Health Wellness Fair Set for Oct. 30

What better way to kick-off HDOT’s Worksite Wellness Program, than with a Health and Wellness Fair!

DOT is partnering with the Employer-Union Health Benefits Trust Fund (EUTF) to plan an awesome event for HDOT employees on Oahu.

The Fair will feature vendors that will provide health and benefits information, perform

biometric screenings and teach short, two-minute stretches to do at your desk.

Since the fair is the day before Halloween, why not learn about healthy alternatives to passing out candy to trick-or-treaters?

All employees are invited to attend on official work time, and they must get approval from their supervisors prior to attending the fair.

Supervisors will be responsible for determining when employees are allowed to attend and must ensure that their offices have adequate coverage to avoid any disruption to services to the public.

Message from our Deputy Director

When the general public thinks of the State of Hawai‘i Department of Transportation (HDOT), I’d imagine that highways, airports, and commercial harbors immediately come to mind.

Little do the public, as well as state employees, realize that HDOT, through its Director Jade Butay (or designee), actively participates on and/or works with numerous boards, commissions, committees, and authorities that cover a broad range of policy areas.

Besides all of the HDOTspecific meetings that Director Butay, his designees, or I attend, more than 20% of our work time is consumed by preparing for and participating in a variety of board, commission, or committee meetings such as: • Honolulu Board of Water Supply • Honolulu Authority for Rapid Transportation • Hawaiʻi Climate Change Mitigation and Adaptation Commission • Hawai’i Green Growth • Oahu Metropolitan Planning Organization • Maui Metropolitan Planning

Director Butay’s or his designee’s active participation provides opportunities for HDOT to work collaboratively with other community leaders and groups to make our community a stronger, more vibrant place.

A good example is our department’s involvement with the Endangered Species Recovery Committee in holding site visits for the Kauai Seabird Habitat Conservation Plan this month. Through the Plan, we hope to avoid and minimize take impacts to the ‘a’o, ‘ua’u, and ‘akē‘akē birds caused by nighttime lighting on Kauai to the maximum PAGE 3

extent practicable over the next 3 decades, as well as to enhance, protect and manage suitable seabird breeding habitat on the Garden Isle.

Another opportunity to work with other agencies is my representing DOT on the Hawai’i Climate Change Mitigation and Adaptation Commission.

Back in May, I was asked to chair the commission’s permitted interaction group to help transform State and county fleets to address vehicle miles travelled reduction, congestion, and emissions—especially through electrification, renewable fuels, carshare, and supporting infrastructure development and deployment. We are hopeful various departments will commit to an ambitious goal of acquiring zero emission vehicles to replace aging gas-powered light duty vehicles over the next year.

Ethics Guidelines for Aloha United Way Fundraising Submitted by Rey Domingo Every year, the State participates in a fundraising campaign for the Aloha United Way (and similar United Way campaigns on the neighbor islands). State agencies help raise funds for the AUW by soliciting employee donations through individual pledges and by sponsoring fundraising activities such as bake sales, auctions, and contests.

The State Ethics Code generally prohibits fundraising in state offices for “private

business” purposes, which includes fundraising for private charities. However, the State has adopted the PAGE 4

AUW campaign as “public business” by authorizing state personnel and state resources to be used for the campaign, which funds a broad range of community services in Hawaii.

Because of this, the State Ethics Commission determined in 1976 that the State Ethics Code does not prohibit the use of state personnel and state resources to fundraise for the AUW. State agencies may solicit contributions to the AUW from

state employees at work, but contributions by employees must be voluntary. Employees may not be pressured or coerced into contributing.

State agencies also may hold fundraising activities, such as rallies, fairs, sales, and contests, to benefit the AUW.

These activities, however, may not run afoul of the State Ethics Code. In general, “inhouse” fundraisers that are limited to agency employees are less likely to raise ethics concerns than fundraisers that are extended outside an agency to the public or to

private businesses. Agencies should contact the State Ethics Commission for guidance before soliciting any donations for a fundraiser from outside sources.

Are we required to keep the workplace a certain temperature?

