the DMCC was not in technology, but in the cultural shift to an ‘always-on’ improvement pipeline. Spearheaded by Krysta Fox, on of EZDA’s foundation partners, the digitalisation of DMCC processes and practices involved the following steps: · Develop a digitization strategy and commence with an ‘out of the box’ free zone enabled cloudbased platform that is scalable and adaptable.
EZDA brings to the table significant lessons learnt from the establishment of the DMCC automation and self-service digital platform, including: · Invest significant effort into establishing free zone systems that are fully connected across all areas. ·
Establish a digitization strategy and make it policy to automate everything that can be automated.

Six months later, DMCC was named Global Free Zone of the Year for 5 years running. The digitization revolutionised the business by delivering a single window to services, omni-channel customer contact, real-time reporting and paperless interactions. It was a major catalyst for the 4X growth of the zone. It also had a powerful impact on team morale, which propelled the organization culture to become more productive.
