On lucky October 13th, the Nevada Cannabis Compliance Board (CCB) and the Nevada Department of Taxation (DoT) released Fiscal Year 21 (FY 21) figures reporting more than $1 billion in taxable sales by Nevada’s legal cannabis industry over a 12-month period. Wow, that’s something to ponder. During FY 21, which comprised July 1, 2020 – June 30, 2021, the Silver State’s licensed adult-use cannabis retail stores and medical dispensaries generated $1,003,467,655 in taxable sales. This is especially extraordinarily because this period was when Nevada, particularly Las Vegas, was without its throngs of tourists. Due to the impact of the coronavirus (COVID-19) pandemic, the number of visitors to Las Vegas dropped sharply. In 2020, Las Vegas recorded roughly 19 million visitors, in comparison to the 42 million visitors it attracted in 2019. It’s interesting to note that this is an increase of more than $318 million as compared to the total of $685 million in taxable sales from FY 20. This number translates to an exceptional number of Nevadans enjoying the fruits of the cannabis industry’s labor as they were whiling away their days in quarantine. Note to my fellow Las Vegans who never met a vice they didn’t like, most cannabis sales were in Clark County and unincorporated cities in Southern Nevada. Pre-pandemic, I encountered a lot of Nevadans who were confused and quite angry as they were under the false impression that the state’s schoolchildren were not receiving the benefits of the state’s marijuana tax money as was promised in the Question 2 ballot measure. In November 2016 Nevadans voted to legalize recreational cannabis so the state’s education fund would get a much-needed infusion of funds. But because there are two taxes—a state wholesale cannabis excise tax (Question 2) for education funding, and a retail cannabis excise tax

(courtesy of Gov. Sandoval) for the state’s Rainy Day fund—there was some conflation. This confusion was fixed when in 2019, Governor Sisolak signed SB 545, directing all revenue from the 10-percent retail cannabis excise tax into the state’s education funds or the Distributive School Account (DSA). So, for those folks keeping track, both cannabis taxes now go toward educating the kids. Realistically, any infusion of money from the cannabis industry would only be a drop in the bucket when it comes to education funding in Nevada as it’s a behemoth multi-billion-dollar enterprise. Funding for K-12 education in Nevada totals $5.21 billion or $10,572 per pupil, according to U.S. Public Education Spending Statistics as reported on August 21 by Education Data Initiative. But because over $1 billion was spent on cannabis, $159 million in cannabis tax revenues was transferred to the DSA this year. Over $67 million represents combined revenue from the state wholesale cannabis excise tax, along with civil penalties, licensing and other fees collected through regulation of the cannabis industry. And over $92 million in retail cannabis excise tax revenue went to the DSA in FY 21. The best part about the tax monies is it came from Nevadans. As I noted above, tourists weren’t here to participate in any smoking sessions, so it was the homegrown crowd who was toking their way through the pandemic. Whether for boredom, anxiety, sleep or just calming their jangled nerves, Nevadans not only soothed their souls with a little cannabinoid therapy but infused the state’s education coffers.

REAL LIFE LEAKS IN AROUND THE EDGES OF FREELAND ’S SCRIPTED STORY By Josh Bell | Photo credit: Mario Furloni

The legalization of cannabis has opened lucrative new opportunities for many entrepreneurs and business owners, but it’s also left plenty of people behind. Devi (Krisha Fairchild), the main character in Mario Furloni and Kate McLean’s drama Freeland, is one of those people. A longtime resident of Northern California’s Humboldt County, Devi has been growing marijuana for decades, cultivating unique strains and selling to contacts across the country. She employs a small crew of workers to help her pick and pack each year’s harvest, and she makes a modest but satisfying living. Sure, it’s all illegal, but Devi isn’t a drug kingpin. She’s just an independent farmer with a unique crop. Furloni and McLean met people like Devi when they made the 2011 short documentary Pot Country in Humboldt County as journalism students. “We kind of fell in love with the community,” McLean says. “It was well before legalization. There were things that people couldn’t say to us on camera that we were still thinking about all the time.” When the pair decided to move from documentary into fiction filmmaking, they returned to that same area. “The sea change of legalization swept through, and we started hearing from people that we know about some of the impact that to us initially was unexpected, of difficulties making the transition in that moment. We knew that that was what the film needed to be about.” Freeland isn’t a documentary, but Furloni and McLean present it in a naturalistic style, shooting at real working farms and trim rooms and even a cannabis industry convention, where Devi is bewildered by all the modern capitalistic innovations. “We wanted to let real life leak in around the edges of a scripted story,” McLean says. “We really tried to keep it as true to the spirit of the place and to the current climate of the place as possible,” Furloni adds. The movie kicks off with Devi getting a notice from the government to shut down her farm, since she never applied for the proper permits to make her operation legal. Learning

