WELCOME Dear Friends, Welcome to our 8th Annual Awards Ceremony – we are glad to see you live and in-person once again!

The Building and Construction Trades Council of Alameda County is a coalition of 28 affiliated unions representing workers in the construction trades.

Among the goals and mission of our Council, we work with our affiliated unions and partners to: • Increase the market share of construction work for union trades men and women in Alameda County •

Negotiate Project Labor Agreements with local agencies and Developers to ensure skilled union workers are employed, labor standards are upheld, and that there are significant community benefits from these projects

• Promote Union Apprenticeship programs to train the next generation of a diverse and skilled workforce in construction The individuals being honored this evening are being honored for their leadership and partnership in seeing that these goals are achieved.

FRIEND OF THE TRADES Liz Ortega-Toro Liz Ortega-Toro is leading the fight for more resilient communities, working to create opportunities and care for the most vulnerable.

She is currently the Executive SecretaryTreasurer of the Alameda Labor Council and is the first Latina to be elected to this position in the council’s history. During the pandemic, she coordinated vaccination efforts and ensured that public safety and frontline workers were prioritized. She also led the charge to secure paid sick leave and hazard pay for essential workers.

She has been a leader in the fight for an equitable minimum wage to support working families. In addition to her work leading the Council, Ortega-Toro oversees their program that empowers union members working in a broad range of jobs across the public and private sectors.

She has spent the past 20 years working with labor unions and community organizations to advance economic opportunities, social justice, and immigrants’ rights. Before coming to the Alameda Labor Council, Ortega-Toro was the Statewide Political Director for AFSCME (American Federation of State, County, and Municipal Employees) Local 3299, the University of California system’s largest employee union. As Political Director, she secured the passage of critical legislation to prevent the contracting-out of service jobs in the UC system.

In addition to this work, Ortega-Toro served on the Alameda County Workforce Investment Board, helping job seekers develop valuable workplace skills and find employment within the community.

RETIREE OF THE YEAR Chris Christopherson IUPAT DC 16 A Bay Area native, born in Oakland and raised In San Leandro, Chris Christopherson attended Pacific High School and graduated in 1978.

Almost immediately after, Chris joined Local1176 of District Council 16 in 1980 to work for Gillig Corporation as a bus painter. Soon after, he became Forman overseeing around 40 fellow brother and sister painters.

Around 1990, ten years later, Chris became shop steward for his local. After this, in 2002, he was offered a organizing position within District Council 16.

Gene Massey hired Chris and he soon climbed the ladder, so to speak, holding business representative for local 1176 then overseeing all of the locals in the East Bay as the Regional Director.

Chris’s responsibilities included being in charge of developing the first political and communications department for District Council 16. He then oversaw the entire local unions as the director of Service for then Business Manager/Secretary Treasurer Doug Christopher, after which Chris became Business Manager/ Secretary Treasurer in 2013.

Chris is particularly proud to note that he is (to date) the only Business Manager/ Secretary Treasurer to hold every leadership position available before being elected Business Manager/Secretary Treasurer.

His legacy lives on with the strength of District Council 16 and our Council!

CONTRACTOR OF THE YEAR Alan Dones Alan Dones is the managing partner and co-founder of SUDA, LLC, which specializes in large-scale, innovative, public agency projects and mixed-use development.

Alan is a long-time entrepreneur, a licensed general engineering construction contractor, and community advocate of equal opportunity in employment and contracting.

Alan is a co-founder, and served as CEO, of Rondeau Bay Construction, Inc. (RBC), an engineering and construction firm established in 1988. Under his leadership, RBC grew to include offices in five major US cities and completed over $70 million of construction projects.

Alan is active in a number of local and national organizations and has worked with agencies throughout the United States to revise and enhance their small business policies. He is a current member of the City of Oakland’s Workforce Investment Board; member of the Alameda County Health Care Foundation; past president of the Northern California Chapter of the National Association of Minority Contractors; member and former board member of the East Bay Conversion and Reinvestment Commission; and, former vice-chairman of the Oakland City Charter Committee.

He has partnered and continues to partner with our Council in developing significant projects that are changing the Oakland landscape, while providing good paying jobs to our members. Congratulations, Alan!

ELECTED OF THE YEAR Hon. Nancy Skinner CA State Senator A social justice advocate, energy and climate change trailblazer, and accomplished legislator, Nancy Skinner was elected to the state Senate in 2016 after completing three terms in the state Assembly and past service on the Berkeley City Council and the East Bay Regional Parks District Board. Senator Skinner currently serves as Chair of the Senate’s Budget and Fiscal Review Committee and Vice-Chair of the Legislative Women’s Caucus.

Skinner has authored groundbreaking laws, including SB 206, the Fair Pay to Play Act, giving college athletes the right to earn money from their name, image, and likeness, SB 1421 opening up police misconduct records for the first time in 40 years, and SB 1437 overhauling California’s unjust felony murder rule. While in the Assembly, Senator Skinner authored the first in the nation ‘red flag’ law to remove guns from those threatening violence.

Throughout her public service career, she has partnered with Organized Labor to see that working people received just wages, benefits, and safe working conditions. It is an honor to pay tribute to her today!

TOM MULLARKEY DELEGATE OF THE YEAR Vince Sugrue Sheet Metal Workers International Union Local No. 104 Vince Sugrue developed an enthusiasm for organized labor from a young age. At 18 years old, he was hired

by Sheet Metal Workers Union Local 104 as an Intern working on energy efficiency solutions and research for the Business Development Department regarding Assembly Bill 32, the Global Warming Solutions Act. While he attended Sonoma State University studying Political Science and Geography, he would work summers and winters for Local 104, and developed a strong distaste of wealthy non-Union contractors and developers who exploit workers to make millions of dollars in profit. That passion led to Bruce Word, retired Business Manager of Local 104, hiring Vince on full time as an Organizer in 2012.

Since 2012, much of Vince’s work has focused on membership development and helping to secure future hours for Sheet Metal Workers Union Local 104.

As a result, he transitioned from an Organizer to a Political and Public Relations Representative in the Union, which has led him to being a strong advocate of Project Labor Agreements both on private development and public works projects throughout the Bay Area to benefit all the trades and to grow our collective Union market share.

Vince’s personal passion has developed into diversifying the trades and helping folks with traditional barriers to employment access the Union Building Trades Apprenticeship programs. He’s been a strong advocate of the Building Trades’ non-profit, the Construction Trades Workforce Initiative, along with Cypress Mandela Training Center and Rising Sun Center for Opportunity.

Nothing makes Vince happier than seeing someone who’s had a rough life get an opportunity at a life with dignity through hard work in a Union Building Trades career. In addition, he firmly believes that no matter what industry and work sector you’re a part of you should fight to collectively bargain.

In Vince’s free time, he loves to head to the mountains to rock climb, eat healthy food, spend quality time together with his fiancé Veronica and their dog Pinot, and stage dive at punk and hardcore music shows. He genuinely lives life grateful to wake up every day.
