The Search for Top Achievers of Region 2 (STAR 2) has been DILG R2’s rewards and recognition initiative for the last two decades to honor the men and women of DILG Region 2 who pour their best and exert their mightiest in the service of the Filipino people in the North. This year, the pandemic caused

uncertainty and challenges on how to make the said activity as momentous as it was throughout the years. With the strict safety and health protocols, there was a real stone to be overturned to make this year’s STAR 2 a reality. With the joint efforts of the Regional Awards Committee, the

Regional Director Jonathan Paul M. Leusen Jr. introduces the Guest of Honor.

Regional Validation Team, and the Regional Working Committee, the event was conducted with the flying colors. This year STAR 2 SHINES emerged. The Search for Top Achievers of Region 2 is now STAR 2: SHINES “Sustaining High-Level Performance and Innovativeness for a Notable and Excellent Service Delivery”. STAR 2 for this year was conducted through virtual platform but with the same excitement and enthusiasm from all of the men and women behind the scene. STAR 2 for this year recognized and rewarded the best of the best. The individual winners were: Best Cluster Head Cristina P. Somera (Isabela), Best Program Manager Rodney L. Indeed a rewarding day for everyone as the Certifying Body, SOCOTEC Certification Philippines Inc., announced that DILG Region 2 successfully passed the Second Annual Surveillance Audit and is recommended for recertification for ISO 9001:2015 Quality Management System with no non-conformities. Since its ISO 9001:2015 certification issued January 2019, DILG R2 dares to fully implement QMS up to present. Hence, to monitor compliance to International Standards, the Second Year Surveillance Audit was conducted virtually via online platform Zoom last December 10-11, 2020 at DILG Regional Office and Provincial Offices of Cagayan and Isabela. The audit was conducted to ensure that the certified management system is maintained and continuously fulfilled between recertification audits. This year’s SOCOTEC auditors was led by Mr. Kim Winston Pajares, with Ms. Czharina Buaquena and Ms. Merian Domingo as support auditors. During the closing meeting, lead auditor Kim highlighted the

positive observations, best practices, improvements and achievements of DILG R2 in relation to its Quality Management System. He also pointed that Minor Non-Conformities issued during the CY 2019 1ST Year Surveillance Audit were checked and concluded that they were already acted upon and no repetitions were found out. Regional Director Jonathan Paul M. Leusen Jr., in his response message thanked the men and women of DILG R2, those who pursue change and even those who still resist change, since this is an inspiration to continuously embrace Quality Management System. This is a proof that DILG Region 2 have embraced quality management system. Our commitment is to further strengthen and sustain it amidst this COVID-19 pandemic. ISO 9001:2015 Quality Management Systems Certification provides opportunities for public sector entities to consistently fulfill its mandate, address clients’ needs and expectations, and enhance clients’ satisfaction.

In line with Executive Order No. 70 issue by President Rodrigo Roa Duterte to end local communist armed conflict, the DILG Quirino, in partnership with the Provincial Government of Quirino and various National Government Agencies (NGAs), conducted Serbisyo Caravan at Barangay Tucod, Cabarroguis, Quirino on December 22, 2020. PTF-ELCAC Chairperson and Governor, Hon. Dakila Carlo E. Cua together with LGU Cabarroguis

Mayor, Hon. Willard V. Abuan, spearheaded the activity, both emphasizing and assuring to provide prompt and excellent government services to the people. Each representative from various NGAs such as TESDA, DENR, QUIRELCO, DPWH, DTI, DSWD and PIA presented thoroughly the Programs, Projects and Activities (PPAs) aligned with the PPAs identified in the Barangay Development Plan (BDP) of the

barangay. Participated by all residents, such as senior citizens group, women sector and tribal leaders and group of the barangay, the activity aimed to bring government services to the people to resolve the primary issues of residents in the said target barangay. It is part of the implementation of the Retooled Community Support Program (RCSP), an inclusive program that aims to address identified issues

of the community by closing the governance and development gaps through provision of needed government programs. In closing, DILG Quirino Provincial Director Salvacion Z. Baccay said that the Serbisyo Caravan will enable the Provincial Government and the NGAs alike to respond to the much-needed basic social services of the constituents with the end view of obtaining inclusive and sustainable peace.

