Message from our Director

Aloha HDOT ‘Ohana!
I am pleased to announce the appointments of Patrick McCain as Deputy Director of Administration and Eduardo Manglallan as Deputy Director of Harbors.
Effective December 1, 2021, both gentlemen will begin their new leadership roles in the Department of Transportation.
Patrick is a dedicated career public servant. He has served in the legislative and executive branches of the city, state and federal levels of government.
He has also worked in the private sector representing workers and management.
He has been a Congressional Chief of Staff, an industry association president, and a federal officer.
He came to Hawaii in 1977 to attend Chaminade University where he earned a political science degree in 1981.
Besides his commitment to public service he is a proud father to a wonderful daughter.
Patrick loves Hawaii and his desire is to use his energy to make the lives of the people of Hawaii better.
Ed was recently a Legislative Aide and Special Projects Coordinator with the City Council Chair, City & County of Honolulu. Ed also served in former Mayor Caldwell’s cabinet as Deputy Director of the Department of Facility Maintenance.
Prior to entering city government, Ed worked as a Construction Manager for Actus Lend Lease, which built 10,000 military housing units for the Army, Air Force and Coast Guard on Oahu.
Ed enlisted with the U.S. Navy serving on various naval vessels beginning as a Machinist Mate.
He served in several positions with the Navy and retired as a Lt. Commander after 28 years of service.
Ed received a Bachelor’s degree in Civil Engineering from Florida State University and a Master’s degree in Civil/Environmental Engineering from the University of Hawaii at Manoa.
