DOST-CAR assisted firm, community named as 2022 National SETUP PRAISE, Best CEST Awardees

PASAY CITY, Metro Manila -Assisted firm and community of the Department of Science and Technology- Cordillera Administrative Region (DOST-CAR) were named as the national winners for Small Enterprise Upgrading Program (SETUP) PRAISE Award and Best Community Enhancement through Science and Technology (CEST) Community Award on 24 November 2022 at the Word Trade Center, Pasay City, Metro Manila.

In 2015, the JLM Farms sought DOST’s assistance to upgrade its manual watering system to Drip Irrigation System and in 2018, the Drip Irrigation System was further upgraded with automatic controller. Through the assistance, the firm improved its productivity and product quality through precise, automated watering and fertilizer application system.

The other SETUP national winners were the FilBake Food Corporation from Region VI for the Most Industry Ready (iReady) Award and the ACT Machineries and Metal Craft Corporation of Region II

as Industry 4.0 Champion of Innovation (ICON) Awardee.

According to DOST Undersecretary for Regional Operations Engr. Sancho A. Mabborang, the awarding was one of DOST’s ways of celebrating the resilience and excellence of DOSTassisted MSMEs through the years.

In his keynote message, DOST Secretary Dr. Renato U. Solidum, Jr. hoped that the winners will inspire other MSMEs. “I urge you to unleash your creativity; do not just think out of the box, rather, break the box. Let us not be content with our laurels, let us innovate, collaborate and keep the fire in your synergies,” he added.

SETUP is the DOST banner program which aims to strengthen the country’s innovation system by enabling MSMEs to address their technological requirements and limitations to improve productivity.

2022 SFTP Caravan brings Smarter Technologies in Apayao

On its bid to bring highimpact and locally-developed technologies in the region, the Department of Science and Technology - Cordillera Administrative Region (DOST - CAR) conducted the 2022 Science for the People (SFTP) Caravan in Apayao from November 21-24, 2022.

The Provincial Science and Technology Office (PSTO)-Apayao, headed by Engr. Debbie Glynn Manangkil, organized the weeklong caravan. It was composed of a series of technology fora and activities designed to promote technologies developed by the DOST Research and Development Institutes (RDIs) and other network institutions closer to the community and various sectors in the province.

DOST has been empowering MSMEs to create a competitive brand by strengthening their products’ packaging and labelling design. Hence, Mr. Ramiel Lagaban and Ms. Charlene Boldoken, DOST-CAR in-house designers, conducted a forum on Product Packaging and Labelling.

Meanwhile, the Emergency-Food Reserve (EFR) or Sagip Nutriflour, a non-wheat flour made from local crops was introduced by Engr. Annabelle C. Flores, Senior Science Research Specialist (SRS) of DOST- Industrial Technology Development Institute (DOST-ITDI). Aside from its nutritional value, this technology of DOST-ITDI opens up entrepreneurial opportunities for community-livelihood generators and individual food processors.

A forum on Additive Manufacturing or 3D Printing was also conducted with Engr. Alvin M. Buison, Senior SRS of DOSTMetals Industry Research and Development Center as resource person. The forum aimed to encourage MSMEs

to use smart manufacturing technologies to reduce costs, improve their productivity and business agility.

A forum on locally-developed technologies for the agricultural sector was likewise introduced. Dr. Antonio J. Barroga, Professor VI of Central Luzon State University (CLSU), discussed the use of local crops for Swine Feed Formulation and Mr. Fernando B. Aurigue, Scientist I of DOST- Philippine Nuclear Research Institute (DOST-PNRI) introduced Carrageenan Plant Growth Promoter.

Agri-transport system to rise in Mountain Province

Acable-supported tramline for transporting agricultural produce and farm inputs will soon rise at Monamon Sur, Bauko, Mountain Province.

The Department of Science and Technology Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD) and DOST- Cordillera Administrative Region (DOST-CAR) led the groundbreaking of the Cableway for Agricultural Resource Transport System (CARTS) project in the area recently.

The CARTS project aims to develop and install an 800-meter cable-supported tramline intended for the transportation of agricultural products by highland farmers in the Cordillera. The project which was funded through the DOST’s Niche Centers for the Region (NICER) Program with a counterpart funding of 1.1M from the LGU-Bauko will bridge farms located along the Mt. Data Forest Reserve. It is expected to serve 20 farmers that produce potatoes, carrots, cabbage, bell pepper, Chinese cabbage, and other highland vegetables.

In Monamon Sur, farm produce is often transported through rivers, ravines, steep slopes or through manual hauling that sometimes damages the produce thereby decreasing its market value. Likewise, the difficult terrain of the upland communities hampered the fast and smooth transporting of agricultural produce and farm inputs from the isolated farms to the market road.

