Dear Friends, Family, Team Members and Community Members,
Thank you so much for joining us this evening, our first-ever gala and a celebration of our 45th Anniversary. Tonight’s Green-Tie Gala is a celebration of Second Chances and Sustainability. We have been humbled and thrilled by your generosity and know that tonight is only the beginning. As you know, Tri-CED Community Recycling was founded by Richard Valle as a response to community violence and the lack of economic opportunity. Tonight, you will have an opportunity to learn more of his vision and meet the people who have worked to actualize that vision. What Richard started under a pepper tree on Mission Boulevard in 1980 with a $750 grant from Our Lady of the Rosary Catholic Church in Union City is today an economic driver for our community and a testament to the value of quality Union (Teamsters Local No. 70) second chance jobs.
Approximately 70% of our staff are formerly incarcerated. Through meaningful work, they have been able to not only change the trajectory of their lives but the lives of their families. They are putting an end to cycles of poverty, incarceration, and substance use, as they purchase homes in the community and send their children to college.
We are excited to share a few surprises with you and the launching of the Richard Valle Center for Employment Training (“Valle Center”). Additionally, we will take the opportunity to honor a few very special partners:

Partnership Award
No. CA Teamsters Apprenticeship and Training
The Partnership Awards is given to a business or individual that has impact, strategic alignment, and innovation of collaborations between them and TRI-CED, often focusing on positive outcomes for both parties and the broader community.

We chose No. CA Teamsters Apprenticeship and Training (NCTAT) for the Partnership Award due to our current collaboration on the development of a California state-recognized apprenticeship program for recycling and solid waste collection vehicle operators. This 1800-hour apprenticeship model, the first in the state, will lead to life changing, quality Union jobs with prevailing wages, full benefits and a pension. We are proud to strategically align with NCTAT and their truck driving school to create these amazing opportunities for our communities.

Richard Valle Center for Employment Training
Tri-CED is proud to honor the legacy of Richard Valle with the launch of the Richard Valle Center for Employment Training.
The Valle Center will formalize Tri-CED’s youth workforce development programs for young people aged 14 years to 24 years with stackable certifications, system navigation services, and case management. This program will hire and train young people, many of them system impacted, and provide them with the skills they need for future careers and success.
In addition, Tri-CED is thrilled to announce our partnership with Chabot College and Northern California Teamsters Apprenticeship and Training to develop and launch a comprehensive apprenticeship program for collection vehicle operators. The program will culminate in a state recognized certification as Recycling and Solid Waste Collection Vehicle Operators. The training received will lead to quality Union jobs.
We are honored and proud to
launch these two programs under the umbrella of the Valle Center.
And to keep Richard’s legacy alive and well.
Richard Valle Legacy Award
Frank Roesch
Frank Roesch is a founding board member of TRI-CED Community Recycling.
Frank, along with Richard Valle and Bert Perez, founded TRI-CED in 1980 in order to provide economic opportunity for the youth and community of the Tri-City area by reducing the waste stream. Frank served as chairperson of TRI-CED’s board from its inception until 2023.
Through his leadership and guidance, TRI-CED grew from a handful of youth buying back aluminum cans to the largest nonprofit recycling company in the state of California. Frank, a recently retired Alameda County Superior Court judge, was appointed to the bench in 2001 by then-Governor Gray Davis.
Frank now spends his time with family or in his woodshop creating beautiful pieces of furniture.
