This past March, both City Council member Steve Graber (Seat 1) and City Council member Andrew Knapp (Seat 3) were re-elected. Due to the timing of the Seat 2 vacancy, another election will be held on Aug 20 to fill Seat 2, which will serve through Mar 2025 (page 3). I encourage all residents to register to vote or update their voter registration information to ensure their voice is heard in this and the upcoming Primary Election.
In early 2024, Oldsmar’s Community Satisfaction Survey was conducted for residents to provide their insight on the quality of services provided by the city and the amenities that enrich our city. I strongly encourage you to view the results (page 23). Thank you to all who participated.
This spring, we honored the incredible Oldsmar residents who selflessly serve as members on the city’s Boards and Task Forces (page 6). The city is fortunate to have several citizens who have consistently dedicated their time for the betterment of their community.
One of my favorite facilities in the city is the Cypress Forest Recreation Center (page 16). This building not only provides a physical space but also fosters a sense of community through its drop-in programs and recreational activities that provide camaraderie and well-being among residents.

Located in the heart of Veterans Memorial Park, this poignant memorial serves as a lasting reminder of the service and sacrifice made by our nation’s veterans. Each engraved name on the wall represents a unique story of valor, courage, and selflessness. Each year, the City of Oldsmar comes together to celebrate the unwavering dedication and contributions of its board members and volunteers at its Annual Volunteer Dinner. This event serves as a heartfelt tribute to the countless individuals who generously donate their time, talent and energy to make a positive impact by serving on several dynamic boards and organizations that serve as the backbone of local governance and the community.

The Oldsmar Public Art Program envisions a vibrant community where public art serves as a catalyst for beautification, creativity, and community pride. It pledges to infuse memorable artwork that celebrates the city’s unique identity and history. Olds Park and spanning nearly a mile, this scale model of 4 billion miles-to-one showcases each planet with an informational sign featuring planetary facts, astrological symbols and the planets in relationship to each other.

The card expires after three years and works at all Pinellas County Cooperative Libraries. Children 16 and over may register themselves with a school photo ID. The Pinellas Public Library Cooperative eliminated the overdue fine for materials checked out. However, fines for lost or damaged items will remain. Friends of the Oldsmar Library serve as a library support organization whose members share the belief that a strong public library is a valuable intellectual, cultural, educational and recreational resource in the community. Did you know you can donate new or used books, puzzles, audios, magazines and DVDs to help with fundraising efforts? These items are sold in the library with proceeds funding Reading Programs, Take & Make Crafts, Author Showcases and much more.
The Oldsmar Satisfaction Survey for 2024 was conducted for two months, from Feb 1 to Mar 31. The survey was available online and printed copies were provided at the Library, City Hall, and the Cypress Forest Recreation Center. Moreover, the survey was promoted in the previous issue of this magazine, prominent on the city’s website, and shared across the city’s social media platforms.
The aim of the survey was to collect data on the quality of services and amenities offered in Oldsmar. Additionally, the survey results were compared to those of the previous year’s survey to identify any necessary changes and determine the most important priorities of the residents.
The survey received 192 responses and included 27 questions; seven questions from the previous year’s survey were eliminated, and five new questions were added.
Some of the highlights from the survey results include:
Quality of Life ranked high, with 80.3% very satisfied or satisfied.
As a place to live, Oldsmar received 69.3% as very satisfied or satisfied.
71.1% were very satisfied or satisfied with the overall quality of amenities in the city.
In regard to safety, 84.6% were either very satisfied or satisfied.
When it comes to access to information about city services, 69.2% were very satisfied or satisfied.
When asked what the City of Oldsmar’s greatest strengths are, the community reiterated Parks & Recreation, Location, and ‘Small Town Feel’ as the top three.

The Community Rating System (CRS) is an incentive program Oldsmar participates in. This FEMA program recognizes and encourages community floodplain management practices that exceed the minimum requirements of the National Flood Insurance Program (NFIP).
Due to the city’s involvement, flood insurance premium rates are discounted to reflect the reduced flood risk resulting from Oldsmar’s efforts to address the three goals of the program:
Reduce and avoid flood damage to insurable property / Strengthen and support the insurance aspects of the NFIP / Foster comprehensive floodplain management.
By having these higher standards, Oldsmar properties can receive up to a 20% discount on their FEMA Flood Insurance Policy premiums.

Did you know that the FEMA 50% Rule prohibits repairs and improvements on damaged homes exceeding 50% of their market value UNLESS the entire residential structure is brought up to the most current floodplain management regulations?
