Dear DMS Members, So, what is the difference between a DCS and a SCADA? This has been something that has been asked for many years and will perhaps be more relevant to today’s systems than before.

Before I suggest a reason for this let’s try to describe the difference between the two. Each consists of a network capable of supervisory control and data acquisition but in the early days the DCS, consisting of distributed process controllers, was used for continuous or PID control whilst the SCADA, consisting of a network of PLCs, was used for logical or Boolean control, but, as time progressed, so did the control applications and for some time now they are both capable of running any kind of process. Today, they even both use controllers and I/O modules that can be the same shape and format. Little difference then.

However, there is still a difference essentially due to why the the original systems were created with their respective architectures. DCS required more redundancy and process unit segregation but also less graphic update latency in most cases and so the dynamic points sourced their data directly from the controller whilst the server was the main source of data in a SCADA. This then is the main differentiator but in the networks of today where bandwidth (network and processor) and processor power are such that the complete plant can be controlled from a single processor, is it time to smooth over the difference between the two?

Through their collaboration with Rockwell’s Allen-Bradley, Honeywell were the first DCS to consider this with the Experion PKS being a hybrid DCS (Distributed System Architecture in Honeywell speak) using a SCADA network concept where dynamic data points are accessed from the servers and hence the virtual server can be easily considered in their case. This allows replacement of some of the more processor intensive control strategies to be carried out in the server rather than controller with the server mimicking the controller just as Esscor developed with their FSim solutions used for training and control strategy development.

This concept doesn’t have to stop there and I see a time (soon I believe) when we revert to single-loop controller concepts for control segregation with one small difference. Virtual servers with edge computing will allow the processor to carry out this function in the field devices themselves as has been the case with Foundation Fieldbus (although underused for various reasons not to do with criticality) and just as the autonomic nervous system does.

This will allow the control system to reduce its footprint and allow greater use of standard computing and networking processors running process control applications and, with the advances in OT system cyber-security features, there will be greater use of open and unified architectures (OPC UA) and control and graphic applications (Wonderware).

Standardisation rather than customisation.

Melaka Refinery to upgrade to Diesel Euro-5 The rising demand for petroleum products has increased international downstream interest. Malaysia’s prices for petroleum products will return to a weekly price system based on the Automatic Pricing Mechanism formula instead of the current monthly price changes. Petronas is a government-owned corporation which is entrusted with the responsibility of developing and adding value to the entire oil and gas resources of the country. Being engaged in a wide spectrum of petroleum activities, they aim to meet the rising demand for petroleum products.

PNB’s wholly-owned unit, Petronas Penapisan Melaka Sdn Bhd (PPMSB) plans to upgrade its current refining facility to produce Euro-5 grade petrol, the company is also evaluating the possibility of building a new plant to produce petrol with higher quality. Euro-5 fuel standard contains less sulfur compared to its predecessors and is less harmful to the environment. Once the upgrade has been completed, the Euro-5 fuel can be sold as early as September 2020 for diesel and September 2025 for RON95 and RON97 as indicated by the Ministry of

International Trade and Investment.

To meet the Euro-5 fuel standard, Petronas has awarded a turnkey Engineering, Procurement, Construction (EPC) contract to Hyundai Engineering to upgrade Melaka Refinery, the company will use cutting-edge technology to smoothly connect the processing between the existing factory and the facilities to be newly established.

The facilities are needed to decrease the sulfur content in the diesel produced at the existing refinery. Hyundai expects that the construction will be completed within 34 months.

Both refining and petrochemical industries are progressing and accelerating due to the diversifying market demand and stringent regulatory requirements. Petronas supplies around seventy percent of the country’s diesel and petrol. By 2020, Petronas aspires to become the main producer of Euro-5 diesel by having plans to invest more to increase the production for this in the Malaysian market.

Kumang Cluster Development Malaysia is assured to further strengthen its potential as a key gas player in Southeast Asia by capitalizing on its existing vast gas infrastructures being known for its trade’s contribution. The country is also known as a top earner for exporting liquified natural gas globally.

Cluster development may be the key to the economy’s advancement.

Petronas Carigali was formed for oil and gas exploration and development activities as Petronas expands its downstream businesses. The company is developing the Kumang Cluster in two phases to help with the country’s growth. The cluster is located about 200 kilometers offshore Bintulu, Sarawak. The first phase is composed of F9, Kumang and Kanowit fields while the second phase is composed of A3, F11, F22, F27, F12, Selar Marine and Bunga Pelaga fields. Once installed and commissioned, the Kumang Cluster facilities will be able to supply gas to Malaysia FLNG Terminal in Bintulu. Petronas Carigali is the owner and financier of the Kumang Cluster Development. The construction works for the second floating liquified natural gas (LNG) unit is underway and is expected to be completed by Q1 2020.

The unit will be operational by Q3 2020.

ing more than 40 percent of the demand. Malaysia aims to promote oil and natural gas exploration and development to become the largest oil and natural gas producer in Southeast Asia and a natural gas trading hub.

He is currently the Chaiman for SIRIM Working Group for Industrial Networks, Technical Advisory Committee for the Manpower Department of Ministry of Human Resource, Expert panel member for IEC, certified TÜV Functional Safety Engineer and Industry Advisory Panel member for UTP. Digital solutions bring reliability and predictability to aging plants Text by George Buckbee, Head of Performance Solutions, Metso.

