EMB CAR attends the 4th National ManCon

cum Year-End for CY 2024 Assessment Workshop

NASUGBO, BATANGAS – Head officials from EMB CAR attended the 4th EMB National Management Conference cum Year-End CY 2024 Assessment Workshop, held from December 9-13, 2024, at the Forest Crest Nature Hotel and Resort.

Present at the ManCon are EMB CAR OIC Regional Director Engr. Jean C. Borromeo, FAD Chief Engr. Eldelinita D. Andres, CPD Chief Engr. Marie Pina L. Rodas, EMED Chief Engr. Raul G. Cubangay, and Overall PISMU Supervisor Ms. Myla T. Amogan, along with other key officials from DENR and EMB.

Key topics discussed during the ManCon Proper include the highlights of the previous ManCon, strengthening the Planning, M&E, and MIS Capacity of EMB Regional Offices, updates and next steps on the NASA Project, activities and projects of EPR with Regional Offices' involvement, and updates on draft policies.

The Year-End Assessment session features a summary of physical and financial accomplishments and presentations of milestones and innovations per region. The workshop also includes a Learning Event with sessions focused on Leadership Development and Leadership Training. // MSS

EMB-CAR leads Benchmarking Visit to Angeles City's BSF Composting Facility

The Environmental Management Bureau-Cordillera Administrative Region (EMB-CAR) led a benchmarking activity with the Regional Ecology Center (REC) members, visiting the composting facility of the Local Government Unit (LGU) of Angeles City, Pampanga last September 27, 2024.

The activity was part of an ongoing effort to find sustainable solutions for the growing concern over biodegradable waste disposal, particularly in highly urbanized areas such as Baguio City.

The facility, located within the City Hall compound, has been using the innovative Black Soldier Fly (BSF) Technology for the past two years. Introduced by Dr. Roland James DG Bayang, also known as Doc Brahman, the

BSF technology provides a sustainable solution to the food waste generated by the City Hall. Approximately 300 kilos of food waste produced daily are processed into compost and black soldier fly larvae, which are then repurposed as protein meal for poultry and fish feed.

This method offers a fast and efficient solution to food waste management, addressing common issues such as odor and pest control. The visit served as an eye-opener for the REC members, particularly in exploring the potential application of BSF technology in cities like Baguio, where food waste management remains a critical issue.

EMB-CAR continues to support innovative waste management solutions that promote environmental sustainability across the region. // MAPS

EMB CAR joins the 2024 IP Month Celebration and 27th IPRA Commemoration

EMB CAR personnel joined the 27th Culminating Program of the 2024 Indigenous Peoples Month Celebration and 27th Indigenous Peoples Right Act (IPRA) Commemoration last October 30, 2024 at the PFVR Gymnasium, Baguio City.

Elders from Mountain Province opened the program with a ritual and ceremonial drinking of tapuy.

Directors, Congressmen, LGU representatives, Line Agencies, RLA, HEIs, and Private Sector Representatives expressed their message of solidarity to the celebration.

IP Groups from Apayao, Abra, Benguet, Ifugao, Kalinga and Mt. Province showcased their respective cultural presentations. The program concluded with a community dance for all the participants. // MSS

EMB CAR attended and hosted the Training and Consultative Writeshop on the Proposed DENR Administrative Order (DAO) for the Establishment of Industry-Specific Effluent Standards (ISES) on November 11-15, 2024 at Newtown Plaza Hotel, Claro M. Recto St., Baguio City.

EMB CAR's Finance and Administrative Division attended the 4th Quarter Seminar of JCAV Foundation, Inc. with the topic on Convention on Procurement and Public Ethical Practices last October 22-24, 2024 in Havendwell Garden

Resorts, Mambajao, Camiguin Island and on November 12-14, 2024 in Boracay Island, Malay, Aklan.

The first batch includes Accountant III Imelda A. Abarquez, HRMO Carina G. Dones, and Administrative Officer III Fara Marie L. Tangangco with the

topic on Procurement and Public Ethical Practices.

