BUCKMINSTER FULLER

“You never change things by fighting the existing reality. To change something, build a new model that makes the existing model obsolete.” fig. 1 GPRA 18 mars 1962, signature des accords d'Evian

Charles Tilly, a modern scholar of revolution said that a revolution either pacific or a violent one must contain the four following components: Organized leadership Defection from army and police clear and precise goals economic and political ideology Charles Tilly take example from differentg successfull revolutions like the ones in Cuba, Russia, and Chile However if we look at the Hirak, we can see that it miss all of the four components, so can we really call it a revolution? the answer is no. Instead we can call it a rebellion, and most rebellions fail, we can take example from Egypt, Sudan, and Libya 323-915-3247 | 9500 LOS ANGELES CA 91325

ZELZAH AVE,

1 2 2 CLEAR AND PRECISE GOALS VERSUS VS ABSTRACT GOALS

What the hirak want? Yetnahaw ga3, dissolve the whole regime, yes, we get the big picture, but this is too abstract, but who is the regime? how many people are they? That why we need to have a more precise answer than yetnahaw ga3,, a precise answer will probably be in a form of a list, a long list of different politicians, military, journalists, athlete, artists etc that support the regime, that must leacve algeria and have their Algerian citizenship revoked

Now that we know have a precise answer on what the Hirak want, we need to do how to do it, Keeping peacefull protest on the street is a good idea but not enough, an organized leadership will have to develop an action plan with deadlines and different resources and tools that should be gathered to support the hirak, a technique used by many startup is smart goals that include a precise difinition of a goal with a deadline. AN ORGANIZED LEADERSHIP CAN CHANGE THE GAME THE MILGRAM EXPERIMENT ON OBEDIENCE TO AUTHORITY AND POLICE DEFECTION

that can only be excuted by an organized leadership

If an authority figure ordered you to deliver a 400 volt electrical shock to another person, would you follow orders? Most people would answer with an adamant " no " However, the Milgram obedience experiment aimed proved than human being can commit attrocities when ordered by an authority figure (%70), but the good news is that this number plummeted to %10 when they saw another participant refusing to give electrical shock or when another authority objected to the test How we can use this information for the benefit of Hirak? if police officers and army soldiers saw defection, it will give them the courage to follow suit, but getting those early defectors is the hard part, what if we get 1000 civilians from the hirak and give them police uniforms and took video, an social engineering operation require an organisation and plannnig that can be

Remeber we talked about how the opposition of a second authority figure to electric shock lower the obedience of the subjects to the first authority figure, that implies to the regime, too, what if there was an legitimate and organized opposition(the second authority figure), there will be more chance that police officers defect to An oganized leadership than an unorganized rebellion

1.3-EXAMPLE OF WHAT MIGHT GPRA LOOK LIKE THIS IS JUST A SUGGESTION OF SOME ACTIVISTS THAT CAN BE PART OF THE GPRA, ALL THE PERSONALITIES SHOWN ABOVE ARE TRUSTED AND ADMIRED BY THE ALGERIAN PEOPLE: FROM LEFT TO RIGHT GHANI MAHDI, MOHAMED LARBI ZITOUT, KARIM TABOU, AMIR DZ, RACHID NEKKAZ, MOURAD DHINA, FODIL BOUMA;, AMINA AFAF, KARIM NAIT OUSLIMANE, ABBAS AROUA, AL BENHADJ, NOUREDDINE MELIKECHI, 14 Fig 2 The GPRA that I want to see in 2020

it's the first and most important step toward indepence, like you are going to read in the next chapters many revolution failed because they didn't have a precise definition of the regime they were protesting against, for example in Egypt, egyptiants defined El Issaba in Mubarak and close friends, where they should have done is including most military generals, corrupt entrepreneurs, diiferent parties, judge, journalists etc ,,, My suggestions is to define El issaba in a form of list, this list will be departed into levels depending on the severity of the crimes and trahison, this list will be long and probably will include in my estimation at least 25000 person, it will includes generals, intelligence officers, politicians, judges, journalists, police, embassie employees, fake activists etc The strenght of this regime reside in it's opacity, that's why I can't stress enough the importance of making this list, and one advantage algerian "If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle."