Four Nueva Vizcaya barangays undergo 2-day BBI Strengthening Seminar

In line with the implementation of the (RCSP) for CY 2020, a two-day seminar on Strengthening Capacities of Barangay-Based Institutions (BBIs) was conducted for the four (4) identified RCSP barangays, Ammoweg, Camandag, Dulli, and Napo in the Municipality of Ambaguio, Nueva Vizcaya on December 17-18, 2020. Attended by the members of the different Barangay Based Institutions of the aforesaid Barangays, together with their set of Barangay Officials, the activity served as a re-orientation on the implementation of SGLG for Barangays, Lupong Tagapamayapa Incentives and Awards, and Functionality Assessments of BADAC, BDC, BPOC, BCPC and Barangay VAW Desks. The seminar aimed to capacitate the barangay council in their various roles in mobilizing people’s participation and implementation of programs and projects of the

government. Geared towards long term peace and development, the participants were also briefed on their part in the pursuit to end local communist armed conflict through delivery of basic service. Along this line, Mayor Arnold Dinungon, in his message, stated that the municipality fully supports the RCS Program of DILG. Moreover, he highlighted that the local government units should always work hand-inhand with the national government, and that Barangays have to exemplify good local governance, especially in the delivery of public service. During the open forum, one of the participants expressed his appreciation for the activity as it has been very informative and rendered them more capable in the performance of their functions on top of ensuring effective leadership and governance in their barangays.

LGRRC2, LGA conduct L!STONG UGNAYAN: Leadership Resiliency in the Midst of Crisis Webinar

The Local Governance Regional Resource Center (LGRRC), in partnership with the Local Government Academy (LGA) conducted the Leadership Resiliency in the Midst of Crisis with the theme Expanding Leadership Possibilities under the New Normal via Zoom platform on October 13, 2020. A total of two hundred thirtyeight (238) participants, to include Local Chief Executives of Provincial/ City/Municipal Government Units, LDRRMOs, LHOs, DILG Provincial Directors, C/MLGOOs, were present via Zoom platform. Broadcasted live via DILG R2s official Facebook account, it recorded 1,600 views from partner LRIs, LGU Officials and other functionaries. In his welcome message, RD Jonathan Paul M. Leusen, Jr. expressed his gratitude to Usec. Marivel C. Sacendoncillo and LGA Dir. Thelma T. Vecina for their support, likewise, the local leaders, other partners of the Department and renowned speakers for attending the activity. “We may not see each other face-to-face, but we are here for each other. Just like the motto of Guerilla during the World War II, Nowhere yet Everywhere”, the

RD said. Usec. Marivel C. Sacendoncillo delivered the opening message wherein she said “What we are facing now is unprecedented and unexpected. No one was ready for it, not even the National and Local Governments. It was just in the vicinity. We never imagined it would come in our lifetime, but it is here now and we have to face it. It is because of this situation that the times would call for leadership; leadership not only would ensure that the communities are safe; leadership that will not only ensure that basic services continue to be delivered; but leadership that would enable communities to stand up stronger than before the pandemic. That is what we call resilience”, the Undersecretary emphasized. ARD Elpidio A. Durwin, LGRRC Manager, presented the rationale of the activity and introduced the Resource Speaker. He said the activity is a product of planning that was conducted before the semester started, wherein Leadership Resiliency in the Midst of Crisis was one of the activities identified after the successful conduct of the LEADERS Forum. The activity is also made in observance of the Local Government Month last Saturday,

