RD JEAN receives Environmental Excellence Award

EMB CAR OIC Regional Director Engr. Jean C. Borromeo received her Environmental Excellence Award from the International Association of World Peace Advocates - Asia and Pacific HQ on July 20, 2024, at the Diamond Hall, Hotel Supreme, Baguio City.

RD Jean graced the event with other awardees from different organizations and agencies who were also recognized for their efforts and deeds in promoting peace in their respective fields.

RD Jean advocates for the protection of the environment to protect human health. She also believes that the sustainable goals - that of clean water, clean air, food security among others are provided by the environment and therefore, protecting the environment is a requisite to a peaceful world.

This award from IAWPA is in recognition of RD Jean's relentless efforts and excellence in promoting strong environment advocacy, transparency, and good governance.

The IAWPA is an international civil society organization that operates as a nonprofit entity with a global mandate to promote peace.

EMB CAR joins the 37th Cordillera Month Celebration

EMB CAR joined the opening of the 37th Cordillera Month Celebration with the theme: Multiculturalism Towards Regional Autonomy and Development on July 1, 2024 at Baguio Convention and Cultural Center.

The Cordillera Month kick-off activity started with an opening ritual, followed by a parade, then, the program proper.

Baguio City Mayor Benjamin B. Magalong and RDC Chairperson Elias C. Bulut Jr., whose message was delivered by RDC-CAR Co-Chairperson Edna C. Tabanda welcomed the participants and formally announced the celebration of CordiMonth. Presidential Assistant for Cordillera Administrative Region, ASec. Antonio Tabora Jr. reminded everyone of the power of unity and the potential of Cordillera to attain what the region has been fighting for.

Afterwards, presidential assistants, congressional representatives, governors,

and multicultural groups from the different provinces of CAR expressed their message of solidarity to Cordillera Regional Autonomy.

RDC Vice-chairperson and NEDACAR Regional Director Susan A. Sumbeling presented the activities for the month-long celebration. Among the highlights are Cordillera Day on June 15, 2024, to be held in Abra Sports Complex Gymnasium, Bangued, Abra, Unity Gong Relay on all the provinces of CAR and Baguio City, and the Closing Ceremony and State of the Regions Address on July 31, 2024, at the Baguio Convention and Cultural Center.

EMB CAR organizes Panagsurat for Senior Citizens, PWDs and Youth

EMB CAR’s Environmental Education and Information Unit (EEIU) partnered with La Trinidad’s Office for Senior Citizens Affairs (OSCA) and Persons with Disability Affairs Office (PDAO) and Sagada’s Sangguniang Kabataan (SK) for the Panagsurat: Multicultural Environmental Education: Stories to rekindle relationship between Humans and the Earth.

On July 19, 2024, EEIU met with La Trinidad’s Senior Citizens and Persons with Disabilities (PWDs) at Star Café, Shilan, La Trinidad, Benguet for the Panagsurat event. Ms. Evangeline Patal-e Dao-anis, an Author and Mental Health Advocate, helped unleash the writer spirit of the participants, prompting them to share their stories.

The Senior Citizens and PWDs shared their childhood experiences, horror stories, comedic adventures, love stories and life accomplishments. Their stories revolved around comparing the environment they grew up in to the one at present.

In addition, EEIU Information Officer II Ms. Mary Claire S. Luminang answered questions from the participants regarding proper waste management, climate change. She further discussed on behavioral change as an integral part in the provision of solutions for environmental problems.

Senior Citizens and PWDs are the most vulnerable in society, thus, it is vital to include them in discussion and activities that will encourage their participation, be informed and provide a platform to voice out their concerns and suggestions.

Subsequently, EEIU travelled to Ambasing, Sagada Mt. Province on July 2224, 2024 for the same purpose. This time, in partnership with the Sangguniang Kabataan (SK) of Barangay Ambasing through SK Chairperson Carmen T. Malabong who warmly welcomed the EMB personnel and

the participants. Ms. Luminang shared about behavioral change and narrated the story of Papa Gong. EEIU staff Ms. Melodie S. Sacla then discussed basic painting and facilitated a workshop on painting and poem/essay writing for the participants. The participants actively shared their environmental stories and ideas through painting and writing. Despite the weather, there are more than 30 numbers of young people and kids who joined the Panagsurat

Youth are essential movers for change. As they are the “coming” generation, as young as they are, they must be taught of their roles and responsibility as stewards and heirs of the environment.