According to the CARTS project leader, Engr. Janice Kaye Aquino, the loading and unloading area of the tramline is 200 meters away from the nearest farm-to-market road. She also added that the CARTS system will be composed of a threetower tramline with an installed monitor, camera, and sensor to capture the real-time image of the carriage which can load

500kgs of agricultural produce. It will also be equipped with an electric motor that will automate the tram. Redundant safety features were also incorporated in the design for ease of operation and control.

With the tramline project, highland farmers will have safe and cost-efficient means of transporting their agricultural produce and increase farm yield through improved and innovative technologies.

DOST-PCIEERD Executive Director Dr. Enrico Paringit, during the groundbreaking, said that the project is a product of innovation that brings sustainable and resilient activities to the community.

“It will be beneficial in advancing the state of agriculture and providing sustainable sources of livelihood for residents living in remote communities,” Dir. Paringit added.

President of Towadan-Bito Farmer’s Association (TBFA) Joseph Banez gave his utmost gratitude to DOST and LGU-Bauko. “We are very thankful to the officials and those who are part of this project for giving us farmers our long dream of having a cable system to make our vegetable production easier,” he added. The TBFA is one of the direct beneficiaries of the tramline.

The said project is under the Program Boondock: A Mountain Engineering Center Towards Sustainable Infrastructure and Upland Water Security which aims to aid in the preservation of the region’s mountains amidst natural disasters and urbanization through innovative engineering solutions.

Best CEST Community Award is the LGU Tublay headed by Mayor Armando Lauro. The Samahan ng mga Kababaihan sa Barangay (SAMAKABA) from Region VII clinched the 2nd place and LGU Gabaldon of Region III placed first runner up.

DOST-CAR has provided S&T interventions as early as 2013 thru the provision of community-based projects (CBPs) in Tublay, Benguet. Currently, there are total of five (5) CBPs in the municipality benefitting various organizations which include the Country Side Rainbow Association (CSRA), Ambongdolan Multi-Purpose Livelihood, Inc. (AMLI), Togoy Farmer’s Cooperative, Solo Parents of Ambassador Tublay, Association of Persons with Disabilities of Tublay (APWDT), among others.

The CEST program aims to improve the standard of living of economically challenged communities through its five (5) entry points namely (1) economic development, (2) health and nutrition, (3) environmental protection and conservation, (4) human resource development, and (5) disaster risk reduction and climate mitigation.

The JLM Farms received a plaque of recognition, a PhP50,000.00 cash prize as one of the finalists, and PhP100,000.00 as the national winner while the LGU-Tublay received a plaque of recognition and PhP 200,000.00 cash prize.

“May all the DOST regional and provincial offices set an inspiration to drive us to empower more lives especially disadvantage communities” emphasized by Secretary Solidum during his keynote message.

DOST’s OneLab Program Seeks Legislative Support

The One-stop Laboratory Services for Global Competitiveness (OneLab) program of the Department of Science and Technology (DOST) in recent years, has gained significant traction due to its high return rates for its services. The program advocates its sustainability to provide testing and calibration services to over 500,000 customers through its institutionalization. OneLab’s initiative for a unified laboratory information management system partnered with 57 network members of local and international laboratories accredited to the international standard ISO/IEC 17025:2017 expanded its capabilities to engage with Metrology, Rubber, Halal, Food and Drinking Water Safety, Food Innovation Centers, and SETUP, with plans to broaden laboratory services. OneLab collected a total of Php724,064,255.27 from 2017 to 2021, equivalent to an average of Php144,812,851 fees collected annually, and has since been reverted to the national treasury.

These numbers were accumulated from the 1,158,841 tests and calibrations conducted on 781,273 samples submitted to the pool of facilities. The strategy to upgrade laboratories and produce top-level laboratory personnel stems from the foreseen demand for standards and testing laboratories worldwide. With this in

mind, the program has set its direction to be smarter as a network of globally renowned laboratories distinguished for its quality, proficiency, and reliability in the provision of testing, calibration, research and development (R&D), and training services. Furthermore, OneLab in its entirety applies to the newly imposed socioeconomic agenda of the current administration which calls for digitalization through providing accessible and efficient government service. In connection to this, the DOST’s planned programs, projects, and activities (PPAs) ensued the creation of a Technical Working Group (TWG) with the purpose of determining the requirements to sustain the program and execute its integrated data system through the creation of the program’s roadmap. The roadmap indicates the plans to engage in training programs, increase and enhance OneLab facilities, expand membership to cater to a wider variety of services, inter-agency collaborations, augment services, to name a few. These efforts support the program’s directive to be globally competitive in providing analytical and calibration services available in one single touch point. The program reinforces its overall strategies to enhance Human Resource, Laboratory Services, Laboratory Network, Laboratory Infrastructure and Facilities, IT Platforms, and Sustainability Strategies.

institutions and regional testing laboratories from the DOST and non-DOST members cater to a wide array of services essential to address organizational needs. This includes partnerships with PEZA zones extending S&T support for exporting, being at par with international standards. With the application of international standard testing and implementation of method validation and development, OneLab incorporates systematic processing to augment global recognition of its services.