The second batch are Supply Officer Ms. Adella L. Mangaliag, Administrative Assistant III Ms. Mary Ann A. Suguitan, and Administrative Assistant II Ms. Marilou P. Weygan.

JCAV Foundation Inc. is a nonstock, non-profit corporation that caters to special seminars on topics in connection to government procurement and administrative concerns.

This seminar addressed pressing issues related to fiscal matters, procurement processes, property and supply management, as well as administrative remedies. It also delved into ethics in government, exploring relevant principles, methodologies, and the latest jurisprudence in the field.

Their attendance underscores the bureau’s commitment to enhancing its procurement practices and ethical standards.

Through these initiatives, EMB CAR aims to strengthen its operational capabilities and uphold the highest standards of public service. // MSS

Capacity Building for DENROs and River Marshalls of the UARS-WQMA

The Environmental Management Bureau-Cordillera Administrative Region (EMB-CAR), together with personnel from the Bureau of Fire Protection (BFP) in Tuba, La Trinidad, and the Provincial Office, conducted a capacity-building training for the DENROs and River Marshalls of the Upper Amburayan River System Water Quality Management Area (UARS-WQMA) from September 30 to October 2, 2024.

The training covered topics on RA 9275 or the Philippine Clean Water Act of 2004, water quality monitoring and sampling, and essential water safety, rescue, and survival techniques.

This initiative aims to enhance the capabilities of field officers in safeguarding the Upper Amburayan River System—a vital water resource for local communities and biodiversity.

OIC Regional Director, Engr. Jean C. Borromeo welcomed the participants and highlighted that EMB-CAR's goal is to provide them with the necessary skills, knowledge, and tools to effectively monitor water quality and uphold environmental standards to keep water resources safe and sustainable. She emphasized the importance of empowering participants to respond swiftly and efficiently to any emergencies that may arise. “This activity,” she added, “is not just about enhancing technical competencies but also about strengthening partnerships. Together, we are building a network of dedicated individuals and institutions committed to protecting the

Solano led discussions on RA 9275 and water quality monitoring and sampling, emphasizing the role of Local Government Units (LGUs) in waterbody protection, the accurate procedures for water sampling and monitoring, and the identification of pollution sources with recommended interventions.

Safety Officer Engr. Garth S. Raymundo also presented on occupational safety and health, underscoring its importance in field operations.

The Water Rescue Safety and Survival (WaSAR) Techniques session was conducted by the BFP team led by SFO2 Richard Wacas from the Provincial Office. Recognizing the inherent risks faced by River Marshalls

and DENROs during their duties in aquatic environments, the team provided essential knowledge and hands-on exercises on water safety and survival skills, including emergency water rescues, cardiopulmonary resuscitation (CPR), and safety measures during emergencies in aquatic settings.

This capacity-building initiative is a continuation of the government's ongoing efforts to empower local environmental officers and river marshals in their fight to protect and conserve the nation's vital waterways.

Moving forward, the DENROs and River Marshalls will implement their enhanced skills and knowledge, contributing to better water quality management and safer river environments in the region. // GIS

EMB CAR conducts the Safe E-waste Collection Culminating, International E-Waste Day Celebration and ILPPW Celebration and Awareness

EMB CAR conducted the Safe Electronic Waste (E-waste) Collection Culminating, International E-Waste Day Celebration and International Lead Poisoning Prevention Week (ILPPW) Celebration and Awareness for EMB-CAR employees on October 18, 2024 at EMB CAR Regional Office with the theme, “E-waste in Circular Economy: Be Mindful Recycle.”

EMB CAR conducted the Safe E-Waste Collection Culminating, International E-Waste Day Celebration and International Lead Poisoning Prevention Week Celebration and Awareness for EMB-CAR on October 18, 2024 at EMB CAR Regional Office with the theme, “E-waste in Circular Economy: Be Mindful Recycle.”

The activity is aimed to change consumer behavior on product hibernation (holding on to a device that is no longer being used); to promote methods of managing e-waste adopting the circular economy approach; raise awareness on safe e-waste and lead

poisoning prevention amongst EMB CAR and DENR CAR personnel; and to support the sustainable operation of Bakakeng Treatment, Storage and Disposal (TSD) Facility.

