KASSON CITY COUNCIL MINUTES Following are summaries of regular City Council meetings held February 13 and February 27, 2013. Full, approved copies are available for public inspection at City Hall or on the website at www.cityofkasson.com February 13, 2013 1) Approved consent items. 2) Approved Sales Tax Distribution Agreement with City of Rochester. 3) Installation of Grant Sewer connection to take place at 85 East Veterans Memorial Highway 4) Approved Resolution Regarding the U.S. Highway 14 Treatment in the State Highway Investment Plan 5) Approved Resolution of City of Kasson in Support of the Preservation of Tax Exempt Financing 6) Mayor Tjosaas reported that he would be in a meeting with the City of Mantorville and Dodge County regarding SEMMCHRA. 7) Mayor Tjosaas reported that the City is looking to possibly partner with a Boy Scout for his Eagle Scout Project. 8) Approved Applied Environmental Sciences Survey Request before further negotiations for the Folkestad garage. 9) Discussion revolving around the Electronic Message Center and what should and shouldn’t be put up. 10) The meeting was adjourned at 6:27 p.m. February 27, 2013 1) Approved consent items. 2) Public hearings held on liquor license renewals, including Sunday liquor. 3) The Park Board/Aquatic Center Committee asked the council to approve the hiring of an Aquatic Center Manager to aid in the managing of the new center with the Parks and Rec Director. The skate park was also discussed and there were minimal concerns about moving it to West Park. 4) Approved Resolution Authorizing the Issuance Sale of General Obligation Aquatic Center Bonds, Series 2013A. 5) The electronic sign purpose was discussed and it was decided that the sign will be used for general public information that benefits the community including non-profit organizations and events. There will be no commercial (paid) advertising on the sign. It was also discussed that messages will not run for any longer than a two week period. 6) Mayor Tjosaas reminded the council of the Strategic Planning Session on Saturday, March 2, at Daniels Restaurant beginning at 8:30 am. The general public is welcome. 7) Neil Britton, WSN, reported on the possible agreement between Kasson and Mantorville for Kasson to accept Mantorville wastewater. There will be further discussion on March 1st to discuss possible funding. 8) Neil Britton, WSN, also reported on the streets that can be designated as Municipal State Aid Streets, which is twenty percent of our city street mileage of 31.42. 9) The Electric Committee has not made a final decision in regards to hiring someone for the Electric Department. They would like to have something to present to council for approval at the next meeting on March 13th. 10) The Library Director and Library Board have asked for approval to adjust the budget to increase the hours of the Library Assistant from a 29 hour per week position to a full time 40 hour per week position. Sleepy Shelly Dear Shelly, If your husband is a loud snorer who wakes himself up during sleep, he probably needs to be tested for sleep apnea, a dangerous disorder that affects around 22 million Americans – and most don’t even know it. Sleep apnea is a disorder that causes a person to stop breathing during sleep, dozens and even hundreds of times during the night for up to 30 seconds at a time. Left untreated, it can cause extreme daytime sleepiness, as well as a host of serious health conditions like high blood pressure, heart attack, stroke, congestive heart failure, diabetes, depression and gastroesophageal reflux disease. In fact, it’s estimated that every year, around 38,000 Americans die in their sleep from a heart attack or stroke because of sleep apnea. But the good news is that sleep apnea is very treatable and most insurance companies, including Medicare, cover it. Who Has It? There are three types of sleep apnea: obstructive, central and mixed. Of the three, obstructive sleep apnea is by far the most common, and occurs when the throat muscles relax during sleep blocking the airway. While anyone can have it, sleep apnea is most common in people who are overweight, male, middle-aged and older. For women, the risk rises after menopause. The symptoms include loud snoring (however not everyone who snores has apnea), long pauses of breathing, gasping or choking during sleep and daytime drowsiness. But because most of these symptoms happen during sleep, most people don’t recognize them. It’s usually the person they’re sleeping with who notices it. Get Help To help you get a handle on your husband’s problem, the American Sleep Apnea Association has several quick diagnostic tests he can take at sleepapnea.org – click on “diagnosis and treatment.” If you suspect a problem after taking these tests, he should try some self-help measures, including: ·Sleeping on his side or stomach: This will help keep his airways open. To promote side sleeping, there are products available that can help like the Rematee Bumper Belt (antisnoreshirt.com) and Sona Pillow (sonapillow.com). ·Losing weight: Excess body weight, especially around the neck, puts pressure on the airway, causing it to partially collapse. Even a slight weight loss may help. ·Avoiding alcohol and sleeping pills: These can relax the muscles in the back of his throat, interfering with breathing. If his problem persists, make an appointment with his primary care doctor or a sleep specialist who will probably recommend an overnight diagnostic sleep test, which can take place at a sleep center (see sleepeducation.com), or at home using a portable device. Treatment Options If he is diagnosed with apnea, the most commonly prescribed treatment is a continuous positive airway pressure (CPAP) device. This involves sleeping with a snorkel-like mask that’s hooked up to a machine that gently blows air up your nose to keep the passages open. Another less invasive treatment option is Provent therapy (proventtherapy.com). This is a small, disposable patch that fits over each nostril to improve airflow. A 30-day supply of these prescription-only patches cost $65 to $90, but unfortunately, it’s not currently covered by insurance or Medicare. If the CPAP or nasal patches aren’t an option, an oral appliance that fits into the mouth like a removable mouth guard or retainer may be the solution. Oral appliances work by positioning the lower jaw slightly forward to keep the airway open during sleep. People’s Energy Cooperative’s Operation Round UpŽ Trust Board met on January 17 and donated $1,500 to the Mantorville Art Guild. The funds granted will be used to purchase replacement lighting and new spot lights. The Operation Round UpŽ fund at People’s Energy Cooperative (PEC) started in 2002 and raises approximately $72,000 a year to support a variety of charitable, educational, community and youth-related programs and events. The program is funded by donations made by members of PEC who voluntarily have their electric bill rounded up to the next dollar.
