Enough is Enough Nigeria (EiE) is a non-partisan network of individuals and organisations committed to instituting a culture of good governance and public accountabilityinNigeriathroughactivecitizenship.

EiE was set up as the next step from two citizens’protests in 2010 on our missing President,killingsinJosandfuelscarcity

We focus on Nigerians of voting age, , because they especially 18 - 35 year olds arethelargestvotingdemographic.

Inourlastimpactreport,IwroteaboutthemagnitudeofworkwestillhadtodoifweweretobuildtheNigeriaofourdreamsbut notoncedidIimaginethatthecomingdaysweregoingtohavetougherchallenges.

In October 2020, another generation of young Nigerians watched their hopes for “change” shattered as they got firsthand experience of how an undemocratic state responds to civic solidarity movements against its authority We watched with dismayasvoiceandagencygavewaytofearanddistrust;manycitizensquestioningtheirdesiretofightforanewNigeria. Needlesstosaythatourworkwascutoutforus.Therewassomehubrisasalotoftheyoungpeopleinvolvedfailedtolearn fromtheexperiencesofthosewhohadbeenonthejourneybeforethem-the1993struggleforAbiola’smandateandcloserto home,EiE’shistory Itwasaclearremindertousthattheworktoeducatecitizensviatheairwaves,print,socialmedia,and otherplatformsmustintensify

Whilsteducatingandenlighteningagitatedandaggrievedcitizenstounderstand the power theyhavetoholdpublicoffice holdersaccountableanddemand bettergovernance,thefederalgovernmentbannedTwitter,leavingyoungNigerianswith nooptionbuttoresorttoVPNtogainaccesstothesocialmediaplatform.Whilemost organisations turned inwards, we immediately mobilised resources, withourpartnerswho jointly share the view that citizens’ rights to freely express their opinions is inalienable. We issued astatement titled “We Will Keep Tweeting” and filed a lawsuit with our partners - Paradigm Initiative(PIN) & Media Rights Agenda (MRA) - against MTN, Airtel, Globacom and 9mobile for the court todeclare the blockage of Twitter access as unlawful, unconstitutional and against the rights to freedom ofexpression. We also sought an injunction restraining the telecommunication companies from blocking orinterfering with Twitter and any other social media platform. Unsurprisingly, no date has been fixed forthehearingofthesuit.

The Anambra Gubernatorial Debate that we co-hosted withArise TV had the three top candidates in attendance, which continuedourtrackrecordofhostingdebatesthataffordcitizenstheopportunitytocomparewhatthecandidatesareoffering outsideofthejamboreesofrallies.

While2021wasverybusyforus,weexpect2022tobebusierasweprepareforthe2023generalelections.Voterturnouthas declinedgraduallysince2003-69%in2003;57%in2007,44%in2015;and34.75%in2019.Weareinademocracyandit’s onlythroughtheballotboxthatwecanchangethosewhoserveusasleaders.Howdoweturnthetide?

Asweplannedfortheiterationofthe#RSVPcampaignforthe2022off-cycleelectionsandthe2023generalelections,we decidedtogobacktothebeginning-rethinkourstrategyonhowtoengagetheyouthpopulation,harnesstheirhugevoting base, and awaken them to their responsibility of choosing credible leaders and holding them accountable. We held a brainstormingsessionwithChudeJideonwo(foundingBoardmemberofEiE,co-founderofmediagroupRED,andhuman flourishingcompanyJoy,Inc.).ItwasafunsessionassomemembersoftheTeamwereengaginghimforthefirsttime.We hadafrankdiscussiononwhyyoungpeopledon’tbelieveintheelectoralprocessandconstraintslikefearofviolencethat keeppeopleathome.Wehopetoaddresstheseissuesinthenewyear

Bridging the Information Divide for Improved Voter Participation

Asanorganisation,acriticalpartofwhatwedoinvolvesdisseminatingimportantinformationthatwouldhelpelectoratesto fullyparticipateinelectionsbyregisteringtovote,selectingthebestcandidatestogovernthem,votingthemintoofficeand moreimportantly,holdingthemaccountableduringtheirtimeinoffice.

