Aloha HDOT ‘Ohana!

I am pleased to announce the appointments of Patrick McCain as Deputy Director of Administration and Eduardo Manglallan as Deputy Director of Harbors.

Ed also served in former Mayor Caldwell’s cabinet as Deputy Director of the Department of Facility Maintenance.

Effective December 1, 2021, both gentlemen will begin their new leadership roles in the Department of Transportation.

Patrick is a dedicated career public servant. He has served in the legislative and executive branches of the city, state and federal levels of government.

He has also worked in the private sector representing workers and management.

Prior to entering city government, Ed worked as a Construction Manager for Actus Lend Lease, which built 10,000 military housing units for the Army, Air Force and Coast Guard on Oahu.

Ed enlisted with the U.S. Navy serving on various naval vessels beginning as a Machinist Mate.

He served in several positions with the Navy and retired as a Lt. Commander after 28 years of service.

He has been a Congressional Chief of Staff, an industry association president, and a federal officer.

He came to Hawaii in 1977 to attend Chaminade University where he earned a political science degree in 1981.

Ed received a Bachelor’s degree in Civil Engineering from Florida State University and a Master’s degree in Civil/Environmental Engineering from the University of Hawaii at Manoa.

Besides his commitment to public service he is a proud father to a wonderful daughter.

Your support of Patrick and Ed is much appreciated!

Patrick loves Hawaii and his desire is to use his energy to make the lives of the people of Hawaii better.

Administration New Year’s Resolution or Vision Board?

What was the fastest time that you broke a new year’s resolution?

For me it must have been two days, LOL. Typically, new year’s resolutions center around a goal.

Whether it be to quit smoking, lose weight, or make more money.

Studies show that you are more likely to create good habits to reach your goal if the habits align with your identity and personal values, to form great habits that will help you achieve your goals, I recommend Atomic Habits by James Clear.

Why not set some realistic goals for 2022 and beyond which will get you closer to your dream?

For example, if your dream is to own a home, maybe your vision board for 2022 can include a picture of a house with a target date.

If your goal is to lose weight, set a specific realistic goal, like walking for 10 minutes each day.

Paste a picture of a person walking for health.

Eventually, and before you know it, you’ll be walking twice as long.

“Every great dream begins with a dreamer.

Always remember, you have within you the strength, the patience, and the passion to reach for the stars to change the world.” – Harriet Tubman

Truth be told, new year’s resolutions take so much work and discipline!

Instead, why not do a vision board?

A vision board is usually a collage of pictures and words that captures your goals and dreams for the future.

Administration Rasmi Agrahari Joins Statewide Transportation Planning Office By: Paradip Pant Rasmi Agrahari was born and raised in Nepal.

She has a Master's Degree in Urban and Regional Planning, and a Certificate in Disaster Management and Humanitarian Assistance from the University of Hawaii at Manoa.

Her academic and research focus has been in Urban and Regional Planning, Environmental Planning and Disaster Management.

Rasmi has four years of experience in the Urban regional, Land Use, and Transportation Planning fields.

She previously worked as a planner at the State Land Use Commission and Airports Division of Hawaii Department of Transportation.

Rasmi is delighted to be a part of the Statewide Transportation Planning Office.

Airports Airport Fire Lt. James Nakaahiki Retires

A huge shoutout to Lieutenant James Nakaahiki III (third from the right) who retired at the end of 2021 after serving the Lihue Aircraft Rescue Fire Fighting Station on Kauai for 30 years!

Much-Awaited Conrac Finally Opens at HNL

It’s the new one-stop shop for car rentals in Honolulu.

Car (Conrac) facility at the Daniel K. Inouye International Airport (HNL) Dec. 1.

The Hawaii Department of Transportation (HDOT) opened the Consolidated Rent-A-

The Conrac is designed to improve efficiency of operations and customer experience at Hawaii’s busiest airport.

The $377 million project to construct the permanent HNL Conrac began in 2016. It was funded entirely by a daily Customer Facility Charge of $4.50 for all rental cars.

