As we embark on another year together, let us continue to give our best in all we do, staying committed to our goal of delivering quality service to the people.

To everyone reading this, I hope that through the articles, you will not only be informed but most importantly, understand the need to protect and preserve our environment.

Ikaw, ako, tayo ang kalikasan. Truthfully, we are “the” environment. As much as we take care of ourselves dearly, let us also take care of our natural home so we can proudly bequeath it to our descendants.

As you go through each page of this newsletter, I hope that you will build up the desire to be a good steward of our environment.

EMB CAR passed ISO 14001:2015 for EMS

EMB CAR passed the Surveillance Audit Results ISO 14001:2015 for the Environmental Management System (EMS) held on March 20, 2024 at EMB CAR’s Old ORD Conference Hall.

Auditors Mr. Rannie Bernadino and Ms. Thesz Bernadino from the National Quality Assurance (NQA) Global Certification Body conducted the audit for the different department and processes under EMS.

The audit includes Top Management Audit/EMR, Context of the Organization, Leadership, Performance Evaluation (management review), Planning/Risks/ Objectives, Internal Audit/NC/CAR and Documents & Records Control.

It also involves the EMS Committee/ PCO, Environmental Aspect, Compliance Obligation, Emergency Preparedness and

Response, Evaluation of Compliance, Monitoring and Measurement, the Human Resources/Training, and BAC/ Purchasing/External Providers. Lastly, the Operational Control, Offices, Facilities and Grounds.

Prior to the EMS Audit, the ISO Core Team attended the 2-day Awareness/ Orientation Seminar on Environmental Management Systems (EMS) and Occupational Safety and Health (OSH) last March 11-12, 2024 in preparation for the said audit, with Mr. Sony T. Sambo, a Freelance Consultant as their lecturer.

Further, the 2nd Surveillance for the ISO Audit of EMS will be on November 2024.

On the other hand, the ISO Audits for Quality Management System (QMS) will be announced soon. // NNB and MSS

EMB CAR joins DENR CAR CY visioning, planning cum briefing

EMB CAR joined DENR CAR’s Calendar Year (CY) 2024 Visioning and Planning Cum Briefing from January 9 to January 10, 2024.

The activity aims to review the achievements, issues, and concerns from the last CY of different bureaus and Provincial Environment and Natural Resources Offices (PENROs) and work on addressing these concerns to prepare for this CY.

OIC RD Engr. Jean C. Borromeo presented for EMB CAR, and is accompanied by EMED Chief Engr. Raul G. Cubangay, FAD Chief Engr. Eldelinita D. Andres, and CPD Chief Engr. Marie Pina L. Rodas.

After the presentation of issues and concerns, Assistant Regional Director

(ARD) for Management Services Atty. Cleo D. Sabado-Andrada and ARD for Technical Services Engr. Benjamin A. Ventura presented the instruction and directives for the year.

To end the activity, DENR CAR RED Engr. Paquito T. Moreno, Jr. presented his instructions and directives to be accomplished for the rest of the year. // MDP

EMB CAR conducts Direction Setting for CPD, EMED, PEMUs

The Environment Management Bureau Cordillera Administrative Region (EMB CAR) conducted its 2024 Direction Setting for the Clearance and Permitting Division (CPD), Environmental Monitoring and Enforcement Division (EMED), and the Provincial Environment Monitoring Units (PEMUs) from January 11 to 12, 2024 at the old Office of the Regional Director (ORD) Conference Hall.

The Direction Setting is held to harmonize and ensure the smooth implementation of various activities and presentation of targets for 2024,

specifically targets from the EMED, CPD, and PEMUs.

In her opening remarks, EMB CAR OIC - Regional Director Engr. Jean C. Borromeo encouraged everyone to stick to each one’s schedules and finish the activities and targets of each division and monitoring unit within the allotted timeframe. She also advised that each monitoring unit maximize the visit of establishments especially to those from far-flung areas.

