On behalf of EV&A Architects team, we can’t thank you enough for the opportunity to present our firm’s professional design services qualifications for your future Campus for Hope Project which will provide a holistic approach to addressing homelessness, offering not just temporary housing but a pathway to stability, employment, and permanent housing. We are committed to designing an environment that will contribute and support your goal of addressing the homelessness in Southern Nevada.
We have a team of professionals committed to your specific needs, bringing the most current best practice models and experienced designers to lead those efforts. Our team takes pride in their work and values the long lasting relationships with our community partners like you. This is accomplished by a passion to the practice and delivery of great design that meets your design needs as well as your schedule and budgetary requirements.
I will serve as the Design Pricipal for the project and will be the initial point of contact through contract negotiations, and continued programming and design concepts. Matt Burns, AIA will serve as Principal-In-Charge and will lead the entire team thoughout the duration of the project.
Erik Swendseid, AIA and Kim Galbe, AIA will serve as the project designers, producing the development of models and visualizations and will serve as the project’s thought leaders. Craig Mireles will serve as the Sr. Project Manger and day to day point of contact throughout the project time line overseeing Design, Production and Contract administration, coordinating deliverables and maintaining schedule and cost control while Kurt Walden, CDT, CSI will provide production quality control and code review.

Edward A. Vance, FAIA, is the founder and design principal of EV&A Architects, a specialized design firm serving the hospitality, commercial, and healthcare industries. With a career spanning more than four decades, Mr. Vance has made a profound impact on his clients, community, and the architectural profession. Known for his unwavering commitment to design excellence, his body of work has garnered numerous accolades and led to a series of significant commissions that define his distinguished career.
Prior to establishing EV&A Architects, Mr. Vance was president of JMA Architecture Studios, a nationally recognized firm with over 220 professionals operating across five offices in Nevada and California. During his 18-year tenure, he excelled as a designer, project manager, and principal-in-charge, overseeing the firm’s healthcare, commercial, and hospitality studios. His leadership and expertise shaped JMA into one of the most respected design firms in the region.
In November 2006, Mr. Vance founded EV&A Architects to provide a more personalized approach to serving clients and advancing the profession. Based in Las Vegas, Nevada, his firm now employs 18 talented professionals uniquely qualified to deliver innovative solutions in the healthcare, hospitality, and commercial sectors. Mr. Vance’s legacy in Las Vegas is marked by over three decades of outstanding service, earning him numerous prestigious honors, including the AIA Nevada Young Architect Citation, the AIA Nevada Service Award, and the AIA Nevada Silver Medal, the highest architectural accolade in the state. His national contributions include serving on the AIA National Board of Directors, where he earned the Richard Upjohn Fellowship in 2012. In 2014, Mr. Vance was elevated to the AIA College of Fellows and received the AIA Regional Silver Medal. Matt Burns, AIA, serves as the President and Chief Operating Officer of EV&A Architects, bringing over 20 years of expertise in the preparation and delivery of high-quality construction documentation. His extensive experience spans a diverse portfolio of Commercial, Healthcare, Hospitality, and Industrial projects, making him adept at navigating all project phases—from initial entitlements to contract administration. Matt’s dedication to precision and excellence has become a hallmark of EV&A’s commitment to delivering industry-leading designs.
As a key member of the production team, Matt works collaboratively with principals, designers, clients, and external consultants to ensure seamless coordination from schematic design through project completion. He plays a vital role in ensuring that all projects meet the applicable codes and regulations, working closely with governing agencies to secure necessary building permits. His ability to manage complex projects while fostering strong relationships with stakeholders has been instrumental in the success of EV&A’s diverse architectural endeavors.
Originally hailing from Los Angeles, California, Matt relocated to Nevada to pursue his education at the University of Nevada, Las Vegas, where he earned a Bachelor’s Degree in Architecture in 2000 and a Master’s Degree in Architecture in 2003. During his academic journey, he actively participated in AIAS Las Vegas and was inducted into the prestigious Golden Key International Honor Society. Today, Matt continues his professional engagement as a member of the American Institute of Architects (AIA) and holds NCARB Certification. He is a licensed architect in Nevada, California, Utah and Colorado. With more than 8 years of architectural and interior design experience, Kim has grown and developed an extensive range of expertise in our firm. She has quickly established herself as a proven leader, a gifted designer and an effective manager in the production of architecture and interior design projects ranging from commercial to healthcare and hospitality projects.
As a design leader, Kim works closely with firm principals, clients and project delivery teams to ensure that project deliverables satisfy the client, go out on time and on budget, and support project goals. She also supports the firms principals in establishing overall design vision, philosophy, and workflow with client projects and design teams.
Kim bridges the gap between design and production teams in the creation, conceptualization, and implementation of EV&A projects. In her role, she produces concepts for projects that include supervising and directing supporting design and production team members with project objectives, project vision including written narratives, storyboards, precedent studies, graphic design, and 3D visualization renderings.

