PREFACE

If a pizza cook wanted to make a pizza (the big goal), there would be ingredients required like tomato, olive oil, flour, water, yeast, salt, sugar, Cheese, and olives He will use these ingredients to make mini goals like dough, tomato sauce, and ready toppings Also, there must be a process and steps to follow; he will first mix yeast with flour, salt, and water and let it sit for some time He will heat the tomato paste and pour it into the dough; then, he will put the toppings in the end Can you imagine mixing yeast with tomato paste!

The regime of the Hirak will contain five ministries and one vital agency, there can be more, but I decided to emphasize the most important ones In the last chapter, we are going to understand why bad user experience and poor user interface are the modern culprit of all, if not most, government services in contrast with private services Welcome to the revolution of the 22nd century!

We can say that the same thing applies to the Hirak The big goal is Yetnahaw Ga3, but what mini goals will lead to this big goal? I propose four mini goals that are essential for the success of the Hirak

The first one is the defection of army soldiers and police officers, the second one is the prevention of state FOR OVER TWO YEARS, ALGERIA HAS SEEN MASSIVE PROTESTS AGAINST THE WHOLE REGIME. THE PROTESTERS USUALLY REQUESTED A TOTAL DEPARTURE OF THE RULING REGIME, A CIVILIAN STATE INSTEAD OF A MILITARY STATE, RESPECT FOR FREEDOM OF SPEECH, AND FUNDAMENTAL HUMAN RIGHTS, BUT HOW CAN THIS BE DONE? collapse, the third one is world community support, and the fourth one is a complete census of regime nomenclature Nevertheless, to realize these four mini goals, we need ingredients like an organized regime ready to take over, financial stability so democracy can flourish as implied in the modernization theory, strong media presence, and influence

From the liberal perspective in international relations, I would say we should create strong and influential political action committees(PACs) in Europe and North America like AIPAC These political action committees would open channels of dialogues and create relationships with western leaders, media, NGOs The primary mission is to create economic developments and create win win trade relations The Hirak’s leaders should be pragmatic and understand that while they cannot save the whole world, they can still save 40 million Algerians They should stay away from cases like western Sahara and Palestine because that hurts Hirak’s case From the realist perspective, I would say we should pressure countries that openly support the Algerian military cabal as Spain did lately, and like France and the United States have been doing The Hirak movement should shift from the individual level of analysis (Cyber activist vs generals) into the state and organizational level of analysis ( Hirak regime with institutions and organizations vs the despotic regime) From the individual level of analysis, the generals are responsible for the complete mediocrity and failure that Algerians experience daily From the organizational level of analysis, different organizations like former DRS, army, fake religious, media, and charity organizations completing the regime's nomenclature are to blame From the state level of analysis, we can say that Algeria never got its independence, and what is going on now is just a continuity of French colonialism From the system level of analysis, we can say that most former colonies and third world countries except BRICS continue to live in a world order that does not allow them to prosper and grow My analysis is that the Hirak is practicing the individual level of analysis through cyber activists who gave much trouble to the regime However, from the organizational and state level of analysis, we have seen nothing While from the system level of analysis, some lawyers like Sofiane Chouiter and some activists wrote reports to the UN and European Parliament that resulted in blank statements accusing the Algerian regime 04

The Hirak should not underestimate any member of the nomenclature Even with generals' departures, other young, corrupt, and aspiring individuals can replace those generals, whether civilians or military Let us take Egypt's case, for example, who would have thought that a young general like Al Sissi would be able to take down the Muslim brotherhood organization, with its thousands of members, substantial financial power, not to mention that they were in control of everything from media to courts, ending with their president Morsi? 05

While the Muslim brotherhood had power for over a year in Egypt, it was characterized by tensions and uncertainty The fatal mistake made by this organization was not to make a complete census of Mubarak's regime, including military officials, politicians, media, and judges, the same judges who sentenced many young Egyptian activists to prison and even death

So how can we learn from the mistakes committed by the Muslim brotherhood? Remember when I said that the Yemen and Libya scenario is the most plausible to happen? Well, another scenario is the one of Egypt or even Tunisia lately Both revolutions failed to properly census the nomenclatures of their respective despotic regimes of both Mubarak and Ben Ali Revolution actors in both countries either were killed, jailed or could not access power If Hirak were to succeed, it has to be with the total departure of the nomenclature, not just the generals That's why an official census of the regime's nomenclature must be done

A system of checks and balances should be established since no constitution has been drafted yet A minimum of laws and procedures to run this regime should be drafted to ensure the rule of law and smooth process in government affairs COMPOSITION

The regime of the Hirak should be composed of a parliament of different opposition parties and organizations like Rachad, Tahadi, UDS, RCD, Rebuilding Algeria, and others An interim government shall be established from this parliament composed of a president, vice president, and ministers This government would be monitored by the supreme court's justices led by a chief justice like judge Saadedin Merzoug who I personally recommend and endorse Also, the regime should add a fourth institution that will install direct democracy in the Hirak with online referendums

The ministry of finance will be responsible for the financial activities of Hirak's regime It will allocate quarterly budgets to different institutions and organizations It will also be responsible for placing foreign investment opportunities to generate returns for Hirak's regime The ministry will issue bonds to foreign investors who bet on the success of the Hirak Also, The ministry will issue a membership fee to whoever wants to help the new government and regime There are over ten million Algerians in Europe if, for example, only 100000 Algerians had a membership of 20 Euros per month, that would be a 2 million euro per month budget for the Hirak's government Since there are no public expenditures, The Hirak should have a goal of having a budget of at least 100 million dollars annually

The ministry of communication should create a worldwide broadcasting channel in Arabic, Tamazight, and English languages, like BBC and Al Jazeera, to promote Hirak’s agenda since most news channels around the world have been boycotting the Hirak Also, the ministry should create a list of journalists to write articles in different languages to distributes them around the world, so Newspapers across the globe can pick them up to be published Communication can be through art, too; the ministry of communication can partner with Algerian or foreign artists to create work that will amplify the image of the Hirak to the world, like short movies, movies, writings, publications, and even paintings

The ministry of education should create online programs that last from 6 months to 2 years to prepare tomorrow's future leaders, especially in administration and foreign affairs College students who have a minimum of a bachelor's degree and satisfy screening requirements can apply Students will graduate in different subjects and will be able to occupy administrative posts like Wali, Commune's chief, and differents administrative posts that the new Algeria will need One of Algeria's issues is the absolute corruption of administration and lack of talent and creativity since most of the administrative employees have not been hired due to their qualifications

The most developed countries have compelling and sophisticated intelligence services Intelligence services will hire the brightest Algerian minds in different sectors like cybersecurity, counter intelligence, finance, agriculture, education, mathematics, sociology, law, political science, technology, biology, and medicine The agency will be responsible for collecting foreign intelligence and conducting covert action The agency will provide the institutions with enough information and tools for defending the Hirak's interests while protecting and planning the welfare and prosperity of the country in both the short and long term 08

Due to their expertise in the subject and their radical ideology, Mr Mohamed Larbi Zitout and Dr Abbas Aroua should form a team of qualified talents to run the ministry of foreign affairs The foreign affairs ministry will be in charge of diplomatic relations building and defending the interest of the Hirak The ministry will be divided into departments, like, for example, department of refugees' rights, counterterrorism, civil rights, drug trafficking, economic growth, administration, consular affairs, political affairs
