DILG Region 2 embraces new normal; continues quest for new reforms

As the country progresses its way to surviving COVID-19, the Department of the Interior and Local Government (DILG) Region 2 spearheaded by Regional Director, Jonathan Paul M. Leusen, Jr., prides its mechanism on continuing the quest for new reforms and supervising the local government units in the province.

Despite the effects of the pandemic, the DILG R2, through its Legal Services Unit under the leadership of Atty. Sherick L. Saquing, braves its way to continue serving the public through the acceptance of all legal concerns related to the functions of local government officials. The complaints, which may be aired to the office, are received through walk-in clients by their request for legal assistance; hotline 8888 complaints; requests for legal opinion; SAP complaints; Bantay-Korapsyon complaints; and other complaints relative to the duties and responsibilities of a local government official. Just recently, the office successfully launched a first-ofits-kind webinar series entitled. Solid Government through Effective and Attainable Reforms.” (SOLID GEAR) This two-day virtual seminar was conducted thru Zoom App on September 10-11, 2020. Governor Rodolfo T. Albano, III encourages the former rebels to cooperate with the government in its development efforts.

COVID-19 cannot stop the government from its reintegration efforts. A total of 29 Former Rebels (FRs) received the DILG-administered package assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP). DILG-Isabela in partnership with the Provincial Government of Isabela (PGI) and municipal government of San Mariano awarded the assistance on July 9, 2020 at the 85th Infantry Battalion Headquarters, Barangay Zone 1, San Mariano, Isabela. Isabela Governor Rodolfo T. Albano, III, San Mariano Municipal Mayor Edgar T. Go, MGen Pablo M. Lorenzo, BGen Laurence E. Mina, LTC Gladiuz C. Calilan, LTC Ali A. Alejo, DILG-Isabela Provincial Director Engr. Corazon D. Toribio and members of Isabela ECLIP Committee spearheaded the distribution of checks to the FRs. 19 former members of the Militia ng Bayan received P 15,000 each as immediate assistance while 10 former regular NPA members were awarded with P65,000.00 which includes P50,000 as livelihood assistance. Some of the FRs also surrendered firearms which will be remunerated depending on the valuation of the AFP, PNP and DILG. The PGI thru the Provincial Social Welfare and Development Office also extended food packs for the beneficiaries. During the activity, PD Toribio lauded the efforts of the 86th Infantry Battalion led by LTC Ali A Alejo and 95th Infantry Battalion led by LTC Gladiuz C Calilan in their efforts to facilitate the initial reintegration of the FRs. She likewise ensured the beneficiaries of the relentless effort of the government in extending assistance to them in spite of the COVID 19 pandemic. “Hindi po nagtatapos dito sa pagbibigay ng pera ang tulong ng gobyerno. Meanwhile, Governor Albano assured the incessant support of the PGI to the FRs. As an assistance of the PGI, he said that the PGI will shoulder the monthly payment of the former rebels under the Social Security System (SSS) and Pag-IBIG for two (2) consecutive years. “Nandito kami para mag-aruga sa inyo at tutulong sa inyong lahat. Baka iniisip niyo baka ngayon lang namin ibibigay ‘to. Walang kwenta kung ngayon lang ang disposisyon ng pera. Yang mga cheke niyo, mauubos yan sa ilang buwan pa lang. Isipin niyo kung saan niyo ilalagay ang pera niyo. Ako, tutulungan ko kayo para masustain ang kabuhayan niyo. Ang tulong naming ay tuloy tuloy hanggang sa maitaas ninyo ng antas ang buhay niyo. (We are here to care and help you. You might be thinking that our assistance will end here. The financial assistance provided to you may last only for months. Think carefully where you will put your money. I will help you in sustaining your livelihood. Our assistance will continue until your living conditions will improve.)”, Gov. Albano said. The FRs will be monitored regularly to assess their status and progress to determine other assistance that the Provincial Government, Committee member-agencies and partner agencies may extend to them. Since the implementation of the ECLIP last 2018, the DILG-Isabela records the highest number of awardees with a total number of 29 FRs as of July 9, 2020.

