DENVER, COLORADO Welcome to

The Archdiocese of Denver and our Archbishop, The Most Reverend Samuel J. Aquila, and I are pleased to welcome you to the Mile High City, Denver, the host city for the 2023 Annual Meeting of the Diocesan Fiscal Management Conference. It is a great honor to serve you all as this year’s Site Chairman, and to contribute in a very special way to this significant event.

The Archdiocese of Denver’s history is connected to the story of the early American settlement of the western United States: The Gold Rush, Transcontinental Railroads, and Denver’s status as the regional center of the Intermountain West of our Nation from the 1850s through today. The first Catholics that came to Northeast Colorado were Spanish explorers in the 1540s, but it was not until 1860 that a permanent presence coalesced in Denver. That year, Fr. Joseph Projectus Machebeuf founded Denver’s first Catholic parish, celebrated the first Mass there on Christmas Eve, and he would go on to found Denver’s first Catholic school, college, hospital, convent, and numerous other institutions. Bishop Machebeuf died in 1889, two years after Pope Leo XIII named him Denver’s first bishop, and three decades into his successful project building up the Church in Colorado. In 1993 – thirty years ago this Summer – Pope Saint John Paul II visited Denver and celebrated World Youth Day here. That momentous occasion lit a fire in the Archdiocese that has grown brighter each year and energized the entire American Church in a transformative way.

Our Archdiocese serves just over 600,000 Catholics through 148 parishes, stations, and missions. There are 180 Catholic religious communities in the Archdiocese of Denver. We serve the northern third of Colorado’s land area: 25 counties and communities as urban as Denver and as rural as Dinosaur, population 243. Over 320 priests and nearly 200 deacons serve the Faithful in the Archdiocese, and 35 Catholic schools form our children morally and intellectually. There are not one but two Denver seminaries full of men preparing for Holy Orders. The volume of service to the poor by Catholics in the Archdiocese is far too vast to describe here, and it is widely recognized throughout our state. Many Catholic apostolates of international renown make their headquarters in Denver; representatives of some of these will contribute to DFMC 2023. The breathtaking Cathedral Basilica of the Immaculate Conception, the endpoint of our first-ever DFMC Eucharistic Procession on Tuesday afternoon of this Conference, is the perfect place to be close to Jesus Christ and his Mother.

Denver is the capital and most populus city in Colorado. It has been ranked several times by U.S. News & World Report and other publications as the best place to live in the United States. Few locations offer the combination of a big city with all the career and cultural opportunities you would expect, alongside world-class outdoor recreation, four distinct seasons, and a true community feel that makes a large town feel small. A true sports city, every major professional league has a local franchise including the Colorado Avalanche (the National Hockey League’s 2022 champion), the Denver Nuggets (the National Basketball Association’s 2023 champion), and hopefully the future 2024 Superbowl champion Denver Broncos. (To keep us humble and our prayer life active, we have the Colorado Rockies.) In recent decades, Denver’s population has exploded as people from across America and around the world have relocated here seeking all that Northern Colorado has to offer.

The program agenda for DFMC 2023 is extraordinary. The acclaimed Array of Hope band will kick things off on Sunday night with a concert for DFMC members, following welcoming remarks from Archbishop Aquila. Top speakers include USCCB President Archbishop Timothy Broglio, Sister Maris Stella of the Sisters of Life, Rick Popp, Curtis Martin, Dr. Tim Gray, Margaret Kelly, Jane Nemcova, and many others. Each day we will engage with bishops of the Church and meet with other leaders in our profession. The liturgical and spiritual offerings exceed anything DFMC has ever offered before, and you will enjoy plenty of opportunities to meet service providers to dioceses of the Church – who are better represented this year than ever. My hope is that you return home from Denver enriched and fulfilled spiritually, professionally, and socially – motivated to make ever-greater contributions to your team and Christ’s Church.