Household e-wastes like old computers, laptops, printers, electric fan, coffee maker, televisions, hot water dispenser, mobile phones, telephones, video camera, refrigerator, freezer, microwave, washing machine, dishwasher, toaster, hair dryer, electric shaver and batteries were accepted during the collection time starting October 7 to 18, 2024 from 8:00 AM to 5:00 PM. // MSS

EMB CAR monitored the previous winners of NSSEFS

EMB CAR through the Environmental Education and Information Unit (EEIU) conducted monitoring of the previous winners of the National Search for Sustainable and Eco-friendly Schools (NSSEFS) in Apayao, Kalinga, Ifugao, Mountain Province, Benguet and the City of Baguio.

Last September, Information Officer II Ms. Mary Claire S. Luminang and SEMS, Overall PISMU Supervisor Ms. Myla T. Amogan visited and interviewed the school heads and teachers of the previous winners of NSSEFS in the Province of Apayao. Then, EEIU continued to Kalinga and to Mankayan, Benguet.

On October, EEIU travelled to Ifugao, Mountain Province, Baguio City, and La Trinidad, Benguet for the same purpose. The interview includes the status of the school before, during and after the COVID 19 pandemic, the challenges they encountered and how they cope up with it, the innovations and eco-friendly programs that they implemented or currently implementing, and their plans for the school. Each school representative actively participated in the interview coupled with a school tour in their respective institutions. // MSS

EMB CAR conducts the 2nd Public Consultation for the Designation of Attainment Area for PM 10 for the BLISTT Airshed

EMB-CAR conducted the 2nd Public Consultation for the Designation of Attainment Area for Particulate Matter 10 (PM10) for the Baguio City, La Trinidad, Itogon, Sablan, Tuba and Tublay (BLISTT) Airshed last October 11, 2024.

As stated in the Section 2 of the DENR MEMORANDUM CIRCULAR (DMC) NO. 013, S. 2005, Basis for Designation of Attainment and Non-Attainment Areas - The designation of attainment and non-attainment areas shall be based on monitoring data collected using the reference methods and other equivalent methods approved by the Bureau in Part II (National Ambient Air Quality Guidelines) of DAO 2000-81 and/or other relevant information, including meteorological data, and data covering existing nearby sources.

The PM10 air quality data for three-years from CY 2020, 2021, and 2022 were presented. The geometric mean is within the long term National Ambient Air Quality Guideline Value (NAAQGV) of 60 µg/ncm.

All present members during the public consultation were asked to vote who are in favor for the designation of the attainment area for Plaza Garden, Lower Session Road, Baguio City and all approved for the designation of the said area. // GLQM

EMB CAR conducts Capacity Building on NPOA-ML Localization and EPR Act Updates

EMB CAR conducted a capacity-building workshop on the Localization and Adoption of the National Plan of Action for the Prevention, Reduction, and Management of Marine Litter (NPOA-ML) and Updates on the Extended Producer Responsibility (EPR) Act of 2022 last November 14-15, 2024.

This event is being held for the Local Government Units (LGUs) of the Cordillera from November 14-15, 2024, at Ridgewood Hotel, Baguio City.

This two-day activity features discussions on the following topics:

- Overview of NPOA-ML and its localization to the renewal of the Ten (10) Year Solid Waste Management Plan of LGUs

- UN Healthy Oceans and Clean Cities Initiatives (UN HOCCI) Project

- Updates on the EPR Act of 2022

Additionally, there will be a workshop session focusing on the template for the Action Plan (NPOA-ML) and Action Planning.

Following the discussions and workshops, the LGUs will present their NPOA-ML Action Plans and EPR Strategies.

EMB CAR organized comprehensive LNA and Basic First Aid Training with CPR for EMB CAR employees

On December 12, 2024, the Human Resource Management Unit organized a comprehensive Learning Needs Assessment (LNA) workshop aimed at identifying and addressing the specific training requirements of the staff.

