NOTICE IS HEREBY GIVEN that the Annual School Budget Meeting (Public Hearing) for qualified district residents will be held in the Lake Shore High School Library Media Center, 959 Beach Road, Angola, New York on Tuesday, May 6, 2025 at 7:00 p.m.
FURTHER NOTICE IS HEREBY GIVEN that the Annual School Budget Referendum and Election for (1) approval of the Annual School District Budget for the 2025-26 School Year; (2) voting on a proposition regarding the purchase of replacement vehicles; (3) voting on a proposition regarding the establishment of a capital reserve fund; (4) the election of three qualified district residents to the office of Member of the Board of Education; and (5) for the transaction of such other business as is authorized by law, will be held on Tuesday, May 20, 2025, between the hours of 9:00 a.m. and 9:00 p.m., in the Lobby located outside the District Office/Gymnasium of the Lake Shore High School located at 959 Beach Road, Angola, New York 14006.
TAKE FURTHER NOTICE that a copy of the statement of the amount of money which will be required for the 2025-26 fiscal year for school purposes, exclusive of public monies, may be obtained by any District resident beginning May 6, 2025 through and including May 20, 2025, excluding weekends and holidays, in the main office of each school building between the hours of 8:00 a.m. and 3:00 p.m.
TAKE FURTHER NOTICE that all candidates for the office of Member of the Board of Education shall be nominated by petition. Each nominating petition shall be directed to the District Clerk, shall be signed by at least twenty-five (25) qualified voters of the District, and shall state the residence of each signer, and shall state the name and residence of the candidate. Petitions shall be filed in the District Clerk’s Office located at 959 Beach Road, Angola, New York between the hours of 8:00 a.m. and 3:00 p.m., Monday through Friday except Holidays. Each petition must be filed in the District Clerk’s Office by no later than 5:00 p.m. on Monday, April 21, 2025. The three candidates who receive the highest number of votes at the Annual Meeting will fill the expired terms of the three incumbents. The candidate who receives the highest number of votes will be elected to serve a term which will commence immediately after the election (upon filing the oath of office) and continue until June 30, 2028. The two candidates who receive the second and third highest number of votes will be elected to three-year terms commencing July 1, 2025 and expire June 30, 2028.
TAKE FURTHER NOTICE that voting will consist of voting on the budget and on the following propositions, as well as other such matters as may be lawfully presented at the meeting:
PROPOSITION NO. 1
Shall the following resolution be adopted:
RESOLVED, that the budget for the Evans-Brant (Lake Shore) Central School District for the fiscal year commencing July 1, 2025, and ending June 30, 2026, as presented by the Board of Education in the amount of $67,222,545 is hereby approved and adopted and the required funds therefore are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property in the District to be levied and collected as required by law. Adoption of this budget requires an anticipated 2.9% property tax increase, which does not exceed the statutory tax levy increase limit of 3.62%.
PROPOSITION NO. 2
Shall the following resolution be adopted:
RESOLVED, that the Board of Education of the Evans-Brant (Lake Shore) Central School District (the “District”) is hereby authorized to purchase the following replacement vehicles for use by the District in the transportation of students and general use by the District: up to three (3) fully electric buses (two (2) 24-passenger 1-wheel chair position school buses and
one (1) 30-passenger school bus). The number of buses purchased shall be based on the amount of grant funding received by the District, and in no case shall the total aggregate local cost exceed $500,000.00; with such aggregate cost to be raised by a tax upon the taxable property of the District to be levied and collected in annual installments as provided in Section 416 of the Education Law, with such tax to be partially offset by State aid available therefore, and, in anticipation of such tax, by the issuance of debt obligations of the District as may be necessary, not to exceed such maximum aggregate cost. No tax levy increase is anticipated for Proposition No. 2.
PROPOSITION NO. 3
Shall the following resolution be adopted:
RESOLVED, that the Board of Education of the Evans-Brant (Lake Shore) Central School District (the “District”) is hereby authorized to establish a capital reserve fund pursuant to Section 3651 of the Education Law of the State of New York (the “Fund”); that the Fund shall be known as the “Capital Reserve Fund, 2025” of the District; that the Fund shall be established for the purpose of financing, in whole or in part, the acquisition, construction, reconstruction, expansion, renovation, alteration and/ or improvement of buildings, facilities, sites and/or real property owned by the District, including, in all cases, the acquisition of necessary furnishings, equipment, machinery and apparatus; that the ultimate amount of such Fund shall not be greater than $10,000,000 (plus interest earned thereon); that the probable term of such Fund shall not be longer than ten (10) years; and that the permissible sources from which the Board is authorized to appropriate monies to such Fund from time to time shall be (a) unappropriated fund balance of the District; and (b) such other sources as the Board or the voters of the District may direct from time to time, all as may be permitted by law.
TAKE FURTHER NOTICE that applications for absentee ballots and applications for early mail ballot may be obtained Monday through Friday, except holidays, beginning Tuesday, April 22, 2025, between the hours of 8:00 a.m. and 3:00 p.m. in the District Clerk’s Office located at 959 Beach Road, Angola, New York. Candidates must enter through the main entrance of the High School. Completed applications must be received by the District Clerk or her designee at least seven (7) days before the annual meeting and election (May 13, 2025) if the ballot is to be mailed to the voter or by the day before the election (May 19, 2025) if the ballot is to be issued to the voter in person. Completed absentee ballots and early mail ballots must be received by the office of the District Clerk no later than 5:00 p.m. on May 20, 2025.
TAKE FURTHER NOTICE that military voters who are qualified voters of the school district may apply for a military ballot. Applications for military ballots may be obtained from the District Clerk’s Office and the military voter may designate a preference to receive the application and/or the military ballot by mail, fax or email. Completed applications for military ballots must be received by the District Clerk or her designee by no later than 5:00 p.m. on April 24, 2025.
TAKE FURTHER NOTICE that a list of all persons to whom absentee and early mail ballots are issued will be available for public inspection between the hours of 8:00 a.m. and 3:00 p.m. in the office of the District Clerk on the five days prior to the annual meeting and election, except Sundays, and such list will be available at the polling place during the annual meeting and election. Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge. Such written challenge shall be transmitted to the District Clerk before the close of the polls.

It seems that we are all going a little crazy now that May is here! People are out walking, kids are starting baseball, joggers are out, bikers are out. There are lines at ice cream stands. There’s a frenzy of work being done by landscapers and carpenters and it seems that the world is bursting into so many shades of green there aren’t even names for all of them. And we are just so happy that it’s May.
This burst of activity is great. It’s like we suddenly came out of the cocoons we were in all winter. We’re shedding our winter coats and hats and digging out those t-shirts.
On some level we all know that there are still chilly days ahead, but how glorious to revel in these early sunny days of May when all things seem possible. May is truly the month of hope.