Sr. Maris Stella is a graduate of the United States Naval Academy at Annapolis, Maryland. She served in the U.S. Navy for nearly a decade, as a gunnery officer on a destroyer off the coast of South America on drug interdiction missions, and later representing her nation as a liaison officer at the Navy’s base in Naples, Italy. A Catholic lay leader the whole time, when she completed her honorable military service she accepted an even higher calling: to serve Jesus Christ and his Mother as a Sister of Life, recalling that her “heart was made for something more.” A Sister of Life since 2006, Sr. Maris Stella moved to Denver in 2015 to help open a new convent and to minister especially to young adults in the Archdiocese, including college students. In her DFMC talk, Sr. Maris Stella will inspire all present to reach higher in our own lives of service to The Lord and to others, and to recognize the awesome responsibility each of us has as officers of The Church.

Learning Objectives: By the end of the program the participants will:

1) Hear an inspiring testimonial of Christ-centered servant leadership.

2) Think about duty, discipline, and selfless service as key elements of a leader's foundation.

3) Contemplate the unique charge fulfilled by a Catholic executive.

2) It’s not enough to be a staff, including team health and emotional intelligence from a biblical view

In the early days of the pandemic, the Archdiocese of Detroit was at a crossroads. We were called by the Holy Spirit through our 2016 Synod to become a more missionary diocese, but the declining number of priests and the unknowns of the pandemic forced us to reconsider how to best continue on our path toward being more missionary despite the obstacles that we faced. Through prayer and consultation, Archbishop Allen Vigneron decided that our best path forward was to restructure into Families of Parishes. This presentation is the story of how we did it.

1) Understand how the Archdiocese of Detroit restructured into families of parishes.

2) Understand the obstacles that we faced along the way.

3) Understand how critical prayer was in our journey.

In this session Curtis will break open the intimate connection between evangelization and healthy finances. He will elaborate on why evangelizing people to live as disciples of Jesus Christ is key to having engaged donors. In late 2022 Archbishop Timothy Broglio was elected by his brother bishops to be the new USCCB President. Less than one year into his three-year term, he will visit the Diocesan Fiscal Management Conference in-person in Denver to share his vision for the USCCB and the other bulwark institutions that sustain the Catholic Church in America.

The revision of the USCCB investment guidelines in 2021 garnered much attention because it was the first time in 18 years the United States bishops resurrected the conversation of what Catholics should consider when investing their dollars. In 2022, Mensuram Bonam, opened up the conversation globally. Even the U.S. Department of Labor has recently ruled that employers can consider other factors in addition to performance and fees in constructing their retirement plan investment menus. The idea of Socially Responsible Investing (SRI) and Environmental, Social and Governance (ESG) investing are not one size fits all, and can’t be easily translated to Catholic investing. What types of investments are truly aligned with Catholic teaching? In this talk we will discuss what Catholic institutions with foundations, endowments, operating reserves and retirement plans should be thinking about when investing their and their employees dollars. It may go well beyond the specific investments they own but also consider the values of the companies in which they do business with.

The Venture of Faith: Calling God's Stewards to Strive for Bold Impact for the Kingdom

St John Henry Newman said that any true faith in Christ required of the believer a venture in faith. Venture requires risk, daring, and faith. Taking this notion up with a reflection on Jesus’ parable of the talents, this talk will seek to inspire leaders in the Church towards a bold and innovative venture in their own work.

The venture of faith for those who lead is often described under the metaphor of a steward. This talk will explore the call in the New Testament for God’s stewards to be faithful and fruitful. This twofold call requires a boldness that is both encouraged while anxiety and fear are highlighted as threats to fruitful discipleship in the kingdom of God. Without faith and trust in God, disciples will not step forward in the world with any of the daring that a venture of faith and mission require for those who follow the call of Christ.