about real letters like that helped shape the arc of the narrative. “Once we heard about what was really happening, and we kept meeting people who this had just happened to them, we thought, this is it,” Furloni says. “We incorporated that into the story.” As Devi attempts to keep her farm solvent, belatedly applying for permits while also still working her illicit contacts and attempting to pay her workers, she visits with neighbors who’ve adapted to the new regulations in different ways. One old friend from her commune days sells his farm and quits the business. Another younger colleague has transitioned to a fully legal operation, with modern, streamlined efficiency. Devi, a holdover from the hippie era, feels out of place in more ways than one. “We always thought about it as a cannabis film,” McLean says of Freeland, “but we also always thought about it as a film about getting older in America, and a film about feeling the economic rug pulled out from under you.” To embody that range of emotions, the filmmakers rely on Fairchild, a veteran character actor who became a sudden indie sensation in her 60s as the star of the 2015 film Krisha, directed by her nephew Trey Edward Shults (It Comes at Night, Waves). There was never anyone else considered for the role. “We had her in mind since we watched Krisha,” Furloni says. “We knew it had to be her.” Even in Freeland’s most impressionistic moments, Fairchild keeps Devi grounded and real, someone you could easily imagine running into on an actual Humboldt pot farm. “There was a time in her life when she almost took this path,” McLean says of Fairchild. “She found it very easy to relate and then to create around what we had given her.” Furloni and McLean gave their actors room to improvise and worked with non-actors in the scenes set at actual cannabis-industry locations, including letting Fairchild interact with unsuspecting convention attendees. “It was the first day we shot with her, and we just went there and shot it almost like Borat-style,”


Furloni explains. “We couldn’t have imagined some of those scenes that are in there, because they’d seem a little too onthe-nose almost.” Unlike the many cannabis documentaries that have proliferated in recent years, Freeland isn’t built around sending a message, but there are lessons that cannabis consumers can take from Devi’s story. “I see some encouraging signs of people caring about where their pot comes from, like they care about so many things, like where their clothes and their food comes from,” Furloni says. “There is a chance of carving an industry in a slightly different way. We can only hope.” The filmmakers plan to continue exploring this semiforgotten aspect of the cannabis industry with their next project as well. “We’re currently working on a TV series idea that would look at the cannabis industry in the same region, but in the early ’80s when it was just shifting from something that hippies did in their back yards to something that you can really make money with,” Furloni explains. Citing both HBO comedy High Maintenance and Ray Raphael’s influential nonfiction book Cash Crop as favorite takes on cannabis, Furloni and McLean have found a balance of serious analysis and emotional honesty in their approach to telling cannabis stories. People like Devi would approve. Freeland is available November 19 on VOD.