October 10, 2020. Mr. Francis J. Kong started his discussion on Leadership Resiliency in the Midst of Crisis with the saying “time moves slowly but time passes quickly”. He said that life often times bring us unexpected changes that surprise us. “But with the technology, people can still communicate and be connected together. In other words, people should adapt. It is important to understand the word adapt, because it is going to form key to effectively navigating the uncertain realities of the times”. There may be negative effects of the pandemic, he shared that there are also advantages. These are 1) COVID-19 has accelerated learning. Parents learned to do online tutorial, online education and home schooling in a matter of weeks. COVID-19 forces people to learn fast because they don’t have the luxury of time; 2) the pandemic has eliminated a lot of bureaucracies or too much processes; and 3) many things have accelerated almost structurally. Everything is digital. He also said that COVID-19 accelerates momentum. Due to need, it is important for us to be technology knowledgeable. To maximize the presence of the

LGU officials who also comprise the COVID Task Force, the activity was an also opportune time to discuss the Revised Community Quarantine Decision Framework for Provinces/ HUCSs/ICCs which was handled by Dr. Razel Nikka Hao, Deputy of COVID-19 Surveillance and Quick Action Unit. Dr. Hao first mentioned the Key Messages of the IATF, among others are the National level indicators show a slowdown of disease transmission in recent month but there are also areas whose number of cases may not contribute significantly to national data but show increase and require close attention. The Health systems capacity have steadily increased reflected in decreasing critical care utilization rates but will need to closely monitor performance in surveillance, contact tracing, isolation/quarantine, and minimum health standard implementation. Lastly a consistent and reliable source of data and information is vital to monitoring operational response performance (ex: contact tracing, isolation).

DILG, DOH, and PNP PRO2 train newly hired contact tracers

The DILG Regional Office 02 through the Local Government Capability Development Division (LGCDD) and in partnership with PNP R02 and DOH R02, conducted an online training for newly hired contact tracers in five batches held on October 3, 5, 6, 7 and 16, 2020 through Zoom Conference Platform. This is in accordance with Republic Act No. 11494 otherwise known as the “Bayanihan to Recover as One Act” or Bayanihan 2 Law, the Department of the Interior and Local Government (DILG) Regional Office 02 hired 1, 215 contact tracers to be deployed in the different Local Government Units in the Cagayan Valley Region and shall be responsible of tracking down the close contacts of confirmed COVID-19 patients

Contact tracing program is one of the actions of the Government to cut the transmission of the virus and eventually defeat COVID-19. To ensure the success of the program, the department needs to employ proactive, dedicated, and knowledgeable CTs in carrying out their duties and responsibilities. In his message, Regional Director Jonathan Paul M. Leusen, Jr. said that the Department invited Resource Persons to equip the trainees with the appropriate knowledge and skills set as contact tracers. He mentioned the benchmark used by Mayor Benjamin B. Magalong of Baguio City that in rural areas wherein there is one (1) positive case, one needs to contact trace 25 or more people, while in urban areas a total of 30-37 close

contacts must be traced. The activity covered the discussion of LGCDD ADC Elsbeth Maralli about the Operational Framework Against COVID-19 and Situating Public Health with Public Safety. Ms. Charmaine M. Barangan and Dr. Guia Comillas, resource speakers from the Department of Health Regional Office 02, discussed important information about What is COVID-19 particularly about its epidemiology, signs, symptoms and transmissions, infection period and diagnosing, and preventive measures. They also discussed what is contact tracing, roles and skills of contact tracers, steps in contact tracing, isolation, technology and data management. Police Lieutenant Colonel Rimelvin D. Dungca, Assistant Chief

of the Regional Investigation and Detective Management Division of the Philippine National Police Regional Office 02 lectured on the effective interview techniques, building rapport, developing empathy, and effective listening and questioning. The harmonized contact tracing report was discussed by LGOO V Vilma B. Aganus. The deployment guidelines and administrative concerns were discussed by ADC Maybelle E. Anog and SAO Ive B. Saludez, respectively. An open forum ensued after all the presentations. The training recorded a total of 1, 233 participants from the Regional Office and the Provinces of Batanes, Cagayan, Isabela, Quirino and Nueva Vizcaya.

