Dear Friends,
Welcome to our 9th Annual Awards Ceremony - we are delighted to return to the Zero Net Energy Center and have this evening of celebration with you!
The Building and Construction Trades Council of Alameda County is a coalition of affiliated unions representing workers in the construction trades.
Among the goals and mission of our Council, we work with our affiliated unions and partners to:
• Increase the market share of construction work for union trades men and women in Alameda County
• Negotiate Project Labor Agreements with local agencies and Developers to ensure skilled union workers are employed, labor standards are upheld, and that there are significant community benefits from these projects
• Promote Union Apprenticeship programs to train the next generation of a diverse and skilled workforce in construction
The individuals being honored this evening are being honored for their leadership and partnership in seeing that these goals are achieved. We are proud to be honoring them and so delighted to be sharing the evening of celebration with you.

TOM MULLARKEY DELEGATE OF THE YEAR
Jason Gumataotao
Jason Gumataotao is the Lead Organizer for the International Brotherhood of Electrical Workers Local Union 595 working out of Dublin, CA. He has worked in the electrical construction industry since 2001, graduating in May 2006 from the Inside Wireman Apprenticeship Program as a CA State certified Journeyman General Electrician. From 2006-2013 he worked as a Journeyman Inside Wireman, Foreman, and General Foreman for Del Monte Electric. Appointed in 2015 as an Organizer, Jason organizes unrepresented electricians, non-signatory employers and proposed electrical construction projects in Alameda County.
In Local 595, Jason is a Labor Trustee on the Alameda County Inside Apprenticeship Trust, Health & Welfare Trust, and Labor Management Cooperation committee. Member of the Alameda County Inside negotiations committee in 2016, 2019 and 2023.
As an Alameda County BCTC delegate, Jason is a member on the OUSD B&G unit, OHA Building Trades unit, and SLUSD Building Trades unit negotiation committees.
In addition, Jason is a member of the following community advisory groups: OUSD PLA Joint Advisory Committee, Oakland Workforce Development Board for the City of Oakland, California EEPRG (Energy Efficiency Procurement Review Group), Alameda County Measure A1 Oversight Committee, recently completed six years as Measure N commission (OUSD bond measure Oversight) member and Chair.

FRIEND OF LABOR
Hon. Richard Valle (in memoriam)
Alameda County Supervisor and Vietnam Veteran, Richard Valle represented District Two (a portion of Fremont and the communities of Hayward, Newark, Union City, and Sunol) since 2012. Richard championed safe, healthy, thriving and welcoming communities advocating for every resident and family for equal access to housing, healthcare, great schools, jobs paying a livable wage, and recovery from the effects of COVID.
Prior to his election to the Board, Richard served on the Union City - City Council for thirteen years, where he led efforts to expand affordable housing, 911 and neighborhood safety programs, improve classrooms and maintain core local services.
An award-winning job creator and advocate for at-risk youth, Richard was passionate about youth development, employment and training, and delivering dependable, life-saving health and social services to the most vulnerable community members.
Richard worked to achieve social and economic equity for all families long before the Covid-19 pandemic, and as we recovered from the economic and social ravages of the pandemic.
Richard is the Founder and served as President of Tri-CED Community Recycling, California’s largest non-profit recycling company that employs at-risk youth and provides union jobs (Tri-CED is affiliated with Teamsters Local 70) for local residents until his passing this year.
Supervisor Valle was recognized for his leadership by a wide range of community organizations for having been a tireless champion of and partner on behalf of many issues and the organized Labor community.
Following Richard’s service in the U.S. Army, he attended Chabot College and received his BA and MPA from California State University, East Bay. Supervisor Valle was an incredibly dedicated husband and father. He and his wife, Barbara Aro-Valle met at James Logan High School and lived together in Union City with their dogs Bailey and Roxie. They are the proud parents of Andrew and Monica who attended local Union City public schools and graduated from UCLA and San Diego State, his daughter-in-law Becky Chui is a School Teacher and son-in-law Simon Douglas is a Journeyman Carpenter and Business Owner.

RETIREE OF THE YEAR
Stan Smith, Jr.
Born in San Francisco, in the early sixties, Stan Smith’s journey into labor began at 19 years of age, when he joined Sprinklerfitters Local 483 in 1979.
Stan’s father, Stanley Smith, Sr., was a Business Representative for Glaziers Local 718 and served as Secretary–Treasurer of the San Francisco Building Trades Council for 25 years, before his retirement in 2000. Stan Smith, Sr. was clearly a major influence and source of suppot for Stan, as well were Local 483 members Pete Cerri and John Borrelli.
As Business Manager for Local 483, Stan oversaw the purchase and development of an industry leading training center and Union Hall and negotiated multiple Collective Bargaining Agreements advancing the financial security of the membership and their families while adding multiple new benefits programs.
Stan is married to Pauline who retired as the Administrator of Local 483’s apprenticeship program in January of 2021 and is Step-Father to her two wonderful kids: Destiny, age 29, who works for Elevator Constructors Local 8 in their administration offices and is engaged to Chris a member of Local 483, as well as Chaz, age 23, who resides in Los Angeles and is pursuing a career as an actor.
Since retiring Pauline and I have moved full time to Colfax in the California Sierra foothills and are enjoying discovering a new area while doing some traveling. They have been to Cozumel Mexico, rode their Harley to Nashville, Tennessee, covering 5800 miles in 22 days, and have time in Italy and Viet Nam. They are currently researching their future trip to include France and Africa.
It was an honor for Stan to serve as the Business Manager of Sprinkler Fitters Local 483 and every day he tries to take time to appreciate how fortunate he was to become a member of such a great Local Union and International Union such as the United Association.

ELECTED OF THE YEAR
Hon. Jesse Arreguín
Mayor Jesse Arreguín has spent his entire life fighting for social and economic justice and delivering results. He was elected Mayor in 2016 and re-elected in 2020, becoming the first Latino and youngest person elected to the office in a century.
The son and grandson of farm workers, Jesse was born in Fresno and raised in San Francisco. He grew up in a working-class household, where his parents instilled the values of hard work, public service, and giving back to others. When Jesse was young, his family was pushed out of their home in the midst of San Francisco’s skyrocketing housing market, due to owner-move-in evictions and rent increases. Jesse knows how disruptive and harmful evictions are to working families, and how essential housing security is for the success of families and children.
Jesse has served the Berkeley community for 18 years. Prior to his election to the City Council, he served on Berkeley’s Housing Advisory Commission, where he helped secure funding for hundreds of new affordable units, crafted the Condominium Conversion Ordinance, strengthened inclusionary housing policies, and fought for City funding for student cooperative housing. In 2004, he was elected citywide to serve on the Rent Stabilization Board. As Chair of the Rent Board, he strengthened renter protections to help keep families in their homes. He also served on the Zoning Adjustments Board, Downtown Area Plan Advisory Committee, and Planning Commission. He is a former Sierra Club Boardmember and worked as a Legislative Aide in Berkeley City Hall.
In 2008, Jesse was elected to the Berkeley City Council representing Downtown Berkeley’s District 4. On the Council, he created the Affordable Housing Fee, helped raise the city’s minimum wage and co-wrote the Downtown Plan to revitalize the heart of the city. While a Councilmember, Jesse authored more than 300 pieces of successful legislation.
As Berkeley’s Mayor, Jesse has made addressing homelessness, affordable housing, improving infrastructure and educational outcomes his top priorities. Mayor Arreguín is the President of the Association of Bay Area Governments (ABAG), the Bay Area’s regional planning agency and Council of Governments.
