Letter From The Mayor

This past March, both City Council member Steve Graber (Seat 1) and City Council member Andrew Knapp (Seat 3) were re-elected. Due to the timing of the Seat 2 vacancy, another election will be held on Aug 20 to fill Seat 2, which will serve through Mar 2025 (page 3). I encourage all residents to register to vote or update their voter registration information to ensure their voice is heard in this and the upcoming Primary Election.

In early 2024, Oldsmar’s Community Satisfaction Survey was conducted for residents to provide their insight on the quality of services provided by the city and the amenities that enrich our city. I strongly encourage you to view the results (page 23). Thank you to all who participated.

This spring, we honored the incredible Oldsmar residents who selflessly serve as members on the city’s Boards and Task Forces (page 6). The city is fortunate to have several citizens who have consistently dedicated their time for the betterment of their community.

One of my favorite facilities in the city is the Cypress Forest Recreation Center (page 16). This building not only provides a physical space but also fosters a sense of community through its drop-in programs and recreational activities that provide camaraderie and well-being among residents.

2024 JANICE MILLER CITIZENS ACADEMY

2024 APPLICATION DEADLINE

The Janice Miller Citizens Academy Class of 2024 will run Thu, Sept 5 through Thu, Nov 7 (except on Oct 31) from 6-8:15p. This enriching program is designed to empower residents of a deeper understanding of their city government and community. Named in honor of the city’s former Council Member, Janice Miller, this academy offers participants a unique opportunity to learn more about municipal operations and become active contributors. Through a series of interactive sessions and hands-on experiences, attendees will gain valuable insights into the inner workings of city departments. Each Veterans Memorial Wall stands as a solemn tribute to the brave men and women who have served their country with honor and distinction. Located in the heart of Veterans Memorial Park, this poignant memorial serves as a lasting reminder of the service and sacrifice made by our nation’s veterans. Each engraved name on the wall represents a unique story of valor, courage, and selflessness. Names of those selected by the Veterans Advisory Board are read aloud during the annual Veterans Day Ceremony, held on Nov 11. The 2024 Application Deadline is Tue, Sept 10 by 5p. Each year, the City of Oldsmar comes together to celebrate the unwavering dedication and contributions of its board members and volunteers at its Annual Volunteer Dinner. This event serves as a heartfelt tribute to the countless individuals who generously donate their time, talent and energy to make a positive impact by serving on several dynamic boards and organizations that serve as the backbone of local governance and the community.

One of the highlights of the evening was the presentation of the milestone awards. These unsung heroes and long-tenured board members have selflessly devoted their time, expertise, and passion to serving on various city boards, leaving a lasting mark on the community.

Boards and committees in local government are essential components of community engagement. Involving citizens in the decision-making process with boards and committees helps foster transparency, accountability, and legitimacy in local governance. OLDSMAR RECYCLED ART CHALLENGE

The sky is the limit! Start accumulating what you will need to begin creating your trash to treasure submission for Oldsmar’s next Pop Up Art Project – the Recycled Art Challenge. Repurposed or up-cycled art can be made with a wide variety of items, including:

• Paper towel/TP rolls

• Egg cartons

• Old books

If you are not an artist, you can participate by donating items that are clean and dry at the collection boxes at City Hall, Library and Recreation Center.

Participating artists can bring their creations to City Hall June 21-25 for entry into the judged show, with local prizes awarded. The community is welcome to attend the art reception on Tue, July 2, 5:30-7p at the City Hall Gallery and enjoy the unique artwork.

PUBLIC ART TASK FORCE

The Public Art Task Force is steadily moving towards developing a Public Art Master Plan for Oldsmar. Since its initial meeting, members have created the following Public Art Vision Statement:

The Oldsmar Public Art Program envisions a vibrant community where public art serves as a catalyst for beautification, creativity, and community pride. It pledges to infuse memorable artwork that celebrates the city’s unique identity and history. It will develop a public art program that will benefit all who live, work and play in Oldsmar and envisions a city that is known for its parks, but remembered for its art.