After the opening remarks, EMED Chief Engr. Raul G. Cubangay presented the quick overview of the activity and hoped that the meeting be fruitful and civil especially when discussing the year’s

EMB CAR attends the DENR-EMB FY 2025 Budget Proposal Workshop Cum Updating of Unit of Work Measurement from February 26, 2024 to March 02, 2024 in Widus Hotel, Clark, Pampanga.

OIC Regional Director Engr. Jean C. Borromeo together with EMED Chief, Engr. Raul G. Cubangay, FAD Chief Engr. Eldelinita D. Andres, CPD Chief Engr. Marie Pina L. Rodas, Overall PISMU Supervisor, Ms. Myla T. Amogan and Budget Officer, Ms. Elvie P. Cayat attended the said workshop.

The 4-day event aims to harmonize the Bureau’s programs and activities with the Department’s thrust and priorities and to act on various concerns of the Bureau and its stakeholders.

Units of the three (3) WQMAs in the region to initiate interventions in terms of solid waste, liquid waste, habitat and resource management.

The localized program was initiated by RD Engr. Jean C. Borromeo during her first stint as a Regional Director of EMB CAR in July 2023 to replicate the best practices in the National Capital Region (NCR) in the continuing restoration of its waterways.

Recognizing its impact to the improvement and conservation of river systems in the region, EMB CAR adopted the Gawad Taga-Ilog Program of the DENR NCR. It is an annual event spearheaded by the DENR NCR to recognize the efforts of partners and Local Government Units (LGUs) as a response to the continuing mandamus of the Manila Bay. Eleven LGUs of the Bued, Balili and Upper Amburayan River System WQMA, line agencies, Non-Government Organization (NGO), CSOs and the academe accepted the challenge and committed to support the CARayan in CAR.

The competition runs from March 22 to January 22, 2025 and awarding will be on March 22,2025 in celebration of World Water Day. // ETB

EMB CAR brings together the Technical Working Groups of the 3 Water Quality Management Areas in the Region

The Environmental Management Bureau Cordillera (EMB CAR) convened its Governing Board members for the 3rd Quarter Bued and Balili River System WQMA meeting on July 25, 2023 at the 456 Hotel, Baguio City.

Ms. Grace I. Solano, OICHead of AMS recognized the efforts of the Local Government Units, member agencies, academe and the private sector for their continuous contribution in the attainment of the goals of the WQMAs.

As a background, the oldest WQMA is the Balili River which was designated in 2013, followed by Bued river in 2016 and Upper Amburayan River in 2018. These 3 WQMAs are distinctively different especially, in terms of pollution sources and loading. Balili river traverses the municipality of Sablan and the two highly-urbanized areas in Benguet (La Trinidad and Baguio City) while Bued river is located in areas (Itogon and Tuba, Benguet) where mining activities are rampant. Amburayan river is situated in areas in which numerous vegetable gardens and farmlands abound. The cleanest among the three rivers in terms of laboratory results obtained from the previous years is the Upper Amburayan river. // ETB

EMB CAR joins MRFC, PMC mine visit, meeting

EMB CAR’s EMED Chief Engr. Raul G. Cubangay joined the 4th Quarter Mine Rehabilitation Fund Committee (MRFC) Mine Visit and Meeting at the Philex Mining Corporation (PMC), Padcal, Tuba, Benguet on January 19, 2024.

Regional Director (RD) Fay W. Apil of the Mines and Geosciences Bureau CAR (MGB-CAR) and MRFC Chairperson also joined the activity and headed the group comprised of representatives from the Department of Environment and Natural Resources CAR (DENR-CAR), Municipal Local Government Unit (MLGU) Tuba, Benguet, MLGU-Itogon, Benguet; Barangay LGU (BLGU) Camp 3, Tuba; BLGU Ampucao, Itogon; NonGovernment Organizations (NGOs) and PMC. Technical Personnel from the MGB-CAR also joined the event.

The MRFC is focused on improving and strengthening further its systems and initiatives to achieve a more effective implementation and monitoring of environmental programs by mining contractors and permit holders.

