Storm spotter training offered by National Weather Service The National Weather Service (NWS) will be holding a SKYWARN Severe Weather Spotter Training class in Claremont, MN on Tuesday, April 2nd. The training will be held at the Claremont Fire Station starting at 6:30 p.m. The class will last around two hours and includes a multimedia presentation. Training is intended for storm spotters or potential storm spotters, but is open to the public and free of charge. A review of significant weather that hit the region in 2011 and 2012 will be included. The NWS relies heavily on actual storm reports from "spotters," which can include sheriff's departments, local emergency management officials, police and fire departments, amateur radio operators, or anyone else who has attended one of these classes. These reports can prompt warnings that save lives, which has been proven many times through the years when severe weather strikes. Todd Shea, Warning Coordination Meteorologist with the weather service in La Crosse, Wisconsin, organizes the training each year and encourages large groups and active volunteers to attend. “Accurate and timely reports of severe weather, by trained individuals, not only helps our office, but can save lives in the local community. We always need more eyes to the sky.” Dodge County, as well as other areas in southeast Minnesota, always needs more “ground-truth” weather reports to pass along to the National Weather Service. Again, training is Tuesday, April 2nd in Claremont, starting at 6:30 p.m. Pre-registration is not needed. IRS Urges Taxpayers to Avoid Becoming of Tax Scams The Internal Revenue Service today encouraged taxpayers to guard against being misled by unscrupulous individuals trying to persuade them to file false claims for tax credits or rebates. The IRS has noted an increase in taxreturn-related scams, frequently involving unsuspecting taxpayers who normally do not have a filing requirement in the first place. These taxpayers are led to believe they should file a return with the IRS for tax credits, refunds or rebates for which they are not really entitled. Many of these recent scams have been targeted in the South and Midwest. Most paid tax return preparers provide honest and professional service, but there are some who engage in fraud and other illegal activities. Unscrupulous promoters deceive people into paying for advice on how to file false claims. Some promoters may charge unreasonable amounts for preparing legitimate returns that could have been prepared for free by the IRS or IRS sponsored Volunteer Income Tax Assistance partners. In other situations, identity theft is involved. Taxpayers should be wary of any of the following: • Fictitious claims for refunds or rebates based on excess or withheld Social Security benefits. • Claims that Treasury Form 1080 can be used to transfer funds from the Social Security Administration to the IRS enabling a payout from the IRS. • Unfamiliar for-profit tax services teaming up with local churches. • Home-made flyers and brochures implying credits or refunds are available without proof of eligibility. • Offers of free money with no documentation required. • Promises of refunds for “Low Income – No Documents Tax Returns.” • Claims for the expired Economic Recovery Credit Program or Recovery Rebate Credit. • Advice on claiming the Earned Income Tax Credit based on exaggerated reports of self-employment income. the con artists. In other situations, taxpayers deserve the tax credits they are promised but the preparer uses fictitious or inflated information on the return which results in a fraudulent return. Flyers and advertisements for free money from the IRS, suggesting that the taxpayer can file with little or no documentation, have been appearing in community churches around the country. Promoters are targeting church congregations, exploiting their good intentions and credibility. These schemes also often spread by word of mouth among unsuspecting and well-intentioned people telling their friends and relatives. Promoters of these scams often prey upon low income individuals and the elderly. They build false hopes and charge people good money for bad advice. In the end, the victims discover their claims are rejected or the refund barely exceeds what they paid the promoter. Meanwhile, their money and the promoters are long gone. Unsuspecting individuals are most likely to get caught up in scams and the IRS is warning all taxpayers, and those that help others prepare returns, to remain vigilant. As of January 2, 2013, the Dodge County Board appointed a new member to serve on the University of Minnesota Extension Committee. How does one go about creating a trust for their pets? I have a dog and two cats that mean the world to me, and I want to make sure they’ll be well taken care of after I’m gone. Elderly Ellen Dear Ellen, Pet trusts have become more and more popular over the years as senior pet owners are looking for ways to ensure their pets will be well cared for when they’re no longer able to do the caring. Here are some tips to help you get started. Types of Trusts A pet trust is a legal instrument that allows you to designate a specific amount of money for your pet’s care