1.4 PRECISE DIFINITION OF EL ISSABA

SUN TZU, THE ART OF WAR

revolution has over it's counterpart in Egypt, it's insider information thru Amir DZ, do you how valuable is that, without many of the leaks and information, the revolution would have died in it's first months, when people of the like of Islam Ben Attia wanted to represent the Hirak, sadly the different political activists didn't take value of this huge asset and transform it into something tangible many revolution would dream to have someone like Amir dz 15 Fig 3 Sun Tzu, the art of war

NAPOLEON

2.1-MASS TEXTING, THE MOST POWERFULL TOOL OF COMMUNICATION FOR THE GPRA

MASS TEXTING CAN MAKE SOCIAL MEDIA LIMITLESS

"The secret of war lies in the communications." BONAPARTE Fig Sms vs social

Yes, social media is not the most powerfull tool of communication, neither the fastest but mass texting, is and this is why: High view rate almost %100, compare to social media and email, everyojne look at the text they recieve Fast: usually people will look at their text upon notification, but for email and social media, it may take hours, sometimes days before looking at their email, this will prove usuful in different examples we gonna see later

media

2.2

17

Example 1: Amir DZ is live on Facebook, with around 50000 live viewers, but huge signals coming from doubab can cause problems, so Amir DZ ask his viewers for likes and share to avoid the facebook live intruption, 5000 of his viewvers do shares and likes, but it is not enough and his video is sadly intrrupted by doubab solution: what if GPRA mass texted the population asking to help Amir DZ with likes and shares, a population who

subscribed before to revieve free text from GPRA, from the 5 million subscribers, 1 milions help Amir with likes and shares, resulting in doubab failure to stop Amir video

2-CHANNELS OF COMMUNICATION

Mass texting has many uses, it can be boost social media presence and followings, send quick alerts. it can help in other uses: beside empowring social media and alerting the population, mass texting chas many other different uses, it can notify the populatio nwhen there is an activist live on tv or social media, it can send important information and reminders, it can also manage the manifestation live around the 48 wilayas, 2.3-FRIDAY PROTESTORS ARE AN ORCHESTRA WITHOUT A CONDUCTOR!!

Orchestras are usually led by a conductor who directs the performance with movements of the hands and arms, often made easier for the musicians to see by use of a conductor's baton The conductor unifies the orchestra, sets the tempo and shapes the sound of the ensemble. The conductor also prepares the orchestra by leading rehearsals before the public concert, in which the conductor provides instructions to the musicians on their interpretation of the music being performed. Now imagine what will happen if this orchestra was without a conductor, it would be a mess, now imagine GPRA(the conductor) mass texting the protestors across the 48 wilayas (the orchestra) from 1 to 5 pm with different chants and messages that protesters should say during protests, imagine 20 million protesters across 48 wilaya at 1;55 pm saying the following words in synchronity " jibouh zaghmati lel Harach", how great that would be !!

Fig 6 faceook users stats in Algeria

18

Did you know that only 20 percent of the population age group 34 and up use facebook, and that this age group represents about %40 of total population that around 16 million, meaning only only 3 millions are reachable thru social media and activists are missing 13 million, not to forget small towns, its population is brought in different regime events, meetings, and even funerals

Example 2: IIt is another friday, and there is huge protests in Algiers, the GPRA learn that there is a trap waiting for the hirak at la grande poste, instead of using facebook or email, mass texting will be used, and be viewed almost instantly resulting in llves being saved

2.4-BROCHURES FOR THE THE ELDERY. SMALL TOWNS AND BLUE FINGERS

3.1 TAKING EXAMPLE FROM THE BRITISH AND THE AMERICANS In 1917 and 1918, the United States government issued Liberty Bonds to raise money for its involvement in World War I An aggressive campaign was created by Secretary of the Treasury William Gibbs McAdoo to popularize the bonds, grounded largely as patriotic appeals The Treasury Department worked closely with the Committee on Public Information in developing Liberty Bond campaigns. The resulting propaganda messages often borrowed heavily from military colloquial speech The government used famous artists to make posters, and used movie and stage stars to host bond rallies. Al Jolson, Ethel Barrymore, Marie Dressler, Elsie Janis, Theda Bara, Fatty Arbuckle, Mabel Normand, Mary Pickford, Douglas Fairbanks and Charlie Chaplin were among the celebrities who made public appearances promoting the patriotic element of purchasing Liberty Bonds

3.3 WHO CAN PURCHASE THE BONDS? The first ever government bond was issued by the Bank of England in 1693 to raise money to fund a war against France. These first bonds were a mix of both lottery and annuity need three money,

things,

FINANCING THE REVOLUTION

BONDS TO FINANCE THE HIRAK Deferred interest bond is a debt instrument that pays interest in full only upon maturity. Unlike most bonds, a deferred interest bond does not make periodic coupon payments over its lifetime that means that maturity can be set at a later time, that will give enough time for the GPRA before starting to pay back any interest or principal Anyone, Algerians, foreigners or the Algerian immigrants around the world, investors who bet on the success of the Algerian revolution, this monetary fund will be used to finance different activities of the GPRA and other institutions