The stories, poems, essays, drawings, and paintings of the participants reflect how the different ages see the environment. The compiled outputs will relive in the minds of the readers and will serve as documentation of the past for the present and future generation’s reference. // MSS

EMB CAR extends technical assistance thru SWM seminar cum POW in Banaue, Ifugao

EMB CAR extended its technical assistance thru a Solid Waste Management (SWM) seminar cum Permitting on Wheels in Banaue, Ifugao on July 25, 2024.

SWM personnel facilitated a seminar/writeshop on the preparation of some LGUs of Ifugao Province for the renewal of their ten (10) year SWM Plan.

Simultaneous, personnel from the Clearance and Permitting Division (CPD) conducted permitting on wheels to assist clients from commercial establishments, medical and health care facilities and institutions to lodge their online applications of their Environmental Compliance Certificate (ECC)/Certificate of Non-Coverage (CNC), Pollution Control Officer (PCO) Accreditation System, Permit to Operate, Discharge Permit and Hazardous Waste Generator Registration Certificate using the Online Systems like the Online Permitting and Monitoring System (OPMS) and ECC Online Application System.

EMB CAR met with the TWG of GTI

EMB CAR gathered the Technical Working Group (TWG) of the Gawad Taga-Ilog Program CARayan Edition: Honoring Rivers and Watersheds in the Cordillera for a meeting at the Old ORD Conference Hall last July 16, 2024.

Among the agenda are the presentation of the mechanics for the GTI, presentation of timeline, validation methodology, commitment distribution and presentation of the awarding vison board.

AMS In-Charge Ms. Grace I. Solano and EEIU Ms. Mary Claire S. Luminang facilitates the meeting and discussed with the members of the TWG the different concerns, suggestions and recommendations to further improve the program.

The GTI Program CARayan Edition was borne out of the DENR NCR’s Gawad Taga-Ilog Program initiated by RD Engr. Jean C. Borromeo during her first stint as a Regional Director of EMB CAR in July 2023. It is a localized version of the said program urging the LGUs of the 3 WQMAs in the region to initiate interventions in terms of solid waste, liquid waste, habitat and resource management. // MSS

Other than the above activities, OIC, Regional Director Engr. Jean C. Borromeo also led the validation of the Residual Containment Area (RCA) of LGU Banaue, Ifugao on their compliance to upkeep its operation on July 24-25, 2024, and inspection of some hotel establishments relative to their environmental compliance in Banaue, Ifugao. // MAPS

EIA attends the Public Scooping of Landco Pacific

EIA Section with CPD Chief, Engr. Marie Pina Rodas, attended the public scoping on August 13, 2024, for the proposed 5-Star Hotel and Condominium Project by Landco Pacific Corporation to be located along Lower Balacbac Road, Barangay Sto. Tomas Proper, Baguio City.

The proponent representatives and their EIA consultant presented the company and their plans for the proposed project.

Residents of Barangay Sto. Tomas Proper, Baguio City, government agencies concerned, interested organizations and parties were invited to attend the public scoping to raise their questions and concerns regarding the project.

The Public Scoping is one of the two scoping activities under the Environmental Impact Assessment process where the proponent aims to provide an overview of the proposed project, present proposed actions, gather issues and concerns and other relevant information to provide the scope of work and terms of reference in the preparation of Environmental Impact Statement. // MSS and LLC

EMB CAR turn over 10 serviceable desktop computers to 3 schools in Sablan Benguet

EMB CAR turned over ten (10) sets of serviceable desktop computers to Yabyabuan Multigrade School (YMGS), Jose Gonzales Elementary School (JGES), and Omas Ampaguey Integrated School (OAIS) on July 31, 2024, and August 6, 2024 at the EMB CAR Conference Room.

This aims to support the school's request for computers, which is essential for enhancing educational experiences for students, not only addressing the immediate needs of students but also aligning with broader educational goals aimed at preparing them for a technologydriven world. The proliferation of digital resources and tools has transformed traditional pedagogical methods, enabling a more interactive and engaging approach to education.