HEART OF PALM "CRABCAKE" SLIDERS WITH DILL REMOULADE INGREDIENTS: (yields 6-8 crabcake sliders) 4 oz. hearts of palm, drained 14 oz. garbanzo beans, drained and save the liquid (aka aquafaba) 4 cloves garlic, minced 1/4 cup dried nori sheets 1/2 Tbsp. Dulse seaweed 1/2 tsp. creole seasoning 2 tsp. Old Bay 2 tsp. nutritional yeast 2 Tbsp. fresh dill, chopped 1/4 cup fresh basil, chopped 1/4 cup aquafaba (liquid from garbanzo beans) 1 Tbsp. liquid aminos 2 Tbsp. celery, minced 2 Tbsp. onion, minced 2 Tbsp. red bell pepper, minced 1/2 Tbsp. mustard 1/4 cup gluten free flour 1/4 tsp. sea salt 1/8 tsp. black pepper 6 slider buns

FOR BREADING: 2 cups panko 1 tsp. onion powder 1 tsp. garlic powder 1 tsp. Old Bay 2 tsp. nutritional yeast Oil of your choice for frying

FOR DILL REMOULADE: 1/4 cup Vegenaise or vegan mayo of your choice 2 tsp. infused olive oil, Ayé brand 1 Tbsp. lemon juice 2 tsp. fresh dill, chopped 1 tsp. dijon or yellow mustard 1/2 tsp. sriracha (optional)

INSTRUCTIONS: Chop hearts of palm in small pieces and set aside in a bowl. Mash garbanzo beans until slightly chunky and mix in bowl with hearts of palm. Add remaining ingredients for crabcakes and mix well. In a separate bowl, mix ingredients for the breading: panko, onion and garlic powder, nutritional yeast and Old Bay. Measure crabcakes with a 1/3 cup measuring cup and shape crabcakes into patties. Place each patty in panko breading mix and transfer to a plate or sheet pan. Put patties in fridge for at least an hour or in the freezer for 30 minutes so crabcakes can set. Mix all ingredients in a bowl for the dill remoulade and set aside. Remove crabcakes from fridge and heat oil in a frying pan over medium high heat. Fry the cakes for 3-4 minutes on each side or until slightly browned. Remove to a paper towel lined plate to drain. Serve immediately with slider buns and dill remoulade.

ALMOND CRANBERRY TRUFFLES

VEGAN MASHED POTATOES

INGREDIENTS (servings: 6-8)

6-8 medium potatoes 1/2 cup soy-free Vegenaise 1 Tbsp. nutritional yeast 1/2 tsp. ground black pepper 1 tsp. granulated onion 1 tsp. granulated garlic sea salt

INSTRUCTIONS: Peel potatoes and cut into medium chunks. Put peeled potatoes in a large stock pot and cover with water by 1 inch. Add 2 teaspoons salt and bring potatoes to a boil. Cook uncovered for 20 minutes or until potatoes are soft. Do not overcook. Strain potatoes with a colander but keep 2 cups of the potato water. Put potatoes back in the pot and add vegenaise, potato water, nutritional yeast, black pepper, granulated onion and garlic. Mash well with a potato masher or hand mixer. Add additional salt to taste. Mix well. Serve warm. (*This mashed potato recipe is soy free and gluten free.)

1 shallot, diced 16 ounces cremini mushrooms, sliced 1 Tbsp. olive oil 2 tsp. infused olive oil, Ayé brand ½ Tbsp. tamari 2 garlic cloves, minced 1½ Tbsp. fresh thyme leaves ½ Tbsp. chopped rosemary ¼ cup all-purpose flour 3 cups vegetable broth sea salt and freshly ground black pepper

INSTRUCTIONS: Heat regular and infused Ayé brand olive oil in a large skillet over medium heat. Add shallot and cook until soft, about 4 minutes. Add mushrooms and cook until soft, about 8 to 10 minutes. Stir in tamari, garlic, thyme, and rosemary. Sprinkle flour over mushrooms and stir for 1 minute. Add broth and simmer until thickened, whisking often, about 20 minutes. Season with salt and pepper to taste.

1 cup almonds 1/2 cup Ayé brand infused dried cranberries 1/8 tsp. salt 1/4 tsp. cinnamon 2 Tbsp. agave nectar

INSTRUCTIONS: Blend almonds to a fine consistency in food processor until almonds resemble texture of cornmeal. Add salt, cinnamon and infused Ayé dried cranberries. Blend until cranberries are blended well with almonds, approximately 30 seconds. While food processor is still on, slowly pour agave into nut/ cranberry mixture. Blend until mixture starts to clump together and you can roll mixture into balls. Using a tablespoon for measuring, scoop one tablespoon of the mixture and roll into a truffle ball. Repeat until all the truffles are rolled. Store in an airtight container in the fridge for up to 7 days.