The current trend toward digitalization is not limited to new, greenfield plants. In fact, older plants may actually be in better position to reap the benefits of digital solutions. This article will show you how to improve reliability and predictability by transforming plant data into useful, actionable information.

Aging plants have a lot of data …

the valve. When the opening force trends upwards, this can indicate damage to the valve, or even more specifically, to the valve seats. If this problem is not fixed, the valve can fail open (leak through), stick, or fail closed, depending on the situation. Resolving this issue may prevent quality issues and may avoid an unplanned plant shutdown.

The manufacturing industry is flooded with data.

According to a study by McKinsey, the manufacturing sector produces more data than every other industry, including banking, retail, and even government.

Much of this data comes from real-time measurements directly on the plant floor. Instruments measure flow, level, temperature, valve positions, motor speeds, and more. Most of this data is fed to control systems, where it becomes electronic information. Smart devices, which appeared in the 1980’s, supply even more rich data. …But it isn’t being used Forbes reports that less than 1% of data is being analysed. This is consistent with our practical experience, as most plants have historical data stored, but only have limited tools and staff for analysis.

A follow-up study shows that, over a five-year period, only 20-30% of possible gains for manufacturing were achieved – and most of those by just a few industry leaders. The lost opportunity is obvious. Even the simplest forms of condition monitoring and predictive maintenance solutions can bring big gains, because they simply have not been applied at most plants. The ‘low hanging fruit’ can deliver gains in reliability, stability, production increases, and cost management. Metso’s own studies at process plants in Pulp & Paper, Oil & Gas, and other process industries show that over 30% of installed control valves have some mechanical or sizing issues, and over 30% of controllers are operating in manual mode. Resolving these two issues alone can bring significant improvement to plant operations.

By paying attention to early warning signs like the trends in valve opening force, you may be able to prevent shutdowns in your plant. Gateways and software solutions can simplify the task of gathering and analyzing the data from hundreds of smart devices throughout the plant. These are quite useful to minimize the effort but building out this infrastructure is not an absolute requirement. Handheld devices can gather the data from the instrument directly, or via connections at the I/O cabinet.

Digital solutions at the plant floor Smart instruments and smart valve positioners have been on the scene for over thirty years. They contain information from on-board diagnostics that can provide great insights. For example, a smart valve positioner can tell you if its air supply pressure is too low or too high.

ADVANCED PROCESS CONTROL AND OPTIMIZATION Even analogue devices can provide smart advice

performing manual analysis.

One of the biggest misconceptions of digitalization is that you must invest in large-scale instrumentation, networks, and web-connected software solutions. This is far from the truth. In fact, with the wealth of existing data already available at a plant, meaningful analysis is possible with legacy analogue instruments and valves.

Even 20-year-old legacy control systems usually have some way to store and share data. Open standards, such as OPC, have been providing methods to extract the data for more than 20 years. Older systems can export text-based data and may require system-specific tools.

Detecting imminent instrument failures

The combination of software for condition monitoring, with smart device data for detailed evaluation, provides the most complete solution. With this combination, it is possible to provide a very accurate diagnostic, from which accurate maintenance plans can be developed.

Standard diagnostic algorithms also make it possible for personnel with low levels of experience to be provided with accurate diagnostics.

Diagnosing common issues with instruments, valves, and equipment Instruments, valves, and equipment fail in many predictable ways. To improve reliability and predictability, you need to watch for certain specific patterns and trends in the data. While manual tracking is possible, software tools, such as Metso’s ExperTune PlantTriage, can perform much of the initial screening. This allows plant personnel to focus on the corrective actions, rather than 74 Automation

Instruments are the eyes and ears of the plant. Pressure, level, flow, and temperature sensors watch over the normal and abnormal situations that happen in the plant every day. When an instrument starts to fail, the operator may be presented with incorrect data, or even no data at all. Fortunately, instruments do not always fail suddenly.

Common warning signs include: o High noise levels – may indicate a loose electrical connection, a poor tap, or air in the line o Low noise levels – may indicate sensing line plugging, or over filtering o Instrument drift – loss of calibration over time o Instrument spiking – for some instruments, indicates imminent failure Many of these issues can be corrected while the process is in operation and may prevent an unplanned shutdown.

Detecting valve mechanical issues A sticky valve can create havoc in a process operation.

Imagine trying to drive your car if the steering wheel sticks left of centre and sometimes right of centre. You will constantly be jockeying the wheel back and forth to attempt to drive in a straight line. Figure 4 shows how a sticky valve causes the same back-and-forth operation in a process plant.

A sticky valve may indicate damaged seats, process residue build-up, or partial actuator failure. Each of these cases is an early indicator of a bigger failure to follow.

Finding and repairing the problem may avoid an unplanned shutdown later.

In addition to screening for problems, diagnostics can also provide greater accuracy in identifying the specific problem. For example, you may not be able to identify that the cycle in Figure 4 was caused by a sticky valve, rather than some other issue. However, if you plot the flow against the commanded valve position, you can immediately see the ‘steps on a ladder’ pattern that confirms valve stiction. This is shown in Figure 5. This accurate diagnosis stops the plant from wasting time on other possible causes, such as controller tuning, instrument failure, and air supply issues.

Mechanical linkages and assemblies are also known to fail. In one case at a paper mill, PlantTriage software detected strange behavior on a valve. Upon inspection, it was seen that the four bolts holding the actuator on to the valve had become loose. Had this been allowed to progress, the actuator would have literally fallen off the valve and onto the floor. Simple maintenance to fix the bolts prevented an unplanned shutdown that would likely have caused at least one hour of downtime, and tens of thousands Euro in lost production.