The DILG Isabela conducted an orientation on the version 2.0 of the Full Disclosure Policy Portal (FDPP) via zoom on July 14, 2020. Separate sessions were conducted for the Field Officers (FOs) in the two (2) clusters of the province. In her message, Engr. Corazon D. Toribio, DILG Isabela Provincial Director, underscored the importance of conducting the orientation on the version 2.0 of the portal. She said that seeking for new technology and advancing the current system are necessary for an organization to grow and further improve in their service delivery;

hence, the enhancement of the FDP portal in its new version with new features. Also, she cited that compliance in the FDP is one of the criteria in the Good Financial Housekeeping (GFH) and Seal of Good Local Governance (SGLG) which enable Local Government Units to access Local Government Support Fund (LGSF). Meanwhile, LGOO III Rhonalyn P. Maquinad, FDP Provincial Focal Person, emphasized in her discussion the timeline of posting and validation, confirmation and approval of financial documents. She also reminded the Cluster Heads

and C/MLGOOs on their roles and responsibilities as indicated in the issuance. Moreover, she demonstrated the step by step process in uploading and validating financial documents and in returning financial documents that need to be revised by the LGU. She also oriented the FOs in the other features of the portal such as Statistical Dashboard, SGLG Report and Infographic Report. As succeeding activity, the office eyes to conduct separate sessions for LGU FDP focal persons.

ISTMU launches upgraded online recruitment application Feliximar B. Cabatbat. After the employment of the system, a number of suggestions were provided for the enhancement of the said application. For its upgrade from the initial launch, the system was developed using the PHP programming language. This change in programming language allowed the system to be accessed online. Printing of individual rating and the comparative assessment were also integrated. In addition to the proposals, viewing of PDS was incorporated. The interview panel can also access the system using their mobile phones and laptops. Finally, the system was used during the July 2, 2020 interview of applicants for the position of Network Administrator and Data Analyst. A paper rating system was still employed during the course of the activity to ensure the accuracy of the system. Interface of the Online Recruitment Application developed by the ISTMU

Adapting to the changing landscape of technology, the Information Systems and Technology Management Unit (ISTMU) proposed and developed an online system that would help automate the assessment of applicants. The system was developed by the head of the Systems Development and Management of the ISTMU, Database Administrator Daniel L. Ramones for the purpose of giving timely and accurate data for the HRMPSB Secretariat. Developed on C# programing language and executed on Local Area Network (LAN), it was first launched during the March 26, 2018 interview of applicants for the vacant multimedia coordinator position of the ISTMU. The interview was headed by DC Digna R. Herrera and was assisted by then HRMO Jerlyn Garan, ISA Glaiza Lei Castillo, LGOO V Vilma B. Aganus and RITO

Province of Batanes launches Disiplina Muna advocacy campaign the Disiplina Muna Pledge of Commitment of all the participants and BPPO personnel present during the launching. In his message, Police Colonel Ismael Atluna, Provincial Director of the Batanes Police Provincial Office, recognized the importance of the Disiplina Muna Advocacy Campaign as the new tool for a more responsible and effective way to promote government-wide plans and programs that will ensure the active participation of Filipino people. The launching of the #Disiplina Muna Advocacy campaign in the province was done through the collaborative efforts of DILG Batanes and the Batanes Police Provincial Office. Notable speakers were invited for this seminar such as Atty. Ceasar Ryan Aquino, Prof. Alfredo Sureta, Prof. Eric De Torres, Atty. Romeo Benitez, Atty. Domingo Egon Cayosa, and Usec. Epimaco V. Densing to highlight the Constitutional Reform (CORE) Movement, Bida ang may Disiplina, and the flagship program of the Department which is the Bantay-Korapsyon. Regional Director Jonathan Paul Leusen Jr. said in his welcoming remarks during the webinar series that “these three components work together in unifying our society and to bring economic development in our country.” To date, the Department thru the Legal Unit unceasingly focuses on the complaints turned over and to solve them in accordance with the law and the powers vested to them under Republic Act no. 6975 or the Department of the Interior and Local Government Act of 1990.

