LEGAL NOTICE ORDINANCE NO. 846 ORDINANCE RELATING TO CRIMINAL HISTORY BACKGROUND FOR APPLICANTS FOR CITY EMPLOYMENT AND CITY LICENSES BE IT ORDAINED by the Mayor and Council of the City of Kasson, Dodge County, Minnesota, as follows: Section 1. That the Kasson City Code shall be amended by adding a new Chapter 33, as follows: CHAPTER 33 EMPLOYMENT BACKGROUND CHECKS SECTION 1: Applicants for City Employment PURPOSE: The purpose and intent of this section is to establish regulations that will allow law enforcement access to Minnesota’s Computerized Criminal Historic information for specified non-criminal purposes of employment background checks for employees and candidates for employment. CRIMINAL HISTORY EMPLOYMENT BACKGROUND INVESTIGATIONS: The Kasson Police Department is hereby required, as the exclusive entity within the City, to do a criminal history background investigation on the applicants for the following positions within the city, unless the city’s hiring authority concludes that a background investigation is not needed: Employment positions: Candidates selected for interviews for all part time and full time positions. Except those positions already authorized and covered by MN Statute 626.87, Subdivision 1, Sworn police positions. The City shall not obtain all of the criminal data authorized under the Child Protection Background Check Act (MN Statute 299C.61 and 62). In conducting the criminal history background investigation in order to screen employment applicants, the Police Department is authorized to access data maintained in the Minnesota Bureau of Criminal Apprehensions Computerized Criminal History information system in accordance with BCA policy. Any data that is accessed and acquired shall be maintained at the Police Department under the care and custody of the chief law enforcement official or his or her designee. A summary of the results of the Computerized Criminal History data may be released by the Police Department to the hiring authority, including the City Council, the City Administrator or other city staff involved in the hiring process. Before the investigation is undertaken, the applicant must authorize the Police Department by written consent to undertake the investigation. The written consent must fully comply with the provisions of Minn. Stat. Chap. 13 regarding the collection, maintenance and use of the information. Except for the positions set forth in Minnesota Statutes Section 364.09, the city will not reject an applicant for employment on the basis of the applicant’s prior conviction unless the crime is directly related to the position of employment sought and the conviction is for a felony, gross misdemeanor, or misdemeanor with a jail sentence. If the City rejects the applicant's request on this basis, the City shall notify the applicant in writing of the following: A. The grounds and reasons for the denial. B. The applicant complaint and grievance procedure set forth in Minnesota Statutes Section 364.06. C. The earliest date the applicant may reapply for employment. D. That all competent evidence of rehabilitation will be considered upon reapplication. MANTORVILLE TOWNSHIP SNOW REMOVAL POLICY PURPOSE: To give the citizens of Mantorville Township a realistic expectation of the snow and ice removal services that will be provided during the winter season. This policy is based on a similar policy developed by the Dodge County Highway Department. GOAL: The general goal of the Township is to keep the township roads passable during the most heavily traveled periods of the week. Service is prioritized by traffic volume and the most logical routing pattern. OPERATIONAL GUIDELINES: The first priority is to make ALL roads passable. Once all roads are passable, the lanes will then be widened, and abrasive/chemical mixtures applied if necessary. Finally, additional clean up will be done, if time allows before the next snow. Mantorville Township has only one operator, one snow plow, and one truck. Operator duty shifts must be limited to 12 hours per day for safety reasons, therefore in no case is 24 hour a day coverage provided. Icing bridges or snow drifting on roads are an expected aspect of winter travel and generally are not adequate justification to dispatch the snow plow. Hours of operation will be determined by weather conditions and/or traffic volume. *The township will not be responsible for vehicles parked on township roads during snow removal emergencies. Week-ends and holidays will receive a reduced level of service, due to lower traffic volume and limited resources available. (We do not have access to sand/salt if our supplier is not open.) If the weather service has recommended no travel, it is assumed there will be low traffic volume, resulting in a lower level of service. Operations will be halted when conditions are too hazardous, or if reasonable accomplishments cannot be made. State statute 169.42 requires that NO snow be pushed onto township right of way. EMERGENCY CALLS: Snow plows will not be dispatched at night on most roads except for true emergency calls such as assisting, fire departments, ambulance crews, or searching for known stranded motorists. Dear Savvy Senior, What can you tell me about longevity annuities? I come from a family with long life expectancies and I would like to protect myself from running out of money in my old age. Looking Ahead Dear Looking If you’re worried about outliving your retirement savings, longevity annuities are definitely an option worth looking into. Longevity annuities are simply deferred annuities that pay you income for life, but only if and when you make it to a certain age. How does it work? You give an insurance company a lump-sum of money when you retire (say age 60 or 65), in return for monthly income usually starting at around 80 or 85. The advantage of choosing a longevity annuity over an immediate annuity is that the payouts are much higher. For example, a 65-year-old man who puts $30,000 into a longevity policy could expect to receive around $1,600 per month (that comes to $19,200 per year) starting at age 85. Buying a $30,000 immediate annuity at age 85, he’d get only around $370 per month. Why such a big difference? Because the insurer has more time to make money off your money before it must begin paying you back. And, they’re betting you won’t live long enough to receive many, if any, checks. National statistics show that a 65-year-old man will live, on average, to 