Letter From The Mayor

In late 2023, the community unveiled its newest public art installation – Winner’s Way (page 16).

Public art plays a pivotal role in fostering a vibrant and connected community. Beyond mere aesthetics, public art is a powerful catalyst for social cohesion and cultural enrichment. It transforms shared spaces into dynamic canvases that reflect a community’s identity, values, and diversity.

Public art stimulates dialogue through sculptures, murals, and installations, encouraging residents to engage with their surroundings and each other. In essence, investing in public art is an investment in community well-being, creativity, and the enduring legacy of collective expression.

Participating in municipal elections is a cornerstone of civic responsibility, allowing individuals to shape their local community directly. Oldsmar’s next election will be held on March 19 to select who will represent Seat 1 and Seat 3 (page 03). By exercising the right to vote, individuals not only contribute to the democratic process but also build the foundation for a thriving and responsive local democracy.

With the 2023 Hurricane Season behind us, now is the time to prepare for 2024.

Oldsmar has experienced its share of impacts from Mother Nature as a coastal community. To better understand the urgency of preparedness, the city is launching a Pledge to Evacuate campaign (page 25). When faced with the impending threat of a hurricane, taking the initiative to evacuate is a responsible and proactive measure. By making this pledge, our residents safeguard their own well-being and contribute to the overall effectiveness of emergency response efforts. The city will also host its annual Hurricane Expo this spring (page 24). This is your opportunity to learn about storm surge, prepare your property and business for the upcoming season, understand flood and evacuation zones, and much more.

Once again, the city is launching its annual Satisfaction Survey (page 23).

Your feedback guides city staff in making informed decisions about our community and pinpointing areas where positive changes can enhance the overall quality of life. Your input matters, so take a few moments to share your thoughts. Together, we can work towards creating a community that genuinely reflects the satisfaction of its residents.

Finally, please join me in congratulating the editorial staff and contributors as the Florida Recreation and Parks Association awarded the Oldsmar Top of the Bay magazine the Public Relations Awards for Print Material.

Winning this award under competition from across the state is a testament to the quality of communications provided to our community.

2024 MUNICIPAL ELECTIONS

The Municipal Election will be held on Tuesday, March 19, the same day as the Presidential Preference Primary. The Council seats open are seats 1 and 3. For more information, call (813) 749-1115.

ELECTION L AW CHANGE

All voters who received mail ballots even as late as the 2022 General Election must submit a new request to the Pinellas County Supervisor of Elections. The new request must include the voters Florida Driver License Number, ID number, or the last 4 digits of their Social Security Number. The Domestic Ballot Mailing Deadline is Thursday, February 15.

VOTER REGISTRATION

Voter registration information and application forms, early voting and polling places are available online through the Pinellas County Supervisor of Elections office at VotePinellas.gov. For more information, call 727-464VOTE (8683). The Voter Registration Deadline is Tuesday, February 20.

A R T S & C U LT U R E OLDSMAR RECYCLED ART CHALLENGE

COMING SUMMER OF 2024!

Being kind to the environment is totally possible with art. Recycled art means taking items that are set to be thrown away and recycling them to create something beautiful and fun.

Repurposed or up-cycled art can be made with a wide variety of items including: • Bottle caps • Plastic containers • Bubble wrap • Plastic utensils • Paper towel/TP rolls • K-cups • Egg cartons • CDs and old books The sky is the limit! Start accumulating what you will need to begin creating your trash to treasure submission for the Oldsmar Recycled Art Challenge. Prizes will be provided to the top projects as determined by local judges.

If you are not an artist, but you want to participate, you can donate the above items that are clean and dry.

Collection boxes will be provided at City Hall, Library and Recreation Center beginning March 1 to help local artists with needed items.

From June 21-25, drop off your creations at City Hall. An art reception will be held on July 2 to discover the unique art works by the community.

Have you ever tried to imagine how large our solar system is?

The distance between the planets and our Sun is almost too great to imagine. That all changes with a unique planet walk called Oldsmar in Orbit. Beginning at the Sun sign at R.E. Olds Park and spanning nearly a mile, this scale model of 4 billion miles-to-one showcases each planet with an informational sign featuring planetary facts, astrological symbols and the planets in relationship to each other.

What makes Oldsmar’s Planet Walk unique is a feature called augmented reality. Scan the QR code (below) and download the Free ROAR app on you iPhone or Android phone or tablet. Follow the app directions and scan the entire surface of the planet sign to see each planet come to life in a 3-D format while hearing its fascinating facts narrated by former NASA astronaut and Pinellas County native, Nicole Stott.

W I N N E R ’ S WAY As the newest addition to Oldsmar’s public art, the Winner’s Way sculpture at the Oldsmar Sports Complex was unveiled on November 16, 2023, during its public ribbon cutting ceremony. It was the culmination of a community process that began 24 months ago by asking the community what kind of art they would like to see. More than 200 responses were received.

A Public Art Committee, appointed by the City Council, issued a Call for Artists and reviewed proposals from 50 artist respondents from across the United States.

The field was then narrowed to two finalists who submitted their proposed designs and made presentations to the committee. These designs were posted for public comment and 163 responses were received.

Interestingly, the chosen artists, Gus and Lina Ocamposilva, have their studio right here in Oldsmar. After receiving the necessary permits, the Ocamposilva’s began fabrication of the sculpture. During this time, committee members visited the studio to see first-hand the creative process that would result in this iconic artwork.

The selected site for the installation makes it visible throughout the Oldsmar Sports Complex and from Tampa Road.