RICAD – Advocacy cluster conducts 3rd quarter virtual meeting The DILG Region 2 through the Local Government Monitoring and Evaluation Division (LGMED) conducted the CY 2020 3rd Quarter Regional Inter-Agency Committee on Anti-Illegal Drugs (RICAD) – Advocacy Cluster virtual meeting via Zoom on August 28, 2020. This activity was done pursuant to Executive Order No. 15, Series of 2017, entitled, “Creation of an Inter-Agency Committee on Anti-Illegal Drugs (ICAD) and Anti-Illegal Drug Task Force to Suppress Drug Problem in the Country,” by virtue of which the Regional Inter-Agency Committee on Anti-illegal Drugs (RICAD) Coordinating Group of Region 2 was created to help carry out the main objective of the Order to suppress the drug menace in the country, as it continues to destroy the moral fiber of society, undermine the rule of law, and threaten the development of our country. The meeting was participated in by the RICAD – Advocacy Cluster Region 2 members, composed of fifteen (15) agencies in the region: PDEA, PNP, AFP 5TH ID, DOJ, PAO, DOJ-PPA, BJMP, DOH, CHED, DepEd, DSWD, DOLE, TESDA, PIA, and PCG. True to their respective roles and mandate to the Cluster, the above-listed member agencies convene quarterly to present their respective accomplishment reports and discuss on recommended plans and programs of the Cluster for the succeeding period, and other pertinent matters in line with President

Duterte’s war on drugs. Regional Director Jonathan Paul M. Leusen, Jr., Chairperson of the RICAD – Advocacy Cluster Region 2, delivered his message to all the member agencies, and expressed his profound gratitude to all the attendees for gracing the activity in the face of their busy schedule and focus on COVID-19 responses. “While we are faced with the problem of the pandemic, we do not stop, also, fighting illegal drugs,” said RD Leusen on his message. In spite of the threat of COVID-19, the twostorey multi-purpose building will be constructed in Barangay Magsaysay, Naguilian, Isabela funded thru the FY 2020 Assistance to Municipalities (AM) Program. The said building with a total area of approximately 700 square meters shall be equipped with complete amenities and will be used as the Municipal Disaster Risk and Reduction and Management Council (MDRRMC) and the Legislative Offices of the municipality. During the groundbreaking activity on September 7, 2020, Municipal Mayor Juan R. Capuchino expressed his gratitude to the Department for the assistance and fund allocation amounting to P11,623,000.00 that made the Phase I of the project be realized. “The delivery of basic services should not stop amidst the challenges of the pandemic”, Provincial Director Corazon D. Toribio of DILG-Isabela stressed in her message. She also added that through these services, people will continue to trust and feel the presence of the government in their community. She also recognized the efforts of the LGU as they have complied with the governance reforms as part of the eligibility and fund release requirements of the FY 2020 AM Program. Lastly, she posed a challenge to the LGU to complete the Phase II of the project in the coming years.

Online training on contact tracing and sharing of best practices in combatting COVID-19

On September 8, 2020, the DILG Regional Office 2, in coordination with the Local Government Academy, conducted an Online Training on Contact Tracing and Sharing of Best Practices in Combatting COVID-19 via Cisco Webex Meetings platform. It was participated in by all local chief executives, local health officers and chiefs of police from the Cagayan Valley Region, Cordillera Administrative Region, Zamboanga Peninsula, SOCCSKSARGEN, and CARAGA. The representatives from the Philippine National Police, Bureau of Fire Protection and the Department of Health Regional Office 2 also attended the said activity. RD Jonathan Paul M. Leusen, Jr., welcomed Mayor Benjamin B. Magalong and his team in Tuguegarao City to train all contact tracing teams of the different local government units and the

participating national government agencies on effective contact tracing strategies. Mayor Magalong said “the reason why we came here in Region 2 is because of the increasing number of confirmed COVID-19 cases in the Region especially in the Province of Nueva Vizcaya”. He then discussed the high situational rate of Nueva Vizcaya and introduced the Retooled Contact Tracing Ecosystem which they are implementing Baguio City. The ecosystem is composed of interviewers who should be health care workers such as doctors and nurses as they determine the level of risk of virus transmission and police as investigators, analysts, encoders (data collection tool) and technical support and the community support teams (BHERTS). He emphasized that basic principles of Contact Tracing Ecosystem