Engr. Marie Aurora S. Dolipas, Safety and Risk Management Manager of PMC welcomed the participants at the Smith Hall, PMC. Other PMC personnel who joined the activity were Engr. Daniel Biala, TSF Manager; Mr. Steward Montino, Environmental

Compliance Coordinator; Ms. Jessica P. Molina, Environmental Data Analyst and Program Coordinator; and Engr. Rowena U. Sapera-Blanco, MEPEO.

The Mine Visit was for the MRFC members to be appraised and have a firsthand knowledge/appreciation of the mining operations of Philex. The sites visited were the following; Tailings Storage Facility (TSF) 1 Spillage Recovery Operations, Bamboo Plantation at TSF 1, Albian Creek Boulder Silt Traps, Bumolo Slide, Subsidence Area, operational TSF 3; and the Pacdal Mine.

The Padcal Mine of PMC has been in operation since 1958 and is the first underground block cave operation in the Far East. Since the mine started commercial operations, it has been producing copper concentrates, with gold and silver as by-products.

After the mine visit in the morning, the MRFC 4th Quarter Meeting was conducted in the afternoon. Among the agenda discussed were the following; the Presentation and Approval of the 4th Quarter Multi-Partite Monitoring Team (MMT) compliance Monitoring and Validation Report (CMVR) Report; the Presentation and Approval of the Financial Report of PMC. Earlier, the Annual Environmental Protection and Enhancement Program (AEPEP) for CY 2024 of PMC was approved by the MRFC. // RGC

EMB CAR visited 3 schools in Sablan, Benguet for the EnviReading Caravan: Sablan Edition

EMB CAR visited Omas Ampaguey Integrated School (OAIS), Jose Gonzales Elementary School (JGES) and Yabyabuan Multigrade School (YMGS) consecutively for the EnviReading Caravan: Sablan Edition.

On February 23, 2024, EMB CAR personnel conducted the 1st EnviReading Caravan in OAIS where the Environmental Education and Information Unit (EEIU) headed by Ms. Mary Claire S. Luminang partnered with the school through Project Development Officer I (PDO I) Ms. Phoebe Mar L. Daganos for a reading activity focused on Solid Waste Management (SWM) and Climate Change. Mr. Randy N. Berdal, EMS I from Ecological Solid Waste Management (ESWM) Section also discussed Waste Segregation to the participants.

Two weeks after, on March 8, 2024, EMB CAR went to JGES for the continuation of the EnviReading Caravan. Mr. Berdal discussed about Waste Segregation. Ms. Luminang served as the Reading Ambassador and read the Story of Papa Gong to the participants. Then, the children happily welcomed Basura Buster who led a dance with the song “Kung walang aksaya, masaya”.

Lastly, EMB CAR concluded the EnviReading Caravan in YMGS on March 22, 2024. Mr. Berdal explained about Waste

Segregation to the pupils. He gave a simple activity to the pupils where they segregated wastes on its proper label - Reduce, Reuse, Recycle, and Biodegradable. For the reading activity, EEIU staff Ms. Melodie S. Sacla served as the Reading Ambassador and shared the story of Papa Gong to the pupils who actively listened in the storytelling.

After all the discussions and readings, EMB CAR explained the Search for Sustainable and Ecofriendly Schools with the representatives of each schoolPrincipal Nilo P. Oyam of OAIS, Teacher In-Charge, Mr. Resty D. Soltero of JGES and Ms. Pastora S. Cosisi and Ms. Ruth L. Polino of YGMS.

Aside from Elementary, Junior High School students and teachers, there are also barangay officials, Barangay Health Workers (BHWs), and parents who joined the caravan,

EMB CAR joins Kalinisan sa Bagong Pilipinas Program

EMB CAR joined DENR in the “Kalinisan Sa Bagong Pilipinas Program” on January 6, 2024.

The Kalinisan program is a convergence initiative to consolidate all efforts of the government to maintain and provide a healthy and safe environment for all by capacitating Local Government Units and enabling community participation.

Participating barangays for Baguio City includes Barangay Hillside, Barangay Camp 8, Barangay Balsigan, Barangay Ferdinand Marcos, Barangay Lower QM, Barangay Lower Quarry, Barangay Lower Lourdes, Barangay Lourdes Proper, Barangay Victoria Village, Barangay

new targets.