INSTRUCTIONS: In a large stock pot, add all the ingredients except collard greens and infused coconut oil. Bring ingredients to a simmer and add collard greens. Allow to cook on low heat, covered for 25 minutes or until tender. Add Ayé brand coconut oil and stir well. Cook for another 5 minutes. Serve warm.

The holidays are upon us and this means fun, family, friends, and food—and most importantly, plenty of raucous festivities. An experienced event planner, I’ve catered exclusive soirees for both novice and experienced cannabis connoisseurs looking for a singular culinary experience. I thoughtfully curate each event in a way that is unique to its guest list and celebratory mission. If you are planning a holiday with friends this year, here are a few of my favorite hospitality how-tos for putting together an unforgettable infused "Friendsgiving" dinner experience. • Select simple menu items. Not everything has to be made from scratch as there are several store products that taste amazing, and you can add your own flair. The goal is to not be overwhelmed this season, but to make items that are easy and fun for you to prepare. • Plan your menu ahead of time. Planning your menu, shopping, and doing a prep list at least a week before your event will keep you organized and stress-free. • Ask for help. I always find it's more fun to prepare meals with others. You can enjoy engaging conversation, listening to music, smoking a joint, and sharing recipe ideas while cooking your favorite meals. • Set up your kitchen space. Clear off and wipe down your counter space. Put away the clutter. Buy nice flowers or herb potted plants. Burn incense or essential oils in a diffuser (my favorites are lavender and jasmine). Play your favorite music. These things will set the tone for your kitchen space, and you can prepare your meals with ease. Your guests will be able to taste the love in your food. • Dose properly. When dosing for a meal, I only use 2-3mg per serving, per course. You don't want the dosing for the full meal to exceed 10-12mg. You don't want your guests to be too "elevated," otherwise the experience will not be enjoyable for them. I use either a hybrid or a mix of sativa and indica THC strains to infuse the dinner portion of the meal. I use CBD for the dessert portion because CBD helps to balance the effects of the THC at the end of the meal. This will leave your guests feeling relaxed and satisfied.

VISIONARIES CUSINE CANNAISSEURS HEALING THE HUNGRY A plant-based chef for two decades, Stacey Dougan has always strived to bring health consciousness through food to the forefront of all her endeavors. One example was her Simply Vegan restaurant located at Downtown’s Container Park, shuttered during the pandemic, where she offered a plant-based menu. “I want to show people you can have plant-based food that tastes amazing—that it is not just a chicken sandwich on a plate,” she explained during a 2018 interview with elevate. Her plant-centric crusade continued with the legalization of cannabis and, especially, the proliferation of CBD. Her next move included advancing the knowledge and acceptance of CBD with a 4&Twenty dinner series Dougan introduced in 2018. She said during our interview of the intimate dinners: “I want people to feel good when they come and when they leave. I know feeling good is the first step to healing, whether it be emotional or physical, because it’s all connected.” With Simply Vegan closed and her 4&Twenty dinners having served their purpose, Dougan is unveiling her next chapter as 2021 wraps up. Not only is she working on a vegan, cannabis-infused line of edibles under Ayé Brand, that so far includes infused kale chips and chocolate chip cookies, the perpetually energetic chef is opening an events company specializing in cannabis wellness, teaching master classes focused on infused dishes, and has a new restaurant on the horizon. SEARCHING FOR SYRUPDIPITY Chef Jesse Garza spent a decade mastering the art of fine dining at some of Las Vegas’s most revered restaurants. From that vault of knowledge, he began to incorporate cannabis. “I think of cannabis in fine dining as a truffle,” he offered during a January 2020 interview with elevate. “It’s something that everyone wants to get their hands on. I think some chefs are skeptical about using it, but it’s an herb. It’s like rosemary or thyme—something that elevates the food.” We first discovered chef Jesse Garza at the end of 2019 as he was building a clientele of cannasseurs interested in hosting private dinners of the gourmet- and cannabis-infused variety. In creating these canna-feasts, chef Garza works with a variety of cuisines from Ethiopian to Mexican—even infusing American classics like s’more and hamburgers, albeit to a much higher caliber than one would cook in their back yard. Garza uses the highly coveted ingredient in a variety of fashions: as garnish, tincture to infuse dishes such as tacos and elote as well as condiments, or even infused dipped bacon. When we circled back with chef Garza this summer, he had pivoted yet again. Although he was still catering gourmet dinners, he’d been bitten by the food truck bug. He told elevate of his latest culinary project, “I just want to do something on a food truck where it’s just more foodie based and become the brunch food truck. I want to do stuff that never would have passed at a Strip brunch.” With this as his inspiration, chef recently opened Syrup702, a food truck focused primarily on chicken and waffles. However, there is a twist. “I'm gonna incorporate CBD into the honey, syrups, and I’ll also be infusing the fresh juices as well,” Garza said, who has been experimenting with cannabis-infused syrups using Blue Agave tincture from City Trees. “I felt like lifting the stigma slowly with CBD would be perfect, especially by adding it to small items like syrup (continue to page 27)

