The Diocese of San Diego, our bishop, Robert Cardinal McElroy, and I are pleased to welcome you to San Diego for the 2024 Annual Meeting of the Diocesan Fiscal Management Conference. It is a great honor to serve you all as this year's Site Chair, and to contribute in a very special way to this significant event.

The history of the Diocese of San Diego is also the story of the introduction of Catholicism into what is today California. The first Catholic Parish on the Pacific Coast of what became the United States - Mission San Diego de Alcalá- was founded here by Saint Junipero Serra in 1769. From there, the famous additional twenty Catholic Missions were established all the way to Sonoma, north of San Francisco. Throughout the late eighteenth and early nineteenth centuries, Catholic immigration to this area increased. From 1848, the year California became American territory, until 1936 when the Diocese of San Diego was formed, the area was a part of larger dioceses, initially the Diocese of Monterey and later the Diocese of Los Angeles, which stretched south to the Mexican border. The first bishop of the distinct Diocese of San Diego, Charles Buddy, led our local church for nearly thirty years. His tenure featured the rapid expansion of the clergy and Catholic institutions in Southern California. Notably, Bishop Buddy co-founded the Catholic University of San Diego in 1949, and served as its Founding President.

Our diocese serves over 1.5 million Catholics through 110 parishes and missions. We cover the two southernmost counties in California: San Diego and Imperial, from the Pacific Coast to the Arizona border. Over 200 priests and more than 130 deacons serve the Faithful in the diocese, and 85 Catholic educational institutions form our children spiritually, morally and academically. The Spanish stew pot in the upper left comer of our diocesan Coat of Arms recalls Saint Diego's boundless charity and tireless efforts to feed the hungry. In 2015, Robert Walter McElroy was installed as the 6th Bishop of San Diego, and in 2022, Pope Francis named him a Cardinal. Cardinal McElroy is supported by three auxiliary bishops, whom you will meet as part of DFMC 2024.

San Diego is the fifth-most populous county in the United States and the secondmost-populous city in California. Our yearround pleasant, Mediterranean climate has delighted residents and visitors for centuries. Those of you traveling to San Diego for this year's conference are in good company: nearly 32 million people visit San Diego County each year. The San Ysidro and El Chaparral ports of entry from Mexico, which are just minutes away from our conference location, jointly constitute the world's busiest land border crossing. In late 2023, Condé Nast Traveler ranked San Diego the #2 big city in America to visit, citing its natural blessings and growing quality in dining and recreation. If you have extra time, consider visiting the worldfamous San Diego Zoo, Old Town San Diego State Historic Park, or get out on the water in San Diego Bay and the Pacific Ocean. Gorgeous waterfronts like Coronado Beach, Ocean Beach, or Sunset Cliffs are also great to take in. The Gaslamp Quarter, immediately adjacent to the San Diego Bayfront Hilton, is packed with every kind of restaurant or entertainment venue you could want.

The program agenda for DFMC 2024 is outstanding. Catholic comedian Jen Fulwiler will kick things off on Sunday night with a concert for DFMC members, following welcoming remarks from Bishop Michael Pham. Top speakers include University of Mary President Monsignor James Shea, Fr. Robert Spitzer, Jennifer Hubbard, Paul Voss, Paul Jonna, and many others. Past DFMC favorites Kelly Richmond Pope and Jarrett Kolthoff are back. Each day, we will engage with bishops of the Church and meet with other leaders in our profession. The liturgical and spiritual offerings are bountiful, and you will enjoy plenty of opportunities to meet service providers to dioceses of the Church - who are better represented this year than ever before. We are delighted to present a special exhibit honoring the life and legacy of Saint Junipero Serra and to celebrate Tuesday's Mass at Mission San Diego de Alcala. I hope you return home from San Diego enriched and fulfilled spiritually, professionally, and socially.

NASBA APPROVES DFMC AS CPE SPONSOR

The Diocesan Fiscal Management Conference (DFMC) is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of the continuing professional education on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit. Complaints regarding registered sponsors may be submitted to the National Registry of CPE Sponsors through its website: www.learningmarket.org.

