MGM Resorts International on July 24 proposed a $2.3 billion transformation project for its “historic” Empire City Casino in Yonkers, the company said.

The proposal includes a full renovation and expansion of the existing gaming areas and restaurants, and the addition of a BetMGM Sportsbook, 5,000-person entertainment venue and meeting space, three new full-service restaurants, a parking garage equipped with solar panels and electric vehicle charging stations, and improvements to the City of Yonkers’ public infrastructure.

“Empire City Casino and Yonkers Raceway have anchored the entertainment and tourism culture in downstate New York for more than a century. Achieving a full casino license will ensure this site will continue to be a cultural and economic force for generations to come,” said Bill Hornbuckle, President and CEO of MGM Resorts International.

The initial Empire City Casino opened in October 2006 and was acquired by MGM in 2019. MGM anticipates that the renovations and expansions would be completed by mid-2029.

Treasure Island is the second hotel in the United States to join Accor’s Handwritten Collection, which the hotel company debuted in 2023.

“The union of Treasure Island and Handwritten Collection creates a one-of-a-kind guest journey, where connections are treasured, wonder is discovered, and every stay is a narrative waiting to unfold,” said Camil Yazbeck, Global Chief Development Officer, Accor. “We are incredibly proud to partner with Mr. Ruffin and confident that together we can create a bigger and bolder future for this iconic hotel now that it sits within the Handwritten Collection portfolio and part of the Accor network.”

on July 23. The $5.4 billion Caesars Palace Times Square (CPTS) would transform an existing office building into a 992-room hotel featuring several restaurants, a wellness retreat, a 150,000-square-foot casino, and nightclubs.

As part of its bid Caesars Entertainment said it would commit $250 million to community projects, including $81 million for public safety planning, and $15 million for a new Civil Rights museum led by the Civil Rights Foundation.

The CPTS is projected to create more than 3,000 construction jobs and 3,800 permanent jobs on site.

Accor will handle Treasure Island’s branding, sales & marketing, distribution, and the property will be included in Accor’s loyalty program, ALL Accor, through the Handwritten Collection.

RWNYC—which opened its current iteration in October 2011—presented their expansion bid on July 21, sharing more details of their $5.5 billion proposal.

As part of its bid

Caesars Entertainment said it would commit $250 million to community projects, including $81 million for public safety planning, and $15 million for a new Civil Rights museum led by the Civil Rights Foundation.

“Caesars Palace Times Square builds on a long history of building world-class destinations that drive tourism, create jobs, and deliver lasting value to the communities we serve,” said Thomas R. Reeg, CEO of Caesars Entertainment. “New Yorkers have the opportunity to do something truly extraordinary right in the heart of the most iconic entertainment district in the world. This proposal brings together an unmatched location, unmatched access, and unmatched team to deliver a project worthy of New York.”

The project would “transform” the existing 73-acre Aqueduct site into a 5.6 million-square-foot resort boasting 6,000 slot machines, 800 gaming tables, 2,000 hotel rooms, a 7,000seat entertainment arena, and more than 30 food and beverage outlets.

As part of the proposal, RWNYC said it has also pledged $50 million in start-up funding for the Resorts World Innovation Campus, which will include a community health and wellness center and a STEAM institute.

RWNYC said the proposal would create up to 24,000 jobs and could be completed as soon as July next year.

“We’re proud to have grown with the Queens community for nearly 15 years. What the Community Advisory Committee heard today was a vision for a transformative project that will be a game-changer for this borough, the city, and the state,” said Robert DeSalvio, President of Genting Americas East, the company operating the casino.

Accor also said the property will honor “the hotel’s best-known features and perks, as conceived by Mr. Ruffin,” including free valet and self-parking.

The Soloviev Group and Mohegan presented the $11.1. billion Freedom Plaza proposal to its dedicated community advisory committee on July 17.

“Today’s meeting reflects the spirit of partnership and transparency that defines Freedom Plaza,” said Ray Pineault, CEO of Mohegan. “We’re honored to present our plans and continue this important dialogue with community representatives.”

The Freedom Plaza would include two hotels, including a Mohegan hotel and Banyan Tree spa and wellness resort, several food and beverage concepts, an almost 5-acre public park, more than 1,000 residential units including 513 affordable housing units, a food market, daycare, a museum, and casino.