and name a trustee to carry out your wishes. There are two main types of pet trusts you can set up. One option is a “traditional pet trust,” which is effective in all states and is similar to a trust you’d set up for a child, but it’s expensive costing anywhere from $500 to $1,500. Or, you could opt for a “statutory pet trust” which is a much cheaper option and is currently allowed in more than 40 states and the District of Columbia. To create a statutory pet trust you simply add a few lines to your will, such as, “I leave $5,000 in trust for the care of my dog and two cats.” State law will fill in the gaps, so that the simple provision may be effective. If you want to set up a pet trust, talk to an estate-planning attorney, preferably one who has experience with pet trusts. Or, you can work with a company like Peace of Mind Pet Trust (peaceofmindpettrust.com) or Trusted Pet Partners (trustedpetpartners.com). Some factors you’ll need to consider before setting up a pet trust include: · The trustee and caretaker: Most pet trusts designate both a trustee to manage the money and a caretaker to handle the day-to-day care of the pet. The trustee can make sure the caregiver is doing what they’re supposed to do. It’s also a good idea to name an alternate trustee and caregiver in case your first choice is unable or unwilling to serve. · Caregiving details: With a traditional trust, you can specify the things you want your pets to receive like their favorite foods, how often they should be taken to the vet, their burial arrangements, etc. · Funding the trust: You can set aside money from your estate to cover the costs, or if you’re short on funds, another option is to buy or use an existing life insurance policy and name the trustee as the beneficiary. Other Options Another legal option to consider is a “pet protection agreement,” which is much less complex than a formal pet trust. This allows you to name a guardian to take care of your pets, and gives you the ability to leave funds to care for them. You can make a pet protection agreement online at legalzoom.com (800-962-7490) for $39. If, however, you don’t want to create a legal tool, you should make informal arrangements by asking a trusted friend or relative to take care of your pets if something happens to you. In addition, you could set up a separate bank account to cover expenses and name the caretaker as the beneficiary. Or, if you don’t have anyone who would be willing to take care of your pets after you’re gone, you can make arrangements to leave it to a rescue, humane society, pet care program or other animal welfare group. Many of these organizations find new homes for pets or offer lifetime care, but may require a fee or donation. Talk to your veterinarian about options in your area. Refunds totaling just over $917 million may be waiting for an estimated 984,400 taxpayers who did not file a federal income tax return for 2009, the Internal Revenue Service recently announced. However, to collect the money, a return for 2009 must be filed with the IRS no later than Monday, April 15, 2013. The IRS estimates that half the potential refunds for 2009 are more than $500. Some people may not have filed because they had too little income to require filing a tax return even though they had taxes withheld from their wages or made quarterly estimated payments. In cases where a return was not filed, the law provides most taxpayers with a three-year window of opportunity for claiming a refund. If no return is filed to claim a refund within three years, the money becomes property of the U.S. Treasury. For 2009 returns, the window closes on April 15, 2013. The law requires that the return be properly addressed, mailed and postmarked by that date. There is no penalty for filing a late return qualifying for a refund. The IRS reminds taxpayers seeking a 2009 refund that their checks may be held if they have not filed tax returns for 2010 and 2011. In addition, the refund will be applied to any amounts still owed to the IRS or their state tax agency, and may be used to offset unpaid child support or past due federal debts such as student loans. By failing to file a return, people stand to lose more than refund of taxes withheld or paid during 2009. In addition, many low-and-moderate income workers may not have claimed the Earned Income Tax Credit (EITC). For 2009, the credit is worth as much as $5,657. The EITC helps individuals and families whose incomes are below certain thresholds. The thresholds for 2009 were: $43,279 ($48,279 if married filing jointly) for those with three or more qualifying children, $40,295 ($45,295 if married filing jointly) for people with two qualifying children, $35,463 ($40,463 if married filing jointly) for those with one qualifying child, and $13,440 ($18,440 if married filing jointly) for people without qualifying children. Taxpayers who are missing Forms W-2, 1098, 1099 or 5498 for 2009, 2010 or 2011 should request copies from their employer, bank or other payer. If these efforts are unsuccessful, taxpayers can get a free transcript showing information from these year-end documents by filing Form 4506-T, Request for Transcript of Tax Return, with the IRS or by calling 800-829-1040.