The turnover ceremony was witnessed by EMB CAR’s EMED Chief Engr. Raul

PCB-WEEE project which was launched in December 2017 for a five-year implementation. It was later extended until January 31, 2023. Said project is implemented by the United Nations Industrial Development Organization (UNIDO) in collaboration with the Department of Environment and Natural ResourcesEnvironmental Management Bureau (DENR-EMB), as the lead executing agency.

The overall project objective is the protection of health and the environment through sound management of Polybrominated diphenyl ethers (PBDEs) in e-waste.

Oath-taking of promoted and newly hired permanent employees

Several promoted EMB CAR employees and newly hired personnel for permanent positions took their oath-taking ceremony at EMB CAR Regional Office.

Last September 3, 2024, DENR Secretary Maria Antonio Yulo- Loyzaga administered hybrid mass oath-taking for appointees of DENR from various regions. Engr. Dwight Paul C. Ating, Environmental Management Specialist I of EMB-CAR took his oath virtually during this event.

Meanwhile, OIC-Regional Director Engr. Jean C. Borromeo administered the Oath-taking of newly hired Chemist II, Mr. Khennyie-Ar G. Peroja and Environmental Management Specialist I Ruck L. Bangngagan during the Flag Raising Ceremony on September 9, 2024. On September 17, 2024, the OICAssistant Secretary for Environment and concurrent EMB Director Jacqueline A. Caancan, CESO III, administered Oath to eight ( 8 ) newly-promoted employees and one (1) newly-hired employee of EMB-CAR during a hybrid ceremony.

EMB CAR attended the 2nd EMB National Management Conference cum Midyear Assessment Workshop for CY 2024 at the Luxent Hotel, Timog Avenue, Diliman Quezon City from July 17 to July 19, 2024.

The conference is attended by the Regional Directors, Division Chiefs, and

Planning Officers from the different EMB regional offices along with OIC – Assistant Director and concurrent EIAMD Chief, all Division Chiefs, EQMD Section Chiefs, EIAMD – Systems Planning and Policy Section Chief, AFMD – Budget Section Chief, and technical staffs from EMB Central Office. // MSS

EMB CAR organizes the Forum of Adopters in CAR cum MOA Signing Renewal of Adopters

EMB CAR organized the Forum of Adopters in CAR cum MOA Signing Renewal of Adopters with Lectures on Environmental Laws and simultaneous Permitting on Wheels (POW) as part of the celebration of World Environmental Health Day on September 26, 2024 at the Newtown Plaza Hotel, Baguio City.

With the theme of the World Environmental Health Day 2024: Environmental Health: Creating a Resilient Communities through Disaster Risk Reduction and Climate Mitigation and Adoptation, there is a growing recognition that fostering knowledge sharing with our adopters is one way to create a sustainable partnership with them.

OIC Regional Director Engr. Jean C. Borromeo welcomes the participants and shares the origin of the Adopt-an-Estero program citing that the program is a response to the continuing mandamus issued by the Supreme Court against government agencies including DENR to clean up, rehabilitate and restore Manila Bay. The success of the program in the Manila Bay Regions was mandated to be replicated in other parts of the country.

To the main part of the event, RD Jean and EMED Chief Engr. Raul G. Cubangay sat down for the MOA signing with the delegates from the twenty-two (22) old adopters and eight (8) new adopters.

The old adopters includes Luzon Hydro Corporation, SN Aboitiz Power Inc. Ambuklao Hydroelectric Power Plant (Ambuklao, HEPP), SN Aboitiz Inc. Binga Hydroelectric Power

Plant (Binga, HEPP), Cordillera Hydroelectric Power Corporation, Itogon Suyoc Resources Inc. (ISRI), Philex Mining Corporation (PMC), Lepanto Consolidated Mining Company (LCMC), Benguet Gold Corporation, Neverland Resort, Riverview Waterpark, Asin Hotspring Pooten Resort, Nangalisan Elementary School, Tuba National High School, Ifugao State University, National Institute of Information Technology, Pines City College, Easter College, Department of Agriculture Employees Association, Baguio Crown Legacy Hotel, Azalea Hotel and Residences Baguio (Foghorn, Inc), and Bangued Tricycle Operators and Drivers Association.

