West Concord Public Charter School hires school recruiter West Concord Public Charter School has hired Elizabeth Olmos as School Recruiter. Elizabeth is originally from Texas, and has lived in Minnesota for the last 23 years. She is married with four children who attend Byron Public Schools. Elizabeth is fluent in both English and Spanish. She has been on-call as an interpreter for the Zumbro Education District in Byron since 2007. Elizabeth enjoys working with community families. In her spare time, Elizabeth enjoys reading, cooking, spending time with family, being an active member in her church and using her Spanish speaking skills any chance she can. Elizabeth’s primary responsibility will be to increase student enrollment. The school’s goal is to open this fall with 70 students.

KASSON-MANTORVILLE SCHOOL DISTRICT 204 BOARD MINUTES Regular School Board Meeting Minutes March 18, 2013 Missy Swarts made a motion, seconded by Brandon Madery, for School Board Chair Kent Harfmann to call the regular School Board meeting to order at 7:02 p.m. in the Community Ed Multi-Purpose Room. Motion passed unanimously. Board members Brandon Madery, Kent Harfmann, Rob Hamlin, Jill Minette-Stacey, Missy Swarts, Candy Ellingworth and School Board Student Representative Camille Snyder were present. Superintendent Mark D. Matuska, Grounds & Maintenance Coordinator JJ Williams, and Principal Al Hodge were also present. Activities Director Aaron Wilke, Business Manager Bob Hasz, Curriculum Instruction & Assessment Director Kelly Braun, Principals Jerry Reker and Michelle Krell, Community Education Director Janelle Kirsch and Board Member Ryan Thomas were absent. After an addendum was added to the agenda to include changes to the Consent Agenda and Communications presentation as summarized below, Candy Ellingworth made a motion, seconded by Rob Hamlin, to approve the agenda as presented. Motion passed unanimously. School Board Chair Kent Harfmann introduced the recipients for ‘KoMet Kommendations’ recognizing the following with a KoMet Koin for their outstanding achievements and/or dedication to K-M Schools: Aaron Struckmann and Jared Ellison for advancing to the state Academic Triathlon meet. The other team members will be recognized at the next meeting on April 22 as well as the High School Students of the month and several other recipients; all were absent from this board meeting due to inclement weather. School Board Chair Kent Harfmann read the KoMet Kuestion; a trivia question posted on K-M’s website monthly to give viewers a chance to submit answers. All correct answers entered are put into a drawing for a chance to win lunch with the superintendent and home-game passes to include one free hot dog, popcorn, and soda. This month, there were no correct answers submitted, and no winner was drawn. KoMet Kuestion: In what year did the Hiawatha Valley League (HVL) Conference expand and divide in to two divisions? Answer: 1993-1994. Jill Minette-Stacey introduced Resolution for Acceptance of Gifts to ISD 204 for a total value of $7373.70 and made a motion for its adoption. The motion for adoption was duly seconded by Kent Harfman, and upon roll-call vote taken by Clerk Jill Minette-Stacey, the motion passed unanimously with six members voting yes: Jill Minette-Stacey, Missy Swarts, Candy Ellingworth, Brandon Madery, Kent Harfmann, and Rob Hamlin; zero members voting no; and one member absent: Ryan Thomas. The scheduled KMTelecom presentation has been postponed until next month’s meeting on April 22, 2013, per the addendum announced at start of this meeting. Personnel Committee met last week and discussed Waiver of Tenure Contract language, reviewed the list of probationary staff, and discussed Athletic Director qualifications. Negotiations Committee is on the agenda for April 8 School Board Work Session. Finance Committee is waiting on the Governor’s proposal, but meeting sooner than May 15 was requested. Policy Committee plans to meet again to review another list of outdated policies. Land and Facilities Committee plans to tour each building as well as walk the KMTelecom Stadium grounds at each upcoming meeting. Principal Al Hodge touched on the Americorps award, how it works, and the plan for utilization. Superintendent Matuska shared that the HVL Superintendents have a trip to the Capitol planned for tomorrow to meet and lobby with legislators. School Board Student Representative Camille Snyder shared continued plans underway to provide a dinner to either the Ronald McDonald House or the Transplant House. Student Council has not met regularly due to snow days. Rob Hamlin made a motion, seconded by Jill Minette-Stacey, to approve the bills. The motion carried unanimously. After the addendum to add one employment and one retirement, Missy Swarts made a motion, seconded by Brandon Madery, to approve the consent agenda, which included the March 4, 2013, Board Work Session minutes and the following personnel items. The motion passed unanimously. As well, the retirees were specially acknowledged for their years of dedication to K-M Schools. Historic building morphs from cheese factory, to residence to retreat center by Randy Carlsen