KAWANI: A learning and development intervention for DILG R2 personnel A webinar series dubbed as KAWANI was conducted on December in four sessions. KAWANI or Knowledge Advancement Workshop Approach New Normal Integration, was conducted by the Finance and Administrative DivisionPersonnel Section in partnership with the Cagayan State University. KAWANI was designed to address the gaps reflected in the individual development plans of the DILG R2 personnel. The resource speakers who were a roster of competent professors from the Cagayan State University discussed the topics on Technical Writing, Stress Management, Strategic Thinking and Planning, and Customer Service Excellence. The four sessions were attended

by DILG R2 personnel in four groups. The first session was composed of personnel holding the technical positions of Local Government Operations Officer II, III, and IV. While the second session was attended by personnel holding technical positions from Local Government Operations Officer V, VI, VII, and VIII. The third session was attended by personnel holding administrative positions with salary grade 10 and above while the last session was composed of personnel holding the administrative position with salary grade 1-9. True to its commitment in being a PRIME- HRM institution, DILG R2 shall carry on its role to empower its most valuable and essential resource- the DILG R2 personnel.

DILG Batanes orients TAC Team on the Assessment of CDP DILG Batanes, in partnership with the Technical Working Group from the Office of the Provincial Planning and Development Coordinator, conducted an orientation for the Comprehensive Development Plan Technical Assessment Committee Team (CDP-TAC) of the Province of Batanes on December 1, 2020 at the PPDO Conference Hall, Basco, Batanes. Almost three decades since the enactment of the Local Government Code that mandates the Local Government Units to prepare a comprehensive multisectoral development plan, all municipalities in Batanes still do not have their respective CDPs. In order to achieve the provision of the Code and true to its mandate of continuously capacitating the LGUs, the DILG Batanes conducted series of activities and technical assistance to LGUs. One of which is the orientation for the CDPTAC Team. The orientation was an avenue level off the knowledge of the TAC Team on the process of

To answer the call of the Department in fostering the fundamental principles behind the Constitutional Reform and to spread awareness to the public regarding this program, the Regional CORE Youth Summit Essay Writing, Song Writing, Digital Poster Making and ShortFilm Contest was conducted last October 14, 2020.

will represent the region in the national level. The CFCR- RPMT had invited Mr. Ruben Peter T. Lasam, Atty, Joanna Mae Pagurayan, and Ms. Gilyan Fortuno to be the judges of these different contested activities. The Essay Writing and Digital Poster Making was conducted “on-the-spot”

through zoom virtual, while the Song Writing and ShortFilm Contest deliberated based on the submitted output by the provinces. It was a tight competition, considering the excellent talent that the participants possessed. Winners were being declared, having the following results:

Province of Isabela wins Regional CORE Youth Summit Debate Contest, representing region in the National Summit

DILG monitors conduct of Barangay Assembly Day for Second Semester of CY 20

Barangay Libag Sur in Tuguegarao City, Cagrayan conducts its Barangay Assembly Day (BAD) for the Second Semester of Calendar Year (CY) 2020 Dir. Jonathan Paul M. Leusen Jr., stresses the contribution of the youth in spreading awareness on Constitutional Reform.

