DOST-CAR Bags PRIME HRM Bronze Award

December 13, 2022-- DOST-CAR received its bronze award under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME HRM). This award signifies the agency’s achievement for the Maturity Level 2 which means that the agency was able to comply with the requirements of a process-defined Human Resource Management. With its efforts to continually improve the human resource practices, revisiting of policies on (1) Recruitment, Selection and Placement (RSP), (2) Learning and Development (L&D), (3) Performance Management (PM) and (4) Rewards and Recognition (R&R) were undertaken.

In the 4th quarter of CY2020, DOSTCAR was recognized under RSP and R&R, the first two (2) areas which were subjected for review by the Civil Service Commission-Cordillera Administrative Region (CSC-CAR). In the 2nd quarter of CY2022, recognitions were also received under the two (2) remaining areas, which are PM and L&D.

A step further, an assessment was conducted by the CSC-CAR on the competencies, systems and practices of the agency in June 2022. As a result, CSC Resolution Number 2200541 dated November 8, 2022 was issued to the effect.

This award transcends what DOSTCAR can do to go beyond the limits in improving its human resource management by enhancing HR competencies, upgrading its systems and refining its practices.

B. Effectiveness of Enforcement of Smoke-free Policies through the Evaluation of Compliance and Exposure to Environmental Tobacco Smoke in workplaces, hospitality sector, and public transport in a Local Government Units with Varying Stringency of a Smoke-Free Environment Policies

Nelson E. Hora will develop standards to ensure effectiveness in implementing smoke-free policies by comparing the enforcement of four different LGUs (Buguias, La Trinidad, Tublay, and Baguio City) within one province with varying standards in terms of smoke-free regulations. The comparison is expected to set out minimum standards on smoke-free regulations and protocols in its enforcement to ensure the complete protection of the public from exposure to secondhand smoke. The primary consideration in choosing the province is the existence of a Framework Convention on Tabacco Control - based ordinances and other similar ordinances with varying stringency among the LGUs that comprise it. This will require an extensive analysis of all ordinances and issuance of the subject LGUs and comparing it with the smokefree standards prescribed under WHO FCTC. It will utilize new studies and those previously done by HealthJustice Philippines.

At the end of the study, it will be established whether the standards of smoke-free policies have a relationship with the level of enforcement of the policy. Further, it will show how the level of enforcement will impact the air quality in a given space frequented by the public.

The Department of Science and Technology (DOST) Gender and Development (GAD) Unit organized a GAD Focal Point System (GFPS) Assembly 2022 themed, “Functional GFPS: Leading Towards a Gender-Responsive DOST”. The three-day activity was held on October 2628, 2022 at Solea Mactan, Cordova, Cebu with 95 participants from DOST agencies. Dr. Diana L. Ignacio, Assistant Secretary for Administrative Legal Services (ALS), and DOST-wide GAD Focal Person led the assemblage. In her message, she encouraged the participants to focus and be capacitated as to what the assembly’s theme conveyed. She invigorated everyone in participating in the activities of the assembly which was spearheaded to build a functional GFPS of DOS to ensure effective gender mainstreaming, and to enhance the knowledge and skills of the participants on the importance of collecting sex-disaggregated data and establishing of GAD Database.

Madarang, GAD focal person, and Assistant Regional Director- Finance and Administrative Service division (ARD-FAS), together with Ms. Shela Lorraine T. Cosalan and Ms. Dexy M. Catacutan participated in the gathering.

As a member of the DOST Speakers Bureau (DSB), Ms. Madarang served as one of the facilitators during the three-day activity, together with other DSB members.

The importance of the GFPS functional assessment tool in identifying the GFPS’s strengths and challenges, as well as in the documentation of good practices on gender mainstreaming was highlighted in the activity. It was also emphasized that the collection of SDD and establishing a GAD database are crucial for comprehensive analysis in determining underlying problems and opportunities on gender concerns. The DOST GAD Strategic Plan and GMEF results were presented to better understand the processes and framework of DOST’s gender mainstreaming, and help the GFPS members assess their progress and plan the next agency’s approaches. Moreover, the issues, concerns, and best practices in gender mainstreaming were deliberated and shared during the assembly.

The Cordillera Regional Gender and Development, together with the Philippine Commission on Women spearheaded the Gender and Development Focal Point System (GFPS) Assembly 2022 themed, “Catalyst of Gender Mainstreaming Strengthening the GAD Focal Point System in the Cordillera Region.”

The activity was held on November 3-4 at Albergo Hotel, Baguio City, and was attended by different focal persons from Regional Line Agencies (RLA), Local Government Units (LGUs), State Universities and Colleges (SUCs), and Civil Society Organizations.

The activity was organized to further empower and capacitate the GFPS members of the region in advancing gender mainstreaming in their respective institutions and organizations.

Dr. Nancy A. Bantog, Regional Director and Chairperson of the DOSTCAR GFPS, presented the Gender Mainstreaming efforts and best practices of the agency. She discussed the establishment of the GFPS and the integration of GAD mainstreaming in the policies, programs, and activities of DOST-CAR. She proudly shared the efforts and accomplishments of the agency in pursuit of a gender-sensitive and gender-responsive environment for its internal and external stakeholders.