Overall Planning and Information System Management Unit (PISMU) Supervisor Ms. Myla T. Amogan presented the directives and instructions from EMB Central Office about the Universe or the database for the allotted targets. She was then followed by CPD Air and Wastewater Permit Section (AWPS) Staff Mr. Nestor B. Poclis, Jr. and Management Information System (MIS) staff Mr. Gabriel O. Mendoza to present the navigation of the Universe.

CPD Staff Engr. Aldrick B. Kewan then discussed the CPD targets for PEMUs and Water and Air Quality Management Section (WQMS) Head Engr. Lowell G. Barton, Jr. then presented the EMED targets for PEMUs. Both discussions were followed by an open forum to discuss said targets.

Present during the meeting were the PEMUs, CPD staff, and EMED staff. The meeting concluded on January 12, 2024. // MDP

Participating barangays for Bontoc, Mountain Province include Barangay Caluttit, Barangay Bontoc Ili, Sitio Eyeb, Barangay Poblacion and Barangay Samuki.

Alab Oriente, Bontoc, Mountain Province joined in the conduct of clean up drive led by Punong Barangay Archibald P. Tabbang with his Kagawads, Barangay Personnels, 4Ps beneficiaries, senior citizens, and community residents. A total no. of 42 participants filled 46 sacks

of collected garbage having an estimated weight of 138 kilograms.

Barangay Otucan Norte, Bauko, Mountain Province cleaned along Roadsides and canals, a total number of 23 participants filled up 16 sacks of collected garbage having an estimated total weight of 178 kilograms distributed as follows: 11 sacks of used plastics weighing 66 kg; 3 sacks of tin cans weighing 36 kg; 1 sack of glass bottles weighing 8 kg; 1 sack of rubber interior weighing 8 kg; and 6 sacks of residual wastes weighing 60 kg. // RTT and MFM

Ceremonial Turnover of PDSF

EMB CAR facilitated the ceremonial turnover of two (2) Preliminary Disinfection and Storage Facility (PDSF) on February 6, 2024, at the BSTP, Sanitary Camp and Wangal, La Trinidad, respectively.

OIC-Regional Director Engr. Jean C. Borromeo, represented EMB CAR while Atty. Rhenan G. Diwas, City Environment and Parks Management Officer represented Baguio City.

Meanwhile in La Trinidad, Gov. Melchor D. Diclas of the Province of Benguet with BENRO Julius Kolin joined the turn-over.

The PDSF that includes a 20-footer container and yellow bins/drums originally aimed to improve the collection of COVID-19 related healthcare waste from quarantine facilities, testing facilities, and vaccination sites located in remote areas including small generators that are not serviced by a Transport, Storage, and Disposal facility.

Aside from Baguio City and Benguet, there are also installation sites in Abra, Apayao, Ifugao, Kalinga, Mountain Province and Tabuk City, Kalinga.

Women’s Month

EMB CAR joins the Ecological Waste Management and Sustainability Fair and Women’s Month Celebration

EMB CAR joined the Ecological Waste Management and Sustainability Fair cum Women’s Month Celebration on March 17, 2024 at Malcolm Square, Baguio City.

Women’s Month and environmental sustainability are interconnected issues that require a holistic and inclusive approach. Hence, by recognizing the contributions of women to environmental sustainability, promoting gender equality, and supporting women’s leadership in addressing climate change, we can advance sustainable development and protect the planet for future generations.

The activity was in partnership with Zero Waste Baguio Inc., and the Baguio City LGU and various groups led by Hon. Councilor Betty Lourdes Tabanda.

Further, the participants signed a Pledge of Commitment where they pledge to take care of the environment, apply the 3Rs, support others in leading the way to a greener world, share what they know to the people around them and speak up better rules to help everyone live more sustainably. // MCSL

EMB CAR set up an Entrep/Photo Booth

EMB CAR supported the Women’s Month Celebration by setting up a Photo/Entrep booth at the lobby of EMB CAR’s office.