ADVANCED PROCESS CONTROL AND OPTIMIZATION Detecting Equipment Failures As with instruments and valves, there are known failure modes for other types of plant equipment. Vibration analysis of rotating equipment is one well-known form of condition monitoring. Other forms of detection are more specific to the type of equipment. Some proven examples include: o Detection of heat exchanger fouling by monitoring pressure drop o Detection of line plugging by tracking flow rate versus valve position Condition monitoring software, such as Metso ExperTune PlantTriage, automatically identifies the issue, prioritizes it, and delivers notifications to the right person.

It takes more than software and tools Smart instruments, software tools, and diagnostic methods make a big difference. But they won’t have a lasting impact unless corrective actions are taken. It is especially important that the use of condition monitoring tools is integrated into daily operation and maintenance of the plant.

Sure, a single skilled person can use diagnostics to find and fix issues. But what happens when that person moves onto another assignment? Metso recommends developing a work flow process to integrate diagnostics and analysis into daily operation and maintenance. The work flow process identifies the specific reports and analytics to be viewed, who should view them, and most importantly, what actions must follow.

Daily, weekly, and shutdown preparation workflows should be developed for all areas of the plant. A onetime investment of time can pay off handsomely the first time a new failure is detected early.

These engineers are linked to a global network of instrument, valve, and control experts. Beyond the basics of maintenance, a full partnership may also include risk reduction via the management of spare parts, and by developing plans to replace obsolete equipment. Project management and follow-through can be accomplished in partnership with shared responsibilities.

Getting started Fortunately, you can get started easily and quickly. The simplest and quickest approach is to complete a survey of existing data from smart instruments and positioners, and via asset management systems. This survey can be done with internal personnel, or with a vendor partner.

Metso’s team, for example, will evaluate your full installed base of valves, as well as storeroom stocks, and help to develop a plan to reduce risks from reliability, obsolescence, and performance-related issues.

After a first-pass analysis, it is a natural step to continuously collect and analyse the data from your plant. For the best results, consider services based on software tools, customized to your specific plant situation. This lets you leverage plant personnel, reducing risk in the fastest manner.

Don’t wait – the digital age is here If your competitors are also analysing less than 1% of their data, you can develop a significant competitive advantage by spending a little time to get value from the data that you already have. Don’t wait to get started. No matter how old your plant may be, it is certain to have a large collection of under-used information that can be immediately used to improve reliability and reduce risk.

The tools and methods are well-known and proven. From experience in hundreds of plants, one conclusion rings true: every plant has an opportunity for substantial gains.

Vendor partnership There is an increasing partnership between operating plants and equipment vendors. Introduction Today’s manufacturing operations and maintenance teams generate vast amounts of data in all forms. As a result, finding the right information, at the right time, and making it accessible to the right people are critical to keeping these functions operating at optimum levels.

Companies trying to understand how to make better use of their data are turning to various types of analytics for answers. These include how to best manage the data, how to determine what data is truly valuable, and when and how to align technology and people to assist with making meaningful conclusions.

With digital transformation initiatives increasing the amount of data created and shared within today’s industrial organizations, it’s becoming increasingly difficult to make meaningful use of all the data, particularly for maintenance and operations staffs on the shop floor.

Finding Nuggets in a Mountain of Data With digital transformation initiatives increasing the amount of data created and shared within today’s industrial organizations, making use of all this data can be a challenge. It’s not that this data isn’t relevant, but often some of the more meaningful and actionable nuggets are hidden within a mountain of disparate data, both structured and unstructured.

It’s becoming increasingly difficult to make meaningful use of all the data being generated. This is particularly true for end users on the shop floor looking to expand their predictive maintenance and predictive analytics capabilities.

Data that was often managed separately in silos simply

can’t be managed that way today. The implication is that maintenance and operations will need to have a much more cohesive vision around shared data and analysis. This is why many industrial organizations seek analytics solutions that can be used by operations and maintenance personnel alike.

Accessing Data at the Edge As industrial organizations adopt smart manufacturing methodologies, there is a growing need to acquire, access, and share equipment and sensor data, and then transform all this data into actionable information when and where it is needed.

This data is typically generated near or at the edge layer (close to the point of origin), and processed, stored, and accessed at the database and Big Data layers. Moving forward, data will need to be managed closer to the origin point and then made accessible throughout the organization.

The Emerging Democratization of Analytics With all of this data being streamed and stored in a wide variety of loca-tions and systems, making practical use of it can be a challenge, since mining such disparate data can be difficult. Until recently, most software programs available required specialized expertise and investments in traditional and often costly analytics solutions. These solutions also have all the attendant services costs such as implementation and maintenance.

In addition, the skill sets needed to use these solutions have traditionally been left to trained data scientists and statisticians assigned to organizations’ quantitative staffs.

DATA ANALYTICS For years, analytics solutions were deemed suitable only for large organizations with dedicated quant staffs.

These teams commonly consisted of people with skills that ranged from report writing, business intelligence (BI), and SQL programming expertise, and experts skilled in various forms of predictive and quantitative analysis. Consequently, many industrial organizations have been reluctant to fund analytics projects at the operations and maintenance levels.

More recently, however, new analytics solutions have been introduced to the market that are designed for other users within the business, such as operations and maintenance staffs. These users typically have limited quantitative skills and these newer solutions can provide value for a broader range of users within an industrial enterprise. As industry undergoes a digital transformation, non-data-science users now have more powerful and accurate tools at their disposal. They can now run various operations-specific predictive models and scenarios, and in near-real time if necessary, a capability not generally available until recently.