82, and a 65-year-old woman to 85. Another great benefit with a longevity annuity is it gives you the freedom to spend down your nest egg, knowing you’ve locked up an income stream for your later years. But as tantalizing as those big payouts may be, longevity annuities have their drawbacks. For starters, a basic longevity policy offers no escape hatch for you to retrieve your money during the 20 years or so you’re waiting for benefits to start. And your heirs won’t get death benefits if you die before you begin to collect. If that bothers you, you may want to consider a longevity policy that offers flexible features like a death benefit to be paid to your heirs, early payment options, inflation protection and more. The downside, however, is that every extra feature you add will reduce your monthly benefit. You can use the Brandes Retirement Simulator (see www.brandes.com/institute) to figure out if you should consider a policy. Plug in your current and projected income, expenses and investment strategies. It will show you the possible impact of a longevity product on retirement spending and on your income after age 85. Brandes does not sell longevity insurance. When to Buy Most people purchase a longevity annuity at or just prior to the time they retire. To estimate how much coverage you should get, figure out how much of your essential expenses you can cover with Social Security, pensions, and other forms of guaranteed income, and buy longevity coverage for the rest. But don’t overdue it. Experts recommend you use no more than 10 to 15 percent of your assets to purchase a policy, and leave the rest in your portfolio to provide income until it kicks in. Also, when choosing a product, remember that you’re buying income that will not kick in for 20 years or more. So be sure to go with a company with a good reputation and solid financials which you can check online for free at ambest.com, standardandpoors.com and thestreet.com/insurers. Angela Engelhardt, a passion for animals great and small “The greatness of a nation and its moral progress can be judged by the way in which its animals are treated.” ~Mahatma Ghandi Editor’s Note: Angela Engelhardt is a 1993 Kasson-Mantorville High School grad. She is in her 13th year of teaching currently instructing students in Biology and Environmental Science at the Burnsville (MN) Alternative High School. Angela's profession claims a high burnout rate, yet Angela's love of travel and animals has proven to be an effective antidote for the stress she incurs during the school year. The following chronicles her travels and shows evidence of her compassion for animals abroad and her desire to help their related organizations. By the time the holidays arrive summertime vacations for the most part are a pleasant memory. For Angela Engelhardt those travel memories are more vivid and life changing. These summertime experiences fuel her desire to help mistreated and abused animals in distant locations across the globe. It all started during four weeks of travel in 2007 when Angela went to China to teach English. During this trip she experienced Tibet before the volatile Tibetan unrest preceding the 2008 Olympics in Beijing. Despite this experience Angela's appetite for travel was developing. In 2009 Angela traveled solo to Cusco, Peru to earn certification in teaching English as a foreign language. During her six week stay she met people volunteering with various programs. Angela's interest was further piqued. 2010 found Angela venturing to Thailand with the organization "Friends for Asia". She stayed in a hillside village volunteering at an elephant camp with Mahouts, people who develop lifelong relationships with elephants. In 1992 elephants were banned from use in logging, and Maeteman Elephant Camp was created to prevent those elephants from being mistreated and abused. Angela's time was spent making vitamin packets for the elephants, scrubbing them in the river, cleaning up elephant dung, called “green gold” because it can be made into paper. She spent two weeks with the elephants and two weeks traveling by herself, ending with time on the beach with her cousin and her husband. 2011 took Angela to South Africa. Here she came to know and love baboons through CARE-the Centre for Animal Rehabilitation and Education. She spent five weeks in Phalaborwa and learned firsthand of the mistreatment of baboons. Prior to the arrival of the Europeans, baboons were appreciated for their cleverness and intellect. A loss of habitat led to their cruel treatment. It was common practice to snare and shoot them because their behavior was looked to be intrusive. Many times the pink baby faces are looked upon with sympathy and are handed over to CARE. Jaapie, a baboon Angela has grown particularly fond of, witnessed his mother being set on fire. He arrived at CARE with severe burns on his body. He seems to have suffered some post traumatic stress as he twitches and jerks when he is upset. The volunteers he is attached to have gained his trust. He has come a long way on his journey of rehabilitation. Gracie was another baby baboon that was left behind. Her mother had been mauled to death by dogs and Gracie survived. She is missing a couple of fingers and a couple of toes due to the mauling. All of the baby baboons have encountered some kind of trauma before finding themselves at CARE: death of the mother, destined to be a pet or separation from their troop. Rita Miljo founded the Centre for Animal Rehabilitation and Education back in 1989. The program has been going strong ever since. Rita’s goal was to raise and nurture the orphaned baboons and create new troops of these orphans. Baboons are social animals with One of Angela’s students created this drawing of strong family connections. The goal of CARE is to then release these baboons back into the wild. They are not meant for captivity. CARE does not just take in orphans. They take in injured or abused baboons as well. An adult male had been held in a sealed steel drum. His droppings were collected for a local witchdoctor. 11 adult female baboons were rescued from a laboratory where they had been test animals held in small, cramped cages where socialization was impossible. They were destined for vivisection or to be euthanized. CARE takes in all of these animals in hopes to rehabilitate and release. If this cannot happen, they hope that these animals live out the rest of their lives with dignity and respect.

