The Port of Houston stands as the No. 1 port in the United States by total waterborne tonnage and No. 1 in U.S. exports by value. In 2024 alone, the port moved over 285 million tons of cargo, supported by more than 8,200 vessel calls and 250,000 barge movements—a testament to our unmatched logistical capacity.
At the heart of this activity is a dynamic manufacturing and energy corridor that produces more than 40% of the nation’s base petrochemical manufacturing capacity and is home to the largest refining complex in the country. The economic output of this region exceeds $800 billion annually, directly supporting over 1.35 million jobs across Texas and the U.S.

HOUSTON PORT REGION - ECONOMIC ENGINE
The Houston Ship Channel and its more than 200 public and private terminals, collectively known as Port Houston, is the nation’s largest port for waterborne tonnage and an essential economic engine for the Houston region, the state of Texas and the U.S
• Port Houston recorded another month of steady growth in May, handling 381,640 twentyfoot equivalent units (TEUs), a 5% increase year-over-year. Year-to-date container volumes reached 1,837,813 TEUs, up 4% over last year.
• In May, both loaded container imports and loaded container exports increased by 1%, reflecting an ongoing balance in containerized trade activity in Houston. Beyond containers, Port Houston’s general cargo is up 12% and steel imports are up 11% year-to-date. Total tonnage across all public facilities is up 2% so far this year, reaching 22,940,997 tons through the end of May.
Port Houston is the top resin port in the nation, and exports of container cargo with polymers and other petrochemical products remain strong and the port will continue to make the investments in facilities to handle future growth.
• Port Houston continues to enhance its operational capabilities to support sustained growth. In late 2024, the Port fully implemented the Express Pass program, an appointment system for trucking transactions that streamlines gate operations. Work is now underway to expand appointment and time slot features of this system, helping manage truck traffic before arrival and ensuring a smoother, more predictable terminal experience.
• The Port also recently launched its Execution and Visibility Platform (EVP), a cloudbased API solution providing real-time operational data access. With endpoints covering vessel, inventory, and road services, EVP enables users to subscribe to updates and make data-driven decisions across the supply chain. This new platform reflects Port Houston’s commitment to delivering transparency and best-inclass customer serviceThe outlook is strong for container imports via Port Houston, with additional distribution centers ensuring continued economic growth for the region.
As we continue to see growth and investment in the region in both manufacturing and import distribution, Port Houston is committed to providing terminal capacity for growing demand to ensure fluidity and best-in-class service to customers.
The long term for container growth in Houston is extremely favorable. Retailers continue to invest in distribution centers in our region that are served through our Port. The export of petrochemical commodities continues to rebound as well.
PORT HOUSTON IMPROVEMENTS AND INVESTMENTS TO KEEP THE HOUSTON PORT REGION COMPETITIVE
Port Houston remains committed to the efficiency of their facilities and are making critical investments to stay well in front of demand both on the waterside and the terminal side.
Accommodating bigger and bigger ships is part of the reason Port Houston has advocated for Project 11. The deepening and widening of the channel is a $1 billion commitment to our growing economy, the generation of more jobs in our region, and the safety of the nearly 20,000 vessel transiting the Houston Ship Channel every year.
The multi-year, multi-segment project includes widening parts of the channel to 700 feet and deepening others to 46 1/2 feet. Primary objectives include improving draft for larger vessels and giving them more room to maneuver, which lessens the need to play what ship pilots call “Texas Chicken.”
• The final Port-led segment of the Houston Ship Channel Expansion, which we call Project 11, is scheduled to be completed later this summer. Investments like these support our economy and will strengthen supply chains for years to come.
Port Houston’s container terminals have grown faster than any other major U.S. container terminal in the past 10 years. In addition, the Houston Ship Channel remains the No. 1 waterway in the U.S., as ranked by the U.S. Army Corps of Engineers based on 2023 tonnage. In that year, more than 309 million short tons of cargo moved through the Channel, far more than any other port.