The booth catered different local products to the employees and visitors. The booth is decorated with womenrelated symbols, facts, and words for

women empowerment. It also served as a Photo booth with some fun props for everyone.

EMB CAR encouraged everyone to support the Women’s Month by buying the products and take a photo on the booth.

The booth opened daily until the end of March 2024. // MSS

EMB CAR held a “Pagpupugay sa mga Kababaihan” Program for the Women’s Month

EMB CAR celebrated the Women’s Day on March 18, 2024 at EMB CAR ground with both men and women personnel in attendance in support with the National Women’s Month Celebration 2024.

After the flag ceremony, CHWPS Supervising EMS Ms. Alice B. Guerrero and EEIU Information Officer II and GAD FPS Ms. Mary Claire S. Luminang facilitated the program for the Women’s Day Celebration.

CPD Chief Engr. Marie Pina L. Rodas shared how women beautify all things from houses, workplaces and even lives. In addition, FAD Chief Engr. Eldelinita D. Andres encouraged both men and women to aim and move forward towards an equal society where everyone rise together.

OIC-Regional Director Engr. Jean C. Borromeo reminded everyone to free themselves from whatever that limits

them in making the globe a better place. Engr. Borromeo cited DENR Secretary Ma. Antonia “Toni” Yulo-Loyzaga’s speech last year in celebration of International Women’s Day saying, “We [women] cannot just rest on our laurels and say we need to be recognized because we are women. We must be women of substance, women of purpose, and women of achievement.”

EMED Chief Engr. Raul G. Cubangay also shared his message of support to the women quoting the famous line, “Happy Wife, Hapy Life” and that women are effective and efficient.

After the inspirational messages, men personnel and OJTs gave flowers to

all the women personnel and OJTs in the office. There were also games related to Women’s Month and RA 6969. Indeed, Happy Women’s Month to all goddesses out there! // MSS

EIA in Action: Proposed Minahang Bayan in Calanasan, Apayao

EMB-CAR Regional Director Jean C. Borromeo and CPD Chief, Engr. Marie Pina L. Rodas led the technical team from the Environmental Impact Assessment (EIA) Section of the Clearance and Permitting Division in the conduct of ocular inspections for the Proposed Minahang Bayan Sites of Bulawan Land Owners Small Scale Mining Association (BLOSSMA) and YCalanasan Minahang Bayan Association (YMBA) at Barangays Butao and Eva Puzon in the municipality of Calanasan, Apayao on February 17-18, 2024.

MGB-CAR Regional Director Fay W. Apil and her team were also present during the said inspection along with other key stakeholders including PMRBApayao and the project proponents.

On February 23, 2024, RD Engineer Borromeo and CPD Chief Engr. Rodas led the EIA team in the conduct of the technical review meeting to evaluate the ECC applications of BLOSSMA and YMBA for their proposed small scale mining projects.

The meeting primarily aimed to assess and enhance the proposed projects’ Environmental Impact Management

Plans as well as to reconcile the annual extraction rates to be declared and the components to be included in the scope of the ECCs.

In attendance were the associations’ presidents, Mr. Alexander Bisip and Mr. Roman Austodillo, representatives from the Provincial Governor’s Office led by Ms. Lilybeth Dascil, Engr. EMB CAR visits ISRI

EMB CAR visited Itogon Suyoc Resources Inc. (ISRI) in Sitio Sangilo, Brgy. Poblacion, Itogon, Benguet on February 26, 2024 for the survey, inspection, and validation of equipment, treatment facilities, and chemical treatment processes of the company.

Engr. Aldrick B. Kewan, Engr. Hope P. Turiano, Ms. Brenda A. Paneda, and Mr. Nestor B. Poclis Jr. from the Air and Water Permitting Section conducted the survey and validation of the various Wastewater Treatment Facilities of ISRI for issuance of Discharge Permit and the newly installed Air Pollution Source Installations, and Air Pollution Control Device for issuance of Permit to Operate. They also validated the current chemical treatment process for the mine tailings of ISRI.