Angela spent time in Thailand at Maeteman Elephant Camp. She worked on building a relationship with 13 year old Earn.

By 2012 the travel bug had bitten Angela hard and she was off to a sloth sanctuary in Costa Rica. Sloths, Angela came to realize, were mistreated much like baboons. Angela spent three of her four weeks in Costa Rica at the sanctuary caring for three toed sloths. Costa Rica has a high rate of poverty and a general disrespect for animals. Dousing animals with bleach and setting them on fire was a commonplace occurrence. Like many wild animals, it is also not uncommon for people to try to keep them as pets. That usually includes killing the mother to gain access to the baby. Wild animals are not meant to be pets, so when their instincts kick in or they are no longer cute and cuddly…humans want to get rid of them. Last fall Angela decided she needed to share what she had come to love and she wrote a book, "For the Love of Baboons". The book is filled with photographs from Angela's time with the baboons and tells the day to day story of baboons in the African bush. The book includes what happens to the young baboons when they lose their mothers and their troop. The Angela got to know Samantha and Svetlana during book also tells about CARE. Tragically a fire on July 27th, her time at the sloth sanctuary. 2012 destroyed the milk kitchen, clinic, and Rita Miljo’s home. Rita and three baboons died in the fire. Thanks to staff members and volunteers the work continues. It is Angela's desire to help raise funding for this project. Her book, "For the Love of Baboons", is for sale for $30 with all proceeds going to CARE. This book would make a good stocking stuffer for animal lovers of all ages who want to be part of making a difference in the lives of these animals. GIVE THANKS ON THANKSGIVING DAY!