The new adopters of the program are Mountain Province Polytechnic College (MPSPC) Bontoc Campus, Tadian Campus and Paracelis Campus, Community Environment and Natural Resources Office (CENRO) Sabangan, CENRO Paracelis, PENRO Mountain Province, Department of Public Works and Highways (DPWH) 1st District Engineering Office (DEO) Ifugao, Barangay Tungngod and Goldrich Construction and Trading.

Representatives from the different academes, LGUs, establishments, industries and corporations served as

witnesses in the MOA signing.

Ambient Monitoring Section Chief Ms. Grace I. Solano presented a brief update on the Adopt-an-Estero or Water Body Program as well as the responsibilities of the stakeholders and the issues and concerns of the program.

The second part of the event is comprised with series of lectures on Environmental Laws. Chemical and Hazardous Wastes Permits Section (CHWPS) EMS II Mr. Walter C. Bimuyag started the lecture series with the topic on RA 6969 or the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990. Followed by Solid Waste Management (SWM) Section Chief Mr. Mark Anthony P. Solano for Republic Act (RA) 9003 or the Ecological Solid Waste Management Act of 2000.

Tangan from the Air and Wastewater Permit Section (AWPS) for the lecture on Discharge Permit (DP) and Permit to Operate (PTO) and lastly Ms. Aubrey B. They are accounted as pillars of EMB CAR, who witnessed the changes and development of the office from the very beginning up to present. Let’s get to know them more.

Ms. Laureta A. Wakat is the Supervising Administrative Officer (SAO) under the Finance and Administrative Division (FAD). She is a teacher, a nurse, and a Bachelor of Laws or LLB graduate. Ms. Law (pronounced as “lao”) is known for her calm personality. She is an animal lover who provides a home for stray

animals, making them her family. She is a comfort person to her colleagues who runs to her for advice and support.

Engr. Cynthia E. Romero, Engineer IV and the current Section Chief of Air and Wastewater Permit Section (AWPS) under the Clearance and Permitting Division (CPD). Mommy Cyn, as her “work children” calls her is an introvert person. She may be silent, but she is very attentive to details and is reliable. She is the definition of “less talk, more actions.”

numbers, they consider it as half of their life. but her work shows her diligence. Her colleagues share how recharged she is every day. Her enthusiasm spreads happy vibes to the people around her.

No more stress but more destress. No more 8-5 office work but more 8-hour sleep.

For some, retirement is one of the hardest decisions to make. Others may be excited for it. Some may extend for a while. Nonetheless, what comes after is important. As you end an era, a new beginning starts with the freedom to make more memories and live life without waking up so early to catch up the jeep, worrying about the targets you must accomplish, bringing home your workloads, and staying up late at night to prepare the reports for tomorrow.

No more fieldwork but more travel.

No more meeting with officemates but more storytelling with your family. It will be more time with your hubby or wifey, children, grandchildren, pets, friends, and relatives. It’s time to do the things you love because now, it will all be about YOU.

This year’s theme, USWAG ChE! aims to unite the pillars of the chemical engineering profession, foster collaboration among academia, industry, and government.

PIChE being the sole accredited professional organization for ChE in the Philippines, is dedicated to provide lifelong career development of its members and promote the ethical practice of the Chemical Engineering Profession in the country. // MSS

OIC Regional Director Engr. Jean C. Borromeo and Engr. Marjorie L. Charopang attended the 8th Philippine Women Engineers and Scientist Summit (PWESS) held at Aziza Paradise Hotel, Puerto Prinsesa City, Palawan on August 22 to 24, 2024.

With this year’s theme, “Trailblazers and Changemakers: Women in Science and Engineering for a Sustainable and Inclusive World”, the summit will serve as a platform for empowering women in STEM (Science and Technology, Engineering, Mathematics), celebrating their contributions to science and engineering, solving global challenges through innovation, inspiring next generation, and advancing sustainable development through plenary sessions and panel discussions.