Wedothisinthehopethatwhenweprovideinformationthroughourradioprogrammesandtargetedinitiatives;andbridgethe gap between the people and the aspirants through debates, we set in motion a process that ensures improved voter participationintheelectoralprocessandgovernance.

We continued to partner with Co-Creation Hub to simplify the process of helping electorates access information that enables them to take actions that will allow them to vote in the 2023 general elections using the www.govote.ngplatform.

This partnership has also birthed the inauguration of the GoVote ChampionsPrograminLagosState.GoVoteChampionsareambassadors that have been trained to help citizens access useful information in participatingintheongoingContinuousVotersRegistration(CVR)process.

INEC Weekly Updates

INEC provided a weekly update on online and completed registration. We noticed a gap between the number of people that registered online and those that completed their registration at INEC offices. To encourage citizenstocompletetheirregistration,weusedthedataprovidedbyINEC to create infographics that were disseminated via our social media platforms.

th However,inthe4 quarterof2021,wediscoveredthattherewasnodistinct data for citizens who registered online but were yet to complete their physicalregistration.WeengagedINECandthiswaseventuallyrectified.

CVR Observation

As part of EiE’s efforts to observe and review the Continuous Voter Registration (CVR) process, EiE engaged volunteers in and 6 states 21 LGAs to monitor and share first-hand citizens’ experiences with us. The reportsweresharedwithINECthroughtheNigerianCivilSocietySituation Room. The observation is scheduled to end in June 2022, as INEC completestheCVRexercise.

RSVP Radio Programme in Anambra

EiE partnered with Kings Faith & Youth Development Initiative (KFYDI), a civilsocietyorganization(CSO)basedinAnambratoholda13-weekRSVP radio program, 1 episode per week, aimed at improving youth active participation in the electoral process from the Anambra governorship electionsandleadinguptothe2023elections.

The radio program aired on Ogene 98.3FM and it was funded by Fate Philanthropy

AnambragovernorshipelectionsheldonSaturday,November6,2021.The All Progressive Grand Alliance (APGA) candidate, Charles Soludo, emergedasthegovernor-electofthestate.

Anambra 2021 Gubernatorial Debate

EiE partnered with Arise News, Anambra Broadcasting Service (ABS), BudgIT, Dubawa and Ogene 98.3 FM to host the Anambra gubernatorial debate on Monday, November 1, 2021. Andy Uba (APC), Charles Soludo (APGA)andValentineOzigbo(PDP)participatedinthedebate.

ItwastheonlydebateairedonamajorTVstation.Wehadhopedtodoa paralleltranslationinIgboonABSbutcouldnotpullitoffinthetimewehad. However, there was Igbo commentary on ABS and Oghene FM. Dubawa andBudgITprovidedlivefactchecking.

The debate provided a platform for citizens to listen and compare the plansthecandidateshadforthestate.

Lagos 2021 Local Government Debate

EiE supported Festac Online, an online platform focused on reporting happenings in Amuwo-Odofin Local Government, to organise a local governmentdebate.EiEprovidedradioairtimetotheorganisertopublicise the debate schedule. The debate, which was for Oriade Local Council Development Area (LCDA) and Amuwo Local Government had 4 candidateswhoparticipated.

For almost a decade, the belief that the Office of the Citizen is the highest office in the land has continually propelled our initiatives and programmes. AsofDecember31,2021,theJudicialPanelsofInquiryin27stateshadconcludedsittings;2stateshavesuspendedsittings and7stateshavenotsetuptheirrespectivepanels.SittingisongoingintheF.C.T

Out of the 27 states that have concluded sittings, only 15 states have publicly presented reports to their respective state governments.Ofthe15states,only4states'reportsareavailabletothepublic.