The DFMC is an approved sponsor on the National Registry of CPE Sponsors. The Registry is a program developed by the National Association of State Boards of Accountancy (NASBA) to recognize sponsors for their ability to meet nationally accepted standards for continuing professional education.

To become registered, a sponsor must undergo a comprehensive review of its methods of course presentation, measurement, development and reporting. BISHOP MICHAEL PHAM - Session I - WELCOME & KEYNOTE ADDRESS

Bishop Michael Pham fled Vietnam as a 13-year old refugee in 1980, accompanied by his older sister and a younger brother, arriving first at a refugee camp in Malaysia, before being sponsored a year later in 1981 by an American family and relocating to Blue Earth, MN. A few months later, another sister came to live with them and in 1983 the remainder of his family – four more siblings and his parents – arrived in Minnesota. His family moved to San Diego in 1985.

He finished high school at San Diego High and entered San Diego State as an Engineering major before convincing his family that the call he felt to enter the priesthood was too strong to ignore, transferring to St. Francis Seminary at the University of San Diego. He completed his seminary training at St. Patrick’s Seminary in Menlo Park and was ordained a priest of the Diocese of San Diego in 1999. Bishop Pham strengthened the cultural communities found in the Diocese, which have roots from Africa to Vietnam — and shared them with the larger Catholic community. He served as Episcopal Vicar of the Office of Ethnic and Intercultural Communities. He launched the first-ever Pentecost Mass for All Peoples, which has come to attract more than 2,000 faithful annually.

Pope Francis appointed him an Auxiliary Bishop in San Diego on June 6, 2023 and he was formally consecrated on September 28, 2023. His responsibilities include service as Vicar for Clergy.

MS. JENNIFER HUBBARD - Session II - GENERAL SESSION

Jenny Hubbard offers her hard-won wisdom and example of standing strong in the struggle to audiences across the country. Jenny’s daughter Catherine was one of the 1st grade victims lost in the 2012 tragedy at Sandy Hook Elementary.

Jenny is President and CEO of the Catherine Violet Hubbard Animal Sanctuary. Under Jenny’s leadership the sanctuary has become a national model for building human empathy. Jenny is also a writer and author. Her book, Finding Sanctuary, was named 2022’s #1 Memoir by Catholic Associated Media. Jenny is a regular contributor to Magnificat and Aletetia and whose sanctuary blog attracts over 25,000 readers. She is the recipient of three Catholic Press Association awards and whose participation in faith-based and mainstream media projects focused on suffering, forgiveness and healing have reached EWTN, BBC and national audiences.

Jenny is a graduate of Randolph-Macon Woman’s College, where she received her Bachelor of Arts in Art History and Communications and was awarded the Alumni Achievement Award in 2021.

MR. JARRETT KOLTHOFF - Session III - GENERAL SESSION

Jarrett Kolthoff, former cyber counterintelligence agent, Head of Cyber at ZRS, President of SpearTip, and certified security professional. Jarrett brings a unique background to delivering 24/7 Security monitoring and incident response capabilities to enhance the security of client organizations.

MR. SIMON THOMPSON - MONDAY SESSIONS IV & V - A

Simon Thompson is the General Manager of the Catholic Diocese of Christchurch, New Zealand and has a background in Economics and Finance. Simon's proven leadership, experience and ability to foster and develop relationships have enabled him to manage complex projects. None more so than the Christchurch rebuild.

Following the devastating Christchurch earthquake of February 2011, Simon spent eight years working for the Earthquake Recovery Authority before becoming General Manager of the Catholic Diocese of Christchurch. The 6.3 Magnitude earthquake was one of the greatest-ever `Peak Ground Acceleration' events recorded in the world and was followed by over 11,000 aftershocks. A total of 35 churches were significantly damaged; 13 churches were closed and have either been demolished or are awaiting demolition, the Cathedral has been demolished and in addition, two schools were permanently demolished.

The Christchurch story is a case study for preparing for disaster recovery, rebuilding after a natural disaster, human resilience and the unique opportunity to rebuild and renew parish life.