The event is another significant step towards empowering women in science and engineering. // MLC

EMB CAR conducts a Seminar on the Ozone Layer Depletion, Climate Change and Montreal Protocol

EMB CAR conducted a Bootcamp Orientation or Seminar on the Ozone Layer Depletion, Climate Change and Montreal Protocol for students of Rizal Elementary School, Gibraltar Baguio City on September 25, 2024.

FAD Chief Engr. Eldelinita D. Andres and CHWP Section Chief Ms. Alice B. Guerrero along with EMB CAR personnel visited the school for the said seminar. This is in line with the celebration of World Ozone Month 2024 with the theme, “Montreal Protocol - Advancing Climate Actions”.

The objectives of the activity includes identifying the myths and misconceptions about the ozone layer depletion and climate change. It also aims to provide the participants with insights on the activities being undertaken by the government and be an advocate or partner in the protection of the ozone layer. They also discuss DENR policies in relation to the Montreal Protocol and Kigali Amendment. // MSS

CHWMS and CHWPS in Action

Chemical and Hazardous Waste Management Section (CHWMS) and Chemical and Hazardous Waste Permits Section (CHWPS) personnel assisted the EMB Central Office Hazardous Waste Management Section personnel in the conduct of validation and inspection of Tailings Storage Facility (TSF) and MRF-TSD Facility on July 2-5, 2024.

CHWPS Ms. Alice B. Guerrero and Mr. Walter C. Bimmuyag and CHWMS Mr. Kennedy M. Rufino together with Engr. Kim Geo P. Bernal and Engr. Lester Lee E. Bayon from Central Office validated the compliance monitoring of the TSF of Itogon-Suyoc Resources, Inc. (ISRI) and Lepanto Consolidated Mining Company (LCMC) and conducted a TSD inspection of Bakakeng MRF-TSD Facility in Baguio City. // KMR

EMB CAR joins the National Writeshop on GHGI

Engr. Analynne M. Aggabao, Climate Change Focal Person for SWM and Engr. Mclister A. Abellera, Climate Change Alternate Focal Person joinsed the National Writeshop on Greenhouse Gas Inventory (GHGI) cum Kick-off Workshop and Consultation on the Nationally Determined Contribution (NDC) Updating from September 1620, 2024 at Kew Hotel Tagbilaran City, Bohol.

The activity is a combination of workshops, write-shops and lectures that aims to estimate the industrial processes and product use (IPPU) and waste sector emissions and draft GHG inventory report as well as to validate and update the IPPU and Waste sector NDC policies and measures. // MSS

EMB CAR welcomed EMB Region 1 and representatives from the Provincial Government of La Union for a one-day visit at Barangay Bakakeng’s Treatment Storage, and Disposal (TSD) Facility of Waste Electrical and Electronic Equipment (WEEE) and paid a courtesy call at the EMB CAR Regional Office last September 6, 2024. This is part of the Learning and Development activities and capacity training of the personnel from the Toxic Chemicals and Hazardous Waste Permitting/Management Sections of the Clearance and Permitting Division (CPD) and Environmental Monitoring and Enforcement Division (EMED) of EMB Region 1. Further, it also aims to allow an authentic and accurate experience of treatment facilities and expand the

management plans.

EMB CAR hosted the Regional Training Workshop on the Updates on Chemical Rules and Regulations under Title II of Republic Act 6969 held from September 23 to 27 at Soto Grande Hotel in Baguio City.

The workshop addresses key topics such as Polychlorinated Biphenyls (PCBs), Chemical Management Plans, Chemical Safety, Emergency Response Procedures, and protocols for the confiscation of illegal chemicals. FAD Chief Engr. Eldelinita D. Andres welcomed the participants and encouraged them to engage actively in discussions, share their experiences, and learn from one another.

EMB CAR conducts Technical Meeting and Orientation on HWMS for Dental Clinics

EMB CAR conducted Technical Meeting and Orientation on the Online Hazardous Waste Management System (HWMS) for dental clinics on July 30, 2024, at the Old ORD Conference Hall.

Members of the Philippine Dental Association of the Philippines and authorized representatives from the co-located clinic establishments were invited as participants for the said meeting.

OIC Regional Director Engr. Jean C. Borromeo welcomed the attendees and shared the importance of HWMS.