The Milton Cheese Factory was built in 1924 and was in operation for 45 years. For many years Lynn and Rosie Boynton drove by the cheese factory and saw it as a “fascinating” building. They also saw opportunity for converting the cheese factory into a home and purchased the building in 1988. Twenty years later, kids grown and moved out, Rosie and Lynn bought a new home. The Boyntons started a new business in 2008, The Milton House, allowing them to share the home and surrounding area for others. Serving as a cheese factory from 1924 to 1969 has provided an interesting history for the building. The original cheese master, Maurice Lally, and his wife raised a family of four in one-fourth of the factory. For 45 years Lally, whose son George lives in Mantorville, made cheese for patrons of the Milton Cheese Association. During the peak years the Milton Cheese Factory was processing 26,000 pounds of milk into cheese. Patron numbers dwindled and improvements required to keep the plant operating did not make it financially profitable to remain open. While the Lally’s raised four children in a small part of the Milton Cheese Factory, Lynn and Rosie Boynton raised four children in the whole space of the converted 6,000 square foot building. At the time they moved in Brea was 14, Hallie 12, Chad 11 and Ben was five. “It took a couple of years to get it where we wanted it,” said Lynn. “We remodeled and converted it to pretty much what you see it as from the outside today.” He adds, “We put a lot of sweat equity into this place.” When asked if they would do it all over again, Lynn hesitates and Rosie is quick to respond, “I would do it again in a minute.” They might not have known exactly how much work was involved, but Rosie did not care. They had to install a new septic and the well had to be updated. Due to the size of the building there are two furnaces and two air conditioners. For nearly 20 years they lived in the converted cheese factory. The plan was for their daughter Brea and her husband Mike Koebele to build a new house and Rosie and Lynn would buy that from them on the five year plan. Two years later the couple built a new home on a desired location and Lynn and Rosie had to choose between the former cheese factory and the new home. Lynn said they could not afford both. They decided to try and sell their home and move into the new one. While waiting for it to sell, Lynn met a lady at Kasson Eye Care and the conversation included the popularity of scrapbooking. That triggered an idea. “We could let other people call it home for a weekend,” said Rosie. The Milton House was the next step for making efficient use of the building. Daughter Hallie Glenna, who is married and lives in Wisconsin, is in marketing and designed the website. Rosie serves as what you might call the interior decorator who likes to create new things at The Milton House and Wendy Hettinger is the day to day manager. Lynn maintains the grounds and likes to keep a low profile. The Milton House sits on one-and-one-half acres in a country setting three miles north of Mantorville. The house has a full kitchen, dining room, gathering room, elevator to the second floor, fireplace, sleeps up to 16 (14 single beds and one double) and has three baths, one with a jet tub. The Milton House has all the amenities for scrapbookers, including a computer, printer, photo and scrapbooking paper, tape runner (adhesive) and Cricut machine to name a few. They even have a massage therapist available for a group retreat weekend. They also have all the utensils for inhouse cooking. The Milton House can also be used for quilters, family gatherings, weddings, groom’s dinners, reunions, business retreats, picnics and church gatherings. “It’s in a country setting and so peaceful and quiet,” said Hallie. “We have even had hookers-rug hookers that is,” jokes Rosie. The Boyntons like the fact they are close to historic Mantorville and the two complement each other. The antique shops, theatre, Art Guild, Chocolate Shoppe, historic sites, Hubbell House and other places of interest can be a destination for groups staying at the Milton House. “We put so much sweat equity into that place,” said Rosie. “It’s so uplifting to get the positive comments and hear how much fun the guests have had.” January through April is the busiest time of the year at The Milton House and September-November is also quick to book. Through marketing and word of mouth they want to attract more activity during the quiet time. One of Lynn’s goals is to appeal to weekend bikers. “They could stay here and ride along the river one day and around the countryside the next. We have the scenery here to attract people who like to do that,” said Lynn. “We lived there as a family and now we work The Milton House as a family,” said Rosie. “We were able to call it home and now we have made it a home setting for others to enjoy.”