4.3 TV,

Anyone with huge social media following is an asset it can include athletes, artists, and different celebrities. that why it is very important for everyone to participate in the revolution, this include artists and athletes, someone like R Mahrez with a huge following on social media nationally and internationally will give a lot of attention to the revolution if he show his solidarity against the melitary regime, the same things for actors and musicians GPRA should create Channels of communication with these influencers and convince them that the success of the revolution of the revolution will benefit them too, sell them a dream, the actors for example will have their rights as artists and will be able to perform their art in a healthy ecosystem, when they can shoot their movies in Algerian studios instead of going to Tunisia, gain revenues from differents theatre attendance around the country, like it's done in Hollywood RADIO CHANNEL, NEWSPAPER, THAT UNIFY THE ALGERIANS AROUND A COMMON MESSAGE

Billboards, magazine and newpaper ads in western countries so the world population can know about the algerian revolution since their media has been boycotting and ignoring the protests

The Algerian people need a voice that can spread a united message, and this voice will come from different media channels created by GPRA, during algerian revolution of 1954, despite the lack of resources, algerian had their voice in one radio and newspaper that unified algerians around a common cause, so how come that today in 2020 with all the resource and technolgy, we cannot come to one voice that represent the people 4.4-OTHER TOOLS

SOCIAL INFLUENCERS

20

4- GPRA MARKETING AND PR 4.1- PRESS RELEASE A POWERFULL TOOL

The idea is that GPRA should create a team of journalists that can write articles or at least a press release about the hirak in different languages, and target journalists who are know for their human right activism and target different big newpapers in the hope they publish the articles 4.2

also, the algerian immigrants around the globe will have a huge part in the economical protest, actions such as protesting in front of their different businesses locations, hotels, real estate investements etc,,,,,

Albert Einstain stated that craziness is doing the same thing over and over and expecting different results, even tough Hirak brought positive things in the past 10 months, like loss of fear, solidarity between all algerians, peaceful expression of protesters despise provocation from the regime, we should also talk about negatives, the regime has not made any real concession, many activists are in prison, complete boycott of the hirak by the media, the protesters need positive reinforcement otherwise everyone will be back home soon.

5.1- ECONOMICAL PROTEST

5- ASSESEMENT OF THE HIRAK AND PACIFIC ACTIONS TO TAKE

Boycott all brands owned by different actors of the regime, different generals and entrepreneurs, this step should be directed by an organized leadership like GPRA in collaboration with economists and experst to get the desired results even if that mean having the morning coffee with no sugar, or having fries without Rebrab vegetable oil, sacrifies has to be made, also other steps like avoid paying taxes and electricty, water bills, this boycott has to be planned carefully with economic experts so they have the desired negative impacts on the regime

21

Fig 8 TV channels of shame

The algerian people need to resist the urge of watching or following the local media, also organized massive attacks on social media to block their pages can be an option, blocking the voice of the regime will make it lose complete controle, 5.3-PROTEST ABROADS

5.2 BLOCK REGIME VOICE

Fig 7 Different brands owned by actors of the regime

6.1.2- MONARCHIES AND SINGLE PARTY REGIMES they tend to be the smoothest form of dictatorship and less klyptocratic, Monarchies like in saudia arabia and single party regimes like the communitst party in china have institutionalized the mode of succession, therefore, the leader is not paranoid nor he is able to hoard as much of the state's assets and other members of the party are more likely to keep the leader accounatable, breaking down of this regime tend be be rare if not inexistant, because unlike personalist dictatoship, they tend to hoard less of the state's assets and they work toward country economic and social growth.

Dr Natasha Ezrow is a Senior Lecturer in Government at the University of Essex She has recently completed a new book Failed States and Institutional Decay, and she published two books in 2011 on dictatorships In her TEDx talk she explains types of dictatorship and which one is less likely to take down, she also speaks about the importance of instituions and how can they make or break a revolution

the process of democratization is extremely bumby and tend to go ZIg ZAG fashion, means they seize power quickly in a coup hold it for 1 or 2 years, then give it to civilian facade, especially if their corporate unity has been threathned,or htey are no longer unified, the civilian facade run the countryand must create unanimity inside the military also another reason why they give power to a civilian facade, it is to keep their ligitimacy since their maain tasks is tbe in the barracks and not do politics, as long as they have a large miliary budget, they are happy staying in the shadow Ezrow TEDx

6- WHY WE WE SHOULD CREATE DIFFERENTS INSITITIONS NOW !