VISIONARIES LEGISLATIVE POWER PLAYERS THE GOOD SHEPHERD A longtime marijuana advocate, legislator Richard “Tick” Segerblom has been instrumental in the forward momentum cannabis has enjoyed in the Silver State during the last decade. Segerblom was first elected to the Nevada Assembly in 2006, next he served in the Nevada State Senate from 2012 to 2018, and in 2018 he was elected to the Clark County Commission. During a July 2017 interview with elevate, the third generation Nevadan said of all the legislation he shepherded to passage while serving in Carson City, he was most proud of working on the state’s 2013 medical marijuana program. “It’s the one that has really changed Nevada and I have to say if I hadn’t been involved, it wouldn’t have happened, at least, at that time. It was going to eventually happen, but it was one of those things where I was at the right place at the right time. It really worked out beyond anyone’s dreams.” One of the highlights of Nevada’s cannabis program has been its stringent lab testing, considered the industry’s gold standard. “When we were writing the law, we looked for the best things out there. Testing seemed like the way to go. It really does set us apart. We really do have the best quality control of any place,” he relayed during our 2017 interview. When Segerbloom gave up his Senate seat in 2018 to successfully run for the Clark County Commission, he was ready to set cannabis aside and work on other legislative initiatives. “I will be involved but I do think it’s time for me to move on to other things,” he told elevate. “Other than having marijuana lounges, I think I have done about as much as I can do.” Although Segerblom said he was ready to move past cannabis, the County Commissioner still has his finger in the (continue to page 27)

THE ACCIDENTAL CANNABIST While Commissioner Segerblom is an old hand at the legislative mambo, lobbyist A’Esha Goins is the new kid on the block—with regard to both maneuvering the political landscape as well as her knowledge in the cannabis space. Goins first entered the cannabis industry in 2013 while working on a medical marijuana licensing application for Las Vegas dispensary Nevada Wellness Center. “To be honest I wasn’t raised with cannabis in my life. I came into cannabis because I fell in love with the business portion of it. I never even touched cannabis until 2013,” Goins told elevate

during our August 2020 interview. When it came time for recreational marijuana licenses to be awarded, Goins met with Senator Segerblom during the 2017 Legislative Session. “I explained the importance of having an opportunity for African Americans to be on the license. We argued and argued because the bill was already in motion, but he went ahead and added the language that you would get extra points for having minorities on your application,” recalled Goins. It was due to that negotiation Goins’ career as a government affairs lobbyist was born. A sophomore lobbyist at the 2019 Nevada Legislative Session, Goins developed three core tenets she considers when pursuing cannabis legislation: freedom, equity, and opportunity. “All the bills that I write have to do with my freedom or my community’s freedom, having equity within the cannabis industry, and to produce opportunity,” explained Goins. For the 2021 Legislative Session, Goins worked on AB 158 which falls under the freedom category. “If a minor is in possession, that’s a misdemeanor. They neglected to change legislation for minors,” explained Goins of the bill that passed unanimously in both the Senate and Assembly and went into effect Oct. 1st. “The point of that is to make sure they are not in the system. Before, if you got picked up it was a misdemeanor, you were in the system.” (continue to page 27)