A dedication was held for the new facility on Tuesday, Nov. 30.

Highways New Year Driving Safety Tips According to the National Highway Traffic Safety Administration, human error causes 95% of all motor vehicle crashes.

• Obey all traffic signs and signals.

• It is illegal to enter the crosswalk when the red hand begins to flash.

While that statistic is alarming, the good news is that we have the ability to save lives by making good choices in all forms of transportation we use.

Here’s a few ideas for New Year’s resolutions to keep yourself, loved ones and others in the community safe: Impaired Driving: • Make a plan for a safe way home before you head out for the night. If you plan on drinking, leave your car key at home. Designate a non-drinking friend to be your driver, call a taxi or use public transportation.

• If someone you know is drinking, do not let the person get behind the wheel.

• If you see a drunk driver, call the police when it is safe to do so. It is your business, and it could save a life.

Safety Tips for Pedestrians: • As you are crossing in front of stopped cars, make eye contact with the drivers of oncoming cars to be sure they see you and are slowing to stop before crossing in front of them.

• Remain vigilant while crossing, continue to look for vehicles that may not see you.

• Always walk on the sidewalk. If there is no sidewalk, walk FACING traffic.

• Dress to be seen. At night wear special reflective material on your clothing, shoes or hat.

Safety Tips for Drivers: • Always be vigilant. Look for pedestrian movement in your direction.

• Be aware that pedestrians can be hidden from view by stopped vehicles on multi-lane roads.

• When driving between dusk and dawn, watch for pedestrians in dark clothing.

• Make sure you are fit to drive.

• Don’t be tempted to use you cell phone while driving. Not only is it illegal, but very dangerous and could mean the difference between life and death.

• Obey traffic signs and traffic control devices.

• Use your turn signals.

• Do not tailgate.

Seat Belts/Child Restraint: • Always wear your seat belt. It can increase your chances of surviving a motor vehicle crash by as much as 45 percent.

• Hawaii’s Universal Seat Belt law requires all occupants to wear a seat belt, even in the back seat.

• Research shows that properly used child safety seats can reduce deaths by as much as 71 percent for infants and 54 percent for toddlers.

• In Hawaii, children under the age of 4 are required to ride in a child safety seat; children 4 through 7 years of age must ride in a child passenger restraint or booster seat. Violators are required to appear in court, and if convicted,

Highways HWY-P Welcomes Austin Rose

On November 15, the Highways Division Planning Branch welcomed a new employee.

He briefly worked for the Michigan DOT after graduating before moving to Hawaii where he was primarily with DTS in the Traffic Operations Division and briefly as a planner for Complete Streets.

Austin Rose joins the Systems Planning Section, where his main focus will be on long range planning.

He obtained his PE early this year and is very excited to work on the long-range plans for Kauai, Molokai, Lanai, and the Big Island.

Austin graduated from Michigan State University in 2013 with a BS in Civil Engineering (Go Spartans!).

His hobbies include snorkel/scuba, triathlons, lots of hiking, and soccer.

He welcomes any challenge to Settlers of Catan or Mario Kart.

• Keep children rear facing for as long as possible, up to the maximum height or weight allowed by their particular car seats. Once a child outgrows the rear-facing car seat, he or she is ready to travel in a forward-facing car seat with a harness and tether. After outgrowing the forward-facing car seat, a child should ride in a booster seat until tall enough to fit in a seat belt properly.

• The safest place for all kids under 13 years of age is in the back seat.

Safety Tips for Motorcyclists: • Wear a DOT-approved helmet to reduce severe injuries and death • Dress for protection and visibility.

• Be realistic. Know your limits – don’t ride above your skill level.

• Take an approved rider safety course to fine

tune existing skills and learn new skills.

• Inspect your bike before you ride.

• Become familiar with your bike before going into high traffic areas.

• Make sure that you are fit to ride. Don’t ride while tired, under the influence or otherwise impaired.