SAN JACINTO COLLEGE
San Jac, TDLR partner on licensing exams. San Jacinto College and the Texas Department of Licensing and Regulations (TDLR) have partnered on an innovative program that puts students on a path to working in the cosmetology industry faster. San Jac is the only institution in Texas selected to offer the state cosmetology licensing exam as its final exam, partnering with the state to administer the exams on the North and South campuses. About 130 students were administered the final exam and state licensing exam simultaneously during the final exam period. ECONOMIC ALLIANCE HOUSTON PORT REGION
is a nonprofit business-led organization whose mission for over 40 years has been to grow a vibrant regional economy through economic development. This effort is supported by public policy, workforce development, transportation/ infrastructure, quality of life and thought leadership initiatives.
Two Pasadena companies, PCI Nitrogen and Kinder Morgan, are working on business expansions.
PCI Nitrogen’s plans to expand their facility including the acid plant, ATS plant, power substation, truck loadout and gypsum stack. The project is anticipated to run from 2024 to 2028 with estimated capital expenditures of $75-100M. 34 positions will be created and 158 existing jobs will be retained under the project.
Kinder Morgan’s $164M capital investment project includes an expansion of its barge dock facilities to offload pet coke, and a new significant capital spend for the Pasadena liquids terminal operations. This project is anticipated to run from 2025 to 2027. They will create 30 new jobs and retain 470 existing jobs under the project.

Houston Wilderness (HW) recently received a unique donation from the Angel Share HTX charity bar in downtown Houston (924 Congress Street). The funds will help support HW’s mission to protect and preserve our region’s 10 distinct ecoregions through the planting of large-scale native trees and native grasses. Formerly called OKRA Charity Saloon, the on-going charity bar has been providing funds to worthy non-profits since 2013 – there is a large wall in the bar that lists all the charities that have benefitted from the bar’s generosity. Houston Wilderness is
pleased to have received funds again from this charity bar – having also received funds back in 2018. During this month, Angel Share HTX will be raising awareness of HW’s mission through in-bar signage, social media mentions and conversations with guests. In June, the firm held a day of service, working alongside Target Hunger. Target Hunger, a United Way agency, is one of Houston’s largest organizations providing direct food distribution to food insecure seniors, children, and families who face the risk of going hungry every day. Opening Day at OFA Little League! TPC Group employees celebrated the exciting start of the OFA Little League season. The day began with a lively parade, led by TPC Group employees Mark Evans, facilitator, behavioral safety and Chad Holly, senior specialist - HSS, in the Company’s new fire truck and continued with a ceremonial first pitch by Nick Gill, TPC Group Houston Operations Plant Manager. A cherished tradition since 1956, the OFA fields, owned by TPC Group, have provided a place for more than 300 children each year to play baseball, build friendships and engage with their community. TPC Group support the League’s operations with routine field maintenance, ongoing improvements and concessions to ensure a safe and fun experience for little leaguers and their families.

ECONOMIC ALLIANCE IN MOTION
2025 WASHINGTON DC ADVOCACY TRIP
For ten years, the Economic Alliance has organized a leadership team to travel to Washington DC and advocate for issues important to the Houston Port Region. This annual federal advocacy trip provides our industry members and community leaders exclusive access to members of the US Senate, Congress and their staff, executive branch policymakers, and representatives from key federal agencies. This year’s team traveled to D.C. (April 7-9) and was led by Local Elected Officials, Business Organizations & Associations, Port Houston and Maritime Advocates, Educational Partners and their students, and the Private Sector.
Over 3 days the 39-person leadership team conducted 32 meetings with Senate, Congressional, and Association representatives, along with an Orientation Dinner, and a Congressional Reception to discuss the Houston Port region’s Federal Policy Priorities. This included meetings with 2 U.S. Senators, 24 U.S. Congressmen, and 6 agencies and associations. Team members were also treated to a White House tour.
The trip not only successfully organized high-level meetings with access to key decision makers but also gave participants a clear understanding of current regional priorities and the opportunity to develop invaluable connections.
LA PORTE ECONOMIC DEVELOPMENT COUNCIL & CITY MEETING
Chad Burke attended the La Porte Economic Development Council and City Council meeting on June 23 to present the Annual Report highlighting the Economic Alliance’s key achievements and activities over the past year.