The workshop provided a platform for participants to engage in discussions, share insights, and collaboratively determine the critical areas for development to enhance overall organizational efficiency and effectiveness.

Additionally, in coordination with the EMB-CAR Safety Committee, a Basic First Aid Training with CPR was conducted by 911 On Call, Inc. This vital training session was led by one of the company’s founders, Mr. Rafael C. Valencia.

The training covered essential first aid techniques, including CPR, wound care, and emergency response protocols, equipping participants with the skills necessary to respond effectively to medical emergencies.

The collaboration between the HR Management Unit and the Safety Committee ensured a holistic approach to employee development, emphasizing both professional growth and health and safety awareness. The initiative reflects the organization's commitment to fostering a safe and supportive work environment while promoting continuous learning and skill enhancement. // MCSL

EMB CAR conducts Hike for Cleaner Air

BAGUIO CITY - EMB CAR conducted the Hike for Cleaner Air last November 27, 2024, at the Yellow Trail, Camp John Hay, in celebration of Clean Air Month, Anti-VAWC Month, Climate Change, and Environmental Awareness Month.

This activity supports multiple legislations: Republic Act (RA) 8749 or the Clean Air Act of 1999; Presidential Proclamation No. 1109 series of 1997; RA 9710 (Magna Carta of Women); RA 9262 or the Anti-Violence Against Women and Their Children Act of 2004; RA 9729 or the Climate Change Act of 2009; and RA 9512 or the National Environmental Awareness and Education Act of 2008.

EMB CAR OIC Regional Director, Engr. Jean C. Borromeo, shared valuable insights about exposure routes of contaminants—namely, ingestion, inhalation, and dermal contact. She emphasized that if contaminants do not enter the body, there are no adverse effects. Hence, the Hike for Cleaner Air was not only to promote exercise but also to encourage breathing cleaner air. RD Jean also reminded participants to engage in forest bathing and tree hugging.

John Hay Management Corporation (JHMC) Environment Manager, Engr. Editha M. Mejia, expressed her gratitude to EMB CAR for choosing Camp John Hay for this significant activity.

JHMC Forester, Peter Calpasi Jr., shared the house rules and informed participants that the forest bathing trail was renamed in 2018 to help reduce work-related stress and boost productivity.

For Anti-VAWC Month, EMB CAR’s Gender and Development (GAD) Alternate Focal, Ms. Imelda D. Mendoza, highlighted the connection between the environment and one's health, explaining how nature helps refresh the mind and bring calmness.

After the exercise, the hikers embarked on the 2.5-kilometer Yellow Trail, which offered captivating forest views, fresh air, and relaxing nature sounds to rejuvenate and de-stress. After more than an hour, participants gathered at Liberty Park for the closing ceremony, where JHMC distributed coffee seedlings as a token of appreciation.

Representatives from EMB CAR, JHMC, DENR CAR, LGU Sablan, PEZA, DPWH CAR, DILG CAR, LGU Baguio, LGU Itogon, DOH CAR, TESDA, and DOST CAR participated in the hike.

In the Philippines, November marks the commemoration of Clean Air Month and National Environmental Awareness Month, under this year’s inspiring theme: “Empowering Communities towards Cleaner Air.” Internationally, we recognize the 17th Global Warming and Climate Change Consciousness Week from November 19-25, 2024.

Furthermore, the 18-day campaign to end VAWC starts on November 25. This campaign is anchored on Presidential Proclamation No. 1172, s. 2006, declaring November 25 to December 12 of every year as the 18-day campaign to end VAW, and RA 10398, an Act declaring November 25 every year as the National Consciousness Day for the Elimination of VAWC. // MSS

EMB CAR attends the Standard First Aid Training

EMB CAR attended the Training/ Seminar: Standard First Aid Training with Basic Life Support and Automated External Defibrillator from October 28-31, 2024 held at 3rd Floor, Red Cross Baguio Building, Harrison Road, Baguio City.

EMB CAR First Aid Team, Engr. Aldrick B. Kewan, Ms. Carina G. Dones, Ms. Elvie P. Cayat, Mr. Kennedy M. Rufino, Mr. Jonathan N. Vallo, and Mr. Khennyie-Ar G. Peroja attends the said training/seminar.