The DILG R2- Legal Services Unit facilitated the regional debate competition which served as an elimination round for the aspiring debate contestants who will represent the region in the national level. The provinces of Cagayan, Isabela, and Nueva Vizcaya actively participated in the debate elimination rounds. Each team excellently defended their sides on the propositions given and have exchanged arguments related to the surgical amendments on the Constitution proposed by CORE. This

debate contest was adjudicated by Mr. Patrick Louie Reyes, Ms. Zeneth Quilenderino, and Atty. Joana May Pagurayan. The teams who competed in the first match for the elimination rounds are Team Isabela 1 vs. Team Isabela 2 and Team Nueva Vizcaya vs. Team Cagayan 2. They debated on the motion,”Balik-Probinsiya Program of the Government do more harm than good.” In the end, the declared winners for the first match are Team Isabela 2 and Team Cagayan 2. For the second match of the elimination rounds, the opposing

teams who debated on the topic, “This house will grant greater autonomy for LGUs”, are Team Cagayan 1 and Team Cagayan 2. The declared winner who proceeded with the championship round was Team Cagayan 1. For the championship round of the competition, the Province of Cagayan represented by Mr. Richard Cama, Mr. Christian Collado, and Mr. Aldwin Gedric Narag and the Province of Isabela, represented by Mr. Perine Agraviador, Mr. Amram Jezron Inere, and Mr. Dante Guittu, put the gallery on fire through their

clash regarding the proposition on the support on urban planning and infrastructure development of the country. At the end of the debate, the adjudicators, in a unanimous decision, declared the Province of Isabela as the champion and served as the representative of the region for the National CORE Youth Summit Debate Contest. Barangay Libag Sur in Tuguegarao City, Cagayan through the leadership of Punong Barangay Romeo B. Iquin conducted its face-to-face Barangay Assembly Day (BAD) with the theme “Barangay Bayanihan sa Panahon ng Epidemya Para sa Kaligtasan ng Mamamayan” at Libag Sur Barangay Hall on December 13, 2020. The conduct of the Barangay Assembly was in compliance with Section 397 of RA 7160, otherwise known as the Local Government Code of 1991, which mandates all barangays to conduct the Barangay Assembly twice a year, and specifically with DILG Memorandum Circular 2020-137 re: Conduct of BAD

Amidst the pandemic, the ECLIP Committee of the Province of Cagayan (ECC) conducted the Program Implementation Review cum Multi-Stakeholders Convergence on December 17, 2020. The DILG Cagayan, through the leadership of Provincial Director Ruperto B. Maribbay, Jr., together with the members of the ECLIP Committee of Cagayan (ECC), ensured the success of the activity capping the year and with high hopes of a better year ahead for everyone. During the preliminaries, PD Marribay acknowledged all who were present and welcomed them in what he called a “consolidated activity” due to numerous activities to be conducted in one setting which highlights the Awarding of ECLIP Assistance/Benefits to Former Rebels. He concluded his message by thanking all the participants for attending the activity and hoped for a safe and COVID-free 2021 for everyone.

In his message, Regional Director Jonathan Paul M. Leusen, Jr. reminded everyone on the importance of the Retooled Community Support Program (RCSP) which is to promote peace and encourage our brothers from the other side to come down and go back to the fold. He ended his message by commending everyone for being able to push through the activity despite the pandemic and give chance to look into the accomplishments of every member agency in order to plan ahead for the upcoming year. Acknowledging the severe impact of deforestation and illegal logging in the environmental situation of the province, the Provincial Government of Cagayan, National Government Agencies, and Civil Society Organizations inked a Memorandum of Agreement to organize and institutionalize the Cagayan AntiIllegal Logging Task Force on October 26, 2020 at Capitol Main Building, Alimannao, Peñablanca, Cagayan. It aims to establish a whole-of-province approach in protecting the forest reserves and to form a force that will focus on

the issue of illegal logging in the province through stakeholders such as Department of Environment and Natural Resources (DENR) RO2, Cagayan Provincial Environment and Natural Resources Office (PENRO), Provincial Natural Resources and Environment Office (PNREO), Cagayan Department of Interior and Local Government (DILG), Philippine Army, Cagayan Provincial Police Office (CPPO), Philippine Navy, Philippine Coast Guard, National Bureau of Investigation (NBI) RO2, Office of the Provincial Prosecutor, League of Municipalities (LMP), Liga ng