Additionally, the Public Art Task Force has developed Guiding Principles based on a vision and identified potential locations for future art installations. For continued updates, visit OldsmarArts.com.

Have you ever tried to imagine how large our solar system is?

The distance between the planets and our Sun is almost too great to imagine. That all changes with a unique planet walk called Oldsmar in Orbit. Beginning at the Sun sign at R.E. Olds Park and spanning nearly a mile, this scale model of 4 billion miles-to-one showcases each planet with an informational sign featuring planetary facts, astrological symbols and the planets in relationship to each other.

What makes Oldsmar’s Planet Walk unique is a feature called augmented reality. Scan the QR (below) and download the Free ROAR app on you iPhone or Android phone or tablet. Follow the app directions and scan the entire surface of the planet sign to see each planet come to life in a 3-D format while hearing its fascinating facts narrated by former NASA astronaut and Pinellas County native, Nicole Stott.

Residents who reside in Oldsmar or unincorporated areas of Pinellas County are entitled to a free Oldsmar Library Card. The card expires after three years and works at all Pinellas County Cooperative Libraries. Children 16 and over may register themselves with a school photo ID. Children 15 and under must have a parent/ guardian signature. Temporary residents may apply for a card that can be used ONLY at the Oldsmar library with a photo ID and proof of residency. The card expires after three months.

The Pinellas Public Library Cooperative eliminated the overdue fine for materials checked out. However, fines for lost or damaged items will remain. Items will automatically renew twice unless they are on hold for another patron. Although a fine won’t incur, accounts will be locked when items are ten days overdue. SATISFACTION SURVEY

The Oldsmar Satisfaction Survey for 2024 was conducted for two months, from Feb 1 to Mar 31. The survey was available online and printed copies were provided at the Library, City Hall, and the Cypress Forest Recreation Center. Moreover, the survey was promoted in the previous issue of this magazine, prominent on the city’s website, and shared across the city’s social media platforms.

The aim of the survey was to collect data on the quality of services and amenities offered in Oldsmar. Additionally, the survey results were compared to those of the previous year’s survey to identify any necessary changes and determine the most important priorities of the residents.

The survey received 192 responses and included 27 questions; seven questions from the previous year’s survey were eliminated, and five new questions were added.

Some of the highlights from the survey results include:

Quality of Life ranked high, with 80.3% very satisfied or satisfied.

As a place to live, Oldsmar received 69.3% as very satisfied or satisfied.

71.1% were very satisfied or satisfied with the overall quality of amenities in the city.

In regard to safety, 84.6% were either very satisfied or satisfied.

When it comes to access to information about city services, 69.2% were very satisfied or satisfied.

When asked what the City of Oldsmar’s greatest strengths are, the community reiterated Parks & Recreation, Location, and ‘Small Town Feel’ as the top three.

COMMUNITY RATING SYSTEM (CRS)

The Community Rating System (CRS) is an incentive program Oldsmar participates in. This FEMA program recognizes and encourages community floodplain management practices that exceed the minimum requirements of the National Flood Insurance Program (NFIP).

Due to the city’s involvement, flood insurance premium rates are discounted to reflect the reduced flood risk resulting from Oldsmar’s efforts to address the three goals of the program:

Reduce and avoid flood damage to insurable property / Strengthen and support the insurance aspects of the NFIP / Foster comprehensive floodplain management.

By having these higher standards, Oldsmar properties can receive up to a 20% discount on their FEMA Flood Insurance Policy premiums.

Did you know that the FEMA 50% Rule prohibits repairs and improvements on damaged homes exceeding 50% of their market value UNLESS the entire residential structure is brought up to the most current floodplain management regulations? If you plan on remodeling or beginning new construction, you must determine how the FEMA 50% Rule may apply. This important rule ensures Oldsmar properties meet the specific regulations within the city’s Land Development Code.

Oldsmar’s Veterans Memorial Wall recognizes Oldsmar residents (of at least one year) who were honorably discharged from service by having their name, rank and years of service engraved for free. Applications are reviewed annually and those approved are recognized during a ‘roll call’ at the annual Veterans Day Celebration. (813) 749-1115
