Letter From The Mayor

It’s October, and if you’re a hockey fanatic like me, you know it’s the start of the NHL season and another quest for the Stanley Cup by our beloved Tampa Bay Lightning. However, you can’t beat the action occurring at the Oldsmar Sports Complex. I look forward to playing in the free adult pickup games each week at the Outdoor Hockey Rink. It’s my opportunity to get outdoors and enjoy the competition and camaraderie with other players. That’s just one element of the potential uses for the complex. You can read more about those possibilities on page 16.

Soon, we will transition from Summer to Winter – Florida style. I’m sure everyone in our community is looking forward to cooler temperatures and the many events planned by local organizations and city staff (page 06). In October, the Upper Tampa Bay Oktoberfest traditionally kicks off the holiday season, returning to Tampa Bay Downs with authentic German food, unique contests, and lots of oom-pah-pah to dance to. Haunted Happenings always provides a fun night of goblins, costumes, and, of course, lots of candy! November spotlight events include the Annual Talent Show, a Craft Beer Festival, a Veteran’s Day Celebration, as well as the community tradition of Celebrate Oldsmar. Don’t forget to register for Santa Visits. This year, the Annual Tree Lighting Ceremony will be held at the end of that month – a great way to transition into the final month of the year. December kicks off with Winter Wonderland and the return of the giant snow slide. A Bike Parade has been added to the Annual Golf Cart Parade, providing more opportunities for the community to decorate their rides and participate in this growing event. Your Public Library has plenty of activities in store for the holidays as well.

Be sure to save the date of October 4 for Oldsmar’s Community Visioning Workshop. This event is your opportunity to provide your input and share insights, (page 25) as we work collaboratively toward new mission and vision statements and assist the City Council in determining its next set of Council priorities.

City staff have been working diligently on the Complete Streets Project and are preparing for a Public Information Workshop on October 19. I encourage you to attend and learn more from project stakeholders about the redesigns along St. Petersburg Drive and a roundabout (page 23) that will be part of the project.

As we ring in the new year, I wish all of Oldsmar a very happy and safe holiday season.

ELECTION LAW CHANGE

All voters who received mail ballots even as late as the 2022 General Election must submit a new request to the Pinellas County Supervisor of Elections. The new request must include the voter’s Florida DL Number, ID number, or the last 4 digits of their Social Security Number.

2024 MUNICIPAL ELECTIONS

The Municipal Election will be held on March 19, 2024, the same day as the Presidential Preference Primary. The candidate qualifying period for the March 19, 2024 Municipal Election will begin on October 17, 2023 at 8:00 a.m. and end on November 17, 2023 at 5:00 p.m. The Council seats open are seats 1 and 3. ARTS & CULTURE NEWS

PUBLIC ART MASTER PLAN

Like many cities across the nation, the City of Oldsmar has made an investment in public art. Public Art communicates to residents, businesses, and visitors what Oldsmar represents. It says this is a city that cares about who it is, what happens here and where it’s going in the future. It reflects the unique history of the city, adds special character to neighborhoods and humanizes the built environment.

There are already some examples of public art in the city, but the time has arrived to develop an intentional and collaborative Master Plan for the future of Public Art in Oldsmar. That begins with developing a shared vision with the community for public art and a process for ongoing public input. The public art plan will be the foundation upon which the program grows and matures.

To develop the Master Plan, the city is seeking interested residents and businesses to serve on its Public Art Task Force. This will be a yearlong commitment with monthly meetings. This Task Force, with support from city staff, will be responsible for soliciting public input to create a vision statement that will guide all of the subsequent activities.

The Public Art Task Force will truly be a working group, culminating in a community workshop and a written plan document. Interested applicants may apply online. The application deadline is Monday, October 9.

Have you ever tried to imagine how large our solar system is?

The distance between the planets and our Sun is almost too great to imagine. That all changes with a unique planet walk called Oldsmar in Orbit. Beginning at the Sun sign at R.E. Olds Park and spanning nearly a mile, this scale model of 4 billion miles-to-one showcases each planet with an informational sign featuring planetary facts, astrological symbols and the planets in relationship to each other.

OLDSMAR SPORTS COMPLEX

WHERE CHAMPIONS RISE

HISTORY

As the 4th official park in Oldsmar, Canal Park opened in 1993 to house many of the local sports organizations providing programs for young players. Over time, new programs have evolved, and unique sports have found a home for local, national, and international athletes to train and play. The park was officially renamed as the ‘Oldsmar Sports Complex’ to reflect the true nature of the fields and facilities that have grown at the site over the years.

The addition of the BMX Supercross Track in 2015 placed Oldsmar on the international map as many riders elect to train in our desired climate year-round, making this type of track designation as one of six across the United States and only a handful worldwide.