The Philippine Red Cross – Baguio Chapter conducted the training/seminar with an objective to equip the EMB CAR First Aid Team with the critical knowledge, skills, and confidence needed to perform effective basic life support and first aid techniques. This training covers essential life-saving methods, including resuscitation guidelines, the use of automated external defibrillators (AEDs), and proper procedures for managing choking incidents.

EMB CAR attends the Capacity Building on the Implementation of the PEISS

EMB CAR attended the Capacity Building of EMB Regional Offices on the Implementation of the Philippine Environmental Impact Statement (EIS) System at Park Inn by Radisson, Iloilo from October 15-18, 2024.

EMED Chief Engr. Raul G. Cubangay, CPD Chief Engr. Marie Pina L. Rodas, WAQMS Engr. Rodolfo M. Tiwaquen Jr. and EIA Senior EMS Ms. Aubrey B. Agyao represented EMB CAR for the said capacity building.

Among the discussions on Day 1 and Day 2 are the presentation of Environmental Impact Assessment (EIA) Policy Updates and EIA Regulations for Projects within Protected Areas, Issues and Concerns by EMB Central Office of ECC applications of projects for endorsement to DENR, using GIS Applications for determining project’s proximity to Protected Areas and/or

National Cultural and Heritage Sites and Plenary Sessions on various topics like the Generic EIS Scoping Checklist.

The third day includes the presentation of the final draft for the proposed EIA policy for the Mining Sector, in relation to the Technical Assistance Initiative - Enhancing EIA Process of Mining Projects in ClimateVulnerable and Protected Areas in the Philippines, Revision of EMB MC on EIA Practitioners Registry, Presentation of Review and Evaluation for Freshwater Ecology and lastly, Presentation of the Basic Concepts on Mathematical Modeling for EIA.

There are also Open Forum and Open Discussion on every topic as well as pre-tests and post-tests.

EnviReading Caravan: Mountain Province Edition

BONTOC, MOUNTAIN PROVINCE - EMB CAR partnered with Maligcong Elementary School (MES) for an EnviReading Caravan held on November 22, 2024.

School Head Principal Ching E. Kilakil and Maligcong Barangay Captain Basilio S. Anengyao warmly welcomed the personnel from EMB CAR's Environmental Education and Information Unit (EEIU) and PEMU Mountain Province. Barangay Maligcong officials and Maligcong ES faculty members were in full support of the program, providing assistance with the activities.

Information Officer II, Ms. Mary Claire S. Luminang, narrated the story of Papa Gong to the participants. She also shared information about climate change, where the pupils enthusiastically answered questions and participated in the discussion.

Environmental Monitoring Officer (EnMO), Mr. Clarence K. Padsing, dressed as Basura Buster, entertained the children after the storytelling session.

Next, the pupils' creativity was showcased as they expressed their views of a healthy environment through colorful paintings and insightful essays.

The afternoon session began with a song about recycling taught by Kagawad

Analyn Khayad. For the final activity, the pupils were instructed to pick up garbage around the school. They gathered the collected garbage, and Ms. Luminang, along with PEMU Mt. Province EMS II, Ms. Maureen F. Menguria, demonstrated proper waste segregation. One by one, the pupils disposed of the waste in the appropriately labeled bins. The segregation activity concluded with the biodegradable waste being left for disposal in the school's designated area.

This one-day program, filled with learning and fun, is part of the celebration of Environmental Awareness Month and Climate Change Consciousness Week.

Moreover, this is the second EnviReading Caravan this year, following the Sablan Edition held last February and March. The EnviReading Caravan highlights the significant role of children in environmental protection. By informing and training them on simple ways to protect our environment, such as proper waste segregation, even young children can become active stewards of the clean and healthy environment they deserve. // MSS

EMB CAR conducts technical scooping for UP Baguio’s ECC application

On October 10, 2024, EMB CAR attended the Notice of Scooping relative to the Environmental Compliance Certificate (ECC) application of the University of the Philippines Baguio (UP Baguio) Campus held at the Baguio LeFern Hotel, Baguio City.