About 11,600 members currently participate with the average of $6.00 a year per member. It truly shows that small change can make a difference. The applications for funding are considered on a quarterly basis. The funds are held separately from the PEC operating accounts and are administered through the Board of Trustees comprised of seven PEC member volunteers. To be considered for the next round of disbursements, applications must be made no later than March 20, 2013. Program guidelines and applications for Operation Round UpÂŽ donations are

Among U.S. ethnic groups, the number of Irish-Americans in the U.S. is second only to the number of German-Americans.

By the time Kevin went into business on his own ten years ago, he had a diverse background in home construction and remodeling. Kevin specializes in windows, siding, doors, decks and remodeling, which can range from building a handicap access ramp to constructing an addition on a home. Kevin likes the idea of working independently. He is comfortable doing that kind of work for customers and likes being in charge of his own business. "If I don't work I don't get paid," grinned Kevin. When asked if the sluggish economy has affected his workload Kevin replies, "I can't complain." Kevin lives in Claremont and does work throughout Dodge County. When doing a remodeling job Kevin looks at his work as an opportunity to do quality construction and gain a client as a repeat customer. "This is something I have always enjoyed doing. Lennon attended the lunch and learn presentation in October 2012. Two more Dodge County property owners or managers attended the repeat presentation in February 2013. The landlord presentations coincide with growing demand for smoke-free housing. More and more indoor and outdoor places are becoming smoke-free, and 84 percent of Minnesota residents do not smoke. Smoke-free policies have broad public support. “There are some people who smoke,” said Zack Resch, a nonsmoking resident in a Kasson building that Bigelow-Lennon is transitioning to smoke-free. “I didn’t know I had reason to complain, or a right to,” he said. “I’d prefer it to be completely smoke-free.” In apartments without a 100% smoke-free policy, common areas are already smoke free under Minnesota’s Freedom to Breathe act, which also brought smoke-free air to restaurants and bars. However, smoke can drift into those common areas from entryways and residents’ individual units. The new policy being implemented goes further to actually limit smoke drifting into the hallway in the four-plex where Resch lives. Tenants who agree to the lease with the new policy agree not to smoke or allow smoking in their unit at any time. As far as smoking in the entryways, the policy says, “if smoking is to commence, it will be outdoors and within a distance where other tenants or neighbors will not be affected.” Live Smoke Free and Wilder Research conducted a 2009 Twin Cities metro-wide survey of renters and found that: Approximately 30% of renters are exposed to secondhand smoke that comes into their unit from somewhere else in the building. Of renters who are exposed to secondhand smoke, 34% are so bothered by the smoke that they are thinking of moving in order to avoid exposure. Property owners also choose to implement smoke-free policies for fire safety reasons and the reduced costs of upkeep. The costs of painting and refurbishing apartments are much lower when residents do not smoke in their apartments. The smoke-free lease addendum does not require residents to quit smoking. It just requires them not to smoke indoors. Properties that go smoke-free often promote cessation resources, like QUITPLAN Services, to their residents who do want to quit smoking. QUITPLAN Services provides free help at 1-888-354-PLAN and quitplan.com. Bigelow & Lennon Properties joins five other properties in Dodge County that already have written smoke-free policies and are listed on the statewide smoke-free housing directory: Pineview Apartments in Dodge Center, Crest View Villas and Field Crest Assisted Living in Hayfield, a building owned by Pat Brown in Kasson, and Greenview Manor in Kasson. Prospective renters can search the directory at www.mnsmokefreehousing.org. Dodge County Public Health estimates that there are about a dozen other Dodge County buildings with smoke-free policies that are not publicized on the state site. For assistance listing a smokefree property on the directory, landlords can contact Ruth Greenslade, Dodge County Four Corners Partnership coordinator, at ruth.greenslade@co.dodge.mn.us. The Four Corners Partnership educates the public and elected officials in Dodge, Goodhue, Rice and Steele counties about the harm tobacco causes. The partnership advocates for proven, evidence-based policies that will reduce tobacco use and exposure to secondhand smoke, and prevent youth from starting to smoke. The KMHS Post Prom Party will take place at the Rochester