Learning Objectives: By the end of the program the participants will:

1) Understand that stewardship is a major motif in the teaching of Jesus and the life and ministry of St. Paul. What stewardship entails and the challenges that will face faithful and bold stewardship will be addressed. Looking at how the steward (oiconomos in Greek) runs the household of God (economia) for the sake of the mission of the Church will be highlighted in both the teaching of Jesus (Lk 14 and Lk 16) and St. Paul (Ephesians). Paul’s employment of a joint business venture, Greek koinonia, as a key concept for building the Church will also be explored (Philippians). A related notion to Paul’s understanding of koinonia in the later Catholic tradition were the confrater nities, which banded laity together to fund elements of the Church’s mission, from hospitals to pilgrimage shrines or catechesis.

2) How these examples of effective stewardship can be models for innovation today will be suggested.

3) Learn the practical steps to move forward as effective stewards will be outlined.

ARCHBISHOP SAMUEL J. AQUILA Session I - WELCOME & KEYNOTE ADDRESS

The Most Reverend Samuel J. Aquila was named the archbishop for the Archdiocese of Denver on May 29, 2012 by Pope Benedict XVI.

For his episcopal motto Archbishop Aquila has chosen, “Do whatever he tells you” (Jn. 2:5). His ministry as shepherd of the people of northern Colorado is dedicated to helping every person experience the love of the Father, Son and Holy Spirit and be moved by that encounter to a lasting commitment to share the Gospel with enthusiasm, creativity and joy.

Archbishop Aquila was born on September 24, 1950, in Burbank, Calif. He was ordained to the priesthood in Denver on June 5, 1976, and served the Archdiocese of Denver for 25 years before being appointed Coadjutor Bishop of Fargo, N.D. on June 12, 2001. On March 18, 2002, he became bishop of Fargo upon the retirement of Bishop James Sullivan. He was installed as the eighth archbishop on July 18, 2012.

SISTER MARIS STELLA - Session II - GENERAL SESSION

Sr. Maris Stella is a graduate of the United States Naval Academy at Annapolis, Maryland. She served in The U.S. Navy for nearly a decade, as a gunnery officer on a destroyer off the coast of South America on drug interdiction missions, and later representing her nation as a liaison officer at the Navy’s base in Naples, Italy. A Catholic lay leader the whole time, when she completed her honorable military service she accepted an even higher calling: to serve Jesus Christ and his Mother as a Sister of Life, recalling that her “heart was made for something more.” A Sister of Life since 2006, Sr. Maris Stella moved to Denver in 2015 to help open a new convent and to minister especially to young adults in the Archdiocese, including college students. Sr. Maris Stella was elected Vicar General of the Sisters of Life in May 2023. In her DFMC talk, Sr. Maris Stella will inspire all present to reach higher in our own lives of service to The Lord and to others, and to recognize the awesome responsibility each of us has as officers of The Church.

Deacon Mike Houghton was ordained a Catholic deacon in October of 2012. For the past decade he has served as deacon at St. John Vianney in Shelby Township, Michigan, a parish in the Archdiocese of Detroit, where he leads RCIA and a Men’s Group. He and his wife Anita have three adult children who are their pride and joy. Deacon Mike worked for General Motors for 35 years before assuming the position of Director of Missionary Strategic Plans for the Archdiocese of Detroit. In addition to his diaconal studies at Sacred Heart Major Seminary in Detroit, Deacon Mike has a Bachelor’s Degree in Electrical Engineering from Wayne State University, a Master’s Degree in Industrial Engineering from Purdue University, and an MBA from Oakland University. He has published several articles as well as homilies for Homiletic and Pastoral Review. Curtis A. Martin founded the Fellowship of Catholic University Students (FOCUS) in 1998. He holds a master’s degree in Theology and is the author of the best-selling books, Made for More, and Making Missionary Disciples. ARCHBISHOP TIMOTHY BROGLIO - TUESDAY SESSION VII

On November 19, 2007, Archbishop Broglio was named the fourth Archbishop of the Military Services USA, and installed January 25, 2008, the Feast of the Conversion of Saint Paul. Broglio, 70, was born in 1951 in Cleveland Heights, Ohio, where he attended St. Ignatius High School. He received a bachelor’s degree in the classics from Boston College and went on to earn a bachelor’s degree in sacred theology and a doctorate in canon law from the Pontifical Gregorian University in Rome.