New analytics solutions have been introduced to the market that are designed for operations and maintenance users with limited quantitative skills and can thus provide value for a broader range of users within an industrial enterprise.

The time is right for maintenance and operations staffs to make better use of analytic tools to improve industrial asset availability and performance. A change is under way with software, as new, intuitive, and powerful products are being introduced by established and emerging business intelligence, analytics, and data visualization providers.

In addition to being relatively easy to use (compared to traditional solu-tions), some of these new solutions enable users to construct models intuitively via visual representations of the data. These solutions are both powerful and intuitive and can allow business users the ability to create queries and some models without the need to write and sequence SQL (structured query language) queries. Other solutions require text-based commands using SQL. What makes these new solutions accessible to a broader set of users? With these solutions, the rules and sequences for data evaluation are often set by manipulating visual elements (much like setting joins and formulas in some report writer programs), with the underlying SQL code available for those experts who want, or need, to review in greater detail. The result has been a new class of data visualization analytics products that are powerful, yet intuitive and easy to use.

While sometimes derided by analytics experts as being too much like “black box” solutions (because the underlying code when constructing and evaluating data models is largely hidden), they can nonetheless guide users with pre-configured code for common analyses. While these easier-to-use solutions do not necessarily replace the highly trained and experienced quant personnel, they allow operations and maintenance users to conduct “what-if” modeling and analyses and make better use of analytics experts’ time to validate the underlying methodologies and models.

Many of these solutions also offer open APIs and other options to allow connectivity options to a wide range of data sources. In many cases, SaaS solutions are available, which can offer rapid time to implementation and a lower total cost of ownership compared to on-premise variants that require the purchase of perpetual licenses and associated hardware.

Introduction Each process is having its unique Process Safety Time (PST) depends on process types and their dynamics.

Therefore, Process Safety Time can be varied prominently amongst methods. Hence within the Process Safety Time, the action of Safety Instrumented System is to be completed to move the process to a safe state from out of control situation due to either failure of critical running equipment, control system or predefined operator actions. Consequently, the occurrence of a hazardous situation in the plant can be prevented by applying the Safety Instrumented System and other subsequent layers. Means, Process Safety Time is the time between failure & occurrence of a hazardous event.

So to prevent the undesired event, it is essential to put back process to the safe state within predetermined period through various Layers of Protections such as Basic Process control, Alarm & operator action, SIS, RV, etc.

Safety Instrumented System (SIS) is the final dynamic layer of protection for the process to protect against the undesired event. Safety Instrumented System comprises of major three subsystems, i.e. Sensing Element (SE), Logic Solver (LS) & Final Element (FE) to design Safety Instrumented Function (SIF).

The SIF response time must be considerably faster than Process Safety Time to prevent any undesirable incident or accident. This article briefly describes basics of Process Safety Time, Safety Instrumented Function Loop Response Time & several challenges which are getting encountered due to design, installation, maintenance and ageing effects with suitable practical solutions to

derive desired response time of Safety Instrumented Functions loop within defined Process Safety Time. It also describes the applied rules to set SIF loop response time & applicable margins in line with relevant best practices and the IEC standards’ guidelines.

Application of Protection Layers The effectiveness of each e.g. Instrumented (SIF) or Mechanical (RV) type of Independent Protection Layer to prevent the predicted hazard depends on the time to detect the condition (including measurement lag), determine the appropriate course of action, initiate the necessary action(s), and complete the action(s).

For a simple mechanical Protective Layer such as a pressure relief valve, the Response Time may be relatively simple to determine, whereas instrumented Protective Layers are comprised of a series of complex components, or needs human intervention. Hence the evaluation must consider the number of variables.

Definitions of Process Safety Time IEC 61511:2016, Ed.1 Part1 defines PST as: “time period between a failure occurring in the process or the basic process control system (with the potential to give rise to a hazardous event) and the occurrence of the hazardous event if the SIF is not performed” IEC 61508:2010 Part 4 defines PST as:

FUNCTIONAL SAFETY & SIS ““period of time between a failure, that has the potential to give rise to a hazardous event, occurring in the EUC or EUC control system and the time by which action has to be completed in the EUC to prevent the hazardous event occurring”. EUC (equipment under control)

Center of Chemical Process Safety, defines PST as: “the time period between a failure occurring in the process or its control system and the occurrence of the hazardous event.”

From the above definitions; Process Safety Time can be understood in a simple way as “the interval between the Initiating Event (IE) leading to an unacceptable process deviation and the Hazardous event”.

Therefore, Process Safety Time is not a specification, but it is a function of the behavior of the process and process equipment which may generate hazardous scenario by one or multiple initiating events. Each initiating event has a potential to impact process dynamics in the same or different ways, which depends on the type of applied protection/mitigation layers as well as condition modifiers, operating modes, or effect of consequences on different risk receptors.

Based on the determined Process Safety Time, it is important to design protection layer(s) with sufficient speed of response for any considered credible scenario including the process to get stabilized to meet Process Lag Time requirement even after Protection Layer(s) actions have been completed.

Process Safety Time (PST) and Process Lag Time (PLT) should be evaluated and derived by a team of Process, Mechanical, Maintenance, and Operation having specific knowledge of the process, process equipment, and its operation by studying design specifications, safe operating limits, other process safety information and past experience with applied reasonable assumptions.