MR. PAUL TIMM - MONDAY SESSIONS IV & V - B

Paul Timm, Director of Education Safety at Allegion, is a board-certified Physical Security Professional (PSP). He is the author of “School Security: How to Build and Strengthen a School Safety Program” and the host of “The Changing Face of School Security” podcast. Paul was named one of the Most Influential People in Security in 2020 by Security Magazine.

In addition to having conducted more than 2,000 vulnerability assessments and his frequent keynote addresses, Paul is an experienced School Crisis Assistance Team volunteer through the National Organization for Victims Assistance (NOVA). He serves on the Campus Safety Conferences Advisory Board, the Advisory Council for the Partner Alliance for Safer Schools, the ASIS International School Safety and Security Community, and the Illinois Association of School Business Officials Risk Management Committee.

Paul is certified in Vulnerability Assessment Methodology (VAM) through Sandia National Laboratories and the ALPHA vulnerability assessment methodology. Paul holds a Master of Arts in Biblical Studies from Moody Theological Seminary.

MONSIGNOR C. MICHAEL PADAZINSKI - MONDAY SESSIONS IV & V - C

Monsignor C. Michael Padazinski is a Roman Catholic priest incardinated in the Archdiocese of San Francisco. He currently serves as Chancellor of the Archdiocese. His primary ministry involves the handling of clergy cases and issues in light of the USCCB Charter for the Protection of Children and Young People and the implementation of the Essential Norms which received recognito from the Holy See on December 8, 2002. He was ordained to the priesthood on April 9, 1988.

Monsignor Padazinski graduated from Saint Patrick Seminary & University, Menlo Park, CA in 1987. In 1995, he was sent for graduate studies at the Pontifical University of Saint Thomas Aquinas in Rome where he earned a license in Canon Law in 1997 and a doctorate in Canon Law in 1999. The topic of his doctoral dissertation was timely: Loss of the Clerical State: A Penalty or Rescript?

In 2019 Monsignor Padazinski was elected Vice President/President of the Canon Law Society of America. He has presented at regional and national conventions of the Society and is a lecturer of canon law at the Catholic University of America.

In addition to Monsignor Padazinski’s duties at the chancery office of the Archdiocese and his continuing service to the Canon Law Society of America, he also serves as Pastor of Saint Parish, Larkspur, CA.

Monsignor served as a reserve chaplain in the United States Air Force. He was last assigned to Headquarters, Joint Base Pearl HarborHickam in Honolulu, Hawaii and was responsible to the Command Chaplain for the entire Pacific region. He retired from the Air Force in 2018 after 33 years of service with the rank of Colonel.

MONSIGNOR JAMES PATRICK SHEA - TUESDAY GENERAL SESSION VI

Monsignor James Patrick Shea serves as president of the University of Mary. Monsignor Shea was inaugurated in 2009 as the sixth president of the university and, at the age of 34, became the youngest college or university president in the United States. He succeeded Sister Thomas Welder, who had served as president for 31 years. The oldest of eight children, Monsignor Shea grew up on a dairy and grain farm near Hazelton, North Dakota, just 38 miles from the University of Mary’s main campus. He began his undergraduate work at Jamestown College, majoring in English and history. He then entered the seminary for the Diocese of Bismarck, earning a bachelor’s degree and a pontifical master’s degree (licentiate) in philosophy at the Catholic University of America in Washington, D.C. He studied classical Greek at the University of Texas at Austin and continued at the Vatican’s North American College, studying theology at the Gregorian and Lateran universities in Rome. He has studied management at the University of Chicago’s Graduate School of Business and is also an alumnus of the Institutes for Higher Education at the Graduate School of Education, Harvard University.

Monsignor Shea served with Mother Teresa’s Missionaries of Charity at the Gift of Peace AIDS Hospice while teaching religion at two inner-city schools in Washington, D.C. In Rome, he served as chaplain for the Bambino Gesù (Bam-bee-no Jay-soo) Children’s Hospital and also at the Rome campus of the Center for Catholic Studies at the University of Saint Thomas. In 2002, he returned to North Dakota and served as an associate pastor in Bismarck and Mandan. During that time, he was also the chaplain and a teacher at Saint Mary’s Central High School in Bismarck. He then served as pastor to parishes in Killdeer and Halliday (North Dakota), while teaching at Trinity High School in Dickinson.

