On behalf of EV&A Architects team, we can’t thank you enough for the opportunity to present our firm’s professional design services qualifications for your proposed Nevada Media and Technology Lab here in Las Vegas Nevada. We are committed to designing an environment that will elevate the human experience, enabling people, businesses and communities to thrive.

We have a team of professionals committed to your specific needs, bringing the most current best practice models and experienced designers to lead those efforts. Our team takes pride in their work and values the long lasting relationships with community partners like you. This is accomplished by a passion to the practice and delivery of great design that meets your design needs as well as your schedule and budgetary requirements.

I will serve as the Design Principal for the project and will be the initial point of contact through contract negotiations, initial programming and design concepts. Matthew Burns, AIA will serve as the overall Principal-in-Charge and day-to-day point of contact throughout the project time line overseeing Design, Production and Contract Administration, coordinating deliverables and maintaining schedule and cost control. Erik Swendseid, AIA will serve as the Design Director for the project and will be one of the initial points of contact through programming and design concepts. Kim Galbe, Assoc. AIA will serve as the project designer, producing the development of models and visualizations and will serve as the project’s thought leaders. Kellie Wanbaugh, NCIDQ will serve as the Interior Design Director for the project and will be one of the initial points of contact through interior programming and interior design concepts.

Edward A. Vance, FAIA, is the founder and design principal of EV&A Architects, a specialized design firm serving the hospitality, commercial, and healthcare industries. With a career spanning more than four decades, Mr. Vance has made a profound impact on his clients, community, and the architectural profession. Known for his unwavering commitment to design excellence, his body of work has garnered numerous accolades and led to a series of significant commissions that define his distinguished career.

Prior to establishing EV&A Architects, Mr. Vance was president of JMA Architecture Studios, a nationally recognized firm with over 220 professionals operating across five offices in Nevada and California. During his 18-year tenure, he excelled as a designer, project manager, and principal-in-charge, overseeing the firm’s healthcare, commercial, and hospitality studios. His leadership and expertise shaped JMA into one of the most respected design firms in the region.

In November 2006, Mr. Vance founded EV&A Architects to provide a more personalized approach to serving clients and advancing the profession. Based in Las Vegas, Nevada, his firm now employs 18 talented professionals uniquely qualified to deliver innovative solutions in the healthcare, hospitality, and commercial sectors. Mr. Vance’s legacy in Las Vegas is marked by over three decades of outstanding service, earning him numerous prestigious honors, including the AIA Nevada Young Architect Citation, the AIA Nevada Service Award, and the AIA Nevada Silver Medal, the highest architectural accolade in the state. His national contributions include serving on the AIA National Board of Directors, where he earned the Richard Upjohn Fellowship in 2012. In 2014, Mr. Vance was elevated to the AIA College of Fellows and received the AIA Regional Silver Medal. As the 57th Chancellor of the AIA College of Fellows in 2019, he further cemented his reputation as a visionary leader in the architectural profession.

Matt Burns, AIA, serves as the Executive Vice President and Chief Operating Officer of EV&A Architects, bringing over 20 years of expertise in the preparation and delivery of high-quality construction documentation. His extensive experience spans a diverse portfolio of Commercial, Healthcare, Hospitality, and Industrial projects, making him adept at navigating all project phases—from initial entitlements to contract administration. Matt’s dedication to precision and excellence has become a hallmark of EV&A’s commitment to delivering industry-leading designs.

As a key member of the production team, Matt works collaboratively with principals, designers, clients, and external consultants to ensure seamless coordination from schematic design through project completion. He plays a vital role in ensuring that all projects meet the applicable codes and regulations, working closely with governing agencies to secure necessary building permits. His ability to manage complex projects while fostering strong relationships with stakeholders has been instrumental in the success of EV&A’s diverse architectural endeavors.

Originally hailing from Los Angeles, California, Matt relocated to Nevada to pursue his education at the University of Nevada, Las Vegas, where he earned a Bachelor’s Degree in Architecture in 2000 and a Master’s Degree in Architecture in 2003. During his academic journey, he actively participated in AIAS Las Vegas and was inducted into the prestigious Golden Key International Honor Society. Today, Matt continues his professional engagement as a member of the American Institute of Architects (AIA) and holds NCARB Certification. He is a licensed architect in Nevada and Colorado. Beyond his professional achievements, Matt is deeply committed to his community, serving as a Foundation Board Member of Nevada State University and contributing his time to its Committee of Trusteeship.

Staff Availability

Healthcare Studio concentrates on assisted living, hospitals, diagnostic buildings, skilled nursing, imaging laboratories, and mental health facilities. Along with our knowledge of code issues, we have with municipal departments, ensuring rapid project permitting, construction and licensure.

Project Information UNLV - Tech Park One

Gardner, in partnership with UNLV, has taken significant strides in developing the Harry Reid Research and Technology Park, a visionary 122-acre master-planned community dedicated to fostering research, innovation, and technological advancement in Las Vegas. As the master developer, Gardner has been entrusted by the UNLV Research Foundation to transform this ambitious vision into a thriving hub of innovation and collaboration.

The centerpiece of the park’s initial phase is Tech Park One, a striking four-story, multi-tenant facility that sets the standard for future developments within the community. This cutting-edge building houses UNLV’s Blackfire Innovation Labs and is a testament to modern architectural excellence, with its robust steel and concrete structure clad in sleek glass, stone, and precast concrete panels.