The Avenir project developed by Silverstein Properties, Rush Street Gaming, and Greenwood Gaming and Entertainment presented its bid to the community advisory board on July 16.

The development would be on Manhattan’s far west side, according to the companies, and would be a 785-foottall mixed-use building consisting of a 1,000-room luxury hotel, a dozen food and beverage concepts including a food hall open to the public, affordable housing, an outdoor pool, meeting and event spaces, a casino, and a community gallery on 11th Avenue.

The Avenir’s hotel would also sit adjacent to the Jacob K. Javits Convention Center, the companies said.

Accor announced that Treasure Island - TI Las Vegas hotel & Casino will join its Handwritten Collection of Hotels later this year.

Colorado Hospital, College Transforming Hotel into Hospital

The University of Colorado and an Aurora, Colorado, hospital have built a prototype to rapidly construct a temporary hospital room in a hotel to provide care in the event of a national emergency, the hospital announced on July 21.

The prototype was created by UC Health University of Colorado Hospital in partnership with the University of Colorado Anshcutz Medical Campus in an effort to beef up national preparedness in the event of a mass casualty event.

The team at the helm are calling the converted rooms “ alternative care facilities” (ACF). The research project aims to address some of the challenges experienced by emergency response centers constructed in con-

ference centers and tents during the COVID-19 pandemic. UC Health said those centers were less equipped to manage infection control and were unable to isolate patients to provide better care for all, but the ACF prototype better addresses those challenges, and has the added bonus of private instead of public and shared bathrooms for potential patients.

“From a disaster preparedness perspective, this is probably the most impactful project I’ll ever work on,” said Dr. Jason Persoff, UCHealth physician and associate professor at the Colorado University School of Medicine, who is co-leading the research.

“Because of this work, we now have a blueprint to turn a hotel into a hospital-level care site in just two to four weeks. This could save countless lives during a crisis.”

also converted hotel rooms into patient rooms, a nursing station, imaging and laboratory services.

The Washington Post reported the government had placed nearly $7 billion in funding under review on June 30 and released $1.3 billion in mid-July. A review of the remaining funding has ended, said an official who spoke on the condition of anonymity because they were not authorized to speak on the record.

The Florida Education Association and Florida Parent Teacher Association are amongst the plaintiffs in Anchorage School District et al. v. Department of Education et al Plaintiffs are represented by nonprofit group Democracy Forward, Jacobson Lawyers Group, and law firm Deluca, Weizenbaum, Barry, and Revins.

“If these reports are true, this is a major victory for public education and the communities it serves,” said Skye Perryman, President & CEO of Democracy Forward. “This news following our legal challenge is a direct result of collective action by educators, families, and advocates across the country. These funds are critical to keeping teachers in classrooms, supporting students in vulnerable conditions, and ensuring schools can offer the programs and services that every child deserves.

She continued: “We will continue to monitor the situation and work in court to ensure the administration fully complies with the law and that these resources reach the schools and students who need them most. While this development shows that legal and public pressure can make a difference, school districts, parents,

Democracy Forward said the lawsuit was filed to compel the DOE and OMB to release funding that supports low-income students, English learners, after-school programs, immigrant students, and teacher training. It added that Congress appropriates funds through long-standing programs under the Elementary and Secondary Education Act and DOE was required by law to distribute monies to states by July 1, 2025, but it has refused to do so.

Using existing infrastructure—specifically the 249-room Hyatt Regency Aurora-Denver Conference Center hotel that sits just across the street from the hospital—UC Health and the University of Colorado’s team of researchers were able to construct two fully functional intensive care units (ICUs) inside the hotel. One ICU was constructed in a conference room and the other in hotel rooms.

The endeavor was funded by a $12.5 million grant from the United States Department of Defense (DoD) awarded to the University of Colorado’s Department of Emergency Medicine in 2023. Projections from the DoD found “national health emergencies or a large-scale oversees combat scenario”

“Instead, the Department has refused to release the funds, citing a socalled ‘programmatic review’ to ensure spending aligns with the Trump-Vance administration’s political priorities, in direct violation of Congress’s constitutional authority over federal spending,” Democracy Forward said.

The plaintiffs argued the administration’s actions violated the Administrative Procedure Act, the Impoundment Control Act, and the constitutional separation of powers.