In 2019, the first face-off occurred during the official opening of the Lightning Made Outdoor Street Hockey Rink, the first of its kind in Pinellas County. The covered facility was made possible by a partnership with the Tampa Bay Lightning Foundation. Besides hockey games, the rink is utilized for Futsal, private parties and more.

IMPROVEMENTS

Facility enhancements have been made through a variety of Capital Improvement Projects as identified by city staff to assist in the upkeep and maintenance of the popular complex. These improvements are identified each year through an extensive review process to plan the necessary needs of the facility over an extended period of time.

Recent improvements include new outfield grass, spectator screens, cleat cleaners, amenity upgrades and a scoreboard for the baseball and softball fields that serve as home to the oldest sports organization in town – the Oldsmar Little League.

The fields used by the Oldsmar Youth Soccer Club and the North Pinellas Panthers Youth Football and Cheer now feature new goal posts, fresh sod, spectator bleachers, and scorekeeper boxes.

BMX riders will now soon enjoy a state-of-the-art rider timing system to assist with their training efforts, featuring four loops with split timing that will record their progress across the track.

Many opportunities exist for community members and organizations to rent the hockey facility, BMX track, and field for private parties and events. For more information, please call (813) 749-1152

Did you know that St. Petersburg Drive was initially a state roadway (SR 580) connecting Pinellas to Hillsborough County? The Oldsmar Bypass, also known as the Tampa Road Bypass, was a roadway construction project started in the late 1990s to alleviate traffic congestion in downtown Oldsmar. The project rerouted traffic around the downtown area to provide a more direct connection to Tampa Road.

As St. Petersburg Drive was initially designed for higher capacity and speed consistent with state roads, the city has been working to transform this roadway to better align with its neighborhood surroundings. The upcoming project will reconstruct the segment from Dartmouth Avenue to Bayview Boulevard, incorporating a compact roundabout at Bayview Boulevard. This is part of a Complete Streets initiative that focuses on creating safe, accessible, and convenient transportation options for all users. Complete Streets projects prioritize pedestrians, cyclists, public transit users, and vehicles for a more inclusive transportation approach.

The project includes a small one-lane roundabout at Bayview Boulevard and St. Petersburg Drive, offering several advantages. Roundabouts enhance both safety and efficiency by providing a continuous flow of traffic without traffic signals, reducing congestion and delays. They also minimize severe accidents, promoting safer intersections. Moreover, roundabouts reduce fuel consumption and emissions through smoother vehicle movement, supporting environmental sustainability. With their aesthetic appeal and efficient traffic management, roundabouts represent a modern solution for safer, greener transportation. Additionally, this roundabout will serve as a downtown gateway feature.

As the project nears its final design stages with a projected cost of $5.3 million, the City has secured two grants from the State of Florida, totaling $2 million, to help cover its contribution. YOUR GUIDE TO GOLF CARTS AND LSVS IN OLDSMAR

On September 15, 2020, the City of Oldsmar adopted a local ordinance allowing golf carts on certain roadways with a speed of 25 mph or less. Since then, golf carts and Low-Speed Vehicles (LSVs) have become a common sight in Oldsmar. However, specific laws and regulations outlined in the city’s Code of Ordinances and Florida Statutes apply to these vehicles. This article compares the characteristics of golf carts and LSVs and serves as a guide to provide the information you need to operate these vehicles safely and comply with the law.

GOLF CARTS:

Design Speed: 15 to 20 mph

Registration: City registration is optional

Insurance: Insurance is mandatory

License: Anyone under 18 must hold a permit or driver’s license. *

Roadway Use: Only permitted on certain residential roads with speed limits of 25 mph or less. Please visit myoldsmar.com for a map.

Crossing Roads: Golf Carts are prohibited from crossing all state and county roads, including SR580, Tampa Road, and Forest Lakes Blvd.

LSVs :

Design Speed: 20 to 35 mph

Registration: Registration for LSVs and a valid license plate are mandatory.

Insurance: LSVs must have minimum liability insurance coverage as Florida law mandates.

License: Owners of LSVs must possess a valid driver’s license.

Roadway Use: LSVs can operate on roads with speed limits of 35 mph.

Crossing Roads: LSVs can legally cross at State Road 580, Tampa Road, and Forest Lakes Blvd.

Finally, as you cruise along our roads, remember to follow the rules outlined in Oldsmar’s Code of Ordinances and Florida Statutes. Whether you opt for the leisurely pace of a golf cart or the slightly faster ride of an LSV, safety, and compliance are paramount. Familiarize yourself with design speeds, registration, insurance, and licensing requirements that set these vehicles apart.

Oldsmar’s Veterans Memorial Wall recognizes Oldsmar residents (of at least one year) who were honorably discharged from service by having their name, rank and years of service engraved for Free. Applications are reviewed annually and those approved are recognized during a ‘roll call’ at the annual Veterans Day Celebration.