Calibration of Air Quality Monitoring Equipment (AQME)

The Ambient Monitoring Section personnel assisted the EMB Central Office on the calibration of Air Quality Monitoring Equipment (AQME) from January 29-February 2,2024.

The E-BAM PLUS Environmental Beta Attenuation Mass Monitor measures particulate matter concentrations. While the Differential Optical Absorption Spectroscopy system measures the following gases such as ozone, xylene, toluene, benzene, sulfur dioxide and nitrogen oxide. These equipment are calibrated to ensure the reliability and accuracy of data measurements.

EMB CAR brought together Kalinga LGU representatives for the 3-day Community-Level Greenhouse Gas Inventory cum Consultation Meeting on Solid Waste Data on March 13-15, 2024 at Paragon Hotel and Suites, Baguio City.

EMB CAR conducts Community-Level GHG Inventory to Kalinga LGUs

EMB CAR conducts a Workshop on Community-Level Greenhouse Gas (GHG) Inventory Cum Consultation Meeting on Solid Waste Data with the Local Government Units (LGUs) of Kalinga from March 13 to 15, 2024 at Paragon Hotel and Suites, Baguio City.

The 3-day workshop aims to provide sufficient practical knowledge and updates in Climate Change (CC) and on GHG Inventory and Management.

Combined women and men representatives from the LGUs of Lubuagan, Pasil, Pinukpuk, Tabuk City, Tanudan, Tinglayan and the Province of Kalinga were equally capacitated and equally participative during the workshop.

EMB CAR OIC – Regional Director Engr. Jean C. Borromeo and EMED Chief Engr. Raul G. Cubangay joined the first part of the meeting where they answered questions from the participants.

Afterwards, the participants were given a worksheet for the Computation of GHG Emissions from Fuel Combustion.

On Thursday, March 14, 2024, Ms. Liz Silva from DENR Climate Change Service discussed the GHG Inventory Toolkit, the Good Practices on GHG Inventory, Planning and Designing the GHG Inventory and the Presentation of the Philippine NDC and other Mitigation Measures. There also an equal opportunity for both women and men during the hands-on exercises and consultation meeting with the participants. // MSS

EMB CAR attends the Regional Consultation PBSAP in line with KMGBF

Ms. Myla T. Amogan, Overall PISMU Supervisor of EMB CAR, attended the Regional ConsultationNorthern Luzon Cluster on the Assessment and Updating of the Philippine Biodiversity Strategy and Action Plan (PBSAP) in line with the Kunming Montreal Global Biodiversity Framework (KMGBF) held on February 6 to 8, 2024 at Widus Hotel, Clark, Pampanga.

Participants came from Regions 1, 2, and CAR representing various

NGA, LGUs, Research and Academic Institutions, CSOs/NGOs, Partner agencies and Organizations, and the Private Sector.

The objectives were to review progress and align the current PBSAP with the KMGBF Framework; develop an action plan with concrete targets and indicators, including a Biodiversity Finance Plan, to assist the country in meeting its national targets and contributing to global goals; and draft a monitoring framework for assessing the implementation of the updated PBSAP.

EMB CAR conducted a Basic Operation and Maintenance Training of the Agilent 5800 Vertical Dual View Inductively Coupled Plasma-Optical Emission Spectrometer at the EMB CAR Laboratory. Agilent 5800 Vertical Dual View Inductively Coupled Plasma-Optical Emission Spectrometer is an equipment used for the analysis of heavy metals. Mr. Eliaquem L. Tepait Jr. and Ms. Kayla Alea P. The Bued River System and Balili River System WQMA Governing Board members approved their 2024 Action Plan at the Newtown Plaza Hotel, Baguio City. The 2024 Action Plan of the two Governing Boards will serve as a roadmap of activities to be implemented and accomplished this calendar year. // ETB

EMB - CAR attended the City of Baguio’s Ecological Solid Waste Management Seminar for Barangays conducted at the RNJ Hotel in Baguio City. Engr. Ester. Solano, Sr. EMS of the Ambient Monitoring Section (AMS) represented EMBCAR and joined the first localized Sustainable Development Goals (SDGs) Expo in Cordillera at the Multi-purpose Hall, Baguio City Hall where she lectured on the salient points of RA 8749 or the Philippine Clean Air Act and RA 9275 or the Philippine Clean Water Act, which are important for achieving the SDGs.

