2014 EROPA CONFERENCE

Public Administration and Governance in the Context of Regional and Global Integration 19-24 October 2014 |Hanoi Daewoo Hotel |Hanoi, Vietnam Rationale Continuous and rapid developments in the regional and global arenas, be it in education, governance and politics, socio-cultural, economic, and technological spheres, have more than ever before present new questions, greater challenges, and vast new opportunities for institutions, policy makers, practitioners, scholars and students alike. Supranational concerns, trends and prospects have in greater intensity occupied the consciousness, strategic planning and direction of most. Such concerns include, among others, the implications of regional integration on the member states’ sovereignty, policymaking and development planning; the need for quality services such as Public Administration (PA) education at par with international standards; and the demands for shaping up, reengineering and reinventing institutions and processes amidst diversity and conflicts in culture and tradition, geopolitics and aspirations. In 2007, the member states of the Association of Southeast Asian Nations (ASEAN) envisioned regional integration. As stipulated in the ASEAN Bali Concord II, the organization laid out three key pillars for the ASEAN Community: Economic Community, Political-Security Community, and Socio-Cultural Community. The means by which ASEAN will uphold these pillars by 2015 and thereabouts will, in turn, greatly affect the regional structure in Asia Pacific as a whole. Along with efforts for regional integration, there emerge demands for political reform, innovative governance, and balance between market mechanisms with welfare state entitlements. Being in a dynamic regional environment, the members of EROPA share the same problem of reinventing the study and practice of public administration and governance in the Asia Pacific to cope with the dynamics and nuances of regional integration. Conference Goals It is in these perspectives that the 2014 EROPA International Conference on “Public Administration and Governance in the Context of Regional and Global Integration” is being organized by the Eastern Regional Organization for Public Administration with the National Academy of Public Administration of Vietnam as local organizing partner. The Conference aims to serve as an intellectual space for scholars, policymakers and practitioners to share and learn innovative approaches and best practices, challenges and opportunities as well as creative and transformative solutions for public administration and governance in the era of regional and global integration. It also hopes to expand the scope of research and knowledge sharing in the field of Comparative and

International Public Administration, facilitate theory development, influence policy formation and reforms, and raise awareness on the implications and expectations of the evolving and dynamic processes related to regional and global integration. Conference Sub-Themes A. Disciplinary Issues and Challenges for Public Administration in the Context of Regional and Global Integration Regional and global integration pose important challenges to public administration scholars. Theories of comparative public administration, development and public management continue to evolve and diversify with the changing socio-economic and political landscape. There also remains a great challenge to integrate or articulate “disparate” administrative research between developed and developing countries, and seek new ways to thicken the discourse on the implications of supranational PA. Papers under this sub-theme will delve on the following topics: 1) The Study and Practice of PA in Supranational Settings: Challenges and Opportunities; 2) Public Governance, Culture and Practice; 3) PA and Economic Integration; 4) Integration, Leadership, Equity and Development; and 5) Institutions, Processes and Mindsets to Integration. B. Modalities of Governance in the Context of Networked Societies Regional and global integration have spurred the creation of “networked societies”, which in turn have to adapt to the current geopolitical landscape, share powers, and engage in new forms of global and local governance. As the world moves from national governments to supranational governments and economic blocs, public administration and governance must move to explore new approaches and paradigms. It is important for PA scholars and practitioners to better comprehend the dynamics of governance and emerging institutional relationships, and look at how states adapt their economies and citizens to the demands imposed by supranational institutions in the context of regional and global integration. The sub-theme will discuss the following areas: Economic Community - 1) Collaboration and Competition in Networked Societies; and 2) Changing Geo-politics, Trade and Regulatory Frameworks.