Submitted by Rey Domingo Not necessarily. There is no requirement for employers to maintain a certain workplace temperature under federal Occupational Safety and Health Administration (OSHA) regulations, nor are there specific OSHA standards for occupational heat exposure.

We can reduce the risk of heat-related illnesses to employees exposed to hot indoor environments by implementing engineering controls that make the work environment cooler, such as air conditioning and ventilation, and work practices such as instituting work/rest cycles, drinking water often and providing an opportunity for workers to build up a level of tolerance to working in the heat.

Employees who work in traditional office environments have a lower risk of indoor heat exposure, and although there is no standard related to indoor office temperature, the OSHA technical manual recommends employers maintain workplace temperatures in the range of 68-76 degrees Fahrenheit.

Indoor air temperature preferences vary by individual. While one PAGE 5

worker may shiver and reach for a sweater during the summer with the thermostat set on 70 degrees, another worker may break a sweat.

Finding a happy medium can often be difficult, but consider the bottom line: “Temperature is certainly a key variable that can impact performance,” according to a Cornell University study. Aside from productivity, office temperature can also have a negative effect on morale, and allowing employees some flexibility in regulating indoor temperature can increase job satisfaction.

The restrooms in the Diamond Head and Ewa Concourses were renovated under separate contracts.

Restrooms renovations are underway at the Daniel K. Inouye International Airport.

Phase I is under construction, which is remodeling 52 public restrooms in Terminal 2, including the ticket lobbies, baggage claims and the Central Concourse.

A new pair of men’s and women’s restroom will also be constructed in the Central Concourse.

Design features include: • Highly visible entrance solid surface terrazzo flooring, eliminating the tile and grout which harbors odor and bacteria.

• Tough lavatories, with handsfree soap dispensers, water facets and hand dryers.

Though Dex has been with the State for 6 years, he has been in the aviation industry for over 20 years. He worked with various airline companies before finally accepting a position in Airports Operations Control.

Harbors Kia‘iawa: Guardians of the Harbor Before Hawai’i’s communities can be cared for, before necessities that malama (care for) our keiki (children) and kupuna (elders) can be provided, it must first travel through one of our State’s most critical infrastructures: Hawai’i’s commercial harbors.

The kuleana (responsibility) of protecting people and preserving property at these facilities is substantial and can be overwhelming, yet an extremely gratifying privilege, if one is committed to do so.

Those tasked with these obligations, those who are dedicated to duty and committed to cause that ensure commerce makes it to our hale (home) are the

officers of the Harbor Police.

Hawai’i imports 80% of its goods - food, clothing, autos, building materials and medical supplies - 97% of which move through our commercial ports.

These duties dictate that the unit respond to and enforce any violation of law, ordinance, rule or regulation, as directed by the executive, legislative or judicial branches of government.

In addition, they are responsible for meeting and managing requirements mandated by the U. S. Coast Guard.

Harbor Police are vigilant about keeping our communities safe. Iin 2018, Harbor Police responded to over 1,250 different incidents, which includes violent crimes, property crimes, traffic services and arrests.

They provide the highest quality of public service through crime prevention, homeland security and quality of life to all our communities.

Sergeant Agpalsa has been a member of the HDOT Harbor Police Section since 2010, and he served as an Officer and Acting Sergeant on the B-Watch (06301500 hours). Sergeant Agpalsa will continue to serve on the B-Watch as the Administrative Sergeant. He will oversee the Facility Security Plans, Contract Security, other Administrative duties as they arise, as well as being the B-Watch Commander on Sergeant Dejesus’ days off.

Sergeant Agpalsa is an asset to the Harbor Police, as he is well versed in Maritime Patrol Operations with our Patrol Boats and Personal Water Crafts. He strives to keep our vessels maintained and operational.

Sergeant Delapenia has been a member of the HDOT Harbor Police Section since 2017, and he served as an Officer and Acting Sergeant on the C-Watch (1430-2300 hours).

Sergeant Delapenia will continue to serve on the C-Watch as the Watch Sergeant/Commander. Sergeant Delapenia is an asset to Harbor Police, and he came to us with years of prior experience with the Department of Defense (Navy) Police, Honolulu Police Department and Hawaii Police Department. Sergeant Delapenia’s vigilance while on patrol has led to numerous arrests while employed with us.