Thanksgiving Day in the United States is traditionally a holiday to give thanks for the food collected at the end of the harvest season. Thanksgiving is always the fourth Thursday in November, preceding Black Friday. Thanksgiving Day is traditionally a day for families and friends to get together for a special meal of turkey, stuffing, potatoes, cranberry sauce, gravy, pumpkin pie and vegetables. Thanksgiving Day also allows us time to give thanks for what we have. Thanksgiving Day has been an annual holiday in the United States since 1863. Not everyone sees Thanksgiving Day as a cause for celebration. Each year since 1970, a group of Native Americans and their supporters have staged a protest for a National Day of Mourning at Plymouth Rock in Plymouth, Massachusetts on Thanksgiving Day. American Indian Heritage Day is also observed at this time of the year.

There are claims that the first Thanksgiving Day was held in El Paso, Texas in 1598. Another early event was held in 1619 in the Virginia colony. Many people trace the origins of the modern Thanksgiving Day to the harvest celebration that the Pilgrims held in Plymouth, Massachusetts in 1621. However, their first true Thanksgiving was in 1623, when they gave thanks for rain that ended a drought. These early thanksgivings took the form of a special church service, rather than a feast. In the second half of the 1600s, Thanksgiving after the harvest became more common and started to become an annual event. However, it was celebrated on different days in different communities and in some places there were more than one Thanksgiving each year. George Washington, the first president of the United States, proclaimed the first national Thanksgiving Day in 1789. Thanksgiving facts: • Seven other nations also celebrate an official Thanksgiving Day. They are Argentina, Brazil, Canada, Japan, Korea, Liberia and Switzerland. • In 1777 George Washington and his army on the way to Valley Forge, stopped in blistering weather in open fields to observe the first Thanksgiving of the new United States of America. • President Roosevelt established the fourth Thursday in November as Thanksgiving Day. • In Midtown Manhattan, New York City, the Macy's Thanksgiving Day Parade is held annually every Thanksgiving Day. Thanksgiving parades are also held in Houston, Philadelphia and Detroit. • Football is an important part of many Thanksgiving Day celebrations in the United States. The Detroit Lions have hosted a game every Thanksgiving Day since 1934 (except 1939-44

during World War II). The Dallas Cowboys have hosted a game every Thanksgiving day since 1966 (except 1975 and 1977). • Each Thanksgiving Day since 1947 the president of the United States has been presented with three turkeys by the National Turkey Federation. One live turkey is pardoned and gets to live the rest of his life on a quiet farm; the other two are dressed for the Thanksgiving meal. 1 lb. sausage 1 tsp. lemon pepper 1 1/2 lb. lean ground beef 2 eggs, beaten 1/2 c. tomato ketchup 3/4 c. fresh bread crumbs 1/3 c. tomato juice 1/4 c. finely-chopped onions 1/2 tsp. salt 2 tsp. prepared mustard 1/2 tsp. pepper TOPPING: 1/2 tsp. prepared mustard 1/4 c. tomato ketchup 2 tsp. brown sugar In a large bowl, combine ketchup, tomato juice, salt, pepper, eggs, bread crumbs, onions, and mustard. Mix until thoroughly blended. Add ground beef and sausage, mix gently but thoroughly. Line 5x9-inch loaf pan with foil. Press in the beef mixture. In separate bowl, combine topping ingredients, mixing well. Spread topping over meatloaf. Bake at 400º for 50-60 minutes, or until done. Drain off fat.

Thanks

Heat over to 400º. Prepare dinner as directed on package. Brown meat in large skillet on medium-high heat with onion. Drain. Add tomatoes, oregano and pepper. Mix well. Bring to a boil. Add meat mixture to dinner, then spoon into baking dish. Sprinkle cheese on top. Bake for 10 minutes or until casserole is heated through. Yield: 6 servings.