The program’s sustainability rests on its eventual institutionalization. OneLab’s assistance to its current customers would, in due course, be available to the masses granted that it be provided the relevant funding necessary to maintain its progress. Aside from servicing MSMEs, researchers, LGUs, regulatory agencies and industries it also supports research and development activities making it apparent to gain legislative support to consistently serve the people, certifying inclusive S&T development for all. #OneDOST4U

DOST-CAR PSTO Apayao Promotes Brown Rice in Apayao

Apayao, known as the Cordillera’s last frontier is a highly agricultural province particularly since its geography makes possible the production of lowland and highland commodities. Upland agricultural areas are planted with fruit trees, bananas, pineapple, and upland rice where crops are naturally grown and nurtured by precipitation. In 2019, a total area of 1,082 hectares is planted with traditional upland rice (openstat.psa.gov. ph) yielding a total of 5,410 tons of Red Rice, Black Rice, and Palawan Rice (OAS Apayao).

Brown rice is a whole grain that is less processed than white rice. Its hull, bran, and germ are removed leaving the nutrient-packed bran and germ intact with the endosperm. These parts contribute nutrients to brown rice that white rice is lacking, specifically fiber, fat, and protein. Other nutrients found in brown rice include B-vitamins, iron, phosphorus, potassium, and zinc. This makes it a healthy diet especially when paired with exotic delicacies and native dishes. The taste and aroma are distinct from the polished rice which made its prominence with the growing health consciousness of consumers.

Currently, upland rice is hulled using the traditional means using wooden or stone mortar and pestle. Continuous pounding is done until the kernels are completely detached from the hull and afterward separated and cleaned using a winnowing basket. This is a laborious and time-consuming process and produces a high percentage of broken grains thereby compromising the quality of the product.

Moreover, the demand is growing by health-conscious consumers

unfortunately, the required volume for local consumption is not met since the majority of the milling machines in the province are only capable of producing polished rice.

These gaps were addressed by DOSTCAR through the Provincial Science and Technology Center of Apayao (PSTC-Apayao) through the provision of science and technology interventions to the Malayugan Rice Granary Farmers Association (MRGFA) in Malayugan, Flora, Apayao, and the Pudtol Upland Farmers Agricultural Cooperative (PUFAC) in Pudtol, Apayao. These two associations are the beneficiaries of the Local Grants-in-Aid (LGIA) Program and were provided with Brown Rice Huller on October 25 and 26, 2022 respectively.

Components of this project will also include the conduct of Training on the Operation and Maintenance of the said equipment, Laboratory Analyses of the product, as well as product packaging and labeling.

This S&T intervention is seen to boost the production of brown rice, improve the production process, generate additional income thereby improving the livelihood of the upland farmers, and support a healthier diet for YApayaos.

DOST-CAR trains MSMEs on cGMP and SSOP in Ifugao, MP

The DOST-CAR conducted of Training on current Good Manufacturing Practices(cGMP) and Sanitation Standard Operating Procedure (SSOP) to PSTOMountain Province Food Safety Consultancy (FSC) beneficiaries on December 6, 2022 and to PSTOIfugao Beneficiaries on December 7-8, 2022.

Inc., the Food Safety (FS) Consultant, specifically discussed the GMP requirements which highlighted the importance of safe water supply, cleanliness of equipment, personal hygiene, sanitary facilities, protection of food packaging and contact surfaces from contaminants, proper waste disposal, exclusion of pests and animals from the plant/food

DOST-CAR concludes its region-wide Scholarship Caravan

The Department of Science and Technology-CAR successfully concluded its region-wide “Namnama Kadagiti Adda Arapaap Na” Scholarship Information Caravan.

On its bid to promote the 2023 DOST-SEI Undergraduate Scholarship Program, the DOST-CAR journeyed into the outskirts of the region to bring closer S&T education opportunities for the people. This caravan prioritized areas where DOST scholars are significantly under represented.

More than a thousand students from 52 participating Senior High Schools (SHS) in the provinces of Abra, Apayao, Benguet, Kalinga, Ifugao, and Mountain Province joined in the caravan that sought to stimulate interest and encourage graduating Grade 12 students to pursue lifetime productive careers in S&T innovation.