Public Interest Litigation

Public interest litigation is one of our tools of social justice. EiE joined Tunde Onifade to file a petition against Lekki Concession Company (LCC) atthe Lagos State Judicial Panel of Inquiry on Police Brutality forthecompany’salleged involvement as an accessory to the #LekkiTollKillings. Sequel to the reopening of the Toll Gate without the petition being heard, EiE and Tunde Onifade filed an originating summons asking the court not to reopen the Toll Gate as opening it will presumethecasehasbeenheard.ThesuitwasfiledattheFederalHighCourt,LagosandJusticeA.OFajiwasassignedtoit. ThemattercameuponDecember16,2022andithasbeenadjournedtillFebruary2,2022.

Oneofoursuccessstoriesin2021wasthejudgmentdeliveredonJune4,2021,byJusticeChukaAustineObiozoronajoint suitwithSocio-EconomicRightsandAccountabilityProject(SERAP),BudgITandover1,500activecitizensfiledagainstthe National Assembly on June 7, 2019. The Judge ruled that the National Assembly does not possess the power to determinetheirsalariesandallowances.ThejudgeorderedtheRevenueMobilisation,AllocationandFiscalCommission (RMAFC)toreviewandfixsalariesoftheNationalAssemblymemberstoreflecttheeconomicrealitiesofNigeria.Thejudge alsorecommendedaninvestigationbytheEconomicandFinancialCrimesCommission(EFCC)sincetheNationalAssembly deniedreceivingjumbosalariesandallowances.Furthermore,herecommendedtheirprosecutioniftheyarefoundculpable. ThereisnoreportthattheEFCChastakenanystepsafterthejudgement.

EiE hosted of the #OfficeOfTheCitizen radio programme in and the FCT on #EndSARS. Each

#OOTC - COVID-19 26 States

We worked with partners in 26 states and the Federal Capital Territory (FCT) to host 351 episodes of the #OfficeOfTheCitizen radio programmeonCOVID-19VaccinationandFundAccountabilityfunded by Innovation for Change We held weekly discussions centred around providing updates on vaccination, debunking misinformation, sharing business opportunities after the pandemic, vaccination policy at the workplaceandtrackingCOVID-19fundsandpalliatives.Guestsfeaturedon theprogramvaried–civilsocietyplayers,journalists,lawyers,publichealth expertsfromstate&federalgovernmentagencies,Commissioners,Special Advisers/Assistantsandlocalgovernmentofficials.

We also partnered with the National Primary Healthcare Development Agency (NPHCDA) which is in charge of COVID-19 vaccination to provide resourcepersonsasguestsontheradioprogramme.

We continued to champion efficiency and accountability at the local governmentlevelinEbonyiandZamfarastateswherewepilotedtheproject funded by the National Endowment for Democracy (NED). Occupy Lekki Tollgate Protest

In October 2020, days after the brutal massacre that claimed the lives of young Nigerians protesting bad governance and demandingaccountabilityfromtheirrepresentatives, operationsatthetollplazaweresuspended.

Months after, on Saturday, February 6, 2021, five of the nine-member Lagos Judicial Panel of Inquiry voted to return the controlofthetollgatetotheLekkiConcessionCompany(LCC)spurringoutrageandbacklash.

Despite heavy security presence, active citizens under the aegis of #OccupyLekkiTollgate protested the reopening of the tollgate on Saturday, February 13, 2021. Comedian Debo Adedayo (Mr Macaroni) and other protesters were arrested, strippedandbeatenbytheNigerianPoliceattheLekkiTollgate. Theywerelaterreleasedonbailthesameday

#StateOfEmergencySGBV Protest

SexualandGender-BasedViolence(SGBV)inNigeriaisaseeminglysilent'epidemic'assurvivorsfinditdifficulttospeakup forvaryingreasonsincludingfear,threat,backlash,andattackontheirperson.

Whileitisourcollectivedutytorisetothedefenceofsurvivors,acertainsectionofthesocietyengagesin‘victim-blaming’by raisingabsurd,irrelevantissueslikehowthesurvivorisdressed.Rape,sexualassault&harassmentareneverthefaultofthe survivor,theonlypersonguiltyistheperpetrator

The #StateOfEmergencyGBV is a movement of Nigerians advocating for urgent actions to prevent the scourge of sexual andgender-basedviolenceandrespondtoincidentssustainably,prioritisinghealth,justice,andredressforsurvivors.