Once the process safety analysis is completed, and Process Safety Time will be determined for each scenario and the derived values and assumptions will be quite useful for subsequent activities and should be maintained as valuable Process Safety Information. These details are not only useful to design Protection Layers but also useful as a reference for defining operation benchmarks, for establishing the testing procedures, for assigning a pass/fail criteria after testing, as well as for performance validation and revalidation.

The technique for determining Process Safety Time; significant factors such as the specific process type, process equipment design limit, and the mode of operation are to be evaluated for the variables which are most closely associated with the occurrence of the hazardous event.

The PST comprises of; {Time from the activation of Initiating Event (DCS Alarm 80 Automation

After determination of Process safety time for each hazardous scenario, the timeline for each contributing factor needs to be established.

In case the applied layers are not sufficient to meet the determined Process Safety Time, then new Independent Protection Layer(s) may be required to design to match characteristics of Specificity, Independence, Dependability & Auditability, or adequacy of existing safeguards to be evaluated for the desired function. Hence before finalization, the Functional evaluations of Independent Protection Layers should be made by a team of the most familiar & competent members having an acquaintance of specific design and the applicable functional requirements of each protection layer. The amount of time between Initiating Event (IE) and Hazardous Event (HE), these two discrete points in time, depends on the estimated rate of change of the process variable.

The Independent Protection Layer’s Response Time does not include the ‘Process Lag Time’, it is the time for the process to stabilize and to reach a safe state on the completion of Final Element action. The Process Safety Time, including Process Lag Time, can be estimated based on the Rate of Change of Process Variable (Change in Process Value per unit time).

Let’s understand this concept with examples: • ‘Surge’ takes place in the centrifugal compressor when flow rate through a compressor becomes very low due to loss of suction or blockage of discharge, in such circumstances compressed gas through the machine can establish reverse/backflow through the compressor which may cause damage of machine / severe accident. For this case, the “Process Safety Time” is the time interval between; activation of a low flow alarm and the compressor surges. As this incident occurs very quick, the “Process Safety Time” is a few seconds..

• For fired process heater, If the heater tubes skin temperature goes high, the tubes may get ruptured,

FUNCTIONAL SAFETY & SIS and process fluid gets released into the heater firebox, potentially cause fire and explosion. For this case, the “Process Safety Time” is the time interval between a high tube skin temperature alarm and the tube ruptures. For this incident, the worst-case time will be minutes or in hours based on the release quantity.

Basics of SIF Response Time SIF Loop is one of the independent protection layer, its response time is defined as; “the time necessary for the Independent Protection Layer to detect the out-of-limit condition and complete the actions necessary to stop the progression of the process away from a safe state.”

Safety Instrumented System contains major three subsystems, i.e. Sensing Element (SE), Logic Solver (LS) & Final Element (FE) are used to design Safety Instrumented System. Each subsystem has its own time to perform the desired safety function. Hence, the overall loop response time is the sum of the Sensing Element’s scan time, the logic execution time, and the actuation time for the Final Element to attain a fail-safe state.

Means, the hardware that is used to design the SIF loop, defines the time to perform the desired safety function.

This time interval is SIF Response Time, which is independent of the process control time. While determining the SIF loop response time, first to pay attention to the determined process safety time.

The SIF response time must be designed faster than Process Safety Time to prevent an accident. Hence, it plays a vital role to resume the safe state of process from the specific abnormal situation within Process Safety Time (PST). One established rule of thumb is the Safety Instrumented Function Loop response time should be less than one half of the Process Safety Time.

This rule helps to ensure uncertainty associated in the prediction of dynamic process conditions, process measurement, measurement lag, the potential for degraded performance over time; as well as to protect further, in case the hazardous situation remains at the end of the first scan cycle so that still SIF will have enough time to react..

Response Time (input to output) + Programmed Time Delays + Final Element Response Time to reach safe state + (Margin)} Design Criteria To design the desired Response time for the SIF Loop, various tricks/techniques are applied to fulfil the requirement, some of them are: • Sensing Element: Signal filter and time delay shall be used where process dynamics PST is not in few seconds, i.e. fast process dynamics as it is a part of the over-all SIF Loop response time calculation.

• Operator Response time: The operator should have sufficient time to take action, if operator intervention is part of the SIF Loop response, then it is to be added in the SIF Loop response time.

• Logic Solver: Logic Solver (ESD) response time, should be taken as twice the ESD cycle time.

The sum of the diagnostic test interval and the time to perform the specified action to achieve or maintain a safe state is less than the process safety time The process safety time for all SIF should be long enough then the typical ESD response time is acceptable, • Final Element: Add a margin of 10-30% in the defined valve response time as the valve stroke time is getting deteriorated over a period of time due to mechanical construction.

Apply additional pneumatic components like booster or exhaust relays to achieve required stroking time Use the latest digital valve controllers or smart positioners with specific configuration to achieve required stroking time of the valve.

Criteria to derive Appropriate SIF Loop Response Time The maximum allowable response time of a SIF Loop (entire loop from Sensors to Logic Solver to Final Elements) starts when the process is at alarm/trip condition and ends when the final elements reach to their safe states. Still, the SIF loop shall be able to accommodate some margins which might have generated due to degradation of performance or ageing of field instrument.

FUNCTIONAL SAFETY & SIS Causes for observed changes in the SIF Loop Response Time During the project design stage, the Process Safety Time is the estimated value based on calculation/modelling of process dynamics, experience and assumptions.