mga Barangay (LNB), and nongovernment organizations like Sierra Mother Outdoor Club. In his message, Cagayan Governor Manuel N. Mamba said that illegal-logging has greatly contributed to the massive flooding experienced by the province during the previous years. He challenged the government officials and employees to make environmental protection their inherent responsibility as public servants. Governor Mamba also said that if the government would like to end the problem on illegallogging, the government officials

who serve as cohorts of illegallogging operators should also be made accountable. With the establishment of the Cagayan Anti-Illegal Logging Task Force, the Governor believes that this precarious and felonious act will gradually be addressed because the lines of government agencies regarding this campaign are united. Meanwhile, DILG Provincial Director Ruperto B. Maribbay,Jr., issued the Provincial Advisory dated November 3, 2020 encouraging the mayors and punong barangays to form their Local Anti-Illegal Logging Task Force.

All MLGUs in Quirino receive ADAC Special Award

All six (6) municipalities in the Province of Quirino received the 2020 ADAC Special Award on December 18, 2020 1:00 PM via Facebook Live conducted by the Department of the Interior and Local Government (DILG) in partnership with the Philippine

Drug Enforcement Agency (PDEA). The recognition aimed to boost the morale of our Local Government Units (LGUs), personnel, and Civil Society Organizations (CSOs) who worked relentlessly on their antiillegal drug programs amidst the pandemic. Said award was given

to the cities and municipalities that have sustained the drug-cleared status of their drug-affected barangays as well as those that have sustained the drug-free status of their unaffected barangays. Essential to this achievement of the MLGUs of Quirino is the

functionality and effectiveness of the Local Anti-Drug Abuse Councils (LADACs) down to the barangay level in the successful implementation of various anti-drug advocacy campaign programs.

DILG Quirino extends technical assistance in the CDP Updating of the MLGUs in the Province

In its continuous efforts to assist the municipalities of Quirino towards progressive development, the DILG Quirino, with strong support from the DILG Regional Office through the Local Government Capability Development Division (LGCDD) and the CDP Specialists from DILG Cagayan as well as the Provincial Planning and Development Office (PPDO), rendered technical assistance to the focused LGUs in the Province in the performance

of their development planning functions particularly on the updating of the Comprehensive Development Plans (CDPs) as mandated by Section106 of the RA 7160 or the Local Government Code of 1991. To jumpstart the updating of the CDPs, a one-day orientation and action planning was conducted in all the six (6) municipalities of Quirino Province from September 22-October 14, 2020 to discuss

the simplified planning process and to facilitate the reorganization of the Local Planning Team and the preparation of the Work and Financial Plan. Data requirements of the Ecological Profile were also presented as requisites to the follow-through activity. It was also an opportune time to present the results of the review of the CDP Technical Assessment Committee for consideration of the LGU in the updating.

The activity follows the concepts and processes enunciated in the Rationalized Planning System (RPS) and other planning-related policies. The participants were divided into five (5) sectors, namely: social, economic, infrastructure, environmental and institutional. The assisted workshops allowed the participants to identify sectoral issues and concerns and translated them into success indicators. To measure how near or how far the LGU is from their desired state, the

vision-reality gap was determined along with the corresponding policy options and strategies to address the gaps considering the capacity development needs and monitoring and evaluation schemes for the implementation of said interventions which were then subjected to ownership and prioritization and investment programming. Facilitators during the trainingworkshops are CDP Specialists Ricardo Crisente P. Torrado and

Razel P. Codamon of DILG Cagayan under the supervision of Provincial Director Ruperto B. Maribbay, Jr., LGCDD Assistant Division Chief Elsbeth T. Maralli, CDP Regional Focal Person Vilma B. Aganus, Cluster Head Marietta F. Abalus, CDP Provincial Focal Person Blessing Grace G. Sagun and the concerned MLGOOs as well as Staff from the PPDO. The CDP is a six-year multisectoral plan that contains strategic direction and development

priorities of an LGU. “It is our aim to develop comprehensive and integrated plans that are supportive of the Philippine Development Plan (PDP) and Sustainable Development Goals (SDGs) and where all sectoral/thematic requirements are mainstreamed,” said DILG Quirino Provincial Director Salvacion Z. Baccay. Outputs of the trainingworkshop are subject to a final writeshop.