With the DOST-SEI Scholarship Program, scholars benefit from increased tuition fees of up to P40,000 per academic year, monthly stipends of P7,000, learning and connectivity allowance of P5,000 per semester, and many other privileges.

Likewise, the DOST-CAR and its Provincial S&T Offices tapped the support of Local Chief Executives (LCEs) to augment the promotional drive within their respective localities. School administrators, SHS educators, and guidance counselors were also oriented briefly on the program. This is to ensure that information is within reach to all aspiring scholars.

DOST Scholar Org established in Kalinga

The Kalinga Association of Innovative DOST Scholars (KAInDS) was organized as a result of the DOST Scholars Leadership Boot Camp in Laoag City, Ilocos Norte from August 31 – September 4, 2022.

Ms. Jonalyn Saguilot, DOST-SEI 2020 RA 7687 scholar, took the initiative to form the said organization in Kalinga, whose main objectives include the creation of linkages and partnerships with agencies, develop more DOST scholars from the province, and open more opportunities for the organization as well as give service to the community.

On December 16, 2022, the KAInDS received its Certificate of Registration from the Office of the Governor as part of the registered Provincial Youth Serving organization in Kalinga. The certificate was awarded by the Provincial Governor Hon. James Edduba. On the same day, Ms. Saguilot took her oath as a member of the Provincial Youth Development Council (PYDC).

The members of the organization also participated in the completion of all the required documents to be part of the Provincial Youth organization and attended various seminars and workshops which was conducted by the PYDC.

Along with creating linkages, the organization also conducted various activities including scholarship campaigns, donation drives, and assisting applicants to the DOST scholarship, among others.

Specifically, KAInDS participated in the donation drive for the victims of typhoon Paeng in collaboration with the North Luzon Cluster scholars. Project Busilak, a donation drive for the students of Maswa Elementary School was also conducted wherein KAInDS was able to collect PhP 6,221 cash donations for sports equipment and in-kind donations that were given to beneficiaries on December

29, 2022.

The KAInDs was also recognized as a suborganization of the Association of Competent and Empowered CAR DOST Scholars (ACE CARDS), a regional organization of DOST-CAR Scholars on September 28, 2022 as well as membership to the Positive Youth Development Network, a network of youth organizations around the Philippines on December 14, 2022.

DOST-CAR honors top S&T scholargraduates in the region

Ninety-six (96) DOST-Science Education Institute (SEI) scholar-graduates from Cordillera were recognized during the 2022 In Touch with Excellence Ceremony held on December 9, 2022 at Newtown Hotel, Baguio City.

The conferment, dubbed this year as “Pagkilala sa mga Kahusayan, Karunungan, Kagalingan ng mga Iskolar ng Bayan,” sought to celebrate scholar-achievers who exhibited exceptional academic performance capping off their undergraduate degrees with Latin honors.

Overall, three (3) summa cum laude, 19 magna cum laude, and 74 cum laude from five (5) universities in the region— Benguet State University, Saint Louis University, University of Baguio, University of the Cordilleras, and the University of the Philippines Baguio—were recognized and awarded the DOST Medal of Excellence, including one (1) of the scholar-graduates who topped his licensure examination.

During the event, DOST-CAR Regional Director Dr. Nancy A. Bantog applauded the awardees for their determination in striving to reach the summit of excellence. She then invited the graduates to be one with the country’s S&T workforce and “build our nation to greater heights.”

DOST Secretary Dr. Renato U Solidum Jr. also urged the awardees to uphold the core values of a DOST scholar. He encouraged them to continue raising the values of professional excellence, servant leadership, and social responsibility as they venture into their professional careers. Meanwhile, SEI Director Dr. Josette T. Biyo, commended the scholars for proving to all Filipinos that they value the people’s sacrifice and support. As future drivers of development, she reminded the scholars to use their scientific and innovative minds in addressing national and global issues. “Remember that each people’s lives transformed will ultimately serve as the indicator of how successful we are as science

professionals,” she added.

Meanwhile, in a bid to inspire and motivate the honorees as they get ready to serve the country, Mr. Braille C. Gawigawen, a 2007 RA 7687 scholar-graduate of BS Electronics and Communications Engineering shared his own success story and on how the DOST scholarship helped him during and even after graduation.

In closing, Dr. Pepita S. Picpican, Assistant Regional Director for Technical Services Division shared that the conferment need not be the end but rather, a new beginning that marks renewed commitment to pursuing S&T excellence.

CRHRDC assists its members in establishing IREC

In the fulfillment of its mandate to promote and establish an influential health research ethics committee, the Cordillera Regional Health Research and Development Consortium, through its Research Ethics Committee (REC), assists member institutions in the region in establishing their own Institutional Research Ethics Committee (IREC) that caters to institutional researchers.