On a weekend in early January a large group of scrapbookers gathered at the Milton House. They came from throughout Minnesota. January-April is the busiest time of the year at the Milton House.

Lynn Boynton checks in with scrapbookers on a Saturday morning in January. He wanted to make sure the accommodations were satisfactory and that they were able to find what they needed. As part of the weekend retreat for the scrapbookers a massage therapist was scheduled later that afternoon.

Rosie Boynton has a knack for decorating The Milton House to fit a special occasion. This particular weekend re-enactor officers for Wasioja Civil War Days 2011 took up residence at The Milton House.

Dodge County 4-H Demonstration Day was held Tuesday, April 16 with four participants. Emilie Moenning and Rachel Munson (center back) did a team demonstration titled "Pooch Problems and Possibilities" about the opportunities in the 4-H Dog Program. Timothy Moenning (right) presented gun cleaning in his demonstration titled "A Clean Shot." In his livestock demonstration, Timothy, with the assistance of his dairy beef steer "Bud" extolled the nutritional benefits and different cuts of beef in his demonstration, "Beef: The Incredible Meat." 14 million pounds of garbage delivered to Olmsted Waste to Energy In 2012 Dodge County delivered 14,009,120 pounds of garbage to the Olmsted Waste to Energy Facility in Rochester. That compares to 13,178,820 pounds in 2011. Garbage delivered to the landfill for disposal amounted to 536,040, down from 1,731,280 pounds in 2011. Self-disposal, estimated legal and illegal burning/burying, was 1,860,000 pounds. The estimate for 2011 was 1,822,000 pounds. From cardboard to aluminum cans, glass bottles and jars, food waste (made into compost), tires, etc., the amount recycled in 2012 was 6,855,104 pounds. For 2011 that figure was slightly higher at 6,939,840 pounds. The most commonly recycled items were mixed paper to include newspaper, office paper, junk mail, magazines and boxboard. The amount recycled was 3,017,360 pounds which compares to 3,240,540 pounds in 2011. Glass bottles and jars were second at 984,104 pounds and that compares to 1,046,560 pounds in 2011. The county also recycled 82,000 pounds of tires, 117,140 pounds in electronics and 206,760 pounds in steel cans. What is termed single stream recycling has caused recycling numbers to jump beginning in 2011. Single stream means paper, glass bottles, aluminum cans, steel cans and plastic bottles can be mixed together, making it more convenient for consumers to recycle. The single stream of recyclables is delivered to a large private sorting facilities in the Twin cities where people and machines sort out individual items to be sold to manufacturers. Dodge County Environmental Services Director Mark Gamm pointed out that it is still very important to keep nonrecyclable items out of recycling bins. He added that the county does not want to lose access to the sorting facilities and single stream services because of non-recyclable items being sent.

PERMITS REQUIRED BY DODGE COUNTY FOR LAND USE AND ENVIRONMENT Unless stated otherwise, the following requirements do not apply in cities. Consult your city for permit requirements. NEW STRUCTURES & ADDITIONS

BURNING WASTE AND DEBRIS

Most new structures or modifications to structures require a zoning permit.

A Burning Permit is required prior to burning any brush, or other woody debris except when done for recreational purposes. Only “farmers” are allowed to burn some of their household refuse in a burn barrel if refuse collection is not available. This farm exemption does not apply to burning rubber, plastic, tires, shingles, tar paper, insulation, wiring, paint, treated wood, and hazardous materials.