Regional Director Jean Borromeo delivers the purpose of the public scoping to the stakeholders who responded to the Notice of Public Scoping.

Furthermore, on October 30, 2024, EMB CAR conducted the technical scoping for the ECC application of UP Baguio.

EMB-CAR joins the 11th Balili River Day

EMB-CAR joined the 11th Balili River Day on October 7, 2024 at the Municipal Gym, La Trinidad, Benguet.

LGU La Trinidad through the Municipal Environment and Natural Resources Office (MENRO) hosted the 2024 Balili River Day and the MOA Signing of LGU-initiated adopters under the Adopt-an-Estero/Waterbody Program.

The Awarding Ceremony recognizes the invaluable contributions of partner adopters, line agencies and organizations in improving the Balili River System WQMA.

Meanwhile, a total of 38 partners forged their commitment to the Adopt-an-Estero, River, and Waterbody Program, 28 of which is for renewal and 10 belongs to the new adopters. // ETB

The Technical Scoping Checklist (TSC) which resulted from the scoping activity will be the terms of reference of the Environmental Impact Statement (EIS) study that will be prepared for the project and will be subjected to review by the EIARC. The ECC will be signed by the DENR Secretary pursuant to DENR Memorandum Order No. 2023-01 entitled: “Additional Guidelines for Projects Applying for an Environmental Compliance Certificate (ECC) which are Within Close Proximity to Protected Areas (PAs)” and amended by DENR Memorandum Order No. 2023-04 issued in December 2023. // LLC

Baguio Botanical Garden's Illumination Ceremony

EMB CAR OIC Regional Director Engr. Jean C. Borromeo, EMB NCR Regional Director Engr. Maria Dorica Naz-Hipe, CESO V and EMB CAR CPD Chief Engr. Marie Pina L. Rodas joined the Illumination Ceremony of Baguio Botanical Garden on November 21, 2024.

The garden's set up is inspired by the vibrant hues of cathedrals that offer a breathtaking experience both day and night.

EMB CAR's Regional Water Quality Management Summit

EMB CAR conducted the Regional Water Quality Management Summit at Lafaayette Luxury Suites, Military Cut-off, Baguio City, recognizing and awarding Water Quality Management Area (WQMA) partners on December 5, 2024.

In her welcome remarks, EMB CAR OIC Regional Director Engr. Jean C. Borromeo greeted the participants and highlighted the significance of recognizing their efforts in managing the water quality of the three River Systems (RS). She applauded their leadership and interventions, emphasizing the importance of their work in promoting environmental integrity and sustainability.

DENR CAR Regional Executive Director Engr. Paquito T. Moreno Jr., represented by Assistant Regional Director for Management Services Ms. Amelita DJ. Ortiz, CESO IV, shared DENR Secretary Maria Antonia YuloLoyzaga's priority program on achieving

water security through effective governance, capacity building, resource availability, accessibility to safe and affordable water, and improved water quality. She affirmed Cordillera’s role as a key water provider in Luzon.

The summit honored 62 awardees, including 12 Local Government Units (LGUs), 19 National Line Agencies, 7 private sector entities, 2 academic institutions, and 22 individuals who are committed to improving the region’s river systems.

LGUs Baguio, Sablan, and La Trinidad presented AVPs for Balili RS; LGUs Baguio City, Itogon, and Tuba for Bued RS; and LGUs Atok, Buguias, Bakun, Kapangan, Kibungan, and

Tublay for Upper Amburayan River System.

Plaques were awarded by EMB CAR RD Jean, ARD Ms. Amelita, and EMED Chief Engr. Raul G. Cubangay Jr.. Baguio Mayor Hon. Benjamin P. Magalong, Kibungan Vice Mayor Hon. Laurence D. Toking, BSU Prof. Jayson Leung, La Trinidad MENRO Mr. Arthur A. Pedro, and LGU Baguio City Engr. Sofronio Pascua delivered acceptance speeches.