The REC, led by Dr. Jun C. Corpuz (Chair) and Ms. Maria Rowena C. Madarang (Consortium Director) together with Ms. Lilia Rose Say-awen (Co-chair), Dr. Robert E. Tolentino (member), Dr. Eleonor Cuarte (Member), Dr. Judith Odangee Magwilang (member), Ms. Rosella Bahni (member), Elizabeth Porsha L. Kulallad (secretariat), Femarie B. Changli (secretariat) and Wilbur F. Bocalan (secretariat) facilitated the series of orientations and workshops on the establishment of the IREC and developing their respective Standard Operating Procedure (SOP).

On 28 and 29 July 2022, the committee conducted its first orientations on forming IREC on two (2) hospitals in Apayao, namely: (1) Far North Luzon General Hospital and Training Center (FNLGHTC) led by Dr. Marlene L. Lubo, Medical Center Chief and (2) Conner District Hospital (CDH) led by

Dr. Nelson Rigor, Medical Center Chief. Similarly, Luis Hora Memorial Regional Hospital (LHMRH), led by Dr. Eduardo B. Calpito, Medical Center Chief, located at Bauko, Mountain Provincewas assisted on 15 October 2022.

Acknowledging the challenges in developing a SOP applicable from the institution’s perspective and aligned with the Philippine Health Research Ethics Board (PHREB) guidelines, the REC substantiated the requests for assistance through a workshop focusing on the Twenty-Seven (27) SOPs in the Template version 2020 provided by PHREB. The FNLGHTC SOP Workshop was conducted on 30 August 2022 at Caba La Union, while the CDH SOP Workshop was on 19 December 2022 at Conner, Apayao.

CRHRDC conducted its operations and strategic planning

The CRHRDC conducted its operations and strategic planning on November 28-29, 2022 at the Orchard Hotel, Legarda Road, Baguio City.

Dr. Karell Jo Angelique C. Calpito, DOST – PCHRD S&T Fellow I, with the assistance of Ms. Maria Angelica Lanuza and Ms. Maria Belen Balbuena, facilitated the two-day session participated in by the four (4) working committees (Research Management Committee, Research Ethics Committee, Capacity Building Committee, and Research Utilization Committee), and Consortium Director Maria Rowena C. Madarang, secretariats and the Four Pillars heads.

The Four Pillars refers to the core regional agencies that spearhead the health research and development (R&D) activities in the region, namely: the Department of Science and Technology (DOST), Department of Health (DOH), Commission on Higher Education (CHED) and the University of the Philippines Baguio (UPB).

The activity resulted in the reformulation of strategic objectives and key performance indicators. The participants also set up new targets that seem fit for the new normal and based on the discussions during the group session.

CRHRDC holds 2nd Governing Board Meeting

The 2nd Governing Board Meeting was held on 22 November 2022 at the CHEDCAR Function Hall, Km6., La Trinidad Benguet. It was presided and facilitated by the chair, Dr. Demetrio P. Anduyan, and assisted by the consortium director, Ms. Maria Rowena C. Madarang.

The twenty-seven (27) institutions were invited to officially welcome Far North Luzon General Hospital and Training Center (FNLGHTC) in the consortium as its 28th member. Further, the members agreed and made final the effectivity date of the revisions to the CRHRDC By-laws and agreed to take effect on November 22, 2022.

Ms. Madarang presented the fruitful accomplishment of the consortium as of

November 2022 despite the transitions made in time with the new normal. She also highlighted the expansion of the consortium in conducting nationally funded projects through the World Health Organization in partnership with the Department of Health and Health Justice.

A. Technical Assistance in Strengthening Monitoring Adverse Events Following COVID-19 Vaccinations

The consortium, through Dr. Erlinda C. Palaganas (regional coordinator) as the project lead, engaged in a technical assistance program to strengthen the monitoring of adverse events following COVID-19 immunizations. Five medical

officers were deployed across the Philippines’ major regions – North Luzon, South Luzon, Visayas, Mindanao, and NCR, and supported Epidemiology Surveillance Units (ESU) in case investigations and strengthened the capacities of field units in adverse event surveillance and immunization rollout. Over six months, the program was able to document essential observations on the strengths and weaknesses of the country’s adverse events following the immunization (AEFI) surveillance system. The continuous reinforcement of ESUs in various forms is imperative for optimizing AEFI surveillance and investigation as we move toward a postpandemic context.

CRHRDC RUC spearheads the 3rd Regional Mental Health Forum

The Research Utilization Committee of the CRHRDCspearheaded the 3rd Regional Mental Health Forum on October 17-18, 2022.