N EARTH MOVING: EXCAVATIONS, GRADING, AND FILLING A Permit is required prior to excavating, grading, or filling within 300 feet of a public watercourse. A Conditional Use Permit is required for excavations exceeding 50 cubic yards unless such excavation is ancillary to a permitted construction project. A Stormwater Management Permit is required for any disturbance of land over one (1) acre in size. No earthwork can be done on slopes of 18% or more. No filling is allowed in flood plain.

BURYING WASTE AND DEBRIS A permit from the MN Pollution Control Agency is required prior to burying any man-made products including concrete, wood, glass, and other items from the construction and demolition of roads, driveways, buildings and other structures. This requirement applies in all areas of the county including cities. Concrete from a farm may be buried on-site if properly recorded with the property deed at the County Recorders Office.

DRIVEWAYS AND CULVERTS A permit is required prior to the installation, repair, or change of use of a driveway access from a County Road. This includes County Roads in cities. For access from a Township Road please contact your Township.

SEPTIC SYSTEMS A Sewage Treatment Permit is required prior to the repair or modification of an existing septic tank or drainfield. A Permit is also required prior to the construction of a new septic system. An inspection of an existing system is required when replacing a house, when adding living space to a house, and prior to the sale of a house or business. These requirements apply in all areas of the county including cities.

RELATED PERMITS The State of Minnesota requires permits for other land use related activity including: Water Well Permit for maintenance, sealing, removal, and construction of water wells; Stormwater Management Permit for earthwork disturbing one (1) acre or more; Water Appropriation Permit for use of certain quantities of groundwater and surface water; and Public Waters Permit for work within a river, lake, or stream.

Corky is a seven year old, 16 lb, Chinese Crested/Poodle mix or a Crestapoo. He is really shy, it takes him a little bit to warm up, but once he does look out!. The Chinese crested side is really noticeable on his underbelly, it is just like the skin on your face. In the winter months he may have dry skin that needs lotion. If you would like a cuddle bug, he’s the dog for you. Corky was surrendered to SDR as the result of a divorce. He has a history of seizures when really stressed but none have been seen in the time he's been here. He also has a history of allergies, but seems Ž asymptomatic right now. Corky is good with older respectful kids who give him space. He is also good with quiet dogs but is not interested in playing. He walks well on a leash with the use of a harness and is housetrained if kept on a schedule. He wants to be with his people so someone who does not work long hours is best or a retired person. Corky is neutered and up to date with Rabies and Distemper, is heartworm and intestinal parasite free. Corky is also microchipped. Mix meat, seasoning, crumbs, liquid and onion. Form into 2-inch balls. Brown. Mix 2 cans golden mushroom soup and 1/2 c. water; pour over meatballs in casserole. Cover and bake 30 minutes at 350º. Makes 25 meatballs.

2 eggs, slightyly beaten 1 can cream-style corn 1 c. milk 3/4 c. coarsely crushed snack crackers (about 20 crackers) 1/2 c. shredded cheddar cheese

In a medium saucepan cook the onion and sweet pepper in hot butter about 5 minutes or until tender. Meanwhile, in a large bowl stir together the eggs, corn, milk, and crushed crackers. Transfer to a greased 2-quart square baking dish. Bake, uncovered in a 325º oven for 35-40 minutes or until the center appears set. Sprinkle with the cheddar cheese. Let stand for 15 minutes before serving.