Join Adopt-A-Highway and Help Clean Hawaii’s Roadways On September 21, 2019, people worldwide celebrated by coming together in observance of World Cleanup Day, celebrating a global effort to keep our environment clean and trash-free.

World Cleanup Day was first inspired by a national initiative in the Northern European country of Estonia in 2008, where 50,000 citizens worked together to clean the whole country in five hours.

Eleven years later, the first World Cleanup Day was celebrated September 15, 2018, uniting 18 million people from 157 countries and territories.

Due to excessive use and proliferation of plastic waste, countries such as Rwanda in Africa have taken drastic measures by banning plastic bottles and bags completely from being sold within the country.

DOT is committed to keeping our State highways and related facilities from adversely affecting the environment.

Hawai‘i is surrounded by fragile ecosystems and precious bodies off water that need to be protected from man-made waste.

One way to do that is to promptly remove all debris and human waste from cluttering the roadside areas.

Through the h Adopt-A-Highway d i h program, the DOT will provide volunteers from any organization with trash bags, safety materials, schedule trash pick-ups and even erect a highway sign to recognize a group’s cleaning efforts.

All divisions are encouraged to contribute and make our islands a neat place to live and work.

Kingsley worked with the Structural Materials Section (HWY-LS) while Meagan Nakamoto worked with the Geotechnical and Pavement Design Section.

Kingsley lives in Honolulu with his mom Roxanne, dad Benton, sisters Kalsi and Alyssa and four dogs.

His mom works for the Department of Health -Hazards and Waste Branch.

He graduated from President William McKinley High School and is currently attending Oregon State University because of the scholarship offers and their great engineering program.

Kingsley will be a senior this fall and is double majoring in Mechanical Engineering and Manufacturing Engineering because he likes finding new ways to solve problems.

He enjoys playing basketball, golfing, doing robotics, going to the beach and traveling.

Kingsley got to learn about the rules and regulations for concrete making and the submittal process from contractors.

He enjoyed going out into the field and watching the concrete pouring process on actual highway projects.

Meagan lives in Kaneohe with her mom Lei, dad Ryo and sister Nicole. Her mom works for the Department of Agriculture.

She graduated from MidPacific Institute and is also attending Oregon State University because of its great community environment and the wide range of opportunities available.

Meagan will be a junior this fall and decided to major in Civil Engineering because she finds it interesting and there are a wide variety of disciplines she can go into.

Meagan like to hike, going to the beach, and watch movies and TV shows.

She enjoyed gaining hands on experience of what civil engineers do and learned a lot about geotechnical engineering which will help her in her future engineering courses.

She is also grateful for the opportunity to work at HWY-L and appreciate everyone helping her further her knowledge in civil engineering.

Hawaiian History: Hidden Treasure Across DOT Headquarters By: Maaza Mekuria Kawaiaha‘o church at the corner of Punchbowl and King Street (across the street from Alia’amoku Building - HDOT headquarters on Queen Street) is celebrating its bicentennial celebration in 2020.

The church was designed by the Reverend Hiram Bingham, its first Kahu, who himself was inspired to leave family and friends to come to Hawaii with the first group of missionaries, to teach the people of Hawai‘i.

Bingham and his wife Sybil, buried their first son at the same church compound after the first few years in Hawai’i and yet remained to complete the translation of the Bible into Hawaiian, aided by the other Hawaiian who sailed with him from New England, including Thomas Hopoo, Henry `Ōpūkaha`ia friend.

The relationship with Hawaiian Ali‘i became more intimate after the death of his first child.

The building was constructed, more than 20 years after the arrival of the missionaries, using coral stones quarried out of the Honolulu harbor by the many Hawaiian volunteers.

Henry `Ōpūkaha`ia was born in 1792 in the Island of Hawai’i (Big Island) to Keaau and Kamohoula.

After an arduous journey `Ōpūkaha`ia arrived in New Haven Connecticut and was very much distressed to see that he was not able to get an education while other Caucasian young men were studying.