• Obey traffic laws and be aware of other roadway users, including pedestrians.

Safety Tips for Bicyclists: • Wear a DOT approved helmet to reduce severe injuries and death.

• See, be seen and be predicable.

• Wear bright or light colored clothing to increase your visibility.

• Don’t weave in and out between parked cars.

• Don’t pass on the right as motorists may not see you on their right.

Interesting Facts about December By: Darren Cantrill Interesting facts about December: December is known around the world as a family time of celebration honoring cultures, religions and traditions that have been with humanity for hundreds of years.

See below for a mix of the weird and wonderful facts about this magical month!

1. An almanac prediction states that if snow falls on Christmas Day, Easter will be warm, green and sunny.

2. The name December comes from the Latin decem for “ten,” as it was the 10th month in the Roman Calendar.

3. The term Yuletide comes from a Norse tradition of cutting and burning a tree to bring in the Winter Solstice.

This was to last through 12 days – later known as the 12 days of Christmas.

Candles – the light of the world, the Star at the top is a reminder of the first Christmas night and Candy canes are to represent the Shepherd’s cane.

4. December 12th is Poinsettia Day. 5. Saint Nickolas, who would eventually be called Santa Claus, was originally the patron saint of children, thieves and pawnbrokers!

10. “Jingle bells” was composed in 1857, and not for Christmas – it was meant to be a Thanksgiving song!

6. December 28th is considered by some to be the unluckiest day of the year.

7. The first artificial Christmas tree was made in Germany, fashioned out of goose feathers that are dyed green!

8. Spiders and spider webs are considered good luck on Christmas.

9. Common decorations on a Christmas tree each have their specific meanings.

11. In 1647 Oliver Cromwell, English Puritan leader, banned the festivities of Christmas for being seen as immoral on such a holy day.

Anyone who was seen celebrating was arrested!

The ban was lifted in 1660.

12. An ancient legend states that forest animals can speak in human language on Christmas Eve!

Recipe of the Month: Green Papaya Salad By: Rae Nguyen

Try a green papaya salad to start a new year.

It’s light and versatile - you can add any type of protein, including boiled or grilled shrimp, chicken or tofu for a filling dish.

Dressing: • 1 cup of water • 5 tablespoon of sugar • Lime juice from a full lime • ¼ cup of fish sauce - Three Crabs brand • Minced garlic from 3-4 cloves • Chopped Thai chile

Thoroughly mix the following ingredients.

• Shredded green papaya • Shredded carrots • Handful of chopped romaine lettuce • Chopped tomatoes • Chopped cucumbers • Bean sprouts • Topped off with chopped roasted honey peanuts and cilantro

Shake dressing and pour over salad. Enjoy!

Associated features of the HNL Conrac include: multilevel Quick-Turn-Around areas for washing and fueling of rental vehicles; ready and return areas; bus terminal; vehicle staging; an operations baseyard; and, a ground transportation center for tour groups and hotel and other on-demand shuttle services that will come into operation in early 2022.

A final phase restoring the Interim Conrac space within the Terminal 2 (formerly Overseas Terminal) parking structure will return a total of 727 parking stalls to public use.

The HNL Conrac provides significant environmental benefit as passengers can take a single shuttle instead of waiting for individual company vehicles.

The HNL Conrac is expected to receive the Leadership in Energy and Environmental Design (LEED) Silver certification for use of

environmentally friendly construction practices, installation of energy efficient fixtures, and stormwater management.

HNL Conrac facts: • Total square feet: 1.8 million over five-stories.

• Artwork within the Conrac was created by Koloa artist, Carol Bennett.

• Theme of the Conrac design is ahupuaʻa - a Hawaiian term for a large socioeconomic, geologic and climatic subdivision of land.

• Estimated reduction in potable water usage by 35% through use of low flow fixtures and nonpotable irrigation.

• Energy cost savings of 24% compared to the ASHRAE performance-based energy standard.