He was ordained a priest for the Diocese of Cleveland in 1977. After serving as an associate pastor at St. Margaret Mary parish in Euclid, Ohio, for two years, he returned to Rome and studied at the Pontifical Ecclesiastical Academy, joining the Vatican Diplomatic Corps in 1983. He served as secretary of the apostolic nunciature in Abidjan, Ivory Coast, for four years and then in Asunción, Paraguay, for three years.

He has been a defender of religious-freedom protections for those serving in the military. Last year, he spoke out against mandating military personnel to receive the COVID-19 vaccine against their conscience.

Broglio is vice chairman and chancellor of Catholic Distance University and a member of the Board of Directors of the National Catholic Bioethics Center. He also serves as chairman of the Communications Committee for the Basilica of the National Shrine of the Immaculate Conception in Washington, D.C.

Sean and his engineering team oversee apps, websites, and logistical systems that serve millions of people a month ensuring they can experience Word on Fire’s extensive content. Prior to Word on Fire, he was an independent web developer. Sean’s presentation will prepare you to create a successful information technology strategy with the tools, personnel, and planning in place. He will survey all the critical segments of a diocesan IT program in this highly practical, relevant session.

MR. TIM THOMAS - TUESDAY SESSIONS VIII & IX - B

Tim is responsible for all financial management and human resources of the Diocese of Marquette. He is a member of numerous boards and/or finance councils affiliated with the diocese. Tim has served as the interim Superintendent of Catholic Schools, the Director of Catholic Social Services of the Upper Pensinsula, and the Director of Catholic Cemeteries.

Tim has worked in the banking industry for more than 15 years. Most of that time was working as a national bank examiner for the Office of the Comptroller of the Currency in three different states. He has also worked in the audit department for a mid-size bank holding company.

Tim has been married to his wife, Michele, for 29 years and have three children.

Tim received a Bachelor’s degree from Northern Michigan University where he majored in accounting. He received his commission from the U.S. Treasury Department as a national bank examiner and was part of a team which received an award from the Secretary of the Treasury for work on bank fraud.

He is a member of St. Michael’s Parish in Marquette, MI where he has served on the parish finance council and helped lead the high school religious education group. He currently serves as a lector, a cantor, and an usher.

DR. SPENCER J. STANG - TUESDAY SESSIONS VIII & IX - B

As founder and owner of Stang Decision Systems, Spencer J. Stang, Ph.D. specializes in the design and implementation of customized employee selection systems, with a specific emphasis on using optimized algorithms to improve the decision making process. Throughout his 20-year career he has worked closely with many of the world’s largest and most successful business and sports organizations to help them identify, develop and deploy the talent that they need to gain a competitive advantage. His approach focuses on helping organizations use advanced decision-making tools so that they can optimize their human resource capabilities

Spencer received his Ph.D. in Industrial and Organizational Psychology from the University of Missouri-St. Louis. In addition to his broad consulting experience, his research in the areas of decision making, employee selection systems, and cognitive biases has been presented at many conferences and published in scientific journals and popular HR Magazines.

REV. MSGR. WILLIAM KING, J.C.D. - TUESDAY SESSIONS VIII & IX - C

Monsignor King is a priest ordained in the Diocese of Harrisburg, presently serving as Assistant Professor of Canon Law at The Catholic University of America. He previously served as a pastor and a seminary vice-rector, after 28 years in diocesan administration as Judicial Vicar and Vicar General in the Diocese of Harrisburg and Archdiocese of Atlanta. He is also a private aircraft pilot and organist. Msgr. King's areas of study are the interface of civil law and canon law in areas of property tenure and Church governance. He regularly consults with dioceses, Catholic health systems, and Catholic universities in areas of sponsorship, property tenure, and corporate governance, including compliance with canon law and the ethical directives for healthcare.