Socio-Cultural Community - 1) Climate Change, Disaster Preparedness and Resilient States; and 2) Ensuring Human Rights, Women Empowerment and Happiness. Political-Security Community - 1) Securing Peace and Development; and 2) Inclusiveness and Democracy. C. Public Sector Reform and Innovations in Integrated Societies Governments have engaged in devolution and decentralization, transforming human resource management approaches, enhancing competitive pressures, and changing budgeting and management procedures, and other forms of public sector reform to effectively deliver public services. How must the public sector stimulate reform, build partnerships and open up new avenues for democratic governance in the context of regional and global integration? How will it be able to manage the impact of international governance on the welfare of states, especially developing countries? Only when the challenges that economic, social and political integration bring to public sector reform are better understood, can institutions cope with the challenges of regional and global integration. Papers under this sub-theme will look into the following: 1) Innovations in Local Governance and Regional and Global Management; 2) Increasing Trust and Integrity of Public Organizations; 3) E-governance in the 21st Century; 4) The Quality of Public Services; 5) The Space for Citizens, Business and Other Sectors’ Participation in Governance and Public Administration; and 6) Safety Nets, Corporate Social Responsibility and Global Citizenship. D. The Future of Public Administration and Governance in a Regional and Global Setting Regional and global integration continues to change the roles and functions of the public sector, from command-and-control, to enabling and partnering. Consequently, public administration strives to remain relevant and connected to the complex global environment. As a cornerstone of governance, public administration has often lagged behind the dramatic shifts happening within and among countries and territories around the world. A more inclusive and stronger discipline of public administration could help governments address current development problems in a regional and global setting. Thus, public administration must embark on new education and research agenda, and keep up with the recent developments and changes in government structures and processes in a globalized world. Papers under this sub-theme will discuss the following topics: 1) New Paradigms and Lenses for PA; 2) Emerging Designs for PA Study and Practice; and 3) Continuing the Tradition of Relevance and Quality of Governance and PA in the Integrated Supra-Societies.

Paper Submission Guidelines: • Paper presenters should submit papers that will address the themes and sub-themes of the Conference. • Paper presenters should first submit an abstract of around 100 words, together with a 2-3 sentence biographical sketch. The abstracts will be screened and approved prior to the submission of a full paper and Power Point presentation. • Papers should be from 6,000 to 8,000 words long, inclusive of notes and references, and should be typed double-spaced in A4 size paper, using the Times New Roman font, with font size 12 pt. Use of figures, graphs and tables must be included if necessary. • Papers should be organized according to the following sequence: title of paper, name of author/s, abstract, main text, references, and appendices (if necessary). • Papers should include a cover page, consisting of the following information: title of paper, sub-theme, institution or agency, country, and contact information, as well as logistic support needed (i.e. need for television or additional computer unit, etc.). These should be typed on a sheet separate from the paper. • References should include the name of author/s, publication year, title of the article/book/journal/ paper, place of publication, and publisher. Referencing and citation should follow the APA style. VISA ASSISTANCE To facilitate visa requirements for participants, the Organizing Committee, National Academy of Public Administration (NAPA), will send to the Ministry of Foreign Affairs, Ministry of Security and the respective embassies of the conference participants, official documents informing the agencies of the 2014 EROPA Conference. NAPA will also extend support to participants having additional requirements and difficulties in applying for visa. AIRPORT TRANSFERS NAPA will schedule free airport transfers for the conference delegates. Participants will be picked up from the airport from 18-19 October, and will be dropped off at the airport from 24-25 October. BUSINESS HOURS Commercial establishments are open daily until 9:00 pm. Banks are generally open from 8:00 am – 4:30 pm daily, except on Saturdays and Sundays. MEALS International buffet meals will be served for the participants. Special meals will also be served for delegates with dietary restrictions. SIGHTSEEING NAPA will organize a free half-day city tour in Hanoi on 23 October, after the conference. This will be followed by a whole-day tour in Halong Bay on 24 October, which will cost US$ 50/person. This includes transportation, lunch, one drink, ticket, insurance, boat, and services of an English-speaking tour guide. CURRENCY As of 20 March 2014, US$ 1.00 is equivalent to 21,070 Vietnam Dong. CLIMATE AND DRESS CODE Temperature in Vietnam in October generally ranges from 20-28 degrees Celsius. It is usually warm in the morning and cooler in the afternoon towards the evening. Participants may wear summer clothes underneath a light suit or cardigan.