should have seamless collaboration between law enforcement, investigators and health authorities; transparency and speed are indispensable every second matters; cognitive interviewing skill is the key to efficient collection of information; use of technology; successful CT is highly dependent on the quality of information; there is no substitute to being proactive; local chief executives play a major role in contact tracing and extensive testing is critical to contact tracing. This was followed by the discussion of Dr. Donnabel T. Panes, CESU Head of Baguio City on the Contact Tracing Health Module. She presented the Epidemiology of the Disease wherein the Philippines ranked 22nd out of 188 countries with a total of 228, 403 confirmed COVID-19 cases. She also explained prevention and control of the disease. Thereafter, Police Lieutenant Colonel Maximo Sumeg-Ang discussed the Cognitive Interviewing Techniques using the PEACE model which provides the structure for investigative interviewing. The PEACE stands for Planning and Preparation, Engage and Explain, Account/ Clarification/Challenge, Closure and Evaluation. To formally end the activity, ARD Elpidio A. Durwin delivered the closing remarks. He emphasized that the importance of the orientation is to capacitate ourselves in Contact Tracing strategies. He also commended the assistance provided by the CAR together with DOH Regional Director Rio L. Magpantay for the successful conduct of the activity. He ended his message with the announcement that DILG R2 is now in the process of hiring Contact Tracers based on a population ratio of 1:800.

PCF subsidy turns into SGLG building in Mallig, Isabela The P2.3M-worth SGLG building of the Municipality of Mallig as a grant for being conferred with the 2019 Seal of Good Local Governance (SGLG) award was already completed. This project, which was funded through the FY 2019 Performance Challenge Fund (PCF), has an area of 288 square meters and six (6) commercial stalls. These stalls will be leased to small entrepreneurs and associations in the municipality. The project also aimed to provide an alternative source of livelihood to the entrepreneurs, showcase their products, and increase their marketing exposure. DILG Quirino holds provincial orientations on Citizen’s Charter and Regulatory Reform for LGUs

The DILG Quirino has conducted provincial orientations on Citizen’s Charter and Regulatory Reforms for Local Government Units (LGUs) on September 4, 2020 via Google Meet. Said webinars aimed to assist the LGUs in the Province of Quirino to comply with the standards of Republic Act No. 11032 otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, and other relevant directives. Participants to the activities are the human resource management officers (HRMOs), ARTA focal persons for the Citizen’s Charter, and the organized Regulatory Reform Teams (RRTs) composed of the governor/mayor as head, vice governor/vice mayor as co-head, sanggunian panlalawigan/bayan members, provincial/ municipal administrator, provincial/municipal planning and development coordinators, provincial/municipal legal officers, provincial/ municipal records officer and representatives of CSO/NGO/Private/Business Sector as

Topics that were discussed include the salient provisions of RA 11032 and its Implementing Rules and Regulations (IRR), ARTA Memorandum Circular No. 2019002 dated August 13, 2019 which provides for the guidelines in the implementation of the Citizen’s Charter and Administrative Order No. 23, series of 2020 which requires the submission of a Compliance Report. To provide guidance and clarifications and to facilitate submission of the requirements, discussions focused on the templates of the Citizen’s Charter and Compliance Report.

On the other hand, Atty. Alma Alexandra L. Martirez, Anton Miguel T. Valde and Angelou H. Padilla, also from the ARTA, discussed in great detail the Regulatory Management System (RMS) and Regulatory Impact Assessment (RIA) in the afternoon during the orientation on Regulatory Reform for the RRTs. During the discussions on RMS, the importance of regulation was laid down to include core elements and stages. RPOC2 conducts its 3rd quarter meeting