He was orphaned at a very young age when King Kamehameha consolidated power on the Island. `Ōpūkaha`ia lived with his uncle who was a priest for sometime and was studying to be a successor in the footsteps of his uncle’s before he met Captain Caleb Britnall, a New Haven Connecticut business man whose ship “the Truimph” had harbored at the big Island enroute to trade in China. `Ōpūkaha`ia decided to leave Hawaii and travel to America with Captain Britnall, Joining a fellow Hawaiian Thomas PAGE 12

This was also the possibly remarkable Darwinian assumption, before even Darwin proposed it, that people from other cultures were not as evolved as the Caucasians and could not be educated at all to the level that Caucasians could attain, and such and other prejudices including out-right slavery kept many out of reach of the body of knowledge that was available at that time. Ōpūkaha`ia surprised everyone by not only his acumen for English but began studying science and mathematics on his own. Ōpūkaha`ia is described as a sprightly active lad, of uncommon agility of body, mild and modest, inquisitive mind, ingenious, and inventive, affectionate and kind so that no one could get offended by him.

Because of the efforts of many people including one of Ōpūkaha`ia closest friends, Samuel Mills, `Ōpūkaha`ia became the first known Christian from Hawaiian heritage.

Again, `Ōpūkaha`ia, on his initiative began reducing the Hawaiian language into writing and translating the Bible by going back to the root languages Hebrew and Greek with little formal education, except assistance from other students. Ōpūkaha`ia influence began to exert itself in New England from his early days in both showing the excellence of Hawaiian people but also the Aloha Spirit that characterized his new found faith. He shared to all that he met, young and old the truths he learned from the Bible and cautioned those who felt that they were to take the faith lightly.

Providence had it that Ōpūkaha`ia, though he much desired to return to Hawaii to bless his people with the knowledge he gained of the Savior of the World, to die in 1818, the at an early age of 26 years, of Typhus Fever.

At about the same time, Ōpūkaha`ia’s dear friend, Samuel Mills, with whom he was looking forward to come to Hawaii, also died on a trip to the frontier areas of the US. Yet, Ōpūkaha`ia left a memoir which was published by the people who have loved PAGE 13

and cared for Ōpūkaha`ia inspired a whole new young New Englanders and raised awareness of the need to reach the people of Hawaii (also known at that as the Sandwich Islands) with the message of the good news of Jesus Christ.

Next month 50 representatives from Kawaiaha‘o Church will return to Boston and celebrate the commissioning of the first missionary group at the very Church it started, the Historic Park Street Church, to commemorate the 200th anniversary of the send off.

The rest is still more history.

Recipe of the Month: Party Mix

A sweet treat for your little goblins.

Party Mix 1 pkg (10 oz) Fritos 1 pkg (6 oz) Bugles 1 box (12 oz) Crispix 1/2 pkg (10 oz size) mini pretzels 1/2 pkg (11 oz size) Cheetos 1-1/2 cups butter 1 cup sugar 2 teaspoons garlic powder 4 teaspoons Worcestershire sauce

In a saucepan, heat butter with sugar, garlic powder, and Worcestershire sauce; stir until sugar dissolves.

A screamin’ favorite among your spooky ghosts.

Preheat oven to 250°F 250°F. Spray a large, deep roasting pan and 2 large baking sheets with non-stick cooking spray.

Combine Fritos, Crispix, pretzels, and Cheetos in

Pour over cereal mixture and mix. Spread mixture on baking sheets.

Bake uncovered for 1 hour; rotate pans and mix lightly every 15 minutes. Cool and store in airtight containers.

Makes about 7 quarts. Enjoy!

ALICE® are people who are working, doing everything they can to make ends meet yet struggle to get by each month.

37% of Hawaii’s population is living just above the federal poverty level and are often unable to survive even a minor financial challenge. There are few substantial programs in place to help or prevent ALICE from slipping into poverty.

Aloha United Way established the ALICE Fund to tackle the issues that cause financial instability for these individuals and families. Through transformative initiatives that bring together people, resources and sustainable solutions, the ALICE Fund strives to enhance the financial stability of our ALICE ohana to make our community stronger and more resilient.