Wendy has a Bachelor of Science in Finance (magna cum laude) and an MBA from the University of Denver. Wendy was appointed to the Public-School Fund Investment Board (PSFIB) in 2020 by the Colorado State Treasurer. Jennifer is a nonprofit expert with the ability to support and create transformational change, architect efficient nonprofit financial operations, build effective internal control environments, and support a wide range of users and inputs from across the organization. Away from the office, she has held several leadership roles for both local and national organizations. Jennifer is a practicing Catholic in the Diocese of Peoria. She and her husband, David, have three children who attend Catholic High School. Jennifer serves as the Advancement Chair for Central Catholic High School of Bloomington. In that role, she leads a successful annual campaign, development of the strategic plan, and is Co-Chair for a $10 million dollar capital campaign.

MS. MARGARET KELLY - WEDNESDAY SESSION XII

Margaret Kelly was responsible for the day to day operations and strategic direction of RE/MAX across North America and in more than 95 countries around the world. During her 28 years at RE/MAX, the company grew from 14,000 to nearly 120,000 sales professionals.

Margret currently serves as the Director and Chair of the Grants Committee for the Daniels Fund, the Director of the Realty One Group, and the Vice President of the Denver Chapter of Legatus.

She has been recognized by countless organizations for exceptional leadership skills, commitment to community involvement and for being an advocate for businesswomen around the globe. Most people know Margaret as the CEO who talked candidly about the real estate market on television with guest appearances on CNBC, CNN, Bloomberg and Fox programs and as the spokesperson on the RE/MAX television commercials during the real estate recession.

Joining RE/MAX in 1987 as a financial analyst, Margaret rose through the ranks of the company. She was named SVP in 1997, President/COO in 2002, and CEO in 2004. In 2013, Margaret was the lead on the RE/MAX IPO which began publicly trading on the New York Stock Exchange as RMAX on October 3, 2013. In January 2010, Margaret was appointed Director of the Kansas City Federal Reserve Board – Denver Branch and became Chairman in January 2015. Margaret is mindful of her humble roots, learning business basics working in her family’s machine shop in Detroit.

DR. TIM GRAY - WEDNESDAY SESSION XIII

Tim Gray is President of the Augustine Institute and a well-known Catholic speaker and author. Under Dr. Gray’s leadership, the Augustine Institute has established the largest Catholic graduate school of theology in the country, and has created best-selling programs including: Symbolon, a comprehensive program of faith formation for adults; The Search, a celebrated evangelization series; FORMED, a digital platform with a vast array of Catholic films, ebooks, and audio talks; and Signs of Grace, a sacramental preparation program for children.

Dr. Gray has a Ph.D. in Biblical Studies from the Catholic University of America, and is the author of several books including Peter: Keys to Following Jesus and Praying Scripture for a Change: An Introduction to Lectio Divina. Leading this division, Jane managed a $200 million budget, led all aspects of the business including sales, operations, technology, HR, finance, marketing, employment, and recruitment. Having helped to build a workforce of over 1 million new workers in 200 countries, Jane proved her capability to establish high functioning teams and develop key talent into successful executives across the globe in US, Canada, Latin America, Finland, Ireland, Spain, France, India, China, and Japan.

Jane also brings in-depth experience as Chief Sales Officer and EVP of Global Programs at Moravia, an RWS company, which delivers product localization, global digital marketing, and testing services to the world's top brands. Jane doubled Moravia’s total revenue in her first year as CSO from $40M to $80M and created a $100 million pipeline that measured the highest organic growth in the localization industry at the time. Jane was responsible for the company-wide vision, sales and marketing, as well as operations, implementing a major change management reorganization across all of Moravia’s operations in order to scale with the increased sales growth. As Managing Director for the United States and Argentina, Jane designed and drove Moravia’s managed services offering, restructured their life sciences division, and created a diversified portfolio of customers and offerings for the company.