As a 16-foot-tall metal interactive sculpture, Winner’s Way symbolizes Oldsmar’s passion for amateur sports and recognizes the determination and dedication of the athletes that have played on the grounds of the sports complex. The primarily aluminum shape features five-point stars, a tribute to the true ‘all-stars’ who compete and train to become the best of the best. Affixed to the top of each of the star points are representational figures for the complex’s sports programs – baseball, football, soccer, hockey, and BMX. The primary color red represents the vitality and enthusiasm felt during competitions.

The yellow reflects the radiant energy alive in every participant and spectator.

Winner’s Way is a beautiful representation of a robust community process in collaboration with talented professional artists. It is a project that Oldsmar will be proud of for many years.

PUBLIC ART TASK FORCE

A citizen group is developing a Public Art Master Plan. The task force began its work with a community survey to help formulate a vision statement for the plan.

The Public Art Task Force was appointed by the City Council in September to develop a Master Plan for public art in Oldsmar. The task force is comprised of Oldsmar residents: Carmen Bladt, Nettie Croy, Dori Daniel, Michael Helffrich, Jessica Jagerson, Katie Mancera, Lisa Matuszwski, Amber Stephens, Sandra Tupper and Suda Yantiss-Colon, with staff support from the City’s Cultural Arts Programmer, Joan Byrne.

This vision statement reflects the aspirations and opinions of the community as it builds its public art collection. The task force will make recommendations, based on community input, regarding the types of art desired, prioritizing locations for future art, and various strategies for the expansion of the city’s public art. An advisory committee of art professionals will review the task force’s work throughout the process, further ensuring the quality of the final plan.

The task force meets monthly at the State Street Center from 5-6:30p on the following dates: Feb 13, Mar 12, Apr 16, May 14, Jun 11, July 9, Aug 13, Sep 10, Oct 22. The meetings are open to the public.

The task force’s work is expected to be complete in Fall 2024.

WATER RECLAMATION CONTROL BUILDING PROJECT

Oldsmar’s 2.25 million gallon per day wastewater treatment facility, which treats wastewater for 15,000 residents and two industrial parks, is set for a significant upgrade in 2024. The outdated 1973 control building will be replaced with a modern two-story structure.

Not only is the facility 50 years old, but it also is below the required base flood elevation, making it vulnerable to flooding.

In addition to replacing antiquated infrastructure, the project will also enhance operational efficiency by updating process control systems. A major financial boost comes from a $2.15 million State Resilience Grant, contributing to the approximately $6.5 million construction project.

The City Council will refine the previous Request for Proposals at a Work Session, tentatively scheduled for Tuesday, February 27 at 6 pm. In August of 2021, new FEMA Flood Maps went into effect which impacted flood zones, flood insurance rates, and building construction standards. People within a community use flood information to make informed decisions about where to live, what to build, and how to protect their families, homes, and businesses. To help you navigate for your property information, FEMA provides a resourceful website that explains how to view and obtain flood maps, check your flood zone designation, and more.

Before hurricanes season begins, make the time to review your property risk and take any necessary steps to protect your home and its contents from flood loss. Need assistance? DISCOUNTED FLOOD INSURANCE The Community Rating System (CRS) is an incentive program that encourages community floodplain management activities that exceed the minimum National Flood Insurance Program (NFIP) requirements. Flood insurance premium rates are discounted to reflect the reduced flood risk resulting from the community actions that meet the three goals of the CRS: • To reduce flood losses • To facilitate accurate insurance rating • To promote the awareness of flood insurance The City of Oldsmar is proud of its CRS Class 6 designation. When you renew your Flood Insurance Policy, please check for your “Community Rating Number” stated on your policy. Should your policy indicate something other than six (6), call your insurance agent to correct the error.

You should receive a 20% reduction for properties in the Special Flood Hazard Area (SFHA) and a 10% discount outside the SFPA. For more information, visit FEMA.gov and type in “CRS” in the search box.

Receive emergency alerts and important news by registering with ALERT Pinellas. This FREE service is for residents and businesses to receive urgent messages for a variety of situations, such as mandatory evacuations, boil water notices, and more. Choose how to receive an alert for up to five Pinellas County locations. You only need to sign up once online.

KNOW YOUR ZONES It is vital to understand that there are TWO types of zones in ‘storm’ conversations during the Hurricane Season. A property may be in a non-evacuation zone yet be in a flood zone because of a nearby stream or pond. You must know BOTH zones.

FLOOD ZONE FEMA assigns FLOOD ZONES for use in the National Flood Insurance Program. Each flood zone designation is represented by a letter(s) that denotes the flood risk for the property, regardless of the cause.

EVACUATION ZONE Based on hurricane & storm surge, the EVACUATION ZONE is determined by the National Hurricane Center.

They use ground elevation and the area’s vulnerability to storm surge to assign the zone, identified as Mobile Home Park and A through E. For detailed information about the above items and services, visit OldsmarStrong.com.

VOLUNTEER FOR TROPICAL STORM AND HURRICANE EFFORTS The City of Oldsmar has four different opportunities in which you can help before and after a tropical storm or hurricane event.

ASSIST WITH SANDBAG OPERATIONS • You must be able to lift a minimum of 50 lbs.

• You might be working in the heat.

• You will be trained by city staff prior to sandbag operations being mobilized.

ASSIST WITH DEBRIS REMOVAL • Remove light debris from medians and parks alongside city staff.

• Assist city staff in gathering loose limbs into piles.

• Help to return normalcy to the public.

BE A SOCIAL MEDIA AMBASSADOR Share official communications regarding tropical storm & hurricane efforts from the city’s official social media platforms.

PLEDGE TO PLAN HURRICANE PREPAREDNESS • Take the Pledge to Evacuate and learn how to prepare for tropical storms & hurricanes.

• Post your Pledge to your social media accounts.