In the second quarter our first book was The Let Them Theory, By Mel Robins. The Let Them Theory by Casey Davis encourages people to stop controlling others’ actions and instead focus on their own peace. The idea is simple: when people show you who they are— let them. Don’t waste energy changing or convincing anyone; let them be, and move forward with clarity and self-respect.

WORLD CHAMBER OF COMMERCE LEADERSHIP PANEL
Chad Burke participated in a panel discussion of key economic sectors that drive Houston’s economy (Aerospace, Medical, Upstream Oil & Gas and Petrochemical Manufacturing/Supply Chain). The conversation focused on the international influence on Houston’s economy and methods to fill the talent pipeline supporting our economy.

YES, you read that right, air taxi is making its way into Houston, flying overhead, by the end of this decade! The Wisk air taxi is being exhibited at the AUBSI Exponential Show, pretty cool!

The Economic Alliance facilitated a tour and meeting of 30 members of the GHP Energy Committee with senior leadership of INVISTA’s to see firsthand their decarbonization infrastructure and advanced manufacturing investments in action. Chad Burke provided the group with an overview of the region and Economic Alliance’s role in growing the manufacturing region.

The Women in Alliance Committee is dedicated to showcasing female leaders across our industries and fostering empowering conversations around their achievements and impact.
Through signature events like the Women’s Leadership Luncheon, we provide meaningful platforms to highlight exceptional women, share their stories, and celebrate their leadership. These initiatives are designed to inspire, uplift, and connect women throughout the Houston Port Region—strengthening both personal growth and the collective success of our community.
This quarter, the committee has been hard at work planning two exciting initiatives focused on empowering and connecting women in our community: the upcoming Women’s Leadership Luncheon and our very first Women’s Networking 101 Lunch & Learn.

BUSINESS GROWTH TASK FORCE
The Business Growth Task Force mission is to engage and serve the broad range of contractors and smaller companies that serve the owners and operators of the major operators that make up this important economic engine along and surrounding the Houston Ship Channel.
The committee meets monthly—on the first Wednesday at 9 a.m. in the Economic Alliance Board Room. These meetings provide an open forum for members to share updates, discuss projects, and celebrate recent wins. Each meeting also features a “Member Highlight,” offering a deeper look into one of our member companies.
In addition to monthly meetings, the committee actively plans impactful events throughout the year. One of our events, the Industrial Procurement Forum, was held on June 26th at San Jacinto College, LyondellBassel CPET.

WORKFORCE DEVELOPMENT
The Workforce Task Force was welcomed by Dr. Allatia Harris, Chairman and Vice Chancellor of San Jacinto College to the M/V Sam Houston at Port Houston.
Our group heard from Devan Short, Workforce Development Program Coordinator at Port Houston. After boarding the boat and we had a safety moment, and he then shared who he was and what his role and position entailed. There were discussions on the various improvement projects going in at the Port, as well as Career Paths for CTE students in Maritime, Logistics, Transportation and other related fields, starting in the 8th grade. He encouraged the CTE Directors, and other school district staff present, to get involved with the many initiatives and engagement opportunities Port Houston had to offer.
Mr. Short also spoke about the Four Sectors of the Maritime Industry and the various job opportunities at Port Houston, ranging from Business and Finance to Legal and Risk management. Members and guests left the boat tour with a wealth of information.
This task force usually meets on the third Thursday every other month, from 3:00pm – 4:00 pm, unless on site options require a different time. Our next meeting is scheduled for August 21, 2025 at the Maritime Center & Museum.

The goal of the Dream It Do It Southeast Texas (DIDI) program is to highlight career opportunities in our region by working with our industry partners who volunteer. We focus on the petrochemical, logistics, transportation, maritime and construction industries.
This year we have made over 1500 contacts and Dream It Do It looks forward to participating in events and career days/fair for the upcoming school year.