6.1FOUR TYPES OF DICTATORSHIP

If the launching organisation is weak, and different institutions are weak to inexistant, the dictator will concentrate power into his own hands and the regime is completely deinstituionalized and completely personalized like Qadafi(lybia), Saddam(Iraq),Idi Amin(Uganda), revolutions in personalist dictatorship tend to create violent mode of exit of this dictators and create anarchy and chaos because of inexistant or eliminated juducial and legistiature institutions to run the transition into democracy we can take example of what happening in Lybia

6 1 1

6.1.3 MILITARY REGIMES

PERSONALIST DICTATORSHIP

23

6.3.1CREATE EXECUTIVE, JUDICIAL AND LEGISIATIVE INSTITITION If the Algerian revolution learn from its counterpart in Egypt, Tunisia, Lybia, it should be clear that creating different institutions during the revolution and not after is a must for its success, legisitave institution can be departed equally between Rachad(ZItout and Dhina), MJC(nekkas),UDS(K Tabou), and add some non party affiliated members, the legisiative institution will create the judicial institution by using their lawyers, judges and using its networks to recruit sincere and honest new judicial members, the excutive institution will be the GPRA, it will composed of president, vice president and the cabinets( a board of advisors that head different agencies like an Algerian intelligence agency and ministery of defense that follow the comands of GPRA and are part of excutive institution is more than advised 6.3.2WHY CREATE THE DIFFERENT INSTITUTIONS NOW AND NOT LATER the different ligitimate and newly created instituions will take over the regime's ones, so we can smoothly transitionne into a democracy without counter revolution risks like in Egypt. the excuse of chaos, anarchy, security used by western media will fall apart a strongly, organized, and legitimate regime will lower current regime credibility and influence. There will more a chance for this regime to accept negociation on it's departure when in front of organized leadership backed by the people, do you think France would have left in 1962 if there was no GPRA, FLN, ALN

6.2WHY TUNISIA SUCCEEDED WHERE EGYPT FAILED Mubarak lead a military regime, his fall and the raise of the muslim brotherhood was just a zig zag, meaning the military went back to the baracks, give power to democraticaly elected President Morsi, but the same legistiture and judical instituion and media who were under Mubark and controlled by the military were still in place, and Morsi along muslim Brotherhood had a hard time enforcing their policies and transitioning into democratie, since they spent most of their time fighting the existing mubarak regime, inevitably they lost power due to military coup by Sissi, and egypt human right sitution became far worse than with mubarak however tunsia had a single party regime and had the best chance for change,Tunisia has experienced remarkable political gains and significant improvement in freedom of the press and civil society, An essay by Princeton historian L Carl Brown offered a few explanations as Brown puts it, “ethnically, religiously and linguistically unified.” So it was always less likely to see the sectarian divides and competing power centers that have plagued Yemen and Libya also The country’s military was also less integral to Ben Ali’s power structure than in Egypt, and did little to either protect him or try to take power once he left 6.3 DIFFERENT INSTITUION MUST BE CREATED DURING THE REVOLUTION

6.4-ORGANISING PRESIDENTIAL ELECTIONS THRU VOATZ APP 6.5THE IMPORTANCE OF CREATING EMBASSIES

The GPRA should create embassies in the most strategic countries, countries with a high number of algerian immigrants like France, US, England, Belgium, Canada The GPRA Thru its representants in these countries will be able to launch different pacific forms of protest that are well organized and have precise goals, also another reason to have this embassies, it is for the organisation of the presidential election, people inside Algeria will probably use Voatz app, while algerian immigrants across the globe will be able to vote in a physical location and it will covered by international media so it show the contrast between The illigitimate elections of the regime and the ligitimate election organized and isolate the regime internationally. also Fig. 10 The Voatz app ' s work process

To elect GPRA president, I would really recomment using the Voatz app, it was already used in municipal elections in the state of virgina and will be test in 2020 presidential elections for military personals overseas the main reason for organizing the election is to deligitimate the actual regime thru the high participation rates, it is not really important who will get elected president The Voatz application uses a permissioned blockchain based on the HyperLedger framework first created by IBM and now supported by the Linux Foundation. In the election, verified validating nodes (servers) are used, split evenly between AWS and Microsoft Azure, each of which are geographically distributed, according to Voatz Military personnel and their families who used the Voatz app only need an Apple or Android smartphone and a state or federal ID VoatzVoatz iPhone mobile voting application On the Voatz app, authentication is a three step process that uses the smartphone's camera and its biometric feature (either fingerprint or facial recognition) First, the voter scans their state driver's license or passport; then they take a live facial snapshot (a video "selfie"), and finally they touch the fingerprint reader on the smartphone, which ties the device to the specific voter Once a voter is authenticated, the app matches the voter's "selfie" to the facial picture on their passport or driver's license and confirms eligibility to vote by checking the state's voter registration database.han advised.