The EMB-CAR Air and Water Permitting Section (AWPS) from CPD inspected the Sewage Treatment Plant (STP) of Skyworld Hotel located at Camp 7, Kennon Road, Baguio City and 3-unit standby generator set and 4-unit septic tanks of Eliannah Pines Hotel located Phase 4, Green Valley Village, Dontogan, Baguio City. EMB CAR organizes CapDev for ENMOs

EMB CAR organized a 3-day Capability Building for the Environmental Monitoring Officers (EnMOs) including EnMO Geologist and EnMo Civil Engineer of the Regional Office (RO) at EM Royale Hotel and Beach Resort, San Juan, La Union from March 13-15, 2024.

The capability building aim for EnMOs to be technically capable of conducting or assisting in the implementation of Key Result Areas (KRAs) on Solid Waste Management (SWM) and to enhance their capability to prepare precise, clear, and well-structured reports. Also, the training provided an avenue where a unified message during IEC activities for the success and effectiveness of the campaign or initiative of the Bureau

Moreover, the training aimed to inculcate appropriate norms and conduct befitting of a government employees echoing Secretary Ma. Antonia Yulois disseminated.

The award was given for incurring the lowest number of accumulated Action Center and Hotline 8888 Tickets for 2023 among all the EMB and Mines and Geosciences Bureau (MGB) Regional Offices in Luzon.

Moreover, the Seminar-Workshop was held to ensure the efficient implementation of the DENR Action Center/Hotline 8888 operations pursuant to Executive Order No. 06, s, 2016 or the EO Institutionalizing the 8888 Citizen’s Complaint Hotline and Establishing the

Loyzaga’s definition of DENR employees in the context of “Bagong Pilipinas” who are not only disciplined, excellent, noble and responsible, but are accountable for all their actions.

8888 Citizen’s Complaint Center.

The 8888 Citizen’s Complaint Center serves as a mechanism where citizens may report their complaints and grievances on acts of red tape as defined under the Republic Act No. 9485 or the AntiRed Tape Act of 2007; and to report on corruption of any national government agency, and Government-Owned and Controlled Corporation/Government Financial Institutions (GOCCs/GFIs).

Solid Waste Management (SWM) Section Technical Personnel, Engr. Analynne M. Aggabao, Engr. Lala D. Boacon, and Geologist, Mr. Christian I. Legara together with PEMU Abra Ms. Joyce Ann A. Almoite conducted an Assessment and Evaluation of the Proposed Sites for the Development of Sanitary Landfills in the LGUs of Bangued, Lacub, San Juan, and Tubo in the Province of Abra.

Jean C. Borromeo. She presented the status of the 2023 Water Quality of Upper Amburayan River System (UARS) and the 2023 accomplishment as well. // GIS

EMB CAR joined the meeting of Benguet’s Provincial Solid Waste Management Board (PSWMB) on March 13, 2024, held at the Provincial Governors Conference Hall in the Provincial Capitol Main Building. EMB-CAR convened the 1st Quarter Upper Amburayan River System - Water Quality Management Area (UARS-WQMA) Governing Board Special Meeting at Paragon Hotel and Suites, Otek Street, Baguio City. As part of the agenda, the 2024 Action Plan of the Upper Amburayan River System- Water Quality Management Area was approved.

EMB CAR joins the Tree Hugging Campaign! We Belong Tree-gether!

OIC-Regional Director, Engr. Jean C. Borromeo together with Chief, FAD, Engr. Eldelinita D. Andres, Chief, EMED Engr. Raul G. Cubangay, Chief, CPD Engr. Marie Pina L. Rodas and the different Section Chiefs joined the tree-hugging day campaign from February 12-16, 2024. Tree hugging is a wonderful way of reconnecting with nature on a deep level. It can help us slow down; to appreciate the wee things in life. Above all, trees can teach us patience.