DILG Cagayan spearheads Training on the enhancement of BDP of RSCP target barangays in Allacapan, Lasam, and Lal-Lo In order to align the Barangay Development Plan (BDP) of RCSP Focus Barangays on the peace and development priorities and concerns of the locality, the DILG Cagayan Provincial Office conducted a series of trainings coined as Enhancement of the Barangay Development Plan through the Community-Driven Retooled Community Support Program. The endeavour was conducted in three (3) different municipalities of the province namely Lal-lo, Allacapan and Lasam, Cagayan from December 7-15, 2020. It is part of the RCSP which aims to promote peace and encourage our lost brothers from the other side to go back to the fold. Each activity started with the usual preliminaries followed by an opening message and brief introduction of the RCSP by LGOO V Kelinda A. Vidad, LGOO II Renz Angelo P. Umambong and LGOO VI Jasmin T. Balisi in the municipalities of Lal-lo, Allacapan and Lasam respectively. They also informed the participants that the

activity is a follow-through to the recently conducted Barangay Field Immersion, conducted between September and November 2020, which aimed at taking and consolidating all the issues and pressing concerns arising in the community. Furthermore, they explained to the group the importance of the activity for their communities because their outputs, the Enhanced BDP, will be the basis for funding by NGAs and other partner agencies. Cluster Head Ricardo CP. Torrado, MLGOO Christopher Mark Domingo, MLGOO Mariel Maramag, MLGOO Agatha Castillo, and MLGOO Roshseinee Gumabao provided lectures on barangay planning and budgeting. The resource persons discussed to the participants the sources of funds of the barangay, partition of said funds, and other possible sources of funds. Likewise, they also shared the new trends in developmental planning, with introduction on peace building initiatives. After the plenary sessions, a workshop was conducted. In this part, the participating barangays were given a consolidated list

of issues and concerns in their community. The issues and concerns were determined during the Barangay Field Immersion Phase of the RCSP, with inputs from the different sectors present in the barangay namely, women, youth, senior citizens, Indigenous People, farmers, and others. The main objective of the workshop is for the Barangay Development Council to look into the issues and concerns, determine PPAs that would address the said issues, incorporate said PPAs in their barangay development plan, provide funding for the said PPAs and determine which NGA/ Partner Agency would assist them in the implementation of such. They were also given the chance to add other PPAs that they think would be beneficial and important for the community. As a result of the initiative, one hundred percent (100%) of the RCSP Focus Barangays have already finished their Enhanced Barangay Development Plan in preparation for the Provincial Convergence which shall be conducted by the DILG Cagayan Provincial Office.

Cagayan Province conducts onsite technical assistance on CDP+ formulation

In light of the continuous effort and commitment of the DILG Cagayan Provincial Office to ensure compliance of Cities and Municipalities in drafting their

respective DRR-CCA Sensitive Comprehensive Development Plan, the Conduct of Onsite CDP Formulation was launched through a series of onsite technical

assistance by the Provincial Technical Working Group from September to December. The four target municipalities were composed of two towns each from the Northern and Southern Clusters namely: Amulung, Rizal, Camalaniugan and Santa Ana which were assessed based on the LGU’s readiness for updating to CDP+, availability of data and eagerness to accomplish their respective plans. Each target municipality were allotted with eight (8) engagements to facilitate the discussions, workshop and writeshop for the final draft CDP+. A total of twenty-three onsite technical assistance were conducted by the Technical Working Group composed of seven (7) engagements for Rizal, Eight (8) for Amulung, Six (6) for Camalaniugan and Two for Santa Ana. For 2020, the series of onsite activities concluded on December 17, 2020 at Rizal, Cagayan capping off the year’s target with accomplishing Stream 3 of the LDIP Preparation and realizing two (2) LGUs ready for the writing workshop as the final process of the crafting their CDP+ Plans. The series of on-site technical assistance were facilitated by the Technical Working Group for each municipality led by respective