Monsignor Shea serves on the Boards of Directors for Saint John Vianney Seminary in Denver, Relevant Radio, the Association of Benedictine Colleges and Universities, and the Northern Sun Conference of the NCAA. He has been a member of the National Advisory Council to the United States Conference of Catholic Bishops. For the State of North Dakota, he has served on the Governor’s Commission on Education Improvement and the Attorney General’s Task Force on Human Trafficking. Monsignor served as chairman of the Catholic Identity Committee on the Board of Directors for FOCUS: the Fellowship of Catholic University Students, and he is a Knight Commander of the Holy Sepulchre of Jerusalem. Deeply committed to the education and formation of young people, Monsignor Shea is a priest of the Diocese of Bismarck.

DR. KELLY RICHMOND POPE - TUESDAY GENERAL SESSION VII

Kelly Richmond Pope is the Dr. Barry Jay Epstein Endowed Professor of Forensic Accounting at DePaul University in Chicago, IL. Pope is a nationally recognized expert in risk, forensic accounting, and white-collar crime research, and an award-winning educator, researcher, author, and award-winning documentary filmmaker. Pope teaches managerial and forensic accounting both at the undergraduate and graduate level.

In 2020, the AICPA and the CPA Practice Advisor named Dr. Pope among the top 25 most powerful women in accounting. Her area of expertise lies in understanding and identifying financial fraud risk within financial statements, assessing corporate culture and compliance systems designed to confront internal control challenges. Pope's research on executive misconduct culminated in directing and producing the award-winning documentary, All the Queen's Horses which explores the largest municipal fraud in U.S. history. Pope’s TED Talk entitled "How Whistle-blowers Shape History” has been viewed over 1.6 million times, translated into 20 languages, and serves as a resource to help organizations and individuals embrace internal whistleblowing.

Pope currently serves on the board of directors for the Greater Chicago Food Depository (GCFD) and chairs its audit committee. Pope is a former director and finance committee chair for Mercy Hospital & Medical Center, former director of the Illinois CPA Society, and former member of the governing council for American Institute of Certified Public Accountants (AICPA).

Pope is a frequent international speaker to numerous corporations, nonprofits, and government agencies. Pope has appeared on news outlets such as CNBC, the BBC, and WGN-TV offering commentary on fraud, risk, and ethics. Additionally, Pope has appeared in publications such as Bloomberg, The Wall Street Journal, CFO Drive, Accounting Today, Forbes, The Washington Post, and The Daily Beast discussing fraud and the need for sound internal controls. Pope has earned her Bachelor of Science in accounting from North Carolina A&T State University and her master’s in accountancy and doctorate in accounting from Virginia Tech. Pope resides in the Chicagoland area.

MR. NATHAN MUELLER - TUESDAY GENERAL SESSION VII

Nathan Mueller holds a B.A. in Accounting from Gustavus Adolphus College and was a licensed CPA from 20022010. He has over 13 years of public accounting experience and 15 years of corporate accounting experience with a focus on financial reporting, cash processing, tax, and accounting controls.

After the reinsurance company Nathan worked for was purchased by ING for $6 billion, he played a key role in transitioning its operations onto ING’s enterprise resource planning system. Enabled by lax controls and unchecked authority to distribute funds, Nathan began embezzling money to pay off personal debt. What started as a $1,100 check to a credit card, spiraled into an $8.5 million fraud over the next four years. It was only a co-worker’s suspicions that brought the fraud to an end. After being caught, he pleaded guilty and was sentenced to 97 months in federal prison. He was released in September of 2014.

While serving his sentence, Nathan delivered over 60 speeches to a broad spectrum of groups & organizations including college classes, businesses, business organizations and non-profits. Since his release from prison in 2014 he has become a soughtafter speaker for Fraud and Ethics presentations for diverse and notable organizations across the United States. His most noteworthy presentation to date was the keynote speech at the ACFE Global Fraud Conference 2015 in Baltimore with upwards of 3,000 attendees. Nathan has spoken for several governmental agencies including the FBI, the FDIC, the FFIEC and the Federal Reserve Bank. Nathan has done fraud awareness presentations for Best Buy, General Mills, and Nationwide Insurance to name a few. He also speaks frequently for many organizations including the IIA, ACFE, IMA, HFMA, IASA, ISACA, ACAMS and state CPA societies.