DOE did not provide comment by USAE’s press deadline.

The coalition also includes the American Federation of Teachers Pennsylvania, Anchorage School District, California Federation of Teachers, Cincinnati Public Schools, Fairbanks North Star Borough School District, Illinois Federation of Teachers, Kuspuk School District, New York State United Teachers, Ohio Federation of Teachers, Rhode Island Federation of Teachers and Health Professionals, and Texas American Federation of Teachers.

The Texas Society of Association Executives (TSAE) announced a strategic merger with the Houston Society of Association Executives (HSAE) on July 23.

TSAE said the move creates a unified and stronger voice for association professionals across the Lone Star State, with HSAE’s roughly 100 members becoming part of the statewide society.

“Bringing our organizations together allows us to deepen our impact, amplify our resources, and build an even more vibrant community for association professionals in Texas,” said Steven Stout, FASAE, CAE, Executive Director of TSAE. “We are excited to welcome HSAE members into the TSAE family and continue building on the strong legacy of both organizations.”

HSAE was run by a board of volunteer leaders, which will not be incorporated into the TSAE Board. The association had no staff and the merger did not include a purchase, TSAE told USAE.

“We are incredibly excited for this

next chapter for HSAE and the opportunities it brings for growth, collaboration, and connection,” said Lauren Turner, CAE, CMP, HSAE Past President. “We are truly better together with TSAE. A heartfelt thank you to all the previous HSAE leaders who helped shape and guide this organization. We’re ready for what’s next, and thrilled to be part of the TSAE community.”

As part of the merger, a transition team comprised of TSAE and HSAE representatives was formed to guide integration efforts. TSAE said it will continue to commit resources and staffing efforts to ensure local engagement, programming, and community-building remains strong in the Houston-area amongst the association community.

“This merger is a testament to the strength of collaboration and a bold step toward a more connected, empowered association community across Texas, as such we are “#Better Together,”” said Gloria Aguilera Terry, CEO, Texas Council on Family Violence, and TSAE 2025–2026 Board Chair. “We are excited for the future that we’ll shape as one.”

New GBTA Poll Reveals Sliding Sense of Optimism in Sector

Business travel sector optimism continues to “decline,” the July 2025 poll from the Global Business Travel Association (GBTA) is showing.

Optimism for the remainder of 2025 remains muted, both globally and regionally, declining from 31% in April to 28% in the latest survey. In November 2024, optimism stood at 67%.

Among suppliers, 48% expect a drop in business travel revenue. In April’s poll, 37% expected a decline. Lodging suppliers the most concerned with 58% anticipating revenue decreases.

“This latest poll shows the business travel industry and corporate travel programs and professionals actively adapting to shifting geopolitics and evolving U.S. policies,” said Suzanne Neufang, CEO, GBTA. “While overall demand currently remains resilient, the results underscore how economic uncertainty and U.S. government actions continue to send ripple effects across the global travel landscape.”

Additional findings include the following:

• Declines in optimism are particularly significant in Asia Pacific at 27%, down from 40% in April.

U.S. Travel: TSA’s One Stop Security Launch Signals New Era

U.S. Travel Association is celebrating that Transportation Security Administration (TSA) has begun implementing the One Stop Security (OSS) program for certain international inbound flights from London Heathrow Airport. Fox News first reported the news, with its story cited by U.S. Travel.

“One Stop Security is a smart, long-overdue step toward modernizing the travel experience, eliminating redundant screening, cutting connection times and unlocking more international air service,” said Geoff Freeman, President & CEO, U.S. Travel. “Paired with stronger airport staffing, long-awaited air traffic control upgrades and the end of the shoe removal rule, this is real progress toward a world-class travel system just in time for America 250, the 2026 World Cup and the 2028 Olympics. But this momentum is undercut by the proposed $250 visitor visa fee—a move that sends the wrong message to travelers and undermines our global competitiveness.”

American Airlines reported on July 22, it is first domestic airline to offer seamless connections for travelers and their checked bags. In partnership with the TSA, U.S. Customs and Border Protection (CBP) and the U.K. Department for Transport (DfT), the new process allows customers traveling from London Heathrow Airport

Resorts International, said: “MGM Resorts is deeply honored to host this meaningful celebration—an event that recognizes individuals whose contributions have left a lasting, positive impact. We are fortunate to be part of an industry that thrives on human connection, bringing people

together face to face in ways that inspire collaboration, creativity, and community. This event is a testament to the profound value of those shared experiences and the enduring relationships they foster.”