The two-day event was skillfully moderated by Ms. Maria Rowena C. Madarang, the Assistant Regional Director for Finance and Administrative Services. It was also participated by other GFPS members, Mr. Alfonso K. Berto, Mr. Karl Ian O. Martinez, and Ms. Judy-anne B. Andrada.

The event highlighted the accomplishments of RGADC, the founding of the GFPS, and the use and importance of the GFPS Functionality Tool. Expert speakers from the RLAs, LGUs, and SUCs discussed their best practices on gender mainstreaming. The effectiveness of GAD activities in timely issues in our society such as teenage pregnancy, family planning for empowerment, and poverty reduction which relates to gender issues were also discussed.

DOST continuously conducts efforts to achieve a gender-sensitive and gender-responsive department setting in the agency and reach the vision of providing, “One GAD for all”.

DOST-CAR participates in DOST GFPS Virtual Workshop

The Department of Science and Technology- Cordillera Administrative Region (DOSTCAR) GAD Focal Point System (GFPS) members attended the virtual workshop organized by the DOST-GAD unit on November 11, 2022.

The agency actively participated through Ms. Maria Rowena C. Madarang, Ms. Shela Lorraine T. Cosalan, Ms. Dexy M. Catacutan, Ms. Nova Consuelo B. Santos, Ms. Alicia Balacua and Mr. Angel L. Maguen. The virtual activity was conducted to further capacitate the focal in implementing and integrating GAD in their agency’s PPAs.

DOST-CAR led the Luzon clusters in accomplishing the workshop’s tasks and activities. The group was first tasked to identify and analyze the Strengths, Weaknesses, Opportunities, and Threats (SWOT) of their GAD activities and policies. This activity helped the GAD focal in realizing the risk and opportunities of the agency’s efforts.

The gender issues in the agency were also identified by the group. By determining these issues, the group was given the opportunity to further understand the root cause of the problems encountered in implementing GAD activities.

The participants were able to draft the new GAD vision, mission and goals. And in response to the fulfillment of these vision and goals, activities were planned and presented.

DOST-CAR continues to participate and conduct efforts to achieve a gender-responsive and gendersensitive environment for its internal and external stakeholders.

DOST-CAR observes 18-Day Campaign to end VAWC thru video screening ■ EDEN SALDA

In observance of the 18-Day campaign to end violence against women, a video screening on

Reproductive Health and Violence Against Women was held on December 23, 2022. The aim of the activity is to increase the awareness of the DOST-CAR personnel on the importance of the Reproductive health of both men and women. Also, to further their knowledge on Violence against women, “Tanabata’s wife” was also featured during the screening. Violence Against Women

The videos on VAW discussed women’s rights. National statistics showed that violence against women was a prevalent case globally. Women and children were subjected to any form of violence such as physical, sexual, psychological, and economic abuse. In the Philippines, the anti-VAWC law was created to protect our women and children. Protection orders and rights were established for the victims of violence. Various government agencies were given the responsibility to protect and help the victim recover and have a new life.

Reproductive Health (RH)

The video on Reproductive health (RH) highlighted the elements of Reproductive health. Everyone must have the access to information and services of family planning. RH prioritizes the health and nutrition of maternal, infant, and child including breastfeeding. In support of the safety of mothers and their children, RH covers the proscription or banning of induced termination of pregnancy and managing miscarriage complications. It gives importance to adolescent and youth reproductive health guidance, counseling, and education on their sexuality in formal and non-formal settings. The prevention, treatment, and management of reproductive tract infections, breast cancer, infertility, other sexual or gynecological dysfunctions, HIV, and AIDS. RH focuses also on male responsibility and involvement in their health. It supports the elimination of violence against women and recognizes the mental health aspect of reproductive health. Lastly, the duties and responsibilities of parents were presented.

Tanabata’s wife

Adopted from a Philippine short story set in the 1920s, the movie revolves around the life of Tanabata, a middleaged Japanese farmer immigrant and a farm owner in La Trinidad Valley in Benguet, and Fas-ang, a beautiful young lady from Bontoc. She was hired by Tanabata as a farmhand; they eventually got married and had a son. However, due to differences in age, culture, and language, their marriage was put into trial and conflict. The movie depicts the importance of communication, and respect for each other’s gender and culture. The DOST regional office and the PSTO personnel participated in the video screening.

November 25 to December 12 of every year are the prime dates in observance of the 18-Day Campaign to End Violence Against Women or VAW. Historically, this has been a prevalent social and personal concern as this act degrades the dignity and esteem of a person, particularly women, who are being considered the lesser sex, thus, manifesting gender inequality. This is contrary to SDG #5 which promotes gender equality.

As we observe the fight against violence, we take cognizance of the human rights of women and girls and their principal role in the family, community, workplace or in any segment of the society.

Accepting that women are partners of men and other genders in community growth and development, violence has no place in any spheres of the society. More than just hanging a tarpaulin, more than declaring our support, let us practice non-violence in our actions, words and thoughts. Say No to Violence! #STOP VIOLENCE!