Based on this, the derived Process Safety Time, the value of SIF Loop Response Time will be mentioned in the Safety Requirement Specification along with the architecture of the Safety Instrumented System.

In SIF loop, the Final Element is the most vulnerable subsystem due to its dormant condition during plant running and having multiple mechanical moving parts.

Also, Final Element takes a maximum time of SIF Loop Response time. As per standard practice, the valve travel time is one inch in five seconds for Control & one inch in one second for Safety applications. Otherwise, for unique/specific application for the required distinctive speed of response travel time shall be documented.

Usually, response time for Sensing Element and Logic Solver remain almost unaffected over some time except minor drift whereas this is not true for Final Element, e.g.

Valve as it encounters.

For drift or variation in the subsystems, various causes such as installed instrument of obsoleted / old technology, aging, environmental stresses, changes in process dynamics, applied changes / modifications, improper maintenance techniques, wrong design concern, etc. are accountable for deviation in the originally designed, installed and validated response time over a period.

Conclusions: Process Safety Time (PST) depends on process types and their dynamics. Hence within the Process Safety Time, the Independent Protection Layer(s) of a given level of risk reduction have to respond to a process demand quickly enough to stop the propagation of the hazard scenario.

Safety Instrumented System is designed as one of the dynamic Independent Protection Layer to act and to move the process to a safe state. Thus, the Safety Instrumented System (SIS) helps to prevent the occurrence of a hazardous situation in the plant. Therefore, the success of Safety Instrumented Function depends on the proper response time of SIS subsystems. Thus, various criteria are to be applied to achieve desired response time with an appropriate margin.

However, the individual Independent Protection Layer Response Time is more complex and often deferred or overlooked. Hence, it is essential for End Users shall perform the functional proof test of each static or dynamic Independent Protection Layer (IPL) at predefined time interval to certify the functionality. For this, a formal process to be developed and manage relevant documentation to validate the suitability of each IPL for its 82 Automation

intended purpose, and supporting evidence that the IPL possesses the core attributes.

Delaying or deferring a complete validation, including Process Safety Time and IPL Response Time, increases the risk of late design changes or gaps in risk reduction not being recognized at all. Also, the deterioration in the performance of any Independent Protection Layer takes more time to complete the desired function, which may cross the defined Process Safety Time.

Consequently, there are chances of occurrence of an undesired hazardous event.

Pipeline management that encompasses leak detection, ESD and cybersecurity Every day, millions of tons of liquids and gases are transported safely and securely by pipelines. Pipelines are exceptionally reliable but given their large numbers and the huge distances they cover, it is inevitable that, occasionally, problems will occur.

They can leak or rupture, suffer accidental or deliberate damage, or be compromised to allow theft of the product they are transporting. In recent times, the situation has been further complicated by the growth in terrorism and cybercrime, both of which can have a devastating effect on pipeline operation and integrity.

Any failure, whether caused by a cyberattack, leak or other mechanical fault, can create an enormous financial and environmental impact. Accordingly, pipeline operators in most countries are now legally required to implement management systems that allow them to meet strict safety, cybersecurity and environmental requirements.

To understand how such management systems can be achieved, we look first at leak detection, which is a fundamental requirement of all pipeline management systems. We then discuss how the more advanced systems now available can not only detect leaks, but also provide a rapid emergency shut down (ESD) response.

Finally, we show how such systems can deliver all the protection now required by providing leak detection and ESD while being designed – technically and procedurally – to resist cyberattacks.

Leak detection: an essential element It is of the utmost importance that leaks are detected and dealt with promptly, especially if the fluid that’s being transported by the pipeline is damaging to the environment. Delays will not only allow greater loss of product but will also greatly increase the potential for consequential damage.

In recognition of the ever-present need for leak detection, the American Petroleum Institute (API) has produced a suite of standards to guide and help pipeline operators to reduce the occurrence of leaks and to minimize the impact of leaks that do occur. The standards are: • API 1160 – Overall standard to cover pipeline integrity management • API 1130 – Design and implementation of leak detection systems • API 1149 – Theoretical calculation of leak detection

system performance • API 1175 – Selection, operation, maintenance and continuous improvement of leak detection systems.

Similar standards apply in most countries; in Germany, for example, leak detection must comply with the Technical Rules for Pipelines (TRFL). While various standards differ somewhat in their approach and detail, all guide operators to consider sensitivity, reliability, accuracy and resilience when specifying or implementing a leak detection system.

As leak detection systems have evolved to help operators meet today’s increasingly stringent regulatory and commercial requirements, they have been based on several detection methods – some external, and some internal.

The three principal external methods of leak detection use acoustic sensor, fiber optic cable and vapor sensor respectively. Five principal external detection methods exist: statistical analysis of pressure and flow, real-time transient modelling, volume balance, pressure drop and negative pressure wave.

No single method is ‘best’; they all perform differently in terms of cost and ease of installation and of operation, accuracy of leak location and sizing, level of detail yielded, demands on the operator’s skill, setup difficulty, effectiveness under different pipeline conditions, ability to detect very small leaks, response time, and use of existing instrumentation.

The fact that each sensor has its own unique mix of advantages and drawbacks has influenced the evolution of the leak detection systems that depend on them.

The simplest, Leak Detection 1.0, uses just one sensor method and is accordingly constrained by the chosen sensor’s limitations.

The next evolutionary step – Leak Detection 2.0 – uses multiple detection methods; the benefits of each combine, while the weaknesses effectively cancel out. The simultaneous application of multiple methods assures system availability for all pipeline operational phases, with a minimal level of false alarms.