In conclusion, EMED Chief Engr. Cubangay congratulated the awardees and thanked them for their continuous support and commitment to protecting and renovating the region's water systems. // MSS

EnMO Abra conducts IEC on SWM in Barangay Assemblies

The Environmental Monitoring Officers (EnMOs) of Abra actively participated in Barangay Assemblies and conducted Information, Education and Communication (IEC) campaign on RA 9003 or the Ecological Solid Waste Management Act of 2000 to the Barangay officials and constituents.

They also discussed and provided technical assistance in the development and implementation of the Barangay SWM Programs, Projects and Activities.

EnMO Apayao conducts IEC on SWM at Consuelo NHS

Apayao Environmental Monitoring Officers (EnMOs) Ms. Kheysie A. Bulong and Ms. Menchie L. Gamiao, along with personnel from CENRO Apayao, conducted an Information, Education, and Communication (IEC) session on Solid Waste Management at Consuelo National High School in Sta. Marcela, Apayao on November 28, 2024.

This event was part of the school's celebration of National Environment Awareness Month.

PEMU Mt Province joins the IEC on Environmental Protection

In response to the request of Mountain Province State University (MPSU) President Dr. Edgar G. Cue, PEMU Mt. Province staff together with personnel from PENRO Mt. Province and CENRO Sabangan served as resource speakers in the conduct of IEC re: Environmental Protection and Management.

The 1st batch of the IEC was conducted at the MPSU Auditorium on November 9, 2024. while the second batch was on November 16, 2024 at the same venue.

For. Ralph Marrerro discussed the laws relative to forest protection and management. For. Maureen Menguria discussed the various environmental laws mandated under EMB including the 7 Environmental Principles while Ms. Jena Calawen discussed the role of youth in environmental management.

The activity is in celebration of the Environmental Awareness Month and the Climate Change Consciousness week which was made possible through the NSTP Program headed by Mr. Mike Allidem. // MFM

EMB CAR conducts Plogging Activity at Wright Park

EMB CAR conducts Seminar on VAWC and Related Laws

To culminate the 18-day Campaign to End Violence Against Women, EMB CAR conducted an in-house seminar on Violence Against Women and Their Children (VAWC) and related laws last December 19, 2024, at the Old ORD Conference Hall.

Atty. Jomari Casem-Tangan, Legal Officer of the National Authority for Child Care | Regional Alternative Child Care Office - Cordillera Administrative Region (NACC RACCO CAR), delivered comprehensive discussions on Republic Act (RA) 9710 or the Magna Carta of Women, RA 9262 or the Anti-Violence Against Women and Their Children Act of 2004, and RA 11313 or The Safe Spaces Act (Bawal Bastos Law). Atty. Casem-Tangan explained the punishable acts, protection orders, penalties, and provided real-life examples of these laws.

The seminar underscores the bureau’s commitment to enhancing gender development and consciousness. Furthermore, the 18-day campaign to end VAWC, which started on November 25, is anchored on Presidential Proclamation No. 1172, s. 2006, declaring November 25 to December 12 of every year as the 18-day campaign to end Violence Against Women. // MSS

DECEMBER 20, 204 - EMB CAR conducted a plogging activity at Wright Park, Barangay Lualhati, Baguio City.

The event aimed to promote environmental awareness and community involvement in maintaining clean public spaces.

The plogging activity, which combines jogging with picking up litter, supports Strategy No. 6 of the National Plan of Actions for the Prevention, Reduction, and Management of Marine Litter (NPOA-ML) – Clean-up of Riverine and Marine Environments. This strategy emphasizes the importance of keeping both inland and coastal areas free from debris to protect marine ecosystems.

Participants, including EMB CAR staff, local volunteers, and community members, gathered early in the morning equipped with reusable trash pickers and trash bags. They jogged around Wright Park, collecting various types of litter and ensuring the park remained pristine and litter-free.

This initiative not only contributes to environmental sustainability but also fosters a sense of community responsibility and physical fitness among participants. EMB CAR continues to lead and support activities that align with their mission of promoting a cleaner and healthier environment for all.