VISIONARIES MEDICAL MIRICLE WORKERS REIGNING WITH A CANNABIS (S)CEPTER It was in the June 2016 issue of elevate that we first focused on physicians working in the cannabis space. Although rare at that time, we did find a few. One was Dr. Sean Devlin. The board-certified family physician is somewhat of a rarified creature in the world of cannabis care. Not only is he well educated with fellowships in Anti-Aging and Regenerative medicine, a master’s degree in Biochemistry, and doctoral studies in Pharmacology, but he has been treating patients with cannabis since Nevada voters legalized it in 2000. “Back then it was very primitive, it was like if you’re going to smoke it, vaporize it or consume it through inhaling, then you basically had to take metered doses of it via inhaling, so you would have one hit, wait five or 10 minutes, and see if you were having an effect and then take a second one,” explained Dr. Devlin in our ’16 interview, who continued, “Of course, now the world has changed and we have almost pharmaceutical-grade cannabis and, in many cases, are actually able to give milligram dose recommendations to patients for whatever is ailing them along with combinations of different cannabinoids and, ultimately, we are going to recommend a hybrid versus sativa versus indica. We can kind of sculpt a patient’s therapy around different symptoms and what they are looking for as far as either relief or treatment goes. It’s a lot better now than it was 15 or 16 years ago.” Fast forward five years and Dr. Devlin has taken his cannabis advocacy to yet another level. He has teamed up with fellow physicians Ann Barnet and Laning Andrews to develop a product line called Lig & Ceptor. The name is derived from the ligand/receptor interaction at the cellular level. It’s essentially the human body’s idea of a “lock and key" mechanism. The ligand/receptor interaction causes cell mechanisms to turn on/off and aid in the homeostasis and function of a cell. CANNA-PRENEUR WITH A MISSION We also featured Dr. Nick Spirtos in our June 2016 issue. He, too, saw the value of cannabis from a medicinal perspective. Dr. Spirtos, along with four other physicians, applied for a medical marijuana dispensary license to open a Las Vegas dispensary called the Apothecary Shoppe in 2015. A gynecologic oncologist, Dr. Spirtos’ enthusiasm for new methods of treating patients included cannabis. “I grew up in Southern California during the ‘60s,” he quipped, “So although I never used any stuff like that, I certainly had an awareness of it.” That awareness and openness served his patients well later: “You watch enough patients who abandon their treatment because of side effects—you start looking for other answers for them,” he said, “It was clear, anecdotally, that patients who could not have their symptoms relieved by standard available medications were responding to cannabis in a variety of forms.” When elevate interviewed Dr. Spirtos in ‘16, he was conducting a series of medical trials to study the effects of cannabis. The ability to conduct these studies and others like them was a motivating factor in opening the Apothecary Shoppe. The doctors involved viewed the dispensary as a way to make change in patients’ lives, not only through dispensing medicine, but through researching it. “We wanted to know that if we wanted our studies done, that would be a priority,” Spirtos explained. In June 2018, Spirtos presented his study results to the American Society of Clinical Oncology. The study’s premise being that a combination of THC/CBD reduces the amount of opiates required for long-standing chronic pain. “We demonstrated a 75% reduction in opiate consumption,” said Dr. Spirtos. “Unfortunately, it became clear that we were outliers in this industry and sold our interests in the THC space as recreational use was the driving force there and this wasn’t compatible with our goals.” (continue to page 27)

THE ACCIDENTAL CANNABIST In 2019 Goins established Cannabis Equity and Inclusion Community [CEIC], which is focused on civic engagement and policies that will open opportunities for communities and people that were disenfranchised by the war on drugs.