CHWPS Supervising EMS Ms. Alice B. Guerrero facilitated the meeting and orientation with the participants. She also discussed the responsibilities of hazardous waste generators, clustering and environmental clearances/certificates needed by dental clinics in their operations. // MSS

EMB CAR inspects and validates Moog Controls Corporation's APSIs and APCD

Engr. Mclister A. Abellera and Ms. Brenda A. Paneda of the Air and Wastewater Permitting Section (AWPS) conducted inspection and validation of the Air Pollution Source Installations (APSIs) and Air Pollution Control Device (APCD) of the Moog Controls Corporation on August 9, 2024, at PEZA Compound, Loakan, Baguio City.

The establishment has three (3) standby generator sets, which are all classified as large sources, and one (1) unit of thermal spray equipment equipped with a dust collector system. The inspection is conducted to validate the specifications of the APSIs and APCD prior to the processing and approval of the renewal of the Permit to Operate (PTO). The inspection was assisted by the company's Pollution Control Officer, Engr. Leah Katrina I. Santos. //

EMB CAR conducts Roadside ASBO, Monitoring, and Apprehension

The EMB-CAR through the Anti-Smoke Belching Unit (ASBU) of the BLISTT in partnership with LTO – CAR, Tuba Police, LTO deputized partners from LGU Tuba, Sablan and Itogon, as well as from CEPMO Baguio City continues to intensify its anti-smoke belching campaign by conducting roadside anti-smoke belching operations, monitoring, and apprehension on August 9, 2024 along Marcos Highway.

Prior to the operations, the team coordinated with Engr. Jackson Pasamic, Acting Administrative Officer and OIC of the Mayor's Office. During the operation, the team flagged down twelve (12) vehicles where seven (7) failed the smoke test, four (4) passed and 1 vehicle was not tested due to damaged fan. ASBU supports the implementation of RA 8749 or the Clean Air Act through apprehension of smoke belching motor vehicles along major roads. //

EMB CAR conducted the 3rd Regular Regional Ecology Center (REC) Meeting at the Old ORD Conference Hall on August 20, 2024.

Agenda includes the finalization of the Project of Community-Based Waste-to-Resources (WtR) Collection Program in four (4) Barangays in Baguio City who were funded with Material Recovery Facility (MRF) and discussion on the proposed partnership with PetValue, Philippines.

EMB CAR brings together IOs and Focal for PWDs/SCs/Youth for the Retooling on Environmental Laws Seminar

EMB CAR brought together Information Officers (IOs) and Focal for Persons with Disabilities (PWDs), Senior Citizens (SC) and Youth from selected government agencies for the Retooling on Environmental Laws to IOs and Focal for PWDs/SC/Youth held on August 30, 2024 at G1 Lodge Design Hotel, Baguio City.

This activity aims to create a network for activity collaboration between government agencies to further improve learning outcomes and increase participant engagement. Moreover, collaboration across different sectors can also enhance resource sharing and innovation.

In her opening remarks, OIC Regional Director Engr. Jean C. Borromeo gave emphasis to the interconnectivity of government agencies. By working together, government agencies can serve the people more effectively and efficiently.

EMB CAR personnel from the different sections were also in attendance to deliver their lectures on EMB mandates. OIC of Solid Waste Management Section (SWMS), Mr. Mark Anthony P. Solano for Republic Act (RA) 9003 or the Ecological Solid Waste Management Act of 2000 and Mr. Walter C. Bimuyag from the Chemical and Hazardous Wastes Permits Section (CHWPS) for RA 6969 or the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990.

During the afternoon session, Engr. Mclister A. Abellera and

Engr. Mark Benjamin T. Tangan from the Air and Wastewater Permit Section (AWPS) for the lecture on Discharge Permit (DP) and Permit to Operate (PTO); Ms. Aubrey B. Agyao from the Environmental Impact Assessment Section for the lecture on Environmental Compliance Certificate (ECC) and Certificate of Non-Coverage (CNC); and lastly, Information Officer II Ms. Mary Claire S. Luminang for the Workshop Proper/Integration of RA 9512 or the Environmental Awareness and Education Act of 2008.