This two-day activity provided an interactive platform for professionals, graduate, and undergraduate students to present their completed studies and disseminate their research-based understanding. Likewise, it strengthen the engagement and investment of all stakeholders to meet the full spectrum of mental health needs through a communitybased network of accessible, affordable, and quality services and support.

The forum was attended by different line agencies, private sectors, State University Colleges (SUC), Higher Education Institutions (HEI), and hospitals in the region. Expert speakers and presenters shared their knowledge and research findings on Mental Health Awareness in the three (3) categories of Adolescent, Women, and Adulthood Mental Health Care.

At the end of the category, the participants were given time to ask questions during the open forum from the presenters and expert panels for better understanding of the researches presented and for better references for future studies.

As highlighted by Dr. Rufina Abul, RUC Chair and Mental Health Awareness advocate, there is a stigma surrounding the word “Mental Health.” Because of this, there is a dire need for more mental health forums and research to enlighten everyone that mental health is everybody’s responsibility.

The Forum was formally closed by the Consortium Director Ms. Maria Rowena C. Madarang, notable of emphasizing the quote, “Mental Health is not a destination, but a process. It’s about how you drive, not where you’re going”. She also encouraged researchers to conduct researches on Mental Health Issues or any Health issues in our society.

Through the consortium, research and efforts of identified researchers are properly consolidated for better dissemination or utilization, resulting in a more significant promotion that maintains and improves the health community.

CRHRDC RUC conducts Qualitative Data Analysis Training

The CRHRDC Capacity Building Committee members spearheaded the Qualitative Data Analysis Training to enhance the research capabilities of researchers in the Cordillera on qualitative methods on September 19, 2022.

During the training, DOST-CAR Regional Director Dr. Nancy A. Bantog pointed out, “ Vast challenge of training experts who impart knowledge and pieces of information during capacity-building activities to upkeep more researchers to conduct studies for better community development.”

Dr. Erlina C. Palaganas , Regional Coordinator and Qualitative Speaker, introduced the Qualitative Data analysis to the participants. Meanwhile, Dr. TJ Robinson Moncatar, an expert speaker on Qualitative data analysis from the University of the Philippines Manila, discussed the use of the qualitative method in conducting research. In his lecture, he described the phases of qualitative data analysis and the existing methods for displaying qualitative results.

The training was concluded by the Consortium Director Ms. Maria Rowena Madarang. She highlighted the objectives of the training and encouraged the participants to conduct qualitative health researches with the management and analysis of qualitative data.

DOST-CAR Bags PRIME HRM Bronze Award

December 13, 2022-- DOST-CAR received its bronze award under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME HRM). This award signifies the agency’s achievement for the Maturity Level 2 which means that the agency was able to comply with the requirements of a process-defined Human Resource Management.

With its efforts to continually improve the human resource practices, revisiting of policies on (1) Recruitment, Selection and Placement (RSP), (2) Learning and

Development (L&D), (3) Performance Management (PM) and (4) Rewards and Recognition (R&R) were undertaken.

In the 4th quarter of CY2020, DOSTCAR was recognized under RSP and R&R, the first two (2) areas which were subjected for review by the Civil Service Commission-Cordillera Administrative Region (CSC-CAR). In the 2nd quarter of CY2022, recognitions were also received under the two (2) remaining areas, which are PM and L&D.

A step further, an assessment was conducted by the CSC-CAR on the

competencies, systems and practices of the agency in June 2022. As a result, CSC Resolution Number 2200541 dated November 8, 2022 was issued to the effect.

This award transcends what DOSTCAR can do to go beyond the limits in improving its human resource management by enhancing HR competencies, upgrading its systems and refining its practices.

B. Effectiveness of Enforcement of Smoke-free Policies through the Evaluation of Compliance and Exposure to Environmental Tobacco Smoke in workplaces, hospitality sector, and public transport in a Local Government Units with Varying Stringency of a Smoke-Free Environment Policies

Nelson E. Hora will develop standards to ensure effectiveness in implementing smoke-free policies by comparing the enforcement of four different LGUs (Buguias, La Trinidad, Tublay, and Baguio City) within one province with varying standards in terms of smoke-free regulations. The comparison is expected to set out minimum standards on smoke-free regulations and protocols in its enforcement to ensure the complete protection of the public from exposure to secondhand smoke.

The primary consideration in choosing the province is the existence of a Framework Convention on Tabacco Control - based ordinances and other similar ordinances with varying stringency among the LGUs that comprise it. This will require an extensive analysis of all ordinances and issuance of the subject LGUs and comparing it with the smokefree standards prescribed under WHO FCTC. It will utilize new studies and those previously done by HealthJustice Philippines.