is when the algerian will think about achieving it's full potential. I alwyas dreamed of an algerian that achieve its full potential, an algeria that has elites universities with annual annual budget over 2 billion dollar like Harvard and MIT, to create the scientists, doctors, entrepreneurs, entrep reneurs, lawyers, politicians, artistes, athlete of tommorow

7-

AND SAFETY TO CONTROL THE POPULATION 25 Fig 10 The Voatz app '

After what happen back in the 90' the regime used the safety card, and was able to gain control and ligitimity thru bouteflika in 1999, during his four different terms, Bouteflika used physiological needs to buy social peacelike subdized housing, food, etc algerian self esteem is pretty low compare to americans, french and other developed western population, maybe due to the lack of success and achievement for last 200 years, a question that always come to my mind

7.1HOW REGIME NEEDS s work

7.2 A REVOLUTION NEED AN ECONOMIC AND POLITICAL

The GPRA and other institutions should sell a dream, a dream when Every algerian can achieve it's full potential, a dream when every algerian can feel accoplished, a dream that exceeds the basic safety and physiological needs that this ugly regime has promoting to buy social peace remember in the first chapter we talked about clear and precise goals vs abstract goals, these dreams has to be in strategic plans made by the cabinet, a group of expert that have differents teams working for them that will plan the future economic and political ideology of Algeria

Sometimes I go to the supermarket to buy groceries and am offered samples of differents product that I have never tried before, At the end of the checkout, I find Items in my grocery bag that I didn't plan to buy, all that to the power of sampling that why The GPRA and its different institutions should show complete organisation, technology advance, liberty values, a sample of what Algeria will be after the revolution 7 2 3WHAT WOULD KRIM BELKACEM, HOUCINE AIT AHMED

IDEOLOGY Remember the first chapter when I mentionned charles tilly difinition of a revolution and I went deeper into three of the four component of the revoltion but the last one, because it was too early to explore it, but after reading all the chapters I think you are ready now to understand why a revolution with no economical and political ideology has slim chances for sucess

26

DO IF THEY WERE ALIVE TODAY Ijust imagine if krim Belkacem or Houcine Ait Ahmed were to came back aliive for one hour, and we asked them for advice on what the hirak should do, wish of the two options will they encourage: 1 nobody should represent the hirak, keep protesting only on fridays and the regime will go soon, 2 the hirak should get well organized, politically, financially, mediatically and follow stategic planning and measured goals to push the regime off the cliff

7,2 1 THE GPRA SHOULD SELL A DREAM OF SELF ACTUALIZATION

7.2.2THE GPRA SHOULD ALSO GIVE A SAMPLE OF THE DREAM

I live in Los Angeles close to University of Southern Califonia, One day, while hanging out inside the university I was shocked and sad to learn that this university had 288 olympic medals while a whole country like algeria had only 17!!!

THE IMPORTANCE OF DATA IN THE REVOLUTION

8-

LEADERSHIP AND MANAGEMENT in 2018, data scientist jobs had a shortage of 150000 workers in the US, a data scientist jobs had one of the highest numeration that fluctuate between $120000 and $250000 a year,

wPeter Drucker doesn't like the word leadership, he says that leadership is great management, he requires that great managers to be : 1 ethical: I think leaders of the likes of Mohamed Larbi Zitout, Ghani Mahdi, 27 Fig. 12 Peter Drucker

A LESSON FROM PETER DRUCKER

why because differents business, organisations and politcians understand the importance of data on performance, data is used in marketing, health, management, finance, sports the right things " we discussed in chapter 2 3 4 about hirak's tools of communication, finance marketing and pr, I can't stress enough the importance of imcomprating data in runing the different areas of the revolution

THE IMORTANCE OF DATA,LEADERSHIP AND MANAGEMENT IN TODAY WORLD

Peter Drucker was a world famous management consultant whose visionary management theories form the bedrock on which corporate America and politics were built In Drucker's own words: "Management is doing things right; leadership is doing the right things "

28

Amir DZ, Amina Afaf, Karim Tabou, Fodil Boumala Rachid Nekkaz and many more have emerged and they strong patriotism and integrity is not to question. 2 strategic planning: sadly, it is completely inexisistant 3 marketers: even tough many activists have huge social media following and influence on the population, I still believw that is not enought (read chapter3)