Athletic Club on Saturday, April 13 from 12 midnight until 5:00 a.m.. Check-in will be from 11:30 p.m. until 12:15 a.m. Volleyball, basketball, racquetball, batting cages, henna tattoos, massages, Texas Hold’em, a bean bag tourney, and X-Sighting Entertainment are all included on the list of activities. Swimming will also be available from 1:30 a.m. to 3:30 a.m. Exercise/weight lifting equipment will not be available for use. Beverages and food will be available at no extra charge. Prizes include grab bags and drawings. All students, including guests, will be eligible for a grab bag. Drawings will be held throughout the event and will include a variety of prizes. K-M juniors and seniors will draw a number for a prize to be awarded at the end of the event. Prizes include TVs, dorm fridges, iPods, printer/scanners, etc. The purpose of the Post Prom Party is to provide an alcohol/substance free environment. No alcohol/ substance use is allowed. Parents/authorities will be contacted. No outside beverage or food will be allowed. If a student does not check in, parents will be called. If a student leaves prior to the end of the party, his/her parents will be called and all prizes will be forfeited. Premier Security Co. will inspect all bags. It is suggested that students change out of their formal attire before arriving at the RAC. Students who do change their clothes at the RAC will use the front bathrooms and then be escorted to their vehicles. Bags will be re-inspected by Premier Security Co. The Post Prom Committee is not responsible for accidents or incidents involving attire. The RAC will need to be cleaned up with everyone out by 5:00 a.m. Ticket sales will begin approximately one week before prom. Cost will be determined after fundraising is completed. They are available to K-M juniors, seniors and guests. (One guest per student). Guest tickets must be purchased ahead of time and will not be available at the door. Olde Tyme Days, sponsored by the Mantorville Area Chamber of Commerce, explores the life style and pastimes of Mantorville and Southeastern Minnesota from the mid1800's until the early 1900's. While the nature of the event is historical, the art show is not restricted to any particular art form or medium. Patience pays off for Mantorville's Jeff Iverson n

Jeff Iverson of Mantorville is persistent, but most of all he is patient when it comes to bow hunting. In October of 2010 Jeff was hunting in Houston County and saw what looked like a three year old deer with a unique rack he named Twister. Right then and there Jeff knew he had never shot a deer that large, carrying a rack he estimated at 160 inches. On that day he came within 30 yards of Twister, shot and hit a tree limb. The deer ran some 10 yards and walked away. At that point Jeff figured he would never see the deer again. Jeff said he kept the limb with the broadhead stuck in it as a souvenir. Two years later, after Twister had appeared and then disappeared from time to time, Jeff saw him on September 15, 2012. It was an hour-and-a-half before dark. Jeff noticed a few does and then off in the distance, some 100 yards away, saw movement and knew right then it was Twister. He began to nervously shake and tried to remain calm as the deer ate (corn) and casually walked closer. At 43 yards Jeff drew his Mathews Z7 bow and shot. He heard a crack and the deer turned and ran toward him. Jeff was about to draw another arrow when the deer staggered and dropped to the ground. Jeff described the experience as an adrenalin rush like no other. An opportunity Jeff missed two years ago had become a reality on this early fall day. "I had a number of trail pictures
of him," said Jeff. "When I saw him laying there I could barely talk when I called my wife." The reality of what had happened was almost too much to comprehend. Jeff, 50, has been hunting with a bow since he was 18. September 15, 2012 was opening night. He knew there might be an opportunity because deer had not yet caught on to the fact they are being hunted so they have not yet become nocturnal. The buck's gross non-typical score was 230 0/8 and net non-typical score was 223 7/8. That made this deer the third highest scoring non-typical deer shot with a bow in Minnesota history. Jeff Iverson made the front cover of North American Whitetail magazine. For the non-deer hunters out there, on a typical deer rack the antlers are symmetrical. For example, on a 10 point buck there are five points on each side and the points are in typical locations. With a non-typical deer the antlers are not symmetrical and can have unmatched points. When Jeff shows pictures of the mammoth deer the most common question he's asked is, "How are you going to top that?" Jeff said he's already shot the deer of a lifetime and added that it was a thrill he will never forget. "I love to sit in a tree stand, watch deer and try to figure them out. It's all like a big puzzle," said Jeff.