At the end of the study, it will be established whether the standards of smoke-free policies have a relationship with the level of enforcement of the policy. Further, it will show how the level of enforcement will impact the air quality in a given space frequented by the public.

GAD FPS Assembly

The Department of Science and Technology (DOST) Gender and Development (GAD) Unit organized a GAD Focal Point System (GFPS) Assembly 2022 themed, “Functional GFPS: Leading Towards a Gender-Responsive DOST”. The three-day activity was held on October 2628, 2022 at Solea Mactan, Cordova, Cebu with 95 participants from DOST agencies.

Dr. Diana L. Ignacio, Assistant Secretary for Administrative Legal Services (ALS), and DOST-wide GAD Focal Person led the assemblage. In her message, she encouraged the participants to focus and be capacitated as to what the assembly’s theme conveyed. She invigorated everyone in participating in the activities of the assembly which was spearheaded to build a functional GFPS of DOS to ensure effective gender mainstreaming, and to enhance the knowledge and skills of the participants on the importance of collecting sex-disaggregated data and establishing of GAD Database.

As a member of the DOST Speakers Bureau (DSB), Ms. Madarang served as one of the facilitators during the three-day activity, together with other DSB members.

The importance of the GFPS functional assessment

tool in identifying the GFPS’s strengths and challenges, as well as in the documentation of good practices on gender mainstreaming was highlighted in the activity. It was also emphasized that the collection of SDD and establishing a GAD database are crucial for comprehensive analysis in determining underlying problems and opportunities on gender concerns. The DOST GAD Strategic Plan and GMEF results were presented to better understand the processes and framework of DOST’s gender mainstreaming, and help the GFPS members assess their progress and plan the next agency’s approaches. Moreover, the issues, concerns, and best practices in gender mainstreaming were deliberated and shared during the assembly.

DOST-CAR joins Cordillera GAD FPS Assembly

DOST-CAR participates in DOST GFPS Virtual Workshop

The Department of Science and Technology- Cordillera Administrative Region (DOSTCAR) GAD Focal Point System (GFPS) members attended the virtual workshop organized by the DOST-GAD unit on November 11, 2022.

The Cordillera Regional Gender and Development, together with the Philippine Commission on Women spearheaded the Gender and Development Focal Point System (GFPS) Assembly 2022 themed, “Catalyst of Gender Mainstreaming Strengthening the GAD Focal Point System in the Cordillera Region.”

The activity was held on November 3-4 at Albergo Hotel, Baguio City, and was attended by different focal persons from Regional Line Agencies (RLA), Local Government Units (LGUs), State Universities and Colleges (SUCs), and Civil Society Organizations.

The activity was organized to further empower and capacitate the GFPS members of the region in advancing gender mainstreaming in their respective institutions and organizations.

Dr. Nancy A. Bantog, Regional Director and Chairperson of the DOSTCAR GFPS, presented the Gender Mainstreaming efforts and best practices of the agency. She discussed the establishment of the GFPS and the integration of GAD mainstreaming in the policies, programs, and activities of DOST-CAR. She proudly shared the efforts and accomplishments of the agency in pursuit of a gender-sensitive and gender-responsive environment for

its internal and external stakeholders.

The two-day event was skillfully moderated by Ms. Maria Rowena C. Madarang, the Assistant Regional Director for Finance and Administrative Services. It was also participated by other GFPS members, Mr. Alfonso K. Berto, Mr. Karl Ian O. Martinez, and Ms. Judy-anne B. Andrada.

The event highlighted the accomplishments of RGADC, the founding of the GFPS, and the use and importance of the GFPS Functionality Tool. Expert speakers from the RLAs, LGUs, and SUCs discussed their best practices on gender mainstreaming. The effectiveness of GAD activities in timely issues in our society such as teenage pregnancy, family planning for empowerment, and poverty reduction which relates to gender issues were also discussed.

DOST continuously conducts efforts to achieve a gender-sensitive and gender-responsive department setting in the agency and reach the vision of providing, “One GAD for all”.

The agency actively participated through Ms. Maria Rowena C. Madarang, Ms. Shela Lorraine T. Cosalan, Ms. Dexy M. Catacutan, Ms. Nova Consuelo B. Santos, Ms. Alicia Balacua and Mr. Angel L. Maguen. The virtual activity was conducted to further capacitate the focal in implementing and integrating GAD in their agency’s PPAs.

DOST-CAR led the Luzon clusters in accomplishing the workshop’s tasks and activities. The group was first tasked to identify and analyze the Strengths, Weaknesses, Opportunities, and Threats (SWOT) of their GAD activities and policies. This activity helped the GAD focal in realizing the risk and opportunities of the agency’s efforts.

