The survey concluded that the current net metering program is overcompensating homeowners. However, an independent study that analyzed the survey has suggested that it used a biased approach favoring Idaho Power’s interests. The survey purportedly failed to account for a variety of long-term benefits of solar. It also significantly overestimated the cost of integrating solar and based calculations on outdated figures.
Despite these troubling points, as well as public protest, the IPUC has chosen to accept Idaho Power’s findings and proceed with rate restructuring, using their data as the benchmark.
A cut of as much as 60% is being proposed, making prospective customers very hesitant to install it right now. The exemption cutoff is December 2019. Anyone who installed solar afterward would be subject to whatever new rates are set.