Thirty one (31) members of the Regional Peace and Order Council 2 joined the meeting presided over by its Chair, Gov. Manuel N. Mamba, held on September 9, 2020 via Zoom cloud meeting. The 3rd Quarter meeting started by the RPOC Chair acknowledging all the efforts of the region in providing the best services in universal health

care, universal tertiary education, 4Ps, cementing of roads and others. PBGen Edgar Cacayan of the PNP Police Regional Office 2 gave an update regarding the peace and order situation in the region, providing all the facts in connection with the total crime incidents, the index crime volume and public

safety index. It also reported that there is a decrease in the regional index crimes, consistent with the holistic crime prevention efforts by this Police Regional Office. Thereafter, Col. Danilo Benavides of the 5th Infantry Division-Philippine Army gave an update regarding the insurgency situation in the region stating that there is a dismantling in the central front affecting the organizational structure of the communist terrorists group. The barangays in Isabela are already cleared and they are transformed into conflict resilient communities. Lastly, RD Joel Plaza of PDEA Region 2 discussed different type of drugs being smuggled in the region and stated the different modes how it is being transported. They gave an insight to what type of strategy they use to keep the number of drug users low in the region. They provided a list of arrests and seizures made in the past quarter. There is a continuous success in the drug clearing operations being performed in the region. Other concerns during the meeting were delegated to different agencies and as agreed, updates will be given in the next meeting. The 4th Quarter meeting shall be held on the 1st week of December 2020.

PLGUs undergo various skills and knowledge enhancement trainings The CMGP Project Management of Office (PMO), in partnership with the Regional and Provincial Project Development Management Units (PDMUs), conducted several capacity building activities for the provincial local government units and DILG engineers on different aspects. On July 3, 2020, a coaching on the Roads and Bridges Information System (RBIS) was conducted for the Provincial Government of Cagayan thru the RPDMU and DILG Provincial Office. The RBIS aims to provide DILG with information for policy formulation, budget allocation, monitoring and reporting and support the Provincial Governments in road planning and priority setting for road improvements and maintenance. Personnel from the provincial government, especially engineers in the Provincial Engineering Office (PEO), were equipped with up-to-date

knowledge and skills to bridge RBIS-related PGidentified capacity gaps. Next, the Province of Nueva Vizcaya joined the Training on Updating Local Road Network Development Plan (LRNDP) on August 1014, 2020. The CMGP Program underscores the importance of connectivity of local road networks from the national down to the barangay level to ensure facilitation of the economic development in the provinces. This matter was discussed and elaborated in the workshop on updating of LRNDP for 2020–2025. The activity was followed by a rollout of the same training for the remaining four (4) provinces on September 7-11, 2020. This training was attended by the members of the Local Road Management Team composed of the Provincial Planning and Development Office, Provincial Engineering Office, Budget and Accounting Office.

On the other hand, the RPDMU, in collaboration with the United Nations Development Program (UNDP), conducted the IPMS Training Rollout to the five (5) provinces of Region 2 on September 21-25, 2020. The activity was participated by UNDP engineers, DILG engineers and members of the Local Road Management Teams (LRMT) of each province. The Infrastructure Project Management System (IPMS) is computerized progress monitoring, document management and electronic workflow processing initiative of the Department for the implementation of the Conditional Matching Grant to Provinces (CMGP) Program. Target users of this system are project contractors of CMGP projects. This system seeks to serve as a digitized database and a monitoring platform for CMGP Projects.