Project Information

Credit One Bank, the fastest-growing credit card issuer in the U.S., continues to redefine its presence with the expansion of its Las Vegas-based financial services corporate campus. Phase Two marks the latest evolution of the bank’s dynamic 22-acre campus, introducing a striking four-story, 157,000-square-foot office complex that seamlessly integrates with the existing headquarters while asserting its own architectural identity.

Emphasizing both continuity and innovation, the design team meticulously crafted a facility that not only reflects the sophisticated design vernacular of the original headquarters but also elevates the campus experience with a bold new vision. Strategically positioned for prime freeway access and high visibility, these state-of-the-art, three-story office buildings offer tenants an unparalleled corporate address with breathtaking panoramic views of the Las Vegas skyline.

Each 73,800-square-foot building is thoughtfully arranged to embrace a lushly landscaped central plaza, a vibrant gathering space designed to foster collaboration, relaxation, and a welcoming sense of arrival. The project features two striking 93,000-square-foot, three-story buildings that frame a beautifully landscaped central plaza. This plaza serves as the heart of the campus, offering an inviting space for staff gatherings, events, and moments of respite, while simultaneously creating a strong and memorable sense of arrival. On behalf of EV&A Architects team, we can’t thank you enough for the opportunity to present our firm’s professional design services qualifications for your proposed Nevada Media and Technology Lab here in Las Vegas Nevada.

Scope of Work

Our scope of work will be to prepare a conceptual design package for a new (approx) 3-story, 50,000 SF Nevada Media and Technology Lab here at the HRRTP. The media lab will provide education and training for the workforce for the studio complex and would be developed by Birtcher and occupied by three higher education institutions, the College of Southern Nevada, UNLV, and Nevada State University.

Scope of Services

Our scope of services will be as follows:

Complete the programming and space planning component of the project including:

Phase I – Interview each of the educational institutions to discover the owner/client’s requirement and desires for the project and setting them down in written, numerical, and graphic form. Develop a program for their proposed curriculum, understanding needed size of individual components, adjacencies, whether the space can be shared with the other institutions or needs to be dedicated, any special MEP requirements of the individual components, sustainability criteria. (Once we understandwhatspacescanbesharedamongsttheinstitutionsitmaybenecessarytohaveameetingwithallofthemto furtherdefinethesesharedspaces).

Phase II – Develop conceptual space planning and prototypical floor plans for the facility. The exact location of the facility is not known but we do anticipate that the facility would be +/- 50,000SF and approx. 3 stories. We are in reciept of the programming document from CSN and UNLV dated Oct. 2024.

Compensation

We propose to provide the above referenced Design Services on hourly basis NOT-TO-EXCEED : $30,000. This includs reimbursibles.

The best way to build longer-term value for everyone involved in the project—investors, businesses, employees, residents, visitors and partners—is to invite all to participate in its evolution to becoming a thriving project. Our design process emphasizes client involvement, continuous modeling and rending’s including animations to fully and comprehensively communicate the project design, Inside and OUT! We are known for our participatory process and for our skills in leading projects to consensus. We have a great deal of experience working with a varied array of user groups, consultants, community groups and regulatory agencies and we have an extensive background in commercial facilities design. Our design and project management processes are tailored to address the specific requirements of your project(s) which will include the integration of WELLNESS, COMMUNITY, and the “WORK FROM ANYWHERE” trends we’re already seeing in our ongoing projects.

Design Approach:

Through open discussions and visioning sessions with you, we are inspired to design creative, innovative and efficient spaces based on the assessments and needs of the facilities. It is this collaborative atmosphere that marks our corporate values. Our design staff is experienced in facilitating these discussions and in applying active listening skills to ensure understanding of your vision.

For your project, our design and project management processes are tailored to address your specific requirements, and are comprised of systems and controls to ensure quality and timely delivery.

Project Manager’s Note: The crux of this process is timing: Time Management; Coordination; and Meeting Schedules.

• With a relatively short design and documents preparation period, clearly defined roles and responsibilities are imperative. Together, we have chosen a trusted team of professionals we can count on to deliver.

• We use digital communications for submittals and exchange of information such as Architects Supplemental Information (ASI), Request for Information (RFI), pay application review and other means of communication.

• Meetings that end with everyone knowing what to do saves time. E-mails can waste time. Ask twice act once, an adaptation of measure twice, cut once, to move swiftly and surely through the schedule.

Planning | We will endeavor to fully understand the project’s goals and objectives as well as your vision and expectations. Team collaboration is promoted as project scope is identified. Project protocols, business management procedures (such as handling changes in scope, invoices and payments) and a detailed schedule with major milestones will be established.

Communication | Resulting from open discussions and visioning sessions with you, our design team will design creative, innovative and efficient spaces. It is this collaborative atmosphere that marks our corporate values. The design staff is experienced in facilitating these discussions and applying active listening skills to ensure understanding of your needs and vision. Key to effective communication is a clear understanding of your expectations. Our design products, sketches and detailed drawings are developed to communicate solutions. As solutions are discussed and refined they become the record of a unique design process.

Reimbursables | We are seeing reimbusible costs for projects decrease year over year to very nominal levels. For the most part, project submissions are made digitally and expensive print sets are no longer provided to the contractors or agencies having jurisdiction. Any minor reimbusibles for internal or client requested presenation boards will be billed at cost plus 5% and we do not mark-up consultant fees including basic and additional services.