Cluster Heads and accompanied by provincial staff from the Local Government Capability and Development Unit, cluster staff and Municipal Local Government Operations Officer from the target municipalities through interventions and methodologies specifically tailored in response to the present condition and needs of the respective municipalities for the CDP Preparation and Mainstreaming. This is intended to serve as a follow-through activity from the previous year’s conduct of Formulation of an Enhanced Local Climate Change Action Plan finding its way to the Comprehensive Development Plan for twenty-two (22) municipalities of Cagayan. The funding for the conduct of the series of on-site technical assistance was secured through a project proposal submitted by the DILG Provincial Office Cagayan to the Bureau of Local Government Development. PD Ruperto Maribbay said during the kick-off activity in LGU Santa Ana on September 23-25, 2020 that the DILG commits in helping the Local Government Units in achieving the Local Development and in doing so, the LGUs can always rely upon the DILG as their partners in every endeavors towards the realization of local development.

Attended by a total of 20 participants from the different offices composing the Local

R2 ASSETS highlights the laudable efforts of local government units in the timely implementation of FY 2019 and 2020 Local Government Support Fund (LGSF) - Assistance to Municipalities (AM) program in the onslaught of COVID-19 pandemic while exercising full compliance to the Health Safety Standard Protocols in Project Construction (HSSPC).

The program was attended by no other than Undersecretary for Local Government, USec. Marivel C. Sacendoncillo, CESO III, who served as the keynote speaker. In her speech, Usec. Sacendoncillo congratulated DILG Region 2 for having been able to launch another innovative search such as the R2 ASSETS. She said, “It is indeed, another towering glory for DILG Region 2 that cements your status as a cradle of innovative ideas and an “alcazar” made of highest competence and excellence”, she said. DILG Cagayan BSP distribute ICT equipment to the barangays of the Province; forge partnership to further equip barangay operations The Bangko Sentral ng Pilipinas (BSP) and DILG Cagayan Provincial Office distributed Information and Communication Technology (ICT) equipment to the different barangays in the Province of Cagayan in an effort to augment the logistical requirements for enhanced barangay operations. On December 15, 2020, the BSP delivered to the DILG Cagayan Provincial Office thirty (30) units of notebook computer, forty (40) units of desktop computer, microphones, lapels, voice recorders, printers, digital and electronic calculators, video cameras, and two-way hand-held radios. The equipment were personally received by DILG Cagayan Provincial Director Ruperto B. Maribbay Jr. and was distributed to the identified barangays in the province. In a statement, PD Maribbay highlighted the importance of ICT equipment in barangay operations.

He said that in the advent of modern technology, digitalization has also affected the barangay operations. With online systems and webbased reporting platforms, there is a need to equip the barangays with necessary logistical support such the computers and printers. Thus, the initiative will surely pave way for the modernization of different barangays. PD Maribbay also extended his sincere gratitude to the Bangko Sentral ng Pilipinas, under the stewardship of Governor Benjamin E. Diokno, for choosing the barangays of Province of Cagayan as the beneficiaries of the donated ICT equipment. The distribution of the donated ICT equipment is expected to be completed by January 2021. Meanwhile, DILG Cagayan and BSP had an ironclad commitment to continue to support the barangays by providing necessary technical assistance and logistical support.

This pandemic may have brought the worst impact for this year that affected all sectors of society and cost a ton of burden to the branches and avenues of our government institutions. However, all LGUs in Cagayan Valley Region guided by DILG Region 2 proved to remain solidly built amidst the challenges of COVID-19, a reflection of the unequal resiliency of our “pamahalaang lokal”.