Speaking and training are not the only avenues Nathan has pursued to bring fraud and ethics awareness to all industries. He also co-authored "Lessons From An $8 Million Fraud" in the Journal of Accountancy which won the prestigious Lawler Award as the article of the year for 2015.

MR. CHRIS LUKACH - TUESDAY SESSIONS VIII & IX - A

Chris Lukach is CEO of AKCG - Public Relations Counselors, a national public relations consultancy with deep experience in crisis and issue preparedness. As CEO, Chris heads the AKCG issues and crisis communications practice.

He has been instrumental in developing issues and crisis communications plans and consulting with the firm's diocesan clients on sensitive and pivotal matters. A frequent lecturer and author on a range of topics, Chris also leads the firm's spokesperson training team.

Edward Schnitzer is a partner in the New York office of Womble Bond Dickinson (US) LLP, a 1,000+ attorney international law firm with offices across the United States. He focuses his practice on bankruptcy, restructuring, and creditors' rights. He has experience representing unsecured creditor committees, litigation and liquidation trustees, debtors, banks, equity committees, and creditors in all aspects of bankruptcy practice, with a particular focus on bankruptcy litigation. Ed represents an insurer in Catholic Diocesan bankruptcies in California, New York, New Jersey, and Pennsylvania and has previously presented on why dioceses file bankruptcy, the players and process in the bankruptcies, and the potential end results.

Ed is a court-approved mediator in the U.S. Bankruptcy Courts for the District of Delaware and the Southern and Eastern Districts of New York. He serves as the co-chair of the American Bankruptcy Institute’s Mediation Committee and frequently writes on bankruptcy mediation. Ed is also a member of the New York City Bar Association’s Pro Bono Bankruptcy Panel and has represented individuals in need of pro bono assistance in bankruptcy adversary proceedings. Ed obtained his bachelor of arts from the University of Pennsylvania as a mathematics and economics major. Upon graduating from Columbia University Law School, Ed served as an Assistant District Attorney in the Bronx, where he briefed and argued appeals before the Appellate Division, New York Court of Appeals, Southern District of New York, and Second Circuit, as well as tried several cases and assisted with the prosecution of a first-degree murder. He then joined the Enforcement Division of the Securities & Exchange Commission, where he investigated violations of the Federal Securities Laws, before he went into private practice.

Wendy is the president and co-founder of Innovest Portfolio Solutions. She has more than 30 years of experience in the investment consulting profession. Her clients include some of the largest retirement plans in the United States as well as many large nonprofits and wealthy families. She is a member of the Executive Leadership Team, which makes decisions on firm-related issues. Additionally, she leads Innovest’s Retirement Plan Practice Group, a specialized team that identifies best practices and implements process improvements to maximize efficiencies for our retirement plan clients. Wendy has been named one of the 20 Most Influential Women in Benefit Advising in the nation by Employee Benefit Adviser. Finally, Wendy has been designated as one of the Financial Times' Top 100 Women Financial Advisors.

Wendy is responsible for contract negotiation between many of our clients and their vendors. Through her efforts, she has saved clients millions of dollars. Wendy’s views on investment cost control have been published in Pensions & Investments and the National Association of Government Defined Contribution Administrators (NAGDCA). She was a key contributor to the Innovest White Paper on Employee Directed Defined Contribution Retirement Plans as well as The Case for Vendor Consolidation and Investment Menu Simplification. She has also authored several articles on fiduciary related matters which have been published in several national publications. Wendy has a Bachelor of Science in Finance (magna cum laude) and an MBA from the University of Denver. In 2019, she received the University of Denver Reiman School of Finance Distinguished Alumni Award. Wendy was appointed to the Public-School Fund Investment Board (PSFIB) in 2020 by the Colorado State Treasurer. In her role, she oversees the investments of the $1 Billion fund for the benefit of Colorado public school students. She is also a member of the Reiman School of Finance Advisory Board at the University of Denver’s Daniels College of Business. Wendy is a Trustee for the Colorado Trust, an organization whose purpose is to improve health equity in the State of Colorado as well as a board member for FirstBank, one of the largest privately held banks in the country. Mullen High School, a Lasallian Catholic High School where her children attended. FR. ROBERT SPITZER, PH.D - WEDNESDAY SESSION XII