Agencies present are the Department of Social Welfare and Development (DSWD), Bureau of Fire and Protection (BFP), Department of Trade and Industry (DTI), Department of the Interior and Local Government (DILG), Philippine National Police (PNP), Department of Health (DOH), Philippine Information Agency (PIA), Department of Labor and Employment (DOLE), and the Office of Civil Defense (OCD).

The participants actively engaged in the discussion, raising their questions and clarifications on each lecture to which RD Jean along with the speakers promptly responded to. // MSS

WAQMS attends MinECon

Engr. Kesha B. Codmos and Engr. Garth S. Raymundo, both from the Waste and Air Quality Management Section attended the 8th Mining Engineers' Convention (MinECon) organized by the Philippine Society of Mining Engineers (PSEM) from July 10-13, 2024 at the Twin Lakes Hotel, Tagaytay.

The premier event with the theme, "Innovating for Impact: Harnessing Technology and Expertise for Mining Advancement in the Philippines," was spearheaded by the PSEM-NCR Chapter.

MinECon serves as platform for industry professionals, academics, and government stakeholders to convene and explore the latest advancements, challenges, and opportunities

within the mining sector. This year's theme underscores their commitment to driving positive change and fostering sustainable practices in the mining industry. // MSS

PEMU Mt. Province conducts monitoring of the proposed SLF in Paracelis

PEMU Mt. Province Engr. Randy S. Langgawan and Ms. Maureen F. Menguria conducted monitoring of the proposed Sanitary Landfill (SLF) located at Sinmacbot, Anonat, Paracelis and participated in the tree planting activity led by LGU Paracelis within the vicinity of the proposed SLF of the municipality on July 10, 2024.

Personnel from LGU Paracelis, CENRO Paracelis, Paracelis MPS, BFP Paracelis and Youth Organizations also participated in the said activity.

PEMU Mt. Province personnel then monitor the ongoing construction of the SLF. Engr. Langgawan also discussed with Paracelis Mayor Hon. Marcos G. Ayangwa, CENR Officer Engr. Gilbert G. Mangliwan, and MENR Officer Federico P. Dalayday some of the issues and concerns in the ongoing construction. // MFM

PEMU Ifugao attends the 3rd Qtr MPPDC Meeting

PEMU Ifugao personnel headed by Engr. Gaspar G. Tuguinay attended the 3rd Quarterly Meeting of Mt. Polis Protection Development Council (MPPDC) on, August 8, 2024 held at Lagawe, Ifugao

Ifugao Provincial Legal Office from the Provincial Local Government Unit (PLGU) Ifugao presides over the meeting with representatives from DPWH, CENRO Lamut, PENRO Ifugao, LGU Hungduan. LGU Banaue, PNP Ifugao and NGOs as attendees.

Mt. Polis is a critical watershed supporting domestic needs and irrigates the rice terraces of villages in Hungduan and Banaue towns of Ifugao and adjacent villages of Mountain Provinces. Mt. Polis is the main water source of two (Hungduan and Banaue) of the five sites of world-famous UNESCO inscribed Ifugao rice terraces. (Ngabit-Quitasol, 2018) // MSS

PEMU Apayao assists and participates in the conduct of WACS

The Provincial Environmental Management Unit (PEMU) Apayao headed by Mr. Paul G. Apilis with its Environmental Monitoring Officers (EnMOs) assisted and participated in the conduct of Waste Analysis Characterization Study (WACS) in Luna, Apayao from September 18-20, 2024 held at Barangay San Isidro Sur Gymnasium.

This in line with the goal of the Local Government Unit of Luna, Apayao to determine the average daily waste generated by establishments and households within the Municipality. This WACS activity is for the commercial and institutional sector (private and government establishments) in Luna, Apayao.

EMB CAR conducts Binhisipan (Seminar) Patungo sa maGAnDang Kalusugan ng Kaisipan at Katawan for EMB CAR Employees

As one of the activities of the Gender and Development (GAD) Team of the Environmental Management Bureau, the “Binhisipan (Seminar) Patungo sa maGAnDang Kalusugan ng Kaisipan at Katawan” has been conducted last September 9, 2024 at the Old ORD office of EMB-CAR to promote mental and physical health and awareness among men and women of EMB-CAR.

