SOE reform continues to be a crucial part of the future economic transformation of Vietnam. is has been reaffirmed in a number of documents of the Party as well as recent actions of the government10. CAMS 2011 shows that respondents strongly supported solutions to improve the functioning and efficiency of SOEs. It is interesting that most the survey respondents said that all eight categories of reform solutions to improve efficiency of SOEs that have proven popular in developing countries would be successful if adopted in Vietnam.

10. It was identified in the third meeting of the 11th Communist Party of Vietnam Central Committee that the reorganization of SOEs is among three urgent priorities. The government has taken some initial actions, specifically as of 21st November 2011, the Ministry of Finance issued Decision no.2799/QD-BTC on the establishment of the Steering Committee to Develop SOE restructure project.