Born in Honolulu, Hawaii on May 16, 1952, Fr. Robert Spitzer is a Catholic Priest in the Jesuit order, and is currently the President of the Magis Center of Reason and Faith (www.magiscenter.com) and the Spitzer Center for Catholic Organizations (www.spitzercenter.org). He is also the Chief Educational Officer for the Ethics and Performance Institute (www.learnepi.com). The Magis Center produces documentaries, books, high school curricula, college courses, adult-education curricula, and new media materials to show the close connection between faith and reason in contemporary astrophysics, philosophy, and historical study of the New Testament. The Spitzer Center produces facilitated curricula to strengthen culture, faith, and spirit in Catholic organizations for the new evangelization. EPI (Ethics and Performance Institute) produces web-based education to corporations on personal efficacy, organizational culture, leadership, and ethics.

He was President of Gonzaga University from 1998 to 2009. During that time, he significantly increased the programs and curricula in faith, ethics, service, and leadership, and led the efforts to build 20 new facilities, increased the student population by 75%, and raised more than $200 million for scholarships and capital projects.

He has made multiple media appearances including: Larry King Live (debating Stephen Hawking, Leonard Mlodinow, and Deepak Chopra on God and modern physics); and the Today Show (debating on the topic of active euthanasia).

He has also written an online Encyclopedia of Reason and Faith which responds to questions about the evidence for God, Creation, and the transmateriality of human consciousness and questions concerning the historicity of Jesus. He has given hundreds of presentations to universities, learned societies, professional societies, corporations, non-profit organizations, and government agencies both nationally and internationally (including members of Tony Blair’s Cabinet in London, officials of the Russian Orthodox Church in Russia, both sides of the conflict in Northern Ireland, government officials in El Salvador, as well as international universities, corporations, and Catholic organizations).

Fr. Spitzer has had a rewarding career in teaching. He was Assistant Professor of Philosophy at Georgetown University where he won the Edward T. Bunn Award for most outstanding professor at the University (1989). He was Associate Professor of Philosophy and visiting Professor of Business at Seattle University where he won the award for most outstanding professor in the College of Arts and Sciences (1997) and held the The Frank Shrontz Chair of Professional Ethics (1997-98). While President of Gonzaga University he held the John Aram Chair of Business Ethics (1999-2000) and was awarded the University’s highest honor, the Desmet Medal (2009).

His academic specialties are (1) Philosophy of Science, particularly space-time theory and transcendent implications of contemporary big bang cosmology, (2) metaphysics, particularly the theory of time and philosophy of God, and (3) organizational ethics and its relationship to personal and cultural transformation. He has also studied leadership, historical exegesis of the New Testament, life issues, and philosophy of culture.

He founded seven major national institutes: Magis Center of Reason and Faith in Irvine, CA; Ethics and Performance Institute in Coeur d’Alene, ID; Spitzer Center for Catholic Organizations in Ann Arbor, MI; Colleagues in Jesuit Business Education bringing together 24 Jesuit Universities throughout the United States; Healing the Culture in Seattle, WA; University Faculty for Life at Georgetown University; and Philosophical Foundations of Physics at Georgetown University.

He has been a member of several Boards of Directors and Trustees, including: Gonzaga University, Seattle University, National Association of Independent Colleges and Universities (NAICU), The Association of Jesuit Colleges and Universities (AJCU), The Spokane Chamber of Commerce, The Inland Northwest Blood Center, NEXT IT, as well as an officer on the Boards of the Institutes he founded. He is the co-founder and President of the Napa Institute.

He has produced seven television series for EWTN: Healing the Culture, The Spirit of Catholic Leadership, Suffering and the Love of God, Finding God through Faith and Reason, Five Pillars of the Spiritual Life, Jesus-Emmanuel, and The Heavens Proclaim the Glory of God.