In coordination with EMBCAR’s safety officers, the office invited speakers from the Department of Health Cordillera Administrative Region (DOH-CAR), Mr. Darwin F. Babon and Ms. Jocelyn Z. Rillorta for the discussion of Human Immunodeficiency Virus (HIV), Hepatitis A, Hepatitis B, Hepatitis C, Tobacco, Tuberculosis and its effects to mental health; and Dr. Ferdinand P. Gonzales for the discussion of the Use of Harmonized Gender and Development Guidelines (HGDG) to Mainstream GAD and Project Implementation and Management Evaluation (PIMME).

The discussion of the HGDG is an eye-opener for the participants, because it was discussed on how to maximize the agency’s attribution

cost. From planning, budgeting, implementing and evaluating the agency’s Programs, Activities, and Projects (PAPs) using the HGDG and PIMME checklists and guidelines, it was explained that the agency may utilize 100% of the total budget and at the same time, gender responsive.

Tips in developing PAP proposal with a gender perspective in relation to the ten (10) elements of a gender responsive programs and projects and how to integrate them in the training designs were also discussed in order to attain maximum attribution.

Attribution to GAD Accomplishment Report (AR) were also tackled to let the audience know how and what activities may be included in the AR.

HIV, Hepa A, Hepa B, and Hepa C were discussed, followed by the

Tobacco, Tuberculosis and its effects to mental health were very fruitful as the participants learned about the risks of the said ailments and so with smoking and betel quid (momma) chewing. Treatments and medications for the said ailments were also discussed where DOH-CAR also took the opportunity to discuss the treatment and medications that they offer for free as part of the government’s programs. This includes free HIV testing, free Pre-Exposure Prophylaxis (PrEPs) to help the HIV positive individuals and also their family.

Other programs such as free condoms were also promoted. As a result of this program, EMB-CAR distributed and placed the condoms in the male and female restrooms of the new building. // ABG

EMB CAR Loyalty Awardees

In recognition of their commitment and service to the government, ten (10) EMB CAR employees received the Loyalty Award last September 30, 2024 at the DENR - CAR Multipurpose Hall during the 124th Civil Service Month Culminating Activity along with other awardees from DENR CAR, MGB CAR and WWRRDEC.

EMB CAR Loyalty Awardees are Ms. Imelda A. Abarques and Ms. Analynne M. Aggabao for their 10 years of service; Mr. Valeriano R. Manicad for his 20 years of service; Ms. Myla T. Amogan for her 25 years in service; Ms. Alice B. Guerrero for her 30 years in service; Engr. Ester L. Aguilar, Ms. Joyce Ann T. Almoite, Engr. Eldelinita D. Andres, Engr. Raul G. Cubangay, Engr. Marie Pina L. Rodas, Engr. Cynthia E. Romero, Ms. Imelda D. Versola and Ms. Laureta A. Wakat for their 35 years in service.

EMB CAR actively participated in the International Coastal Clean-up 2024 held on September 21, 2024. Employees from EMB CAR's and DENR CAR's Regional Office joins the cleanup led by LGU Baguio thru the City Environment and Parks Management Office (CEPMO) and was conducted at Barangay Sanitary Camp, Baguio City. Meanwhile, volunteers from the different provinces of CAR also joins the cleanup in their respective areas. The activity is in compliance to Proclamation No. 470 declaring the third Saturday of September each year as the International Coastal Clean-up (ICC) Day and consistent with Strategy No.6 of the National Plan of Action for the Prevention, Reduction and Management of Marine Litter (NPOA-ML) - Clean-up of Riverine and Marine Environments.

EMB CAR took part in the 3rd Quarter Nationwide Simultaneous Earthquake Drill (NSED) on September 26, 2024 at the EMB CAR Regional Office.

NSED is a quarterly exercise spearheaded by the Office of Civil Defense (OCD) to promote earthquake awareness and preparedness of the general public. It also aims to strengthen the preparedness of the public in the event of a strong ground shaking and its secondary hazards like fire, tsunami, and liquefaction. #DuckCoverAndHold #3rdQtrNSED