How to Avoid Identity Theft When You Travel Dear Savvy Senior, What tips can you recommend to help retirees guard against identity theft when traveling? My sister and her husband had their identity stolen while on vacation last year, and I want to make sure I’m protecting myself on my trip to Europe next month. Paranoid Pam Dear Pam, Most people don’t realize that when you travel, your risk of identity theft increases. Here are a few simple steps you can take to protect yourself while you’re away. • Alert your credit card companies: Before you leave, let them know when, where and how long you’ll be traveling. This helps their fraud departments stop bogus charges if your card is used where you’re not. And, it reduces the risk that your card will be frozen when you use it far from home. • Secure your mail: Get a friend or neighbor to pick up your mail every day while you’re gone, or stop your mail at the post office. A full mailbox can be very inviting to identity thieves and burglars. Also, stop the newspaper, and don’t broadcast your travel plans on social networking websites. • Clean out your wallet: Pickpockets love tourist destinations, so take only essential identifiers, like your driver’s license, and just two credit cards – carry one with you, and lock the other one in a hotel room safe in case your wallet gets stolen. Also, don’t ever carry your Social Security card in your wallet, and leave your checkbook home too. It’s also a good idea to make copies of your plane tickets, hotel reservations, passport, driver’s license and credit cards, and leave them with a friend or relative who you can call in an emergency. And make a list of contact numbers of your credit card providers so you can call them if your pocket gets picked. • Protect your smartphone: These are gold mines for ID thieves. If you use a smartphone, protect your personal information by using the security settings to lock your screen with a password. Then install a GPS location tracking app on your phone such as “Where’s My Droid” for Android devices, or if you’re an iPhone user, activate the built in “Find My iPhone” app. You can also set up your phone so that if it does get stolen, you can remotely erase its data. Your wireless carrier may offer this service, and many security apps include this feature. • Use safe ATMs. If you need cash while you’re away, use ATMs that are located at banks. These are more secure than stand-alone ATMs which can be rigged to capture your card information that thieves can steal. • Safeguard your hotel: Never leave your wallet, passport, credit cards or other valuables lying around your hotel room. Either keep them with you or lock them up in the hotel safe. And if you have a laptop computer or tablet, get a locking device that lets you lock it to something fixed in the room. You local computer store can help you with this. Be careful with hotel computers and free Wi-Fi networks: Don’t access your personal accounts or disclose any of your financial information on hotel or other public computers or on public Wi-Fi networks. You never know what identity-stealing software is at work. • Freeze your credit: A temporary freeze denies access to your credit history, so ID thieves can’t open accounts in your name while you’re away, but it doesn’t stop you from using your credit card. To set up a freeze, contact each of the three credit bureaus – Equifax (equifax.com, 800-6851111), Experian (experian.com, 888-397-3742) and TransUnion (transunion.com, 877-322-8228). It typically costs around $10 per credit bureau to freeze your account, and $10 to unfreeze it. If you’re going to be gone for an extended period of time this is a good extra protection. After a long winter and drawn out wet and cold spring, people are anxious to get started with landscaping projects. Last year was the complete opposite when the area saw temperatures in the 70s as early as mid-March. For the past 26 years Mark Bernard, owner of Bernard Landscaping, has been awaiting spring so he can be busy once again. Bernard said you can't blame people for wanting to begin outdoor projects. It was some 13 years ago when Mark capitalized on his experience and went out on his own full time to start Bernard Landscaping. It is the military man and their families that have throughout our great history kept this country safe and free. They are the true “American Heroes” not sports figures or Hollywood types, but real heroes, some who died and all who gave oath to die if necessary in defense of our country. This memorial rightfully honors those who have served. Veterans don’t ask for recognition, so it is up to communities to recognize their lasting contributions. This memorial is a tribute to their service. I hope local family members take this time to honor their loved ones who have served by purchasing a paver because the most significant part of any memorial are the people who served. Do you have any memories you wish to share of your time in the military? I had a wonderful 24+ year career. I had the opportunity to travel to numerous places that I would not have been able to. I was stationed in Europe (Germany and England), several places in the United States and ended my career in the Washington DC area while living in Northern Virginia. I was stationed at the Pentagon from January 2000 to May 2002. I flew out of National Airport one day prior to 9/11 for military related business in Florida. After the attacks, I was immediately recalled back to the Pentagon to participate as a member of the USAF Crisis Action Team. When you approach the Pentagon from the South on I-395 you round a curve and the Pentagon is right in your view. On that bright sunny September 13th I rounded that curve and saw our glorious flag draped over the damaged side of the Pentagon and knew then that we would stand tall and come back as we Americans always do... United We Stand! This time became the most demanding part of my service. My last assignment was with the Joint Personnel Recovery Agency. We were tasked with making sure all dislocated military members were trained to Survive, Evade, Resist and Escape as necessary based on their situation. Our motto: That others may live... to return with honor. I retired September 1, 2005 at Fort Belvoir, VA. We moved home to Minnesota in November 2006.