While the approach and technologies of Leak Detection 2.0 are very effective in detecting leaks, they are designed only to warn operators of the problem rather than to initiate actions that will reduce the leak’s impact.

Leak Detection 3.0 systems combine the concept of detection with automatic action, albeit only for pipeline ruptures - leaks that reach or exceed around 30% of the pipeline flow rate.

These systems are designed for standalone operation, working independently of the leak detection implementation. A typical Leak Detection 3.0 rupture con-

INDUSTRIAL CONTROL SYSTEMS CYBERSECURITY trol system incorporates a proven rupture detection algorithm that directly controls pipeline valves. When a rupture is detected, the system reacts immediately to initiate an emergency shut down (ESD) that isolates the affected pipeline segment.

Pipeline Management 4.0 and cybersecurity The most recent development is a logical progression that combines all the key features of Leak Detection 2.0 with the ESD functionality of Leak Detection 3.0. The result is a hybrid solution that, because of its scope, exceeds the designation Leak Detection 4.0 and is more appropriately described as Pipeline Management 4.0.

Designing and implementing a Pipeline Management 4.0 system can be challenging. As the system performs key safety functions, it should conform with existing and, as far as possible, upcoming global safety standards. Because of this, most operators will require it to comply with the requirements for Safety Integrity Level 3 (SIL3) as defined by the IEC 61508 standard.

Conclusion Pipeline operators today have a wider range of leak detection and pipeline management systems than ever before; choosing the best becomes a challenging task.

Before deciding, however, they should consider the benefits of the latest Pipeline Management 4.0 technology, which for the first time, integrates accurate, dependable leak detection with a SIL3 compliant emergency shutdown system. The best systems have also been specifically engineered to provide robust protection against the growing cyber-attack threat.

Even if today these two types of networks rely on the same COTS technologies such as TCP/IP and MS Windows servers, they are still very different in nature. Corporate IT cybersecurity focuses on the CIA trio: Confidentiality, Integrity and Availability.

ICS cybersecurity must protect first and foremost the availability and the integrity of the networks and systems controlling and, more importantly, insuring the safety of the industrial process they control. Whereas corporate employees can comfortably perform their function without the corporate network for few minutes (they can enjoy a cup of tea or coffee while waiting), the Industrial Control System must shutdown the plant if the OT network is unavailable even for a few seconds. The loss of production and the time to restart the process would easily cost few millions USD to hundred million USD for large plants. Moreover, the Confidentiality of data on the ICS OT network is not a major concern because most of the data are meaningless for everyone except the Control Systems of the plant.

Nevertheless, Corporate IT users, when they finished their favorite hot beverage, may require production information to perform trend analysis, to do the billing or other production related applications. Therefore, the challenge is to provide Corporate IT users with data from ICS OT while preserving the Availability and the Integrity of the ICS OT. The pros and cons of the classical cyber security solutions The first and the usual solution to protect the ICS OT is the Air Gap, aka Sneaker Net for the people who remember floppy disks. Basically, there is no connection whatsoever between Corporate IT and ICS OT. The data required by corporate users are copied on USB memories or DVD-ROM and manually transported to the Corporate IT network to be uploaded. This is not a real-time data exchange, it requires a lot of manpower performing not the most interesting job. The perception,

that Air Gap is the ultimate cyber security, is totally wrong. In general, the USB memories used to transfer the data are not discarded after the transfer and are used over and over to do the transfer. If the corporate network has malware, it can easily infect the USD memory which in turn will infect the OT network once reconnected to it. We have seen customer’s OT networks which have more virus than on Internet.

Moreover malware on Air Gap OT networks are harder to clean because of the lack of patching and the difficulty of updating the anti-virus software.

The second solution is to use firewalls at the edge of the OT network so that all connections between OT and IT go through a Firewall. Often there is a Demilitarized Zone (DMZ) between OT and IT protected by firewalls to act as a buffer between the two networks. All connections from IT must terminate in the DMZ and can’t directly access the OT network. That the best practice and it does offer some security. The real issue is that the firewalls themselves are very vulnerable. http:// cve.mitre.org/ is the website publishing all the publicly known vulnerabilities of all IT products. The leading brand of Firewalls which are supposed to protect your infrastructure have dozens of vulnerabilities and most of them have default hard-coded login/password. These are known as back door to enable Security Services and well-informed hackers to get administrative access to them. This defeats totally their purpose, it’s like having a million-dollar safe but there is one single master key worldwide. Or this is as efficient as setting your nuclear missile launch code authorization to 00000000. Don’t laugh, it was the default for many years in the US. Why firewalls are so vulnerable? Because they are build using an operating system, best case scenario some flavor of Linux, which has vulnerabilities, software which has bugs and vulnerabilities, and configurations which are not secure by default. Even if your firewall was setup properly, and it’s a big if, its configuration has the tendency to drift and the firewall will end up looking as a piece of Swiss cheese: full of holes.

The FOX IT Data-Diode: a game changer So you have actual requirements, which you can’t ignore, to bridge Corporate IT and ICS OT networks, but the usual cybersecurity solutions are ineffective to protect your critical infrastructure which is a target for competent and properly funded/motivated hackers: what to do?