The gender issues in the agency were also identified by the group. By determining these issues, the group was given the opportunity to further understand the root cause of the problems encountered in implementing GAD activities.

The participants were able to draft the new GAD vision, mission and goals. And in response to the fulfillment of these vision and goals, activities were planned and presented.

DOST-CAR continues to participate and conduct efforts to achieve a gender-responsive and gendersensitive environment for its internal and external stakeholders.

DOST-CAR observes 18-Day Campaign to end VAWC thru video screening

In observance of the 18-Day campaign to end violence against women, a video screening on Reproductive Health and Violence Against Women was held on December 23, 2022. The aim of the activity is to increase the awareness of the DOST-CAR personnel on the importance of the Reproductive health of both men and women. Also, to further their knowledge on Violence against women, “Tanabata’s wife” was also featured during the screening.

Violence Against Women

The videos on VAW discussed women’s rights. National statistics showed that violence against women was a prevalent case globally. Women and children were subjected to any form of violence such as physical, sexual, psychological, and economic abuse. In the Philippines, the anti-VAWC law was created to protect our women and children. Protection orders and rights were established for the victims of violence. Various government agencies were given the responsibility to protect

and help the victim recover and have a new life.

Reproductive Health (RH)

The video on Reproductive health (RH) highlighted the elements of Reproductive health. Everyone must have the access to information and services of family planning. RH prioritizes the health and nutrition of maternal, infant, and child including breastfeeding. In support of the safety of mothers and their children, RH covers the proscription or banning of induced termination of pregnancy and managing miscarriage complications. It gives importance to adolescent and youth reproductive health guidance, counseling, and education on their sexuality in formal and non-formal settings. The prevention, treatment, and management of reproductive tract infections, breast cancer, infertility, other sexual or gynecological dysfunctions, HIV, and AIDS. RH focuses also on male responsibility and involvement in their health. It supports the elimination of violence against women and

recognizes the mental health aspect of reproductive health. Lastly, the duties and responsibilities of parents were presented.

Tanabata’s wife

Adopted from a Philippine short story set in the 1920s, the movie revolves around the life of Tanabata, a middleaged Japanese farmer immigrant and a farm owner in La Trinidad Valley in Benguet, and Fas-ang, a beautiful young lady from Bontoc. She was hired by Tanabata as a farmhand; they eventually got married and had a son. However, due to differences in age, culture, and language, their marriage was put into trial and conflict. The movie depicts the importance of communication, and respect for each other’s gender and culture.

November 25 to December 12 of every year are the prime dates in observance of the 18-Day Campaign to End Violence Against Women or VAW. Historically, this has been a prevalent social and personal concern as this act degrades the dignity and esteem of a person, particularly women, who are being considered the lesser sex, thus, manifesting gender inequality. This is contrary to SDG #5 which promotes gender equality.

As we observe the fight against violence, we take cognizance of the human rights of women and girls and their principal role in the family, community, workplace or in any segment of the society.

Accepting that women are partners of men and other genders in community growth and development, violence has no place in any spheres of the society. More than just hanging a tarpaulin, more than declaring our support, let us practice non-violence in our actions, words and thoughts. Say No to Violence! #STOP VIOLENCE!

DOST-CAR plans to align its PPAs to current DOST, national admin’s directions

The Department of Science and TechnologyCordillera Administrative Region (DOST-CAR) successfully conducted its 4th Quarter 2022 ManCom Meeting, FY 2023 Operational Planning and ISO Documents Review last December 05 to 08, 2022 at the Palm Grove Hotsprings & Mountain Resort, Asin Rd., Tuba, Benguet.

With the aim to align its major PPAs to the current DOST administration’s directions and PBBM’s Socioeconomic Agenda, DOST-CAR Regional Director Nancy A. Bantog guided the team in developing plans and strategies that when implemented will lead to smart, speedy and sustainable regional development.

She also emphasized taking advantage of the funding opportunities and various initiatives of other DOST agencies as well as infusing Research, Development and Innovations (RDI) into DOST-CAR major programs.

With these inputs, the team was able to set deliverables on the creation of smart cities/ municipalities, Collaborative R&D to Leverage the Philippine Economy (CRADLE) and Business Innovation through S&T (BIST) for Industry and able to identify activities that will maximize Technology Business Incubation (TBI) programs in the region, among others.

The procedures manual of the PSTOs and units were also reviewed and presented to improve the manual and to keep the staff updated with the processes and guidelines.

With its mandate to plan and implement S&T programs and projects in the region, the DOSTCAR will continue to strengthen its existing PPAs while introducing new and relevant initiatives to deliver higher-level and advanced STI assistance for regional development.