Sectoral interventions for RCSP CY 2021 target barangays ascertained Regional Director Jonathan Paul M. Leusen, Jr., leads in the implementation of the Retooled Community Support Program (RCSP) in the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) CY 2021 target barangays. Six (6) barangays were included in the list for CY 2021 where developmental interventions are set to be implemented in these insurgency-cleared areas in the Province of Cagayan. “Tables of peace” dialogues and sectoral validation of issues were successfully conducted with the women, farmers, indigenous peoples, and the youth sectors in September 2020. DILG Cagayan Provincial Director Ruperto B. Maribbay, Jr. and concerned Provincial Staff and MLGOOs, together with the C4PEACE Regional Focal Person Genevieve R. Alipio and ADAC Technical Assistant Ian Michael T. Pascual, assisted in facilitating the RCSP activities in the province. Proposed infrastructure projects to be implemented were validated and finalized by the Regional Planning and Development Unit (RPDMU). LGU beneficiaries to the Php 20 million-grant are the municipalities of Rizal, Sto. Niño, and Piat, Cagayan. EO 70 mandates a whole-of-nation approach to eradicate the five-decade long communist insurgency in the communities during President Rodrigo R. Duterte’s administration. Accessible roads, safe, and potable water for San Isidro, Isabela Director Corazon D. Toribio of DILG Isabela and Municipal Mayor Vilmer B. Bravo, along with DILG Officers, municipal officials and functionaries, and barangay officials. During the said undertaking, PD Toribio acknowledged the efforts of the local authorities and functionaries in providing quality services to their constituents. Among the LGUs in the entire province, only San Isidro and Palanan were granted fund allocation for SALINTUBIG projects this year. She also stressed that LGU’s compliance to government reforms, practice of good governance, and perform outstanding implementation and management of locallyfunded projects are qualifications for both AM and SALINTUBIG Programs. As a response, Mayor Bravo conveyed his gratitude to the Department for its strong support to the LGU. To help improve and make information readily available to the public, the government’s drive for transparency in local governance has been further heightened with the use of SubayBAYAN or Subaybayan ang Proyekto ng Bayan. It is an online platform on the implementation of the locally-funded projects (LFPs) being administered by the Department. The system is one of the mechanisms to facilitate monitoring and reporting of project implementation especially during this COVID-19 pandemic where travel restrictions are in place. Initially, only projects funded under the Assistance to Municipalities Program were included on the system as part of its test run. For this year, project encoding was expanded to include CMGP projects. For this reason, the Regional Project Development and Management Unit (RPDMU) conducted series of orientation and workshop for Provincial Local Government Units (PLGUs) on the use and navigation of system. Piloted at the Province of Isabela and Quirino on June 16, 2020, the training was also rolled out to the Province of Nueva Vizcaya and Batanes on July 17, 2020 and Cagayan on July 24,2020. The said endeavor was primarily facilitated by Mr. Jeremiah Pacay, Information Systems Analyst II of the DILG RPDMU. During the training, Mr. Pacay explained the salient features and important reminders concerning input of data in the SUBAYBAYAN portal.

339 members attend the The Office of Project Development Services (OPDS) in partnership with Regional Project Development Management Unit (RPDMU) conducted a 2-day Orientation on the Strengthening of Project Monitoring Committees (PMCs) in Local Government Units (LGUs) on September 9-10, 2020 via Zoom online platform. The activity aimed to enhance PMCs’ knowledge on the different aspects of project monitoring and implementation relevant to their roles and responsibilities. Attendees include 23 Local chief executives, 339 PMC members and local officials from 60 partner LGUs in Cagayan Valley.

To improve road accessibility and provide easy access to safe and potable water to the residents is the primary goal of the recently launched Local Access Road at Barangay Nagbukel and Villaflor, and Water System Project at Barangay Gomez. The upgrading of the Local Access Road will benefit the 4,208 total population of the said barangays. This is funded under the FY 2020 Assistance to Municipalities (AM) Program amounting to P12,299,000.00 with LGU

counterpart amounting to P1,000,000.00. Meanwhile, the Level III Water System amounting to P11,563,000.00 is funded under the FY 2020 Sagana at Ligtas na Tubig (SALINTUBIG) Program which shall provide safe drinking water to five barangays in the poblacion area to include Barangays Gomez, Rizal East, Rizal West, Camarag and Patanad of the said municipality. On the other hand, Ms. Khriselle Mae Beting showcased her writing prowess and logical reasoning with her composition “Constitutional Reform: Towards Philippine Economic Development” that acclaimed her as the champion in the Essay Writing category. Ms. Beting, who is from Solano, intelligently outlined the advantages of

Constitutional Reform, and argued that these reforms, if implemented, will be beneficial to the Filipino family. Lastly, despite being a neophyte in joining a Digital Poster Making contest, Ms. Clarice Hernandez from Bambang, bagged the 4th place in the said category. Her optimism and and high hopes for progress is reflected in her colorful and imaginative piece. She mentioned that the colorcombination represents the dynamic role of the youth in nation-building towards progress.