This innovative Healing Center Campus, set on 10 acres in Boulder City, is a groundbreaking facility dedicated to the specialized care of child victims of sex trafficking. Designed as a first-of-its-kind complex trauma treatment center, it embodies hope and healing, providing trauma-specific treatment that empowers victims to move forward on their journey — from victims to survivors, and ultimately to thriving members of the community.
The campus’s thoughtful design prioritizes safety, security, and serenity. Its nine buildings are interconnected by lush gardens and meandering pathways, creating a nurturing environment for both physical and emotional recovery. The facilities include administrative offices, healthcare services, and behavioral treatment spaces, carefully integrated into the campus to support a holistic approach to healing. The outdoor spaces, including an amphitheater and event areas, serve as spaces for reflection, connection, and community-building.
This Healing Center stands as a beacon of compassion and progress, combining purposeful architecture and natural surroundings to meet the unique needs of the children it serves. Teaming up with Rafael Construction, EV&A proudly secured the design-build commission for a new 27,000-square-foot Recuperative Care Center. Focused on creating healing environments, our design approach ensures that the facility benefits patients, families, physicians, administration, and staff alike. With therapeutic landscapes and healing elements at the core of the concept, the center addresses the physical, mental, and emotional needs of all who enter. Situated on just over an acre along North Main Street, south of Owens Avenue, the two-story facility is designed to wrap around a central courtyard, bathing its interior spaces in natural, healing light.
Our planning strategies prioritized intuitive circulation and wayfinding, ensuring the building feels accessible and easy to navigate for everyone. Simple yet impactful design elements—such as abundant daylighting, open spaces, and natural materials—are integrated throughout to foster recovery and a sense of well-being. Every room and space within the facility was carefully crafted to maximize access to natural light and outdoor views, enhancing the therapeutic atmosphere. By blending functional design with elements of nature and intentional planning, the Recuperative Care Center creates a space where recovery is not just possible but actively encouraged. This project embodies EV&A’s commitment to designing environments that promote healing, comfort, and well-being for all who experience them.

In early 2021, EV&A was honored to be commissioned to design the new Northwest campus for Opportunity Village, located at the northeast corner of Thom and Rome Boulevards in Las Vegas. Through initiatives such as workforce development, community employment, inclusive housing, arts, and social recreation, Opportunity Village has created opportunities for independence, integration, and personal fulfillment. The ambitious 17-acre master plan is designed to foster community and inclusion while addressing the unique needs of individuals with disabilities. The campus will feature a Program Services Building, providing vital support and resources, along with a café, a retail store and warehouse space to promote skill-building and employment opportunities. At the heart of the campus is a centralized Clubhouse, surrounded by 94 units of program housing, all thoughtfully arranged to create a sense of connection. The Clubhouse is complemented by a pool, gardens, and parks, offering residents spaces for relaxation, recreation, and socialization.
This new campus is more than just a place; it’s a vision of empowerment and opportunity. By thoughtfully blending functionality with community-focused design, EV&A’s plan created an environment where people with disabilities can thrive, building friendships, developing careers, and embracing their creativity. This campus is poised to become a model for inclusion, providing a lasting positive impact on the lives of those it serves and the Las Vegas community as a whole.