TheMovementwasbornonthe3rdofJune2021,followingthenewsofthedeathof22-year-oldVeraUwailaOmozuwa,who wasrapedandbadlybeateninachurchwhereshehadgonetostudy Shediedfromherinjuriesafterthreedays.Itwasthe tipping point for #SGBV advocates, who have long been calling for a state of emergency on sexual and gender-based violence.

EiE supported the June 12 nationwide protest organised by active citizens to protest the deplorable state of the nation. Althoughtheprotestwasorganisedbydifferentgroupswhodemandeddifferentthings,EiEencouragedcitizenstobecareful andjoinprotestswhosedemandsalignwiththeirideologies.

#EndSARS Memorial

In October 2020, thousands of young Nigerians took to the streets in over twenty cities to protest against police brutality, making 5 specific demands which were accepted by the federal government. 1 year later, some of the demands remain unmet.

To commemorate the first anniversary of the #EndSARS movement, EiE hosted a radio programme in 5 states and the F.C.Ttoreviewthe#5for5demandsandpolicebrutalityayearaftertheprotest.

EiE also joined thousands who made it to the Drive-Through Memorial at Lekki Toll Gate, the location of the gruesome #LekkiMassacre. Active citizens also organised protests in Rivers, Delta, Edo, Enugu, Oyo, Kwara, Osun states and the F.C.T

In June 2021, we started compiling good news to amplify positive news worth celebrating. 13 good news infographics were produced and 7 of thesewerepublished.

The articles were published across 3 tier-one newspapers - THISDAY, BusinessDayandVanguard-andsyndicatedonline.

From the beginning, infographics have been a strong communication vehicle of EiE. A total of 66 infographics covering civic education, elections and governance were published across 4 national dailiesBusinessDay,DailyTrust,THISDAYandVanguardnewspapers.

These highly insightful infographics were also widely circulated across online media, garnering engagement, and used extensively as reference materialsbynotableindustrycounterparts.

Data Curation for Amplification

ShineYourEye(SYE)providescitizenswiththecontactdetailsoftheirelectedrepresentativesacrossalltiersofgovernment. We updated the data of elected officials on the website and designed flyers to engage citizens. In 2021, the website was a great resource for citizens, as they sought contact details to engage their representatives in the NationalAssembly on key issuessuchastheTwitterban,PetroleumIndustryBill,andtheElectoralAmendmentBill.

#ThursdayTalks

EiE, BudgIT, with The Cable as media partner hosted 10 editions of #ThursdayTalks, a monthly conversation with thought leaders,changeagentsandactivecitizenswhichisaimedatdrivingconversationsaroundthedemandforgoodgovernance drivenbyactivecitizenship.

Due to the continued outbreak of different variants of COVID19, and restriction of large gatherings, the conversation was sustainedvirtuallygivingopportunitiesforparticipantstojoinandengageglobally

Some of the highlights of the conversation we hosted include, a conversation with INEC National Commissioner and Chairman of the Information & Voter Education Committee - Festus Okoye and active citizens to analyseAnambra 2021 governorshipelectionsandthefutureofelectionsinNigeriaaswecountdowntotheoff-cycleelectionsinOsun&Ekitistates and the 2023 general elections. We also celebrated the life and impact of Innocent Chukwuma, a thought leader and Founder of CLEEN Foundation who passed onApril 3, 2021. Innocent Chukwuma was the #OnePerson who inspired EiE Nigeria,BudgIT,andTheFutureProjecttostart#ThursdayTalksinJune2018.

To commemorate the first anniversary of the #EndSARS protest that shook the country, EiE hosted a series of conversations on trauma aimed at helping citizens who have experienced trauma get closure and forge ahead. A major outcomeofthisspecialeditionwasthatwelaunchedaTraumaCareInitiative withourpartners—OlusolaLanreCoaching Academy(OLCA)andtheInstituteofFamilyEngineeringandDevelopment—tohelpthosewhoarewillingtoseekhelpata subsidizedrate.