INDUSTRIAL CONTROL SYSTEMS CYBERSECURITY It’s near impossible to secure your Corporate IT networks because of its complexity and openness. The question is not if Corporate IT will be compromised but when it will be hacked and how devastating the impact will be. Therefore you need to be 100% sure, not 99.9% sure, that no hacker can jump from IT to OT. This is why you need to easily transfer data from ICS OT to Corporate IT with a device, being 100% sure, that whatever happens, nothing can be transfer from IT to OT. You may think “that’s nice but none of my application on IT or OT is compatible with one-way traffic: they all rely on two-way applications and protocols such as TCP/IP.” If you don’t think so, that’s probably because you need a caffeinated beverage.

Actually the Diode is compatible with most protocols and industrial applications as far as the communication is one-way from a business perspective. A proxy on the OT side of the Diode will translate two-way protocols into a one-way communication and send the data one-way through the Diode. At the IT side of the Diode, another proxy will pick up the data, translates them back to twoway protocols and sends them to the IT network.

Project Background The ATT Tanjung Bin Sdn Bhd (ATB) Oil Terminal located in Tanjung Bin, Port of Tanjung Pelepas will include a Process Unit (Refinery), Tank Farm and multiple Jetties. It is perfectly located, lying at the heart of the vibrant energy trading hub for Asia, in the so-called FOB Straits. The terminal handles (among other products) gasoline, jet fuel, gasoil, fuel oil and biofuels, and is easily accessible by ship, barge and road. ATB can receive all tanker sizes including partially laden VLCCs. Vitol Tank Terminals International B.V. (VTTI), entered into a joint venture agreement with MISC Berhad (MISC) to incorporate a joint venture company on an equal partnership basis. The joint venture company, Asia Tank Terminal Limited, will hold 100% equity interest in an oil terminal in Tanjung Bin, located in south-west Johor, Malaysia. However by November 2015, MISC sold its 50% interest to Vitol Investment Partnership II Ltd (VIP). Vitol is now 100% owner of the project.

Project Scope Project Scope will include: Phase 1 of the terminal was commissioned in April 2012 and can receive all tanker sizes, including partially-laden Very Large Crude Carriers. It comprises 41 tanks with total storage capacity of 5.6 million barrels / 893,000 m³. It is served by five berths with a maximum draft of 17.5 meters.

Phase 2, which opened in August 2015, adds a further 262,000 m³ of fuel oil tankage and takes ATB’s total capacity to 7.3 million barrels /1,155,000 m³. The expansion includes a sixth berth which caters for ships up to Aframax size (120,000 DWT) with a maximum draft of 17.5 meters.

When a Dream Needs a Gentle Push to Give It Wings-Sponsored by Analytical Division Of ISA Growing up as the youngest child in a family of five, abandoned by your father, neglected by your elder brother and sister, with just your mother who is a day laborer in a physically unwell state of health and with the dreams of one day becoming a Chemistry Professor is really hard. This is exactly the condition of Mohammed Sajib Sheik, a 10 year old boy hailing from a slum in Dhaka, Bangladesh.

Sajib’s father abandoned the family a long time ago.

His elder brother and sister are both married and living their own happy lives while almost totally neglecting the existence of their own mother and brother. Sajib’s mother, Sofia Begum works as a day laborer to provide for herself and Sajib. But, because of being physically unwell, she isn’t able to go to work daily and so the responsibility of taking care of his mother and himself falls on the meek shoulders of young Sajib. He has to works after school, selling newspapers and water bottles to meet their needs.

Like all other kids of his age, Sajib too loves playing cricket. He sings as well. But unlike every other kid whose role model might be a cricketer in this cricket crazy nation, Sajib’s role model is Alfred Bernhard Nobel, the world famous Swedish Chemist and founder of the Nobel Prizes, and hence his love for Chemistry.

Once, at school, during a session of Science, the teacher was teaching about mixtures and it was a little above the understanding capabilities of a regular Sixth Grader, but Sajib easily understood the concepts and was given the opportunity to perform experiment in front of the whole class, and that too very successfully.

He is passionate about his dreams to become a Chemistry professor one day and that is clearly reflected in his academics. But the only thing in his way to achieve that dream is the current situation he is in. No one to help him progress with his education, no one to guide him and help him plot his next steps 94 Automation

in education. And this is where C2C has come in to help him. C2C has taken Sajib under its wings and are supporting him by providing 1000BDT per month to help take care of their accommodation needs so that he can use the money he earns by himself to help complete his education and pursue his dreams of becoming a Chemistry Professor.

The Bangladeshi educational system is basically divided into 7 levels: •Pre-primary: Play School to Kindergarten •Primary: Grade 1 to Grade 5 •Junior School: Grade 6 to Grade 8 •Secondary School: Grade 9 to Grade 10 •Higher Secondary: Grade 11 and Grade 12 •Bachelor’s Degree: 4 years •Master’s Degree: 1 year According to the above given system, Sajib is now in Junior School and has a minimum of 9 years of education left to finally be able to achieve his dream.

As per the Government curriculum, basic Science will be taught to all students from Grade 6 to Grade 8. From Grade 9, Science will be broken down into Physics, Chemistry and Biology. And it is also from Grade 9 that the education stream will be divided into Science, Arts and Commerce and this will be followed up until Grade 12. So, Sajib will have to opt for the Science stream from Grade 9 and then continue his education to attain a Bachelor’s Degree in Chemistry and then opt for a Master’s Degree in Chemistry to increase his chances of becoming a Chemistry Professor.

Sajib is currently being sponsored by the Analysis Division of ISA. With a helping and guiding hand behind him, Sajib can easily achieve his dream and build a brighter future for himself and his family.