EV&A generously embraced the challenge of master planning the Mission’s campus on a pro-bono basis in 2020, exemplifying their commitment to community service advancing the capital campaign efforts to reimagine the Mission’s five-acre campus. This ambitious project is designed to enhance services for the homeless population of the Las Vegas Valley, addressing one of the region’s most pressing needs.
In late 2023, the Mission achieved a significant milestone by raising the funds necessary to commence the first phase of this transformative initiative: The Women’s Center. This state-of-the-art, three-story dormitory will provide safe and dignified housing for well over 200 homeless women and children, more than tripling the capacity of the existing facility. For over half a century, the Mission has been a beacon of compassion and support, offering a nurturing environment for those seeking shelter and a fresh start.
The new facility will feature thoughtfully designed spaces, including a secure outdoor playground for children, vibrant activity areas, versatile training rooms, and a well-equipped gymnasium. These amenities ensure that residents not only have a safe place to stay but also access to tools that promote growth, dignity, and empowerment.

Montevista Behavioral Hospital underwent a 45,000-square-foot expansion in 2014, nearly doubling the size of its existing facility to meet the growing demand for mental health and addiction treatment services. This significant expansion allowed the hospital to increase its capacity and enhance its multidisciplinary care team, adding more psychiatrists, addictionologists, family practitioners and family therapists.
As a comprehensive mental health facility, Montevista is committed to serving the community with accessible, high-quality care. The hospital has established contracts with most managed care organizations and Nevada Medicaid, ensuring a broad range of patients can receive the support they need. The facility is fully licensed by the State of Nevada, Department of Human Resources, Division of Health, and holds accreditation from the Joint Commission on Accreditation of Healthcare Organizations, reflecting its dedication to meeting the highest standards of care.

Grand Desert Psychiatry
Situated on a sprawling 7.4-acre campus, this 52,000-square-foot adult behavioral health hospital is poised to become a vital resource for the North Las Vegas community. Designed to provide comprehensive care for up to 96 patients, the facility will also generate more than 100 employment opportunities, including full- and part-time positions for skilled clinicians and dedicated staff.
The hospital boasts a state-of-the-art commercial kitchen and dining facilities to meet patients’ nutritional needs, as well as four thoughtfully designed, enclosed private courtyards that offer serene outdoor spaces for relaxation and healing. Quality is a formal and important aspect of every project at EV&A Architects. EV&A uses a 10-point criteria plan that addresses: management control program, personnel training and qualifications, quality improvement, documents and records, work processes, design, procurement, observation and construction services, management assessment and independent assessment. The objective is to convey the methodology, documents, processes and quality assurance criteria that will be used by all employees. The goal is to meet or exceed your expectations.
Organizationally, EV&A is committed to following the nationally recognized Baldrige Quality Program criteria. Every project has a specific quality control plan developed by the project manager to meet a particular project’s requirements. The firm’s quality control manager reviews the quality control plan to verify that proper review procedures, timing and qualified reviewers are addressed by the plan. Once approved by management, the quality control plan is attached to the work order opening paperwork for approval by a principal. The project quality control plan must identify (at a minimum):
• What is to be accomplished.
• When specific quality control actions/checks must occur.
• Who is responsible for the quality control actions/checks.
• A budget for the quality control actions/checks.
• Follow-up audits at each stage of completion.
The chart below represents EV&A’s available staff given our current workload. With approximately 2,000 available staff hours per month, we are able to perform the work of a given project as required to meet project completion requirements. As the current projects are completed as indicated we will have more than enough staff available for this project.