Bishop-McCann Acquires MTI Events

Bishop-McCann, a worldwide meetings, incentives, and events firm, has acquired MTI Events, a Kansas City-based event and incentive travel company with more than 35 years of experience.

Bishop-McCann said the move bolsters its incentive travel capabilities, adding seasoned talent, new perspectives, and a shared commitment to excellence in client service. The acquisition was announced on July 24.

(LHR) and connecting through the airline’s largest hub, Dallas Fort Worth International Airport (DFW), to clear U.S. Customs right at the arrival gate.

“One Stop Security is one of the most forward-thinking enhancements we can bring to international travel—and importantly, to our customers—as it delivers a level of convenience and time-savings that’s never been available before to customers connecting from international flights,” said David Seymour, COO, American. “With this game-changing program and thanks to our federal partners at CBP and TSA, along with DFW Airport, our customers will spend significantly less time worrying about an onerous connection process and more time enjoying their travel journey.”

U.S. Travel noted it has long advocated for the implementation and expansion of OSS to ensure passengers traveling from select international airports complete the security screening process only once, eliminating duplicative screenings and creating a more seamless travel experience.

Earlier this year, the Commission on Seamless and Secure Travel, convened by U.S. Travel, called for a long-term reauthorization of the OSS pilot and urged TSA to establish at least five formal international agreements within five years to accelerate secure, efficient inbound travel.

“This is more than a business move; it’s a values match,” said Rob Adams, CEO and Partner of Bishop-McCann. “We’ve long admired MTI Events for its people-first philosophy, deep incentive expertise, and ability to deliver memorable, joyful experiences. Bringing MTI into the Bishop-McCann team allows us to serve our clients with even greater creativity, scale, and strategic insight.”

Melissa DeLeon, President of MTI

Events, will serve as Bishop-McCann’s Strategic Advisor of Incentive Travel. She said: “I am very excited about this acquisition. Thanks to our incredible team and loyal clients, it has been an unforgettable journey, and we’re just getting started. This milestone is a celebration of everything we’ve built and a bold step into an exciting new chapter. Joining forces with Bishop-McCann gives us the opportunity to elevate our work even further, combining our expertise with theirs to deliver world-class incentive programs that truly inspire.”

Bishop-McCann said the acquisition comes at a time when incentive travel is experiencing major growth. According to the 2024 Incentive Travel Index, 58% of senior leadership view incentive travel as playing a more distinct role in motivation and culture building. This is the third acquisition in five years for Bishop-McCann. For more information, visit www.bishopmccann.com

Cobb Galleria Centre Getting Renovation and Expansion

The Cobb-Marietta Coliseum & Exhibit Hall Authority, owner and operator of Atlanta’s Cobb Galleria Centre, has approved the funding for a $190 million renovation and expansion project.

The project is scheduled to break ground in the fall of 2025 and be completed in early 2027.

“Over the past two years, we have conducted multiple supporting studies alongside design, master planning, pre-construction analysis, and financial reviews,” said General Manager & CEO Charlie Beirne. “With this groundwork laid, we are poised to hit the ground running.”

The renovation and expansion will happen in phases. While the facility will be closed for the last four months of 2025, it will reopen for business in January 2026 in the exhibit halls and ballroom.

The outside arrival area, new parking deck, and expanded meet-

ing and event space will remain in progress until early 2027.

In January 2026, the rotunda, ballroom, and common area spaces will boast a major facelift with a completely new, contemporary look:

• From new carpet, wall coverings, new wood finishes and modern chandeliers, “guests will be impressed with the lighter, brighter event spaces”.

• The rotunda will be transformed with new terrazzo flooring and a new, large sculptural chandelier that will “dazzle from above”.

• The 144,000-square-foot exhibit halls will feature updated entrance vestibules, upgraded restrooms, new electrical floor boxes, and LED lighting throughout.

“Cobb Galleria Centre will be open throughout 2026 and will continue to host trade shows, expos, meetings, conventions and social events in the exhibit halls and ballroom,” Beirne said